No 56 39) breeding national inspection regulations Issued pursuant to the public administration Act, article 16 of the equipment the first part i. General questions 1. Breeding State Inspectorate (hereinafter Inspectorate) is under the supervision of the Ministry of agriculture existing direct regulatory authority. 2. Inspection activities aimed at public administration functions under the supervision and control of breeding, as well as the control of milk quotas, in order to ensure that the scope of regulatory compliance laws and enforcement. II. Inspection functions, tasks and responsibilities 3. inspection shall have the following functions: 3.1. provide supervision and control breeding breeding area of regulatory laws in the order;

4.2.2. the records of milk quotas and correctness;
4.2.3. all accounting documentation, facilities and sites where milk and milk product manufacturing, purchasing, transportation, storage, processing and marketing of milk quality control, as well as the accumulation of information and the gathering of the herds and animals;
4.2.4. subject to the control of individuals;
4.3. prepare and submit to the Ministry of agriculture in proposals for legislation and policy planning document for the project and the measures to be taken by the national monitoring and control of the relevant competence of inspection activities;
4.4. by request of the Ministry of agriculture shall give opinions on the other institutions to prepare legislation and policy planning document projects inspection competence issues;
4.5. issuing administrative laws and external cases;
4.6. the proposals submitted to the competent authorities of the need to suspend or withdraw the accreditation of national authorisation or conformity assessment, certification and inspection bodies, which operate inspection competence areas of activity;
4.7. National behalf by private business, the required inspection activities;
4.8. preparing and submitting proposals for the Ministry of agriculture for inspection tasks necessary financing from the State budget;
4.9. According to competency represents Latvia's interests in international organisations and European institutions. 5. the Inspectorate has the right to external legal cases, to request and receive, free of charge from any person inspection tasks necessary information and documents.
