Cabinet of Ministers Regulations No. 846 in 2004 (October 12. No 59 16) rules on the recognition of professional qualifications on the basis of the duration of professional experience and the type of individual economic activities, issued in accordance with the law "About the regulated professions and the recognition of professional qualifications" in article 36, paragraph 2 of article 44 paragraph 3, second subparagraph, and article 47 of the third paragraph of rule 1 determine the length of professional experience and the type of citizens of Member States of the European Union for the recognition of professional qualifications in the Republic of Latvia for the regulated professions on the basis of the applicant's professional experience in the areas of economic activity, which laid down specific requirements for the applicant's General, commercial or professional knowledge or skills.
2. On the management work of these provisions in those areas considered to be economic activities in such profession and position: company Manager 2.1 (for example, Director, administrator, Manager) or commercial Branch Manager;
2.2. the company owner's representative or the Deputy head where that post involves responsibility equivalent to that of the proprietor or Manager;
2.3. the company employee who works in the executive position that has a commercial and/or technical nature and who is responsible for at least one Department of the company.
3. the duration of professional experience required for the recognition of professional qualifications, the provisions referred to in annex 1 of economic activities, meets one of the following conditions: 3.1. continuous working six years as a self-employed person or management work;
3.2 continuous three years of work as a self-employed person or management, if the applicant proves that he mastered the of not less than three years of appropriate educational programmes, and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant has made the relevant professional activities;
3.3. the continuous three years of work as a self-employed person, if the applicant proves that he is not less than five years working in the profession as an employee;
3.4. continuously five years of driving for work, including no less than three years technical management response for one or more departments of the company, if the applicant proves that he mastered the of not less than three years of appropriate educational programmes, and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant made his professional activities concerned.
4. This rule 3.1 and 3.3. cases referred to professional qualifications are recognised where the applicant in the relevant areas of economic activity working in the last 10 years preceding the application for the recognition of qualifications (hereinafter application).
5. the duration of professional experience required for the recognition of professional qualifications, the provisions in annex 2 in those economic activities, meets one of the following conditions: 5.1 continuous six years of work as a self-employed person or management work;
5.2. the continuous three years of work as a self-employed person or management, if the applicant proves that he mastered the of not less than three years of appropriate educational programmes, and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant has made the relevant professional activities;
5.3. continuous four year work as a self-employed person or management, if the applicant proves that mastered, not less than two years according to the educational program and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant has made the relevant professional activities;
5.4. a continuous three year work as a self-employed person or management, if the applicant proves that he is not less than five years working in the profession as an employee;
5.5. continuously five years of work as a salaried employee if the applicant proves that he mastered the of not less than three years of appropriate educational programmes, and approved by the appropriate certificate that is recognised by the competent institution of the country in which the applicant has made the relevant professional activities;
5.6. continuous six years of work as a salaried employee if the applicant proves that mastered, not less than two years according to the educational program and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant made his professional activities concerned.
6. These rules 5.1 and 5.4. cases referred to professional qualifications will be recognised, if the applicant in the relevant areas of economic activity working in the last 10 years prior to the application.
7. the duration of professional experience required for the recognition of professional qualifications, the provisions referred to in annex 3 economic activities, meets one of the following conditions: 7.1 a continuous six years of work as a self-employed person or management work;
7.2. continuous three years of work as a self-employed person or management, if the applicant proves that he mastered the of not less than three years of appropriate educational programmes, and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant has made the relevant professional activities;
7.3. the continuous three years working as a self-employed person, if the applicant proves that he is not less than five years working in the profession as a paid employee.
8. This provision 7.1 and 7.3. cases referred to professional qualifications are recognised where the applicant in the relevant areas of economic activity working in the last 10 years prior to the application.
9. the duration of professional experience required for the recognition of professional qualifications, the provisions referred to in annex 4, economic activities, meets one of the following conditions: 9.1 continuously five years of work as a self-employed person or management work;
9.2. continuous two years of work as a self-employed person or management, if the applicant proves that he mastered the of not less than three years of appropriate educational programmes, and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant has made the relevant professional activities;
9.3. the continuous three years of work as a self-employed person or management, if the applicant proves that mastered, not less than two years according to the educational program and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant has made the relevant professional activities;
9.4. continuous two years of work as a self-employed person or management, if the applicant proves that he is not less than three years working in the profession as an employee;
9.5. three continuous years as a salaried employee if the applicant proves that mastered, not less than two years according to the educational program and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant made his professional activities concerned.
10. the duration of professional experience required for the recognition of professional qualifications, the provisions referred to in annex 5, economic activities, a continuous three year work as a self-employed person or management, if the applicant in the relevant areas of economic activity in the last two years prior to the application.
11. the duration of professional experience required for the recognition of professional qualifications, the provisions referred to in annex 6, economic activities, meets one of the following conditions: 11.1. three continuous years of work as a self-employed person or management work;
11.2. continuous two years of work as a self-employed person or management, if the applicant proves that mastered the appropriate education programmes, and approved by the appropriate certificate that is recognised by the competent institution of the country in which the applicant has made the relevant professional activities;
11.3. solid two years of work as a self-employed person or management, if the applicant proves that he is not less than three years working in the profession as an employee;
11.4. three continuous years as a salaried employee if the applicant proves that mastered the appropriate education programmes, and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant made his professional activities concerned.
12. This rule 11.1 and 11.3. in the cases referred to professional qualifications are recognised where the applicant in the relevant areas of economic activity working in the last 10 years prior to the application.

13. the duration of professional experience required for the recognition of professional qualifications in these rules referred to in annex 7 of the economic activities, which include only the packaged toxic substances distribution and marketing, which are in the original packaging and for delivery to the final consumer shall comply with either of the following conditions: 13.1 continuously five years of work as a self-employed person or management, if a tenderer in the profession has run in the last two years prior to the application;
13.2. continuous two years of work as a self-employed person or management, if the applicant has competence certificate for the right to engage in trade in toxic substances or sharing his home country;
13.3. for continuous three years as a self-employed person or management, if the applicant proves that mastered the appropriate education programmes, and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant has made the relevant professional activities;
8.3. continuous three years of work as a salaried employee if the applicant possesses a certificate of competency for the right to engage in trade in toxic substances or sharing his home country;
13.5. continuous four year as a salaried employee if the applicant proves that mastered the appropriate education programmes, and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant made his professional activities concerned.
14. the duration of professional experience required for the recognition of professional qualifications in these rules referred to in annex 7 economic activities, which also contains toxic substances and preparations, the professional use, meets one of the following conditions: 14.1 continuous six years of work as a self-employed person or management, if a tenderer in the profession has run in the last two years prior to the application;
14.2. the continuous three years of work as a self-employed person or management, if the applicant's certificate of competence for the right professional to deal with toxic substances in his home country;
14.3. the continuous four year work as a self-employed person or management, if the applicant proves that mastered the appropriate education programmes, and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant has made the relevant professional activities;
14.4. the continuous four year as a salaried employee if the applicant possesses a certificate of competency for the right to engage in professional use of toxic substances in his home country;
14.5. continuously five years of work as a salaried employee if the applicant proves that mastered the appropriate education programmes, and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant made his professional activities concerned.
15. This provision 14.1, 14.3 and 14.5. subparagraph does not apply this provision in annex 7 in particular toxic substances. If the applicant's competence certificate for the right to operate with the particular toxic substances in his home country, this rule 14.2. and 14.4. section. In this case, the need to comply with the requirement that the applicant in the relevant areas of economic activity in the last two years prior to the application.
16. the duration of professional experience required for the recognition of professional qualifications, the provisions of Annex 8 columns 1 and 3 referred to in paragraph 2, in the areas of economic activity, meets one of the following conditions: 16.1. continuous four year work as a self-employed person or management work;
16.2. continuous two years of work as a self-employed person or management, if the applicant proves that he is not less than three years worked with one or more insurance agents or brokers or with one or more insurance undertakings;
16.3. one year as a self-employed person or management, if the applicant proves that mastered the appropriate education programmes, and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant made his professional activities concerned.
17. paragraph 16 of these rules in the cases referred to in the professional qualifications are recognised where the applicant in the relevant areas of economic activity working in the last 10 years prior to the application.
18. the duration of professional experience required for the recognition of professional qualifications, the provisions of Annex 8 paragraph 3 of section 3 referred to economic activities, meets one of the following conditions: 18.1. continuous two years of work as a self-employed person or working with one or more insurance agents or brokers or with one or more insurance undertakings;
18.2. one year according to the rules in paragraph 18.1. these requirements if the applicant proves that mastered the appropriate education programmes, and approved by the appropriate certificate that is sufficient for working in the profession recognised by the competent institution of the country in which the applicant made his professional activities concerned.
19. This provision is 18 in the cases referred to in paragraph professional qualifications are recognised where the applicant in the relevant areas of economic activity working in the last 10 years prior to the application.
20. If the applicant is a Member State of the European Union acknowledged the certificate stating that the applicant's knowledge and skills in the relevant field of economic activity is equivalent to learn for two or three years of appropriate professional training program, the certificate is considered equivalent of this provision 3.2, 3.4, 5.2, 5.3, 5.5, 5.6, 5.7, 5.8, 7.2 and 9.5 in the prescribed educational certificate.
21. If the applicant's experience educational programme duration is not less than two years, but not longer than three years, the requirements of this Regulation shall be considered fulfilled if the professional experience in a self-employed capacity or management work is longer than this provision 3.2, 3.4, 5.2, 7.2 or 9.2. States or professional experience in the salaried employee status is longer than that prescribed in paragraph 5.5 of the provisions and achieve the required educational programs.
Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the European Parliament and of the Council of 7 June 1999, Directive 1999/42/EC, which establishes a mechanism for the recognition of qualifications in respect of the professional activities covered by the directives on liberalisation and transitional measures and supplementing the General systems for the recognition of qualifications;
2) Council of 4 June 1974 Directive 74/556/EEC, laying down detailed provisions concerning transitional measures relating to activities, trade in and distribution of toxic products and activities entailing the professional use of such products including activities of intermediaries;
3) Council of 4 June 1974 Directive 74/557/EEC concerning the attainment of freedom of establishment and freedom to provide services in respect of activities of self-employed persons and of intermediaries engaging in the trade and distribution of toxic products;
4) Council of 13 December 1976 Directive 77/92/EEC on measures to facilitate the effective exercise of freedom of establishment and freedom to provide services in respect of activities of insurance agents and brokers (ex ISIC Group 630) and, in particular, transitional measures in respect of those activities.
