Cabinet of Ministers Regulations No. 1076 Riga 2004 December 28 (Mon. Nr. 75 15) Tuberculosis and lung disease State Agency Regulations Issued under the public law agency 8. the third paragraph of article i. General questions 1. Tuberculosis and lung disease, a Government Agency (hereinafter the Agency) is the Minister of health in the national monitoring authority. 2. the Agency aims to ensure methodological and institutional support for the Ministry of health to combat tuberculosis and lung disease treatment in policy making and implementation, to give national regulatory authorities and the public for information about health care and the tuberculosis and lung disease treatment, as well as providing medical treatment for tuberculosis and lung disease patients.
II. Agency functions, tasks and rights 3. the Agency shall have the following functions: 3.1 to provide medical assistance to tuberculosis and lung disease sufferers; UR3.2.apm ācī a person's treatment of tuberculosis and lung disease treatment; 3.3 ensure the tuberculosis and lung disease, the international training centre's activities and development; UR3.4.vad complex and to implement national and international projects and programs to combat tuberculosis and lung disease treatment.
4. the Agency shall have the following tasks: 4.1 to provide highly qualified and specialized assistance to the inhabitants of tuberculosis and lung disease diagnosis, treatment and prevention in; 4.2. developing and organizing the methodical measures tuberculosis and lung disease prevention; 4.3. to organize the infection control measures to reduce the incidence of employees with tuberculosis; 4.4. provide research to develop new methods for the rapid diagnosis of tuberculosis, which is not sensitive to the action of the medicinal product; 4.5. ensure medical person (also foreign medical staff) training in tuberculosis and lung disease diagnosis, treatment and prevention in; 4.6. ensuring cooperation with other medical professionals in the sector, non-governmental organizations and the media; 4.7. to coordinate, monitor and implement domestic and international with the tuberculosis and lung disease eradication projects; 4.8. in accordance with the international treaties concluded and competency to represent the Republic of Latvia and abroad to cooperate with international organisations in matters related to the fight against tuberculosis.
5. the Agency shall have the following rights: 5.1. to request and receive, free of charge from the State and municipal institutions, as well as of natural and legal persons function information required; 5.2. to provide the tuberculosis and lung disease treatment in public services and charge for the services provided.
III. Agency structure and governance 6. Agency headed by the Director of the Agency. IV. Agency Advisory Board 8. To encourage public policy implementation and cross-sectoral cooperation, as well as to develop proposals on combating tuberculosis, Health Minister creates Advisory Council of the Agency (hereinafter referred to as the Board). 9. the Advisory Council shall operate in accordance with the regulations of the Board. 10. the Advisory Board has the following tasks: 10.1. analyze results of the activities of the Agency and to the Minister of health to provide opinions and proposals for the medium-term actions and development strategy (the strategy) implementation and development of the activities of the Agency; 10.2. to promote effective implementation of the strategy of the Agency; 10.3. promoting cooperation with the Agency in the implementation of the participating institutions; 10.4. to collect and provide to the Agency Director proposals for the functions and duties of the Agency.
11. the work of the Council to ensure the Agency's facilities.
(V). the Agency's financial resources and assets 12. the Agency's financial resources shall consist of: 12.1. Government grants from the general revenue; UR12.2.pa s revenue (revenue for public services provided by the Agency and project competitions assigned funds); 12.3. donations and gifts; 12.4. foreign financial assistance.
13. The law on the Agency's budget and financial management in the order with the permission of the Minister of Finance has the right to take loans and commitments. Prior authorization of the Minister of finance, the Agency said business conditions into line with the Health Ministry. 14. the Agency is empowered to enter into commitments in the amount of the settlement or to compensation for non-performance would not affect the Agency's functions.
Vi. Activities of the Agency in ensuring the rule of law and reporting 15. rule of law activities of the Agency supports the Agency's Director. The Ministry of health decision may appeal to the Court. 18. the Agency shall provide a current Ministry of health statement and an annual report on its activities and the use of financial resources.
