Make the paragraph 4 by the following: "4. the Council shall consist of : 4.1. Prime Minister (Chairman of the Board);
4.2. Economic Minister (Deputy Chairman of the Council);
4.3. Transport Ministers (Deputy Chairman of the Council);
4.4. the Minister for Foreign Affairs;
4.5. the Minister of finance;
4.6. the Interior Minister;
4.7. the Minister of education and science;
4.8. the regional development and local Government Minister;
4.9. the Minister of Justice;
4.10. the Minister of environment;
4.11. the Minister of agriculture. "
