The applicant's vision for the authorities or industry priorities and development of each Member of the Commission shall assess the five-point scale in accordance with the evaluation criteria (annex 1). 18. the presentation of the applicant's skills in each Member of the Commission shall assess the five-point scale according to the defined action indicators (annex 2). 19. The applicant's professional knowledge of the legal, budgetary and financial management issues and the scope of the authority of each Member of the Commission shall be assessed for each answer given by one of the following assessments: 19.1. the answer is given (1 point); 19.2. provided a partial answer (0.5 points); 19.3. the answer is not provided (0). 20. The oral part of the Commission is entitled to ask the applicant questions in a foreign language, which requires job duties. 21. If the performance of their duties, according to the authorities, or the nature of the sector requires foreign language knowledge, the Commission has the right to call upon the experts that can determine the degree of knowledge of a foreign language of the applicant. 22. If all oral phases of the assessment of the applicant of the Commission have at least three points, applicants invited to leadership competency assessment. 23. The applicant's assessment of the competence of management in the form of an interview or through other more appropriate – competences-assessment method, there are two independent network of experts and a representative of the State Chancellery. All applicants shall assess the same competencies identified in the institution's Manager's validation criteria using the same competency models. The applicant's management competencies assessment is considered inappropriate, if any of the critical leadership competencies are assessed by "improved" or "unsatisfactory" and any of the other leadership competencies are assessed by "disappointing". 28. In the light of the Commission's assessment of the applicant and provided the applicant management competence assessment, the Commission shall take a decision on the applicant or applicants who best meet the Clerk's job description, requirements and provides the relevant cabinet member a written recommendation on the appointment of the applicant or applicants.
