No 25 29) action programme "growth and employment" 6.1.5. specific aid target "national main road alterations, cover performance of the" implementing provisions Issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law article 20 paragraph 13 i. General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" priority axis "sustainable transport system" 6.1.5. specific aid objectives "national main road blanket alteration by increasing the load "(hereinafter referred to as the specific objective); 1.2. specific aid objectives; 1.3. specific aim of aid funding available; 1.4. requirements for cohesion fund projects applicant (hereinafter referred to as project applicant); 1.5. the eligible cost of the operation and the conditions of the question; 1.6. agreement on the implementation of the project in terms of unilateral notice. 2. The specific objective of the aid is to improve the quality of the country's major roads located in the TEN-T road network in the country's road infrastructure of conservation measures, including the country's main road surface modification, the strengthening of capacities at the same time pursuing the improvement of road safety. 3. Specific support to target road users. 4. The specific objectives of aid implemented through to 2023 December 31, reaching the following: outcome indicator 4.1-rebuilt or modernized country major roads, including 345 km until 2018 31 December launching of the construction purchasing 50% of the total pārbūvējam of the way (TEN-T); 4.2. results indicators – reduce the State share of the major roads that are in poor and very poor condition, from 46.3% to 10% of the total national main road network; 4.3. financial performance – up to 2018 December 31 certified expenditure of eur 108 762 302; 4.4. the national level 4.4.1. indicators: average time savings listed in seconds per kilometre, altering national main roads with asphalt covering; 4.4.2. listed on the average traffic intensity, or the number of cars a day, including goods vehicles in road stages, rebuilt year after commissioning of the period. 5. The specific objectives of aid implemented a project on the application of the limited selection. 6. the Specific objective of aid to the responsible authority for the Ministry of transportation. 7. the Specific objective of the planned aid to the total eligible funding is eur 256 999 769, including funding from the Cohesion Fund, eur 218 449 803 and State budget funds-eur 38 549 966. 8. the maximum eligible funding from the Cohesion Fund shall be 85% of the estimated total eligible project funding. 9. the total Available funding up to 2018 to apply December 31, to close an agreement on the implementation of the project is eur 241 100 041, including funding from the Cohesion Fund, eur 204 935 035 and State budget funds-eur 36 165 006, providing 4.1. outcome indicators referred to in the schedule for 324 km. II. Requirements for the project the applicant 10. Project applicant is the Ministry of transport, whose name according to the law "on the road" article 7(1) third subparagraph and of the Ministry of transport contract for national joint stock company "Latvian state roads", which will take the Ministry of transport as the European Union funds the project applicant. 11. the project applicant, after approval of the project is also the beneficiary (hereinafter referred to as the beneficiary), prepare and submit to the authority of the cooperation project submissions under the project application selection rules, adding the project cost-benefit analysis.
III. eligible activities and costs 12. Specific aid objectives within the framework of the activities to be supported are the country's major roads in the TEN-T network rebuilding, surface strengthening of capacities, while improving road safety. 13. the Specific objective of the aid plans to direct eligible costs: 13.1. implementation of construction directly necessary land acquisition cost not more than 10% of the total eligible cost of the project; 13.2. the site installation and removal costs; 13.3. the slip road construction, demolition and maintenance costs during the construction of the parent path; 13.4. the parent path of the road maintenance cost during construction; 13.5. the parent path of the construction cost; 13.6. the road of the inženiertīkl adjacent to the complex construction costs (costs apply only if it is certified in civil examination opinion, which stated that the project carried out a planned investment in certain areas, it is not possible to avoid the damage or that the infrastructure rebuilding, while ensuring compliance with State aid rules) not more than 10% of the total eligible cost of the project; 8.5. the traffic node creation and liquidation costs, to ensure secure attachment to the parent path traffic; 13.8. the parent path of the construction of the local road network rebuilding costs if they are inseparably linked to the implementation of the project; 13.9. to cyclists and pedestrians in the road construction costs, to prevent infrastructure gaps, if these activities are not necessary for land acquisition; 13.10. the cost of utilities (the bus stops, light lines, greening, rainwater collection and treatment facilities to be built according to the construction plan of solution); 13.11. traffic organization technical installation and restoration costs (such as road signs, traffic lights, signālstabiņ, crash barriers, pedestrian barriers, vertical and horizontal road markings); 13.12. traffic control equipment installation and restoration costs (e.g. meteorological stations that require a particular section of the road surface condition detection and traffic counting points); 13.13. the supervision of the works and the cost of autoruzraudzīb; 13.14. information and publicity costs according to the regulations on the procedures for European Union structural funds and the Cohesion Fund in the implementation of the 2014-2020 programming period provide a communications and visual identity requirements; 1.15 p.m.. costs of measures environmental protection requirements, in so far as it provides for the legislation in the field of environmental protection; 13.16. road safety audits and inspection costs; 13.17. design costs; 13.18. the eligible cost of the project reserve not more than 10% of the total eligible costs of the construction, if the project is not approved at the time of the approval of projects. 14. IV. Specific aid objectives and conditions for the implementation of the project
