Cabinet of Ministers Regulations No. 70 2005 in Riga on January 25th (Mon. 6. § 39) rules on State aid to agriculture in 2005, and issued its award procedures under the agricultural and rural development Act article 5, fourth and sixth 1. determine the amount of State aid to agriculture and rural development (hereinafter referred to as subsidies) in 2005 and its modalities.
2. Subsidies include cofinancing lats 29830806 the following support measures: 2.1. agricultural improvers: 1480000 lats (annex 1);

2.3. development of the crop — 1595000 lats (annex 3);

2.6. the promotion of investment in agriculture — 2126000 lats (6. Add Kuma);
2.7. rural and agricultural associations and institutions, social organizations and agricultural service cooperatives development — bai 526000 in lats (annex 7);
2.8. the development of organic farming: 235000 lats (annex 8);
2.9. the promotion of the market — 687750 lats (annex 9);
2.10. the agricultural sector to reduce risk — LVL 506250 (at law);
2.11. the implementation of the provisions of the European Union — 1726525 lats (11. at law);
2.12. investments in agriculture: 5579426 lat (12.);
2.13. co-financing the SAPARD programme — 6501855 lats;
2.14. in 2004, the enforcement of contracts signed for financing: 200000 dollars.
3. Subsidies can qualify for any natural or legal person (hereinafter the applicant) that meets the requirements of this regulation and has provided support in the Field of application.
4. the rural support service: 4.1 provides access to information about grants and costs;
4.2. adopt and evaluate applications for the granting of subsidies (except in accordance with these rules, the application for assessment is created by the Commission);
4.3. in the cases provided for in these provisions shall sign a contract with the applicant for subsidy grant, provided the contract obligations and responsibilities of the parties;

4.8 request repayment of the subsidy, if the applicant provided false information or violated the terms of these rules;
4.9. non-cash subsidies in the form of settlement paid within 10 working days of the receipt of money from the Treasury, based on the submitted summaries and according to the procedures laid down in these provisions.
5. The applicant in the form prescribed in these provisions shall provide support services in the Field of transaction and payment documents (or copies of them) and the summary in accordance with the recordkeeping and accounting regulatory laws and requirements.
6. If the applicant has supplied inaccurate information, you do not receive a subsidy and the following year loses the right to receive subsidies, as well as the repayment of the aid granted, if it is paid before the finding of non-compliance.

IV. support for the breeding of beef industry 25. Grant to develop breeding and ensure the implementation of the programme for the breeding of varieties of meat cattle breeding industry.

27.Uz grants eligible: 27.1. organisations, of the varieties of meat beef herd-books are maintained — 2, take in the book about 5lat animal;

95.2.2. variety;
95.2.3.;

95.3. the decision to breed the animal farm status or an application for a variety of animal farm status in 2005.

Subsidies to pay for such services and the following extent: 105.1. carcases on (except the bird carcasses, stored, processed and disposed of on the spot the bird shed): collection and transport of 105.1.1. in accordance with the route plan, storage, processing and disposal of 100%, but no more than 120lat per tonne;

41.2.8. pest and disease control are performed according to the forecasts of the development or consultancy advice. Pest or disease damaged fruit or the quantity of pages throughout the vegetation period should not exceed 10-15%; forest animal damaged the plant must not be more than 1-5%;

49.3.2. crop rotation plans for the next 3-5 years;
49.3.3. field history for the last three years;

54. the rural support service cost in advance of 50% of the applicant's planned total subsidy amounts payable.
55. The applicant until 1 June 2005 submitted to the rural support service regional agricultural administration: 55.1. submission (table 6), which shall indicate the actual phytosanitary measures taken and used financial means;

2.2. the preparation and dissemination of information, advisory and information exchange system (specialist in rural development) — 1048000 lats;
2.3. the demonstration farms and agricultural exhibition — 75000lat;
2.4. the agricultural science projects: 800000 LVL;
2.5. the farms and scholarship program: 250000 dollars;
2.6. technical support in the agricultural sector: 200000 dollars.
II. Support for courses, seminars, conferences, Congress, studying abroad and conferences in Latvia, 3. Grant task is to foster: 3.1. qualified professional preparation and their skills in the agricultural, veterinary, food, rural development, forestry, and fisheries sectors;
3.2. the progress of international conferences in Latvia, agriculture, veterinary, food, rural development, forestry, and fisheries sector.
4. Subsidies for 122000 lats: 4.1 courses, seminars, workshops, conferences and visits to Congress and studying abroad, as well as a ploughman for the participation of Latvia in the world competitions — the ploughman 54000 dollars;
4.2. international agricultural, veterinary, food, rural development, forestry and fisheries industry conference in Latvia: lats, 68000 t.sk. the 2006 FAO European Regional Conference in preparation of the Riga-30000 dollars.
5. courses, seminars, workshops, conferences and congresses (hereinafter measures) attendance (if the event is held in 2005 to 1 December) can apply: 5.1 the applicant who engaged in agricultural production or take the appropriate scientific activities, as well as agricultural professionals (excluding the public administration employees), Latvian Agricultural University students and company register of farmers, the farm and the zivsaimniek of non-governmental organizations and their delegated representatives. 16.3. academic information center for the status of the selected training institutions;
16.4. the Ministry's subordinated institutions (commercial companies) (existing or next business) referrals and obligations after the completion of the study programme;
16.5. recommendations from industry associations (e.g., associations, societies, social organisations, the Union) about the relevance of the chosen study programme.
17. the rural support service after the first date of each month within five working days of submission and collect Commission. The Commission shall examine them (if necessary, the applicant shall be invited to negotiations) within five working days and shall submit the minutes of the proceedings of the Commission in the field support service.
18. The subsidy shall be granted in the form of a monthly stipend 70% of travel costs (one time there and back), health insurance, training and maintenance costs. 28. Final settlement shall be made after the Commission approved the adoption and transfer of work and expenditure summary supporting documents for the presentation and approval of the field support service (until 10 December 2005).

36. This annex measures referred to in paragraph 30.6. the rural support service contract with the Institute. The agreement shall be accompanied by the responsible Ministry of Agriculture Department of the approved expenditure and the responsible Ministry of agriculture in Chapter approved work tasks and measures. 37. Subsidies for this annex and 19.0 30.5. referred to in performance pay in accordance with the agreement signed between the support and the Institute. The contract may provide for an advance payment of 50%. Mid-period, 40% of the total amount, paid after the Ministry of agriculture in the Department responsible (30.5) or the responsible Ministry of agriculture section (19.0) approved the submission of the interim review of the Field support service in until September 1, 2005 (Ministry of agriculture, until 15 august 2005). UR70.2.dz īvniek slaughter, processing and technological requirements of hygiene guidelines;
UR70.3.rap shooting residue processing;
70.4. integrated cultivation technology of fruit and Berry orchards;
70.5. early vegetable plants growing technologies;
UR70.6.aug fo, Berry and vegetable storage and processing;
70.7. similar agro climatic conditions of Latvia according to competitive varieties, Favorites and the highest category of seeds and planting stock from securing and main crop cultivation technology development;
70.8. organic farming suitable varieties, random criteria evaluation and cultivation technologies concerning;
70.9. the projections for the genetically modified plant organisms, potential impact on the Latvian countryside;
70.10. improving the information base of soil and fertilizer agrochemical analyses;
70.11. environment friendly technologies and genetic resources research in agriculture and the food industry;
70.12. agricultural and rural development support system tailored to the environment sector and the assessment of the development of the farm reports, proposals that sectoral policies and development of production;
70.13. the agricultural sector freight optimization;
70.14. insurance in agriculture – analysis of the situation of Latvia, foreign experience, solutions;
70.15. agricultural science: analysis of the situation in Latvia, solutions, (also in the context of the accession to the European Union).
71. the total amount of the subsidy is 800000 lats, including public company limited "agrochemical Research Center" to provide subsidies to farmers about soil agrochemical research, land conditioning and the implementation of the programme of action especially sensitive areas: 61232 lats (installation kit contents determination of phosphorus, flame photometer with an internal standard).
72.Uz subsidies qualify for legal persons who carry out research in the annex referred to in paragraph 70 of the areas.

The contract may provide for an advance payment of 50%. 40% of the amount of the subsidy paid by the responsible Department of the Ministry of Agriculture approved the submission of interim review (up to September 1, 2005) rural support service (Ministry of agriculture for approval by the responsible Department — up to 15 august 2005). 107. the Commission shall adopt a decision on each application individually.
108. the Commission examined the applicant submissions, which contains all the properties of the applicant bank, legal address and the actual location, phone number.
109. the Commission will examine priority technical support grants in the following cases: 109.1. similar agro climatic conditions and in cases of force majeure, partial compensation for the injury caused;

109.3. unforeseen circumstances which may arise in 2005, implementing the requirements of the European Union and support.
110. the Commission shall be valid if they participate in the hearing not less than half of all the voting members of the Council. Each Commission member shall have one vote.
111. the Commission's decisions, the open vote. Decisions are taken by a simple majority. If the vote splits on the casting vote of the Chairman of the Commission.
112. the Commission meets at least once a quarter, and they are recorded.
113. the rural support service cost in subsidies on the basis of the decision taken by the Commission.

Subsidies are provided as part of co-financing of Latvia the Latvian and foreign joint ventures, which are important in the field of agriculture and fisheries, industry and associated with successful participation of Latvia in the European Union.
2. the total amount of the subsidy is 290000 LVL.
3. the programme implementation period is 2005.
4. Subsidies granted Latvian and foreign joint ventures: 4.1 if the parties involved in the project agreed in writing on the implementation of the project;
4.2. If it supported a Ministry of three international Minis project coordination Council (hereinafter Council).
5. The subsidy shall be granted the following measures according to the Latvian and foreign joint ventures: 5.1 project management;
5.2. the seminars and international events;
5.3. preparation of information material and printing;
5.4. the learning journeys and studies;
5.5. legislation for the implementation of the commitments in its pathological destruction of the material.
6. the project evaluation shall take into account the following criteria (in order of priority):

6.1. the project for the Ministry of Agriculture's international financial commitments, which are approved by the Ministry of agriculture and the Council;
6.2. the project for regulations of the European Union;
6.3. the project promotes rural, agriculture and the construction of zivsaimn sustainable development and promotes the competitiveness of Latvia in the European Union;
6.4. the objectives of the project contributes to the diversification of production in rural areas, raising the educational level of rural population and to create new jobs in the countryside;
6.5. the project for agricultural and fisheries research to support sustainable development of production and circulation of information resources in the rural areas;
6.6. the project contributes to the cooperation with the participation of the European Union countries and other countries in order to facilitate agricultural and fisheries sustainable development.


7. The applicant field support service in until 1 March or 1 June (if necessary, you can organize the third round) the following documents shall be submitted (by Exo 2 plāro): 7.1 project application (table 1);
UR7.2.par project of the Ministry of Agriculture Department's recommendation letter;
UR7.3.izv ērst use the subsidy estimate and cost breakdown of planned phases in accordance with this annex, 13.3 and 13.5 13.1. section;

7.6. the applicant's written acknowledgement of their contribution to the project.
8. the rural support service to examine the conformity of the projects set out in this annex for the submission of the draft and submit to the Council for assessment. If the applicant has not submitted all this 7 point documents or applying the requirements of this annex is not appropriate, or not noticed the time limits specified in the field support the evaluation of the projects submitted to the Council and inform the applicant.
9. The Council shall evaluate the submitted project applications and shall decide on the granting or refusal of funding and send the minutes of the proceedings of the field support service.
10. The applicant not later than one month after receipt of the statement of the Protocol on the financing of the rural support service of submitting all the documents needed to conclude agreements on subsidies.
11. Grant projects: UR11.1.div au rounds (if necessary, organise the third round), with the exception of the PHARE projects in accordance with this annex, the term referred to in paragraph 7;
11.2.ne more than 30% of the total cost of the project, including the co-financing granted in previous years, but not exceeding 30000 lats (VAT Excl.) in the current year, excluding the PHARE projects. Applicants who are not registered for VAT, and the PHARE projects and the cost of the subsidy is calculated with the VAT;
11.3. during the implementation of projects on those measures taken in the current year.
12. The tenderer must be invested in projects not less than 10% of the total co-financing of Latvian parties.
13. Subsidies paid in the following order: 13.1. paid the advance not more than 25%, with the exception of the PHARE projects;
13.2. subsequent payments shall be made in accordance with the project funding allocation provided for them through stages of review after that period is approved by the Council;
13.3. the final payment of 25% of the project shall be carried out after the final report is approved by the Council and after the transaction and payment of the formal submission of the summary Field support services;

IV. Support for new co-operatives development cooperation 18. Grants as lump-sum grant 3000 lats new agricultural service cooperatives (cooperatives): 18.1. cooperative formed and registered under the cooperative societies Act;
18.2. the cooperative shall be at least one of the following: 18.2.1. cooperative members of the production realization;
18.2.2. the preparation of the marketing of products (such as pre-treatment, packing);
18.2.3. the provision of services to members of the cooperative;
18.2.4. cooperative members through of only their own farm production;
18.3. the cooperative is not a producer of agricultural products, with the exception of agriculture and livestock production (I) grade processors (agricultural products first-stage processing – process of changing agricultural, animal husbandry and fisheries products to the original mechanical structure and chemical properties of the finished product which complies with the agreement on the accession to the European Union of annex 1 to the list of agricultural products);
18.4. cooperatives registered with the register of enterprises from 1 April 2004 to December 2005 April 1.

23. If the newly formed agricultural service cooperative received a ba in general support, but economic activity not starting in the first year and the second or third year is not recognized, its founders jointly released the subsidy amount in the field support service.
V. support for recognized agricultural service cooperatives 24.Uz subsidies may apply for the services of a recognized agricultural cooperative society, which deals only with the provision of the services (hereinafter referred to as the cooperative), if: 24.1. cooperative created and registered in the register of companies under the Cooperatives Act;

15.2. the cooperative recognised in 2004 based on 2003 figures, the economic activity according to the legislation on the recognition of the cooperative.
25. aid calculated 5% in 2003, the members of the cooperative in the volume of services provided.
26. Grants are awarded recognition of cooperative development.

7. paragraph 6 of this annex these documents assesses the agricultural Commission of the three Minis. The Commission is made up of the Ministry of agriculture, farmers ' organizations, of the cooperation Council of the Latvian Association of organisations of organic farming and rural support service representatives. The Ministry of agriculture, the Commission shall take a decision on the project.

The contract shall include a condition that the tenderer will continue activities under the project for another five years. If the applicant ceased the activities provided for in the draft before the contractual deadline, the applicant shall reimburse the subsidies received.
11. the contract may provide advance payments, but not more than 50% of the allocated amount.
12. for a final settlement, the tenderer until 1 November 2005 to submit Field support regional agricultural administration: 12.1. project closing statements;

18. The seeds shall not exceed the amount of the organic farm field specified in the certificate of the amount of seed produced.

26. Submissions are evaluated by the Commission of the Ministry of agriculture. 6.4. payment orders or other documents certifying the payment of insurance premiums of 50%.

19. the national aid for the supply of milk products 1.-4. classes of learners is assigned in accordance with the requirements laid down in the laws and regulations of the European Union for the granting of aid for the supply of milk products to the learner's general education institutions, its administration and monitoring, as well as in accordance with the requirements of the Commission of 11 December 2000 by Regulation (EC) No 2707/2000 laying down rules for applying Council Regulation (EC) No 1255/1999 as regards Community aid for supplying milk and certain milk products to pupils in educational establishments.
20. the national aid for the supply of milk products 1-4 class of trainees is co-financed, the milk price for heat-treated milk (2% and 2.5% fat content) packages greater than 200 ml 250ml – one portion per student per day – 0.04 lats.
21. State aid may apply applicants approved in support of the European Union according to this annex referred to in point 19 of the legislative requirements.
22. applications for aid for the previous month, the applicant shall submit the field support service in until the tenth month of the current date.

6. in order to receive the subsidy, the applicant to 2005 April 1 submit Field support regional agricultural administration: 6.1 application (table);
6.2. the Act concerning damage (damage extent-m, m2, m3, pieces, unit price, and total damage estimate in monetary terms), approved by the local authority or the veterinarian when animals are killed (this condition does not apply to this annex 5.2 and 5.3);
6.3. certificate from the wild breeders ' Association or the Association of Zvērkopj of Latvia, if an applicant submits an application for the lost animals;
UR6.4.dar partitions of the supporting documents.


7. Applicants that paragraph 6 of this annex these documents submitted in support of the regional agricultural administration before the entry into force of these regulations, they do not have to be provided.
