Cabinet of Ministers Regulations No. 1040 Riga 2004 December 21 (Mon. No 74 5. §) National Agency "Riga Motor Museum" Regulations Issued under the public law agency 8. the third paragraph of article 1 the State Agency "Riga Motor Museum" (hereinafter referred to as the Agency) is monitoring by the Ministry of transport in the public administration, whose aim is to collect, preserve, study and restoration, as well as in Latvia and abroad to promote the old machines as industrial heritage and cultural components. 2. the Agency shall have the following main functions: 2.1. maintaining and developing the Museum's inventory as a National Museum for the item;
2.2. to carry out scientific research;
2.3. ensure the Museum's value available to the public;
2.4. to carry out the scientific education of the public. 3. the Agency shall undertake the following tasks: 3.1 National Museum provides staffing, inventory tracking, documentation, storage and restoration;
3.2. provide the exposure and exhibition design, installation and maintenance;
3.3. public agencies research and information on the item;
3.4. create an information database of the Museum's inventory;
3.5. adequate competency organizes international projects and participate in their implementation;
3.6. exploring the public demand and analyze the Agency's assessment of the quality of the services provided;
3.7. prepares and conducts educational programs and tours, provide advice and hold public events;
3.8. maintain and develop the Museum's operation required infrastructure. 4. the Agency shall carry out the functions assigned in accordance with the medium-term actions and development strategy of the Museum public administration proposal approved by the Minister of transport, and in accordance with the administrative agreement, concluded by the Minister of transport with the Director of the Agency. 5. the Agency shall have the following rights: 5.1. request from natural and legal persons to carry out the functions of the Agency the necessary information;
5.2. the charge for public services provided;
5.3. create, reorganize and liquidate branches of the Agency;
5.4. after consulting the Transport Ministers and the Minister of finance for authorisation to take loans and to conclude the leasing (leasing) agreements;
5.5. According to competence to conclude agreements with State and municipal institutions, non-governmental organizations, natural and legal persons, as well as foreign institutions. 6. the Agency shall be headed by a Director of the Agency. The Agency's Director shall make public administration facilities Act direct authorities managerial functions and public agency law. 7. the Director of the Agency can be alternates. Deputy Director of the Agency shall be adopted by the employment and dismissal, as well as their powers and responsibilities determined by the Director of the Agency. 8. the Agency's financial resources shall consist of: 8.1. State budget grant from the general revenue;
8.2. revenue provided by the agency fees and other revenue;
8.3. donations and gifts;
8.4. foreign financial assistance. 9. Agency official decisions and actual action of employees of the Agency may be challenged by submitting the application to the Director of the Agency. The Director of the Agency's decision on the contested act or actual action may appeal to the Court. 10. The Director of the Agency's decision and the actual action may be challenged in the administrative process, the Ministry of transport regulatory laws.
