General questions 1. public agency "academic programme Agency (hereinafter the Agency) is the Ministry of education and science in the supervision of the national authorities. 2. the agency created to promote educational programmes of the European Union, as well as other national or international education measures the educational sector. II. Agency functions, tasks and rights 3. the Agency shall have the following functions: 3.1. ensure European Union education programmes Socrates (Socrates programme) in Latvia;
3.2. implement its functions decentralised Socrates or partially decentralised financial management of the Fund;
3.3. implementation of the European Community's integrated lifelong learning and academic education program, directing and coordinating the implementation in Latvia;
3.4. provide national and international projects and programmes according to the contracts concluded between the Agency and the Latvian or other government bodies. 4. in order to implement certain functions, the Agency shall undertake the following tasks: 4.1 comply with the Socrates national agencies for tasks according to the Treaty the programme decision and the Ministry of education and Science approved strategy;
4.2. in carrying out the functions of the Centre in Latvia, the European Union higher education cooperation programmes with third countries under the agreements;
4.3 contracts with the European Commission on decentralised Socrates or partially decentralised financial management of the Fund;
4.4. conclude contracts with the European Commission and other donors on the financial attraction of the functioning of the Agency, or specific measures;
4.5. manages and administers the education programmes and projects, ensure the control and evaluation of results;
4.6. the dissemination of information on educational programs, advertised and organized a design contest;
4.7. contracts with financial assistance and the beneficiaries of the project implementation;
4.8 according to the competency and carrying out other relevant contracts with the European Commission in the field of education in the administration of financial resources assigned to tasks. 5. in order to ensure the function and tasks, the Agency shall cooperate with the departments of the European Commission, national regulatory authorities, legal and natural persons. 6. the Agency shall have the following rights: 6.1. to request and receive from legal and physical persons in the execution of the tasks of the Agency the information required;
6.2. charge a fee for services rendered;
6.3. According to competence and conclude cooperation agreements with other State and municipal institutions, non-governmental organizations, natural and legal persons, as well as foreign institutions;
6.4. to be on the court proceedings;
6.5. to receive donations, donations and foreign financial assistance;
6.6. to take loans and to assume a guarantee in the law on budget and financial management. III. Agency governance 7. 12.4. donations and gifts. 13. The Agency's accounts for the Treasury. The Agency may, with the permission of the Minister of finance to open accounts for credit institutions. V. activities of the Agency in ensuring the rule of law and the reporting arrangements 14.
