Cabinet of Ministers Regulations No. 959 Riga 2004 23 November (pr. No 67 31. §) rules on direct management of officials and staff pay, degrees of qualifications and benefits officials Issued in accordance with the civil law of article 23 of the first and second subparagraphs, article 24, second paragraph, the second subparagraph of article 36, article 37 of the sixth and the labour law, article 62 of the fifth part i. General questions 1. officials determine and direct administration of staff grade , pay (monthly salary (monthly salary), premiums and bonuses), as well as officials of the benefits and compensation procedures and their extent.

II. Monthly salary and the degree of qualification procedure 5. Officer and the employee receives wages according to the position and degree of qualification. 6. 8. officials and employee qualifications degree every three years, increased by one level for the current assessment of the degree of qualification for the review year in accordance with instruction No. 2 is the A, B, or c. the degree of qualification does not increase when the current rating is (D) or (E). 10. Employee for work in specific circumstances, which are associated with increased risk to his safety or health, receives a bonus of up to 20% of their fixed monthly wage. Specific conditions for granting premiums and the amount determined by the authorities.
11. Employee for additional work to be done, except for the absent employee or the employee's position vacant job duties in addition to the direct professional responsibilities shall receive up to 20% of their fixed monthly wage level.
12. The official and the employee will receive a bonus of up to 40% of the fixed salary for his absenteeism and employee or official of the officials and employees of the vacant posts (labor) duties in addition to the direct position (job) responsibilities. A certain amount of the premium shall not exceed absenteeism and employee of the official or officials and employees of the vacant post of the monthly salary.
13. If the official and employee has a certain number of bonuses for different jobs, in addition to the sum of the premium may not exceed 40% of the fixed salary to him. 15.3. up to 80% of the monthly salary, if the rating is C. 16. 21. in order to receive the official birth of a child, he in the year after childbirth shall provide the relevant regulatory authorities direct the driver to the following documents: application for benefits 21.1;
21.2. the child's birth certificate copy;
21.3. the civil administration issued a statement indicating that the other parent of the child is or is not an officer;
21.4. If the other parent of the child is a civil servant, his workplace issue — a statement that he has not received benefits.
22. The birth of a child to an official in the direct regulatory authority may be paid in two parts within six months. The first time the cost of benefit payable amount of the part must be not less than 50% of the total amount of the allowance.
23. The birth of a child to an official shall be granted if the child is born alive or not after birth have lived less than seven 24-hour. In this case, the cost of this provision the benefits referred to in paragraph 20.
24. 25. Direct administrative authority, transferring to another Department official settlements, pay the expenses of such removal: 25.1. officials and their family members (dependants) travel expenses;
25.2. the expenditure on officials and their family members (dependants) owned removals carriage.
26. The resettlement of reimbursement shall be determined by taking into account the submitted public transport ticket price or the vehicle's fuel consumption, as well as in accordance with the service provider submitted a copy of the invoice (if officials and their family members (dependants) owned conveyance used removals service provider). V. concluding questions 27. 31. Enforcement financed the State budget for the current year pay provided for under the Fund. The request for additional funding for the current year shall be decided by the Cabinet of Ministers, drawing up the national budget for the year.
32. the rules shall enter into force by 1 January 2005.
