Cabinet of Ministers Regulations No. 957 Riga 2004 23 November (pr. No 67 37) order in which a firm in State institutions and local awards Issued in accordance with the law of 2 national awards. the second paragraph of article 1. determines the order in which a firm national institutions and municipal Awards (Awards). 2. the national authority or authorities (hereinafter referred to as the institutions) shall draw up the decision on the award of the Foundation (hereinafter the decision), and the founding statute of the award (hereinafter referred to as the Charter) project. 3. the decision and the draft statute into line with the higher authority, if any. 4. the draft Regulations specify: 4.1 information on the institutions concerned officials and collegiate bodies, which are entitled to recommend an award to the person and to sign the decision of award;
4.2. establishment of award;
4.3. the conditions for the granting of the award;
4.4. evaluation of candidates for the award;
4.5. procedures for the decision on the award;
4.6. the awards (awards for technical description of the mark, a colorful drawing, drawing explanation (heraldic emblem used in the signs or elements));
4.7 Awards fact identity document (for example, diploma, certificate), colored image (1:1) (hereinafter referred to as the document image). 5. the draft Statute submitted to the National Commission of heraldry. 6. the national heraldic Commission: 6.1. evaluate the draft regulations contained in this rule 4.6 and 4.7. information referred to in point Awards mark drawing and document images;
6.2. Decides on the awards mark the drawing and document image approval or refusal to approve it, as well as giving its opinion on the draft regulations contained in this rule 4.6 and 4.7. information referred to in point;

The institution shall within 10 days after the decision on the establishment of the award acceptance and approval of the Statute and regulations submitted to the decision of the Ministry of culture. 10. The Ministry of culture established the awards. Award registry indicates all the dibināto awards. 11. If the institution wants to change the way it Awards prepare a draft on the amendments required under the Charter and with a higher authority, as well as with the State heraldic Commission if the amendments relate to regulations this provision contained in 4.6 and 4.7. information referred to in point. 12. in paragraph 11 of these rules in the case of amendments of the institution shall inform the Ministry of culture and shall submit the statement specified. 13. With the establishment of the award the costs shall be borne by the institution. 14. the awards, which are established to this provision to the date of entry into force of the Ministry of Culture submitted for recording up to 1 May 2006.
