Cabinet of Ministers Regulations No. 910 in 2004 (9 November. 64 4) amendments to the Cabinet of Ministers of 30 March 2004, the Regulation No 218 "plant quarantine regulations" Issued under the plant protection act article 5, paragraph 1, to make the Cabinet of 30 March 2004, the Regulation No 218 "plant quarantine rules" (Latvian journal, 2004, no. 65) the following amendments: 1. Complement 78 point after the words "from the third countries" with the words "(non-Member States of the European Union)." 2. Express 86. paragraph by the following: "86. After receipt of the application, the service checks of plants, plant products and contact with them in compliance with the ievedējvalst of requirements and, when plants, plant products and contact with them reached the items fulfil those requirements, shall issue the health certificate in accordance with the International Plant Protection Convention, the international standard for phytosanitary measures." 3. Supplement with 86.1 and 86.2 points as follows: "persons, 86.1 dealing with plants, plant products and export items in contact, ensures conditions this provision 86. the checks referred to in paragraph 1. 86.2 a customs warehouse, which made this provision in paragraph 86, meets this provision in annex 6. " 4. a add to Chapter VIII, with 89.1, 89.3 89.2 and point as follows: "89.1 exported to third countries subject to plant-health control of plants and plant products in cargo clearance can be completed if: 89.11. shipment originating in Latvia, is a professional plant health certificate issued; 89.12. the shipment imported into Canada, are issued in a third country, the phytosanitary certificate addressed to the ievedējvalst, and if the load is not distributed in Latvia, repacked, United with the other cargo or stores; 89.13. shipment imported into Canada from a third country or Member State of the European Union and for shipment to a third country, and Latvia is divided, repacked, United with other goods or stored, is a phytosanitary certificate issued by the authorities. This rule 89.2 89.1 paragraph does not apply to those under the control of plant-plant and plant products when they are imported from Latvia, Member States of the European Union to a third country and they are not repacked, divided, merged with other goods or store (no longer than the period of validity of the certificate). to comply with this rule 89.3 89.1 the requirements referred to in paragraph 1 and inform about saņēmjvalst in plant-health requirements, the Department concluded a cooperation agreement with the State revenue service's main customs administration. " 5. Make the informative reference to European Union directives as follows: "Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the Commission of 30 July 1992 Directive 92/70/EEC laying down detailed rules for surveys to be carried out by the recognition of protected zones in the community; 2) Commission of 3 November 1992 Directive 92/90/EEC laying down the plants, plant products or other objects, the manufacturer and importer obligations and determining what information is required to be registered; 3) Commission of 3 December 1992 Directive 92/105/EEC, which establishes a degree of standardisation for plant passports to be used for certain plants, plant products or other objects within the community, and the transport determines the detailed arrangements for such a plant passport and to their replacement criteria and developments; 4) Commission 24 June 1993 of Directive 93/51/EEC, laying down the rules for a specific plant, plant product or other object protected zone and the transport of plants, plant products or other objects, originating in this protected zone and that it be transported; 5) Commission of 21 January 1994, Directive 94/3/EC establishing a procedure for the notification of interception of a consignment or a harmful organism from third countries and presenting an imminent phytosanitary danger; 6) Commission of 15 April 1998, Directive 98/22/EC laying down minimum conditions for carrying out plant health checks in the community, at inspection posts other than those at the place of destination, of plants, plant products or other objects from third countries; 7) Council of 8 May 2000, Directive 2000/29/EC on protective measures against the introduction into the community of organisms harmful to plants or plant products and against their spread within the community. " 6. To supplement the provisions of annex 6 by the following: "6. the annex to Cabinet of Ministers of 30 March 2004, the Regulation No 218 rooms and equipment plant and plant product export and re-export phytosanitary control in place of phytosanitary control shall be carried out at places that offer the following plants and plant products test conditions: 1. the location of the test facilities so as to ensure that: 1.1. inspection of documents and design; 1.2. quick communication with domestic staff, laboratories and customs authorities; 1.3. document reproduction. 2. Check instead: 2.1 ensure the unloading and loading of cargo; 2.2. sampling corresponding spaces containing: 2.2.1. suitable for lighting; 2.2.2. the table checks; 2.3. ensure the storage of goods according to the prescribed storage temperature of the products concerned. 3. place of inspection equipped with: 3.1. equipment for loading and unloading of cargo, as well as the weight of a small part of weighing of the load; 3.2. equipment necessary for maintaining the temperature of the cargo unloading and storage room; 3.3. devices for opening and packaging of cargo fastening. "
