The above officers will be diplomats or Government officials, workers engaged in international or European issues. 3. the diplomats and other officials of Latvia will be redeployed to work abroad, you can use special grace conditions for French language training for French embassies or cultural institutions. 4. the results are expected at the conclusion of the training at the end of 2008:4.1. thirty of these officials will be able to lead formal negotiations in French (level C1); 4.2. fifty of these officials will be able to use the French language as communication and language (level B1); 4.3. other participants have got a passive knowledge of French (level A2). 5. in paragraph 4 of this article these levels correspond to the agreement described in annex 1. knowledge levels. 6. In order to achieve this objective, the Parties shall implement the training programs under the contract and the conditions laid down in the annexes. 2. article. Training programme for organizing 1. Training programme being launched by the date of entry into force of the Treaty. 2. the training programme includes the following elements: 2.1 the General French courses and professional courses; 2.2. elective courses; 2.3. the language training for French-speaking countries; 2.4. the inter-university diploma in European Union matters; 2.5. scholarships for masters studies. 3. Training programme in International Francophone Agency, the French Cultural Center in Riga and Latvian School of public administration. 4. Training is organized according to this contract, 2. the criteria set out in the annex. 5. The Parties shall establish a joint monitoring Committee (hereinafter the Committee), whose task will be to assess the results and, if necessary, propose amendments to the terms of this agreement, including as regards programmes, training plans and training calendar. 6. the Committee shall consist of: 6.1 from France: 6.1.1. French Embassy Advisor in matters of cooperation and culture, the French Cultural Center in Riga (co-Chair); 6.1.2. the International Francophone Agency representative; 6.1.3. the French Embassy Attaché, French language and education; 6.1.4. the French Cultural Center in Riga responsible for training; 6.2. from the Latvian side: 6.2.1. National School of Administration (co-Chair); 6.2.2. The Ministry of Foreign Affairs Training Center Manager; 6.2.3. the National School of administration responsible for language training. 7. the Committee shall meet at least once a year, usually in June, and, if so requested by one of the co-Chairmen of the Committee (paragraph 6.1.1. and 6.2.1). 8. each Party shall designate one focal point. This is a common task of the Coordinator to address the practical problems of nature. 3. article. Financial conditions 1. Contracted program funding, according to the annual financial contribution the amount of which is specified in annex 3 to this agreement include: 1. Mission, invitation, scholarship and internship; 1.2. the pedagogical coordination; 1.3. the wages of teachers and their training; 1.4. the French language teaching methods, pedagogical material and reprographic costs; 1.5. training custom Educational Fund of the dossier; 1.6. the Secretariat and administrative management; 1.7. custom classes and pedagogical equipment; 1.8. communication and komunikatīvo of consumables. 2. Financial, logistical and material expenses: from the French parties 2.1:2.1.1. International Francophone Agency; 2.1.2. France Embassy of Latvia; 2.1.3. the French cultural centre in Riga; 2.1.4. the Ministry of Foreign Affairs of the Republic of France; 2.1.5. the Aix-en-Provence Institute of political sciences; 2.1.6. Nancy II University Center for European studies; 2.2. the Parties shall: 2.2.1. National School of administration; 2.2.2. the sectoral ministries and subordinated to the national regulatory authorities. 3. in the current year To June 30, the Parties shall jointly draw up a draft budget for the following financial year and shall determine the contribution of each of the parties of this agreement specified in annex 3. 4. article. 1. Breach of contract, the parties may terminate the contract by mutual agreement in writing. 2. either party may unilaterally terminate the contract in the following cases: If one of the parties does not comply with this agreement and its annexes, the training provided for in the implementing rules, or if it does not implement the measures laid down in this contract and tasks; 2.2. Civil servants be exempted from work duties to 3 class hours per week and on intensive sessions lasting one week each. 2.4. course attendance is monitored and produces a report that is sent to the Latvian School of public administration and the management of the Ministry of human resources managers who submit the appropriate request. 3. Learning Organization: a list of Lesson 3.1 3.1.1. courses take place during working hours (from 8.30 to 17.00 o'clock). 3.1.2. The school year consists of two semesters, each of them is 50 hours. Each semester is divided into two sessions: 3.1.2.1. One 30-hour session, a session for 3 hours a week for 10 weeks; 3.1.2.2. One 20-hour session, the 20 lesson hours per week within one week. 3.1.3.
