Provisions of the Ministry of transport no. 7 of 2004 in Riga 20 April regulations on marine equipment of ships Issued in accordance with the maritime administration and the Maritime Safety Act, article 11 of the second subparagraph of paragraph 11 and the third subparagraph and article 12 paragraph 4 of part I General questions 1. These rules shall lay down the requirements for the equipment of a ship, the implementation of these requirements and procedures are performed in the marine equipment checks.
2. the meaning of these rules under the European Union Directive 96/98: ECU 2.1. "equipment conformity assessment procedures" means the procedures laid down in annex 3 of these rules modules B, C, D, E, F, G and H, or are carried out in accordance with foreign law;
2.2. "equipment" is the rule in annex 1 and 2 listed in the equipment and devices, which must be kept on board for use in accordance with international law and which are necessary for the Latvian maritime administration (hereinafter referred to as LJ) approval;
2.3. "radio equipment" means equipment provided by the 1974 SOLAS Convention, as amended by the 1988 for the global maritime distress and safety system (GMDSS), and chapter IV bilateral ultraīsviļņ (VHF) radio telephone communications equipment that provides the same Convention III/6.2.1;
2.4. "international conventions" shall: 2.4.1. the 1966 International Convention on load lines (LL66);
2.4.2. the 1972 Convention on the rules of collisions between the folksy prevention at sea (Colreg);
2.4.3. the 1973 International Convention for the prevention of pollution from ships (Marpol) and the 1974 International Convention for the safety of life at sea (SOLAS), together with the protocols and amendments thereto, in force on the date of adoption of this directive;
2.5. "international law" is the relevant international conventions, Between folksy Maritime Organisation (IMO) resolutions and circulars, codes and inspections of the relevant international standards;
2.6. "approval mark" is a sign that indicated in annex 5 of these regulations;
2.7. "notified body" means the body which LJ external regulatory provision must be authorized in accordance with external laws and regulations to perform actions on behalf of the State. Notified bodies the minimum criteria laid down in annex 4 of these rules;
2.8. "security certificate" means a certificate which, in accordance with international conventions, shall be issued by LJ or notified body on behalf of the State;
2.9. "ship" means a ship within the meaning of the International Convention, except warships;
2.10. "new ship" means a ship the keel of which is laid or which is at a similar stage of construction on the date of entry into force of these regulations;
2.11. "a similar stage of construction" means the stage at which construction identifiable with a specific ship begins, or the Assembly of that ship has commenced, comprising at least 50 tonnes or 1% of the estimated mass of all structural material, whichever is less;
2.12. "existing ship" means a ship which is not a new ship;
2.13. "test standards" means the standards laid down in the International Maritime Organization (IMO), the International Organization for Standardization (ISO), International Electrotechnical Commission (IEC), the European Committee for Standardisation (CEN), European Committee for Electrotechnical Standardization (Cenelec), the European Telecommunications Standards Institute (ETSI) in force at the date of adoption of these rules, and established in accordance with the relevant international conventions and with the relevant IMO resolutions and circulars to define testing methods and test results, in accordance with the procedure laid down in these provisions;
2.14. "type-approval" means the procedure for equipment produced in accordance with the appropriate testing standards, the assessment of the equipment and the issue of the appropriate certificate.
II. the use of the equipment 3. These provisions apply to equipment in accordance with foreign law apply: 3.1 to new Latvian vessels, whether during construction work in Latvia they are or not;
3.2. the existing Latvian ships where such equipment was not previously on them or if the replaced equipment, previously found on the ship, except where international conventions provide otherwise, regardless of whether the vessel at the time of installation of the equipment is located in Latvia or not;
4. These provisions shall not apply to equipment that the day of entry into force of these regulations, is already on board.
5. with regard to the rules referred to in point 3.1. bottom equipment, apply only to the requirements of this regulation.
III. compliance with the requirements of the equipment 6. LJ or its authorized body external regulatory provision in issue or renew the relevant safety certificates, make sure that the equipment, which is located on the Latvian flag vessels meeting the requirements of this regulation.
IV. Requirements for the equipment or its 7 LJ notified body external regulatory provision lay down, make sure that: 7.1 the compliance of equipment with the international conventions and of the relevant resolutions and circulars of the International Maritime Organization requirements shall be demonstrated solely in accordance with the relevant testing standards and conformity assessment procedures, in accordance with the provisions of annex 3. In respect of equipment, given both the IEC and ETSI testing standards, you can use either one or the other organization's standards, and Latvia, the manufacturer or his authorised representative established in the can to determine which standards will apply.
7.2. Equipment manufactured before the entry into force of these regulations, can be installed on the Latvian flag ship certificates in accordance with international conventions, issued or its authorised LJ authority within two years after the date of entry into force of the provisions, if it is manufactured in accordance with the type-approval procedures.
V. equipment offering the market 8. installing the equipment on the Latvian ships external regulatory provision in respect of following conditions: permission to install on LJ 8.1 Latvian vessel of equipment which is marked or unmarked, but meeting the requirements of this regulation, and shall issue or renew a specific equipment for safety certificates;
8.2. before specified in paragraph 8.1. specific safety equipment certificate issued in accordance with the international LJ regulations radio regulations be issued to radio stations.
Vi. Standard setting 9. If the IMO or ISO is invited to develop appropriate standards, including standards of testing equipment, traffic Department, Ministry of maritime experts in accordance with external regulations, participate in the work of the international organizations and promote the development of these standards.
VII. registration of new vessels 10. Re-register with new ships under foreign laws and comply with the following conditions: 10.1 if the new ship which, irrespective of its flag, is not registered in Latvia, plans to move to the Latvian vessel register, such a ship during the transfer, subject to the Latvian vessel inspections checking to confirm that the actual condition of the vessel's equipment corresponds to its safety certificates and comply with the requirements of these provisions and has a marking or using LJ, equivalent equipment type-approval in accordance with these rules.
10.2. If the equipment does not mark or unmarked equipment LJ considers it to be equivalent, it shall be replaced.
10.3. Equipment which is considered equivalent, LJ, issue a certificate, which always carried with the equipment and which enables the equipment to be placed on board the ship and imposes restrictions or rules relating to the use of the equipment.
VIII. Notification of notified bodies of the Ministry of transport 11. interested parties shall be notified to the bodies which it under external regulations, equipment must be authorized to carry out the conformity assessment procedures in addition to the specific tasks which those notified bodies in accordance with external regulations, asked to perform, as well as the identification number of the notified bodies which they have previously been granted internationally. The notified bodies external regulatory provision in submitting information to the Ministry of transport on compliance with the criteria laid down in these provisions and in the proof of such compliance.
12. At least once every two years, LJ, or external regulatory provision in the agreed objective of the independent external organization (hereinafter referred to as the Organization), which is accepted by the Ministry of transport, carried out by the notified body. 13. LJ, under external regulations, repealed the mandate authority if it finds that the body no longer meets the rule 4. criteria referred to in the annex. About LJ will immediately inform all interested parties.
IX. Equipment conformity assessment procedures 14. equipment the conformity assessment procedure in accordance with external regulations, taken before the equipment installed on the vessel and Latvia after Latvia of the manufacturer or its authorised representative established within the selection, pursuant to this provision of the annex 3 procedures, and these procedures are: 14.1. Ec type-examination (module B);
14.2. Ec type-declaration of conformity (module C);
14.3. Ec type-declaration of conformity (production quality assurance) (module D);
14.4. Ec type-declaration of conformity (product quality assurance) (module E);
14.5. Ec type-declaration of conformity (product verification) (module F);
14.6. the EC full-quality assurance (module H).
15. The compliance of equipment with the type declaration is written in the form and contain the rules of the information specified in annex 3.
16. Where sets of equipment are produced individually or in small quantities and not in series or in mass, the conformity-assessment procedure may be the EC unit verification (module G).
Equipment labelling x 17. Installing on a sea vessel equipment, external regulations in imposing on the equipment manufacturer or its authorized representative registered in Latvia marking: marking added 17.1. LJ the notified body which has performed the conformity-assessment procedure, if the identification number of the notified body involved in the production control phase, and by the last two digits of the year in which the mark is affixed. The notified body's identification number to the external control of the regulatory order adds the same notified body or by the manufacturer, or the manufacturer in Latvia authorised representative;
17.2. The form of the mark to be used is specified in annex 5 of these regulations;
17.3. The mark shall be affixed on the equipment or on the data plate of the equipment so as to be visible, legible and indelible throughout the anticipated useful life of the equipment. If this is not possible, or if it cannot guarantee specific characteristics of equipment, the marking is located on the product packaging, labels and brochures;
17.4. the labelling of equipment does not add or inscriptions which are likely to mislead third parties with regard to these provisions that the meaning or the graphics of the mark.
XI. evaluation of the equipment in specific cases 18. LJ is the right to take measures to ensure that sample checks of the equipment already labelled equipment that is not yet installed on the ship to ensure its conformity with the requirements of this regulation. Sample checks of equipment not provided for in this rule referred to annex 3 in the modules for conformity assessment, pay in LJ.
19. If the vessel is installed in accordance with these provisions, equipment, LJ is the right to authorize the notified body external laws and regulations to perform in the reassessment, the equipment if the safety and/or pollution prevention considerations international law provides for checks of equipment on board, provided that these checks do not back up if the conformity assessment procedure. LJ external regulations defined in the order has the right to require the manufacturer of the equipment, it registered in Latvia authorised representative or the person responsible for the marketing of equipment in Latvia, show equipment inspection or test reports.
XII. Unsafe equipment 20. LJ, making equipment inspection or receive information and concluding that, if the equipment is properly installed, serviced and used for its intended purpose, regardless of whether it's marked, you can endanger the crew, the passengers or, where applicable, other persons health or safety, or adversely affect the marine environment may prohibit or restrict the sale or use of this equipment on board that issue safety certificates on LJ. About LJ shall promptly inform the other interested parties, indicating the reasons for its decision and whether non-compliance with these provisions has led to: 20.1. non-compliance with section V of the 7.1 and 7.2;
20.2. incorrect use of equipment with testing standards referred to in sections 7.1 and 7.2 V.;
20.3. shortcomings in the testing standards of the equipment.
21. If a piece of equipment that corresponds to that laid down in paragraph 20, LJ shall inform the parties of the measures taken.
XIII. technical innovation of equipment 22. In connection with technical innovations, LJ, under external regulations, can allow the vessel to install equipment that does not comply with the rules referred to in annex 3 of the conformity assessment procedures, if the trials or otherwise using the LJ, found that such equipment is as effective as equipment which meets the equipment the conformity-assessment procedures. In the case of radiocommunications equipment, the LJ provides that such equipment does not unduly affect the requirements of the radio-frequency spectrum.
23. Allowing 22. referred to technological innovations, LJ ensures not to allow discrimination between Latvia and equipment produced in other States.
24. in accordance with paragraphs 22 and 23, the equipment produced in Latvia shall issue a certificate of external legislation in establishing the LJ's permission for the equipment to be placed on board the ship and imposes restrictions or provisions relating to the use of the equipment.
25. If LJ allows equipment covered by this provision, paragraph 22, to install on the Latvian vessel, it shall immediately communicate to the data and the reports of all relevant trials, tests and conformity-assessment procedures to the interested parties.
26. paragraph 22 contains the equipment included this provision in annex 1 and 2.
XIV. Equipment testing or assessment 27. LJ, under external regulations, may, for the purposes of the inspection or assessment to allow the vessel to use equipment that does not comply with the conformity-assessment procedures or is not covered in this section XIV of the rules requirements, but only if the following conditions are met: 27.1. equipment has been issued a certificate which is LJ carried up with the equipment and which gives the LJ's permission for the equipment to be placed on the Latvian ship and imposes restrictions or lays down rules relating to the use of the equipment;
27.2. the period of validity of the authorisation determines LJ;
27.3. the equipment does not unduly affect the requirements of the radio-frequency spectrum.
28. Equipment in this provision the procedures specified in paragraph 27, not used as a substitute for standard equipment.
XV. the substitution of equipment of 29. If, in accordance with external laws of another State or, in exceptional circumstances, to replace equipment: 29.1 this need external legislation established the shipowner based LJ, proving that no delays and costs, it is not possible to install equipment on the vessel, having the EC type-approval, and may be installed on board other facilities in accordance with the following procedure: 29.1.1. the equipment shall, in accordance with external laws and regulations issued by the authority that is equivalent to a notified body, if between Latvia and the third country concerned have concluded an agreement on the mutual recognition of such organizations;
29.1.2. If it is not possible to take action in accordance with paragraph 29.1.1. external on board regulations set out in the order, you can set up the equipment, which is a Member State of the IMO, which is referred to in paragraph 2.4 of the Party Convention, issued documents, and showing compliance with the relevant IMO requirements.
29.2. LJ shall immediately notify the institution concerned of the change in the nature and characteristics of the equipment.
29.3. LJ immediately ensure that the equipment referred to in paragraph 29.1. and dossier satisfies the test between the folksy and the relevant provisions of these rules.

1. The conformity assessment standard procedure (module B): 1. a notified body ascertains and attests that a specimen, representative of the production envisaged, meets the provisions of the international regulations and the requirements of these regulations;
1.2. In Latvia, the manufacturer or its authorised representative shall submit an application to their selected notified body to carry out type-examination, stating: 1.2.1. name and address of the manufacturer and, if the application is lodged by the authorized representative, his name and address;
1.2.2. a written declaration that the same application has not been submitted simultaneously to any other notified body;
1.2.3. technical documentation;
2. The applicant shall place at the disposal of the notified body a specimen, representative of the production envisaged. The notified body may request other samples delivered to it, if any are required.
3. in point 1.2.3. This provision that the technical documentation satisfies the following conditions: 3.1 gives you the opportunity to evaluate the product's compliance with the relevant international standards and the requirements of these provisions, it includes information on product design, design standards, production, installation and operation in accordance with the technical documentation;
3.2. applicable to all the modules in this annex, and it contains all the key information and the methods used by the manufacturer to ensure the compliance of equipment with the essential requirements applicable to it;
3.3. contains information that allows you to understand the structure of products, production processes and activities and to assess the conformity with the requirements of international regulations and it indicates: 3.3.1. General description of the model;
3.3.2. the conceptual design, standards and production of assembly drawings of components, Assembly stage, circuit diagrams, etc.;
3.3.3. the descriptions and explanations necessary for the understanding of those drawings and schemes, including the operation of the product;
3.3.4. the objective of the design calculations, checks and other needed;
3.3.5. the objective of the test message.
3.3.6. the installation, use and maintenance manual;
3.3.7. the documentary evidence of the equipment within the facility;
3.3.8. the documentary evidence and certificates for the equipment of manufacture and/or inspection and/or management methods;
3.3.9. other documents that may assist the notified body to improve its assessment.
4. The sample may consist of several variants of the product provided that the differences between those versions do not affect the level of safety or other requirements relating to the operation of the product.
5. The notified body must: 5.1. examine the technical documentation and make sure that the model is manufactured in accordance with the submitted technical documentation;
5.2. the appropriate examinations and necessary tests to check whether the relevant international regulations and the requirements of this regulation are complied with;
5.3. agree with the applicant the location where the tests will be carried out and the necessary tests.
6. If the example complies with the provisions of the regulations between the folksy, the notified body issues the applicant with type-examination certificate stating: 6.1. name and address of the manufacturer, equipment details, conclusions of the examination, the conditions for validity of the certificate and the information necessary for identification of the approved specimen;
6.2. a list of the relevant parts of the technical documentation.
7. A copy of the certificate kept by the notified body.
8. If the manufacturer is denied a type certification, the notified body shall provide the manufacturer with a detailed justification for such denial.
9. If the manufacturer again applying for a type-approval for the equipment, which has rejected standard certificate, specified in the application by the manufacturer with a notified body must contain all relevant documentation, including the report, the first examination of the previous reasons for the refusal and any equipment changes in detail.
10. the applicant shall inform the notified body that holds the technical documentation concerning the modification of the approved products all the type-examination certificate and receive additional approval where such changes may affect the conformity with the requirements of the product's use or conditions. This additional approval is presented as an annex to the original type-examination certificate.
11. The notified body shall submit to the competent authority and the Ministry of transport on request, the appropriate information relating to the issued and withdrawn type-examination certificates and their annexes.
12. The other notified bodies may request information on the type-examination certificates issued and their attachments and receive copies of them.
13. In Latvia, the manufacturer or his authorized representative established in at least 10 years after the last product has been manufactured with technical documentation kept in the type-examination certificates and their annexes.
14. Type-conformity declaration procedure (module C): 14.1. the manufacturer, or the manufacturer established in Latvia authorised representative shall ascertain and declare a notified body of his choice, that the products concerned conform to the applicable international laws and the requirements of these regulations, and that they comply with the sample, as described in the type-examination certificate;
14.2. the manufacturer, or the manufacturer established in Latvia authorised representative shall affix the markings to each product and draw up a written declaration of conformity. The marking shall be accompanied by the identification symbol of the notified body responsible for surveillance;
14.3. the manufacturer shall take all measures necessary to ensure that the manufacturing process ensures that the manufactured products conform to the model as described in the type-examination certificate and with the requirements of the applicable laws;
14.4. the manufacturer, or the manufacturer established in Latvia authorised representative of at least 10 years after the last product has been manufactured, keep a copy of the Declaration of conformity;
14.5. the manufacturer shall operate in accordance with an approved quality system for production, final product inspection and testing, and is subject to monitoring.
15. Production quality guarantee Declaration (module D) and product quality guarantee Declaration (module E) applied standard of conformity assessment procedures.
16. the product verification (module F): 16.1. the manufacturer or producer of Latvia authorized representative verifying and certifying that the products meet the type-examination certificate as described in the sample;
16.2. the manufacturer shall take all measures necessary to ensure that the manufacturing process ensures conformity of the products with the type-examination certificate as described in the sample. The manufacturer shall, on the label affixed to each product and draw up a declaration of conformity;
16.3. To ensure that the product complies with international regulations and the requirements of these provisions, the notified body shall carry out the appropriate examinations and tests, at the choice of the manufacturer, either by examination and testing of every product or product inspection or tests, on the basis of the statistical review;
16.4. the manufacturer or producer of Latvia authorized representative kept copies of the Declaration of conformity for at least 10 years after the last product has been manufactured;
16.5. the inspection of each product in case the notified body shall carry out the appropriate tests for each individual product to confirm the conformity of the products with the type-examination certificate as described in the sample;
16.6. the inspection of each product in case the notified body, its identification mark is added to each approved product and draw up a written certificate of conformity relating to the tests carried out;
10.4. the manufacturer, or the manufacturer established in Latvia authorised representative, guarantee that he can, upon request, submit the selected notified body's certificate of conformity to the competent authority;
10.4. in case of statistical testing presented to his producer produced products form of homogeneous lots and shall take all measures necessary to ensure that the manufacturing process ensures the uniformity of all the batches produced;
10.5. in the case of statistical tests all products are available for examination in the form of homogeneous lots. From a sample of each lot are randomly. Sample products are individually examined and appropriate tests shall be carried out to ensure that the products comply with the applicable regulations and the exchange between the requirements of this regulation, and to determine if this party can approve or reject it;
16.10. in the case of statistical tests in the case of accepted lots, the notified body shall attach the identification mark to each product and draw up a written certificate of conformity relating to the tests carried out. All the party products can be installed on the ship, except sample products in respect of which the non-compliance has occurred;
16.11 if a lot is rejected, do a statistical test, the notified body or the competent authority shall take appropriate measures to prevent that lot is placed on the market. If a lot is rejected, more than two times, the notified body shall cancel the statistical check.
17. the manufacturer to the notified body's responsibility for the product can add to the identification of the authority at the time of manufacture.
18. the manufacturer, or the manufacturer established in Latvia authorised representative ensures that he can, upon request, submit to the competent authority the notified body's certificates of conformity.
19. Where sets of equipment are produced individually or in small quantities and not in series or in mass, the conformity-assessment procedure may be a separate unit verification (module G).
20. individual unit verification (module G): 20.1. the manufacturer ensures and declares that the product concerned, for which a certificate of conformity issued in conformity with applicable international standards and requirements of these provisions. The manufacturer or registered in Latvia authorised representative shall impose the labelling for the product and draw up a declaration of conformity;
20.2. the notified body shall examine the individual product and carry out appropriate tests to ensure that it complies with the provisions of international law and the relevant requirements;
20.3 the body accompanied by a certified product identification number, and draws up the certificate of conformity relating to the tests carried out;
20.2. the manufacturer shall present the technical documentation that allows you to understand the structure of products, production processes and activities and to assess compliance with the relevant international standards and the requirements of this regulation.
21. Full quality assurance (module H): 21.1. the manufacturer ensures and declares that the products comply with the international regulations applicable to them and the requirements of these regulations;
21.2. The manufacturer, or the manufacturer established in Latvia authorised representative highlights each product and draw up a written declaration of conformity. Marking the occasion of the notified body responsible for surveillance, identification mark;
21.3. the manufacturer shall act in accordance with an approved quality system for design, production, final product inspection and testing as specified in section of these rules on the quality system, and is subject to supervision by the responsible authorities.
22. The construction (design): 22.1. the manufacturer shall submit an application for the construction of the product for inspection to a notified body of his choice for;
22.2. the information contained in the application to ensure that can understand the product design, manufacture and performances of the product and to assess compliance with international regulations and the requirements of this regulation, and shall include: 22.2.1. technical construction specifications including the standards which have been applied;
22.2.2. the necessary supporting evidence for their adequacy, in particular where the standards are not completely adequate Castle. The following additional evidence includes appropriate laboratory of the manufacturer or of the manufacturer made the results of tests carried out;
22.3. The notified body shall examine the application and where the design meets the provisions of the international regulations for it and the requirements of this regulation, shall be issued to the applicant organization's certificate of inspection;
22.4. the certificate shall contain the conclusions of the examination, conditions for its validity, the information necessary for identification of the approved design and, if relevant, a description of the action of the product;
22.5. the applicant shall inform the notified body that has issued the design examination certificate informed of changes to the approved design;
22.6. in relation to the changes to the approved design the notified body that has issued the design examination certificate issued additional approval where such changes may affect the conformity with the international laws and the requirements of this regulation or the intended use of the product;
14.1. the additional approval of the notified body are presented as an annex to the original design examination certificate;
22.8. The notified body shall, on request, provide to the competent authority of the Ministry of transport or relevant information about: 22.8.1. issued the design examination certificates and their annexes, the construction approvals withdrawn and additional approvals.
23. Declaration – technical documentation submitted by the manufacturer to the notified body: 23.1. The technical dossier contains key information and the methods used by the manufacturer to ensure that the equipment complies with the requirements applicable to it.
23.2. The technical dossier contains information that allows you to understand the structure of products, production processes and activities and to assess compliance with the relevant international standards and the requirements of these provisions and as it relates to assessment, include: 23.2.1. the General description of the model;
23.2.2. conceptual design, manufacturing standards and installation drawings, storyboard phase, chains and other components of the scheme;
23.2.3. descriptions and explanations necessary for the understanding of those drawings and schemes, including the operation of the product;
23.2.4. construction calculations made, impartial examinations and other relevant activities;
23.2.5. unbiased test reports;
23.2.6. installation, use and maintenance manual;
23.3.7. statements in connection with the equipment, which includes the plant;
23.2.8. assurances and certificates in connection with the production and inspection of the equipment, or management methods;
23.2.9. other documents that may assist the notified body to improve its assessment;
23.3. the paragraph 23 of these rules apply to all conformity assessment modules.
II. Quality system 24. Every seagoing ship equipment to develop, maintain and develop their internal quality system and this requirement is applicable to all the modules described in these provisions.
25. the manufacturer shall provide him with a notified body of his choice for his assessment of the quality system for the products concerned.
26. The provisions referred to in paragraph 25 of the application includes: 26.1. all information relating to the category of products, 26.2. documentation relating to the quality system approved model 26.3. technical documentation and a copy of the type-examination certificate.
27. The manufacturer's quality system ensures that products conform to the model as described in the type-examination certificate.
28. all manufacturers adopted the guidelines, requirements, and provisions are systematically and thoroughly documented in their written plans, procedures and instructions.
29. the quality system documentation shall permit a consistent interpretation of the quality programmes, Plan Pro, guides and protocols, and shall include a description of: 29.1. quality objectives and the organizational structure, management responsibilities and powers with regard to product quality;
29.2. the production, quality control and quality assurance techniques, processes and systematic actions that will be used;
29.3. the examinations and tests that will be carried out before, during and after manufacture, and the frequency of such checks carried out;
29.4. the quality protocols, such as inspection reports and test data, calibration data, qualification reports of the personnel concerned, and other documentation;
29.5. the achievement of the required product quality and the effective operation of the quality system monitoring.
30. the notified body shall assess the quality system and in accordance with their checks every product and take the appropriate tests in order to ensure its compliance with, and international regulations and the requirements of this regulation and ensure that the appropriate standard is introduced.
31. notified bodies inspection teams have at least one expert with experience in the evaluation of product technology and the evaluation procedure includes a visit to the manufacturer's premises.
32. The notified body shall notify its decision to the manufacturer and the notification shall contain the conclusions of the examination and assessment.
33. the producer is obliged to fulfil the obligations arising out of the approved quality system, and to uphold it so that it remains adequate and efficient.
34. the manufacturer, or in Latvia registered the authorized representative shall inform the notified body that has approved the quality system informed of this quality system for innovations.
35. the notified body shall evaluate the proposed changes and decide whether the modified quality system will still satisfy the requirements of these provisions, or repeated assessment is required. Of its decision, the notified body shall inform the manufacturer in its communication including the conclusions of the examination and assessment.

2. the body is independent, not controlled by the producers and suppliers.
3. the notified body is established in Latvia.
4. The notified body employee qualifications, technical experience and recruiting are such as to ensure that this authority shall issue a type-approval, which meets the requirements of these provisions and ensure a high level of security.
5. the notified body, which shall carry out the conformity assessment procedures and on behalf of the State shall be issued type-approval, must be competency expertise directly to the maritime area.
6. If the conformity assessment procedure shall be carried out by the notified bodies branch, all documents relating to the conformity assessment procedures must be issued by the notified body and its name, not its branches.
