Cabinet of Ministers Regulations No. 850 in 2004 (October 12. No 59 15. §) rules for the implementation of vocational training programmes for the minimum cost per student Issued under the Education Act, article 14 paragraph 20 1. determines the classification of the Latvian education in vocational basic education, vocational education, vocational secondary education and first level professional higher education program (educational program) implementing minimum cost per student (year) (cost).
2. Education program costs comprise: 2.1 normējam costs, mission expenses, travel expenses, pay for services, energy and water, as well as teaching aids, materials, inventory and equipment acquisition and modernisation of equipment;
2.2. normējam costs — scholarships and compensation of travel expenses, hotel service, maintenance costs, skills practice (practice) income (salary and employer State social security payments), maintenance expenses for orphans and without parental care for the learner, the expenditure remained kultūrizglītīb and sport, as well as employee remuneration (wages and employer State social security payments) (annex 1).
3. the education program normējam costs are calculated by multiplying the education thematic areas "management science and administration" normējam costs (annex 2) with the corresponding factor (annex 3).
4. thematic areas "management science and administration" program costs normējam per student is 242.51 lats year.
5. education programs do not normējam costs are the following: 5.1 a stipend and travel expenses refund per student: 134.00 dollars a year;
5.2. the hotel maintenance costs per student, living in a hotel 158.38 lats;
5.3. the qualifying practice (practice) wage per trainee-hour according to 2.66 lats relevant vocational qualifications in defined scope of practice;
5.4. maintenance expenses for orphans and without parental care, the remaining trainees — determined in accordance with the laws and regulations on social guarantees for orphans and without parental care of orphaned children;
5.5. expenses for kultūrizglītīb and sport per student — lats year 15.50;
5.6. employee wages in the implementation of the programme of education to one student-determined in accordance with the laws on teacher pay or pay system to be financed from the State budget officers.
6. the Ministry, which is subordinated to the professional education institutions, the education program costs for the year for the State budget.
7. Be declared unenforceable in the Cabinet of Ministers of 20 November 2001, no. 482 of the rules "rules for the implementation of vocational training programmes for the minimum cost per student" (Latvian journal, 2001, nr. 171).
8. the regulations shall enter into force by 1 January 2005.

2.2. the repair cost = [(2.0 dollars per square metre in a routine repair costs) + (1 lats: one square meter crash repair costs)] + (2.0 lats: one square metre of overhaul cost) x (10.0 square — one for learners living in dormitories in the area required);
2.3. the maintenance costs = 10 x (0.20 dollars: one square meter costs of maintenance per month) x (10.0 square — one for learners living in dormitories in the area required).
3. Energy, water and the inventory cost per service learners living in a hotel (per year) = (cost of electricity consumed) + (heating) + (water) + (sewage costs) + (equipment acquisition cost): 3.1. cost of electricity consumed = [(3.5 hours: average lighting life day six months a year, 20 days a month) x 0.01 kWh x (10 square meters, one of learner services on living in the area required) x (price of one kWh according to the tariffs for the year)] + [(4-hour average life of electrical equipment a day 10 months a year, 20 days a month) x 0.2 kWh x (one kWh price according to the tariffs for the year)];
3.2. heating (the heating cost per square metre per month, in accordance with the tariffs for the year) x (10 square meters, one of learner services on living in the area required) x 7;
3.3. water supply cost = (12 m3, including hot water 3 m3 — amount of water to one service on learners living in (year)) x (price per m3 of water in accordance with the tariffs for the year);
3.4. the sewage cost = (12 m3 — sewerage per service learners living in a hotel (year)) x (one m3 sewerage price according to the tariffs for the year);
3.5. acquisition cost of equipment: 15.0 lats.
III. Qualifications of the supervisor (practice) wages
4. The qualifying practice (practice) wage per trainee (in a year) = [(salary, equated with the minimum wage for teachers on one student per hour) x (one hour in each trainee's working day) + employer's mandatory State social insurance contributions in accordance with the law on State social insurance contribution rates by State social insurance in the prescribed amount for the current year].
5. Trainees working-day, eight-hour working day, determined according to the specific qualifications of education in practice.
IV. Maintenance expenses for orphans and without parental care for the remaining learners 6. Maintenance costs for orphaned and without parental care for the learner, remained determined in accordance with the laws and regulations on social guarantees for orphans and without parental care for orphaned children.
V. costs and kultūrizglītīb sport 7. kultūrizglītīb and sport expenses per student (per year) = (7.50 LVL — amateur) + (8.00 LVL-sport).
Vi. remuneration of employees 8. Teachers ' pay per student (per year) = 12 x [average teacher salary rate + 10% premium on the quality of work (except for the first level professional higher education program teachers)]: (average number of trainees per year per teacher rate): 8.1 number of trainees average year: V = S + 1/3U-1/12 [6B1 + (12-n) x B2]-0, 6A, where V — the number of trainees average year;

11. the salary of one official student living in a hotel (per year) = (teacher's average salary to one service on learners living in (year)) + (Service Manager Hotel salary to one service on learners living in (year)) + (service attendant, hotel salary to one service on learners living in (year)) + (dry webmaster salary to one service on learners living in (year)), taking into account that: 11.1. to service 75 Hotel resident student one educator;
11.2. to 250 in the resident student dormitories one hotel manager of the service;
11.3. to one building has four service the hotel attendant;
11.4. to 200 service hotel resident student have the same laundry Manager.
12. Service staff salaries — in accordance with the laws and regulations on educator pay or pay system to be financed from the State budget officers.

2.4. the maintenance costs = 12 x (0.20 dollars: one square meter costs of maintenance per month) x (weight per square metre — one learner 9.51 requires area);
2.5. the administrative operating cost = [(service cost) + (estate duty) + (repair costs) + (maintenance costs)] x (2% of the total cost amount of administrative work);
2.6. other services cost = [(service cost) + (estate duty) + (repair costs) + (maintenance costs)] x (2% of the total amount of costs for other services).
3. Energy, water, equipment, teaching aids, materials and stationery costs per student (per year) = (cost of electricity consumed) + (heating) + (water) + (sewage costs) + (equipment, teaching aids, materials, and office supply purchasing costs): 3.1. cost of electricity consumed = [(3.5 hours: average lighting life day six months a year, 20 days a month) x 0.01 kWh x (square-one trainees 9.51 requires area) x (price of one kWh according to the tariffs for the year)] + [(4 hours — the average computer use time of day 10 months of the year 20 day of the month) x 0.1 kWh x (one kWh price according to the tariffs for the year)] + [(4-hour average life of electrical equipment a day 10 months a year, 20 days a month) x 0.2 kWh x (one kWh price according to the tariffs for the year)];
3.2. heating (the heating cost per square metre per month, in accordance with the tariffs for the year) x (weight per square metre — one learner 9.51 requires area) x 7 months;
3.3. water supply cost = (12 m3, including hot water 3 m3 — one student per year the amount of water required) x (price per m3 of water in accordance with the tariffs for the year);
3.4. the sewage cost = (12 m3 — sewerage per student per year) x (one m3 sewerage costs in accordance with the tariffs for the year);
3.5. equipment, teaching aids, materials, books, journals and stationery costs: 24.0 lats.
4. acquisition and modernisation of equipment cost per student (per year) = (51.18 lat: equipment acquisition cost) + (or 20% of the Lati 10.24 equipment costs — the cost of upgrading equipment).
