Cabinet of Ministers Regulation No 131 in Riga in 2005 (15 February. 9. § 7) the rules on the requirements for institutions and professionals who prepare, drivers, and driver training programmes Issued in accordance with the Highway Traffic Act article 22 quarter 1. General questions 1. Rules lays down the requirements for the training and qualification requirements for professionals who prepare, drivers, as well as driver training programmes. 2. the provisions do not apply to implements the driver, tram and trolley bus driver, as well as the moped and bicycle driver training. 2. requirements for training institutions that prepare persons driving qualification 2.1. License and training card issuance 3. driving theory training has the right to exercise the following academic institutions: 3.1 the operator who has received the license and training;

Road Traffic Safety Directorate (CSDD) surveyed the classroom, shall draw up a report (annex 4) and submit it to the Ministry of transport. 12. Training facilities must comply with the provisions in annex 5 to these requirements. 13. Ministry of transportation no later than one month from the date of the application receives the issue of the licence, and (or) teaching certificate or a written reasoned refusal to issue it. License and (or) learning map is denied if: 13.1. not submitted any of this rule 9 or 10 the documents referred to in paragraph;
13.2. classrooms do not meet the requirements contained in these provisions;
13.3. to comply with the other requirements laid down in these regulations or legislation that establishes requirements for economic operators or education authority. 14. License and training card applicant's representative during the hearing of the application, be entitled to participate in the Licensing Commission hearing. 15. If the licence or the learning card is expired or if the teaching authority is issued a new license or training certificate, license or training previously issued card served in the Ministry of transport. 20. If the training body changes the name or address, it is obliged, within 15 days after the amendment of the present traffic Minis in the three amendments supporting documents and get a new license and (or) learning map. 21. 29.2. the school year of the training card issue is not registered in any of the training group;

In accordance with the laws and regulations governing the administrative process to the Licensing Commission session invite the educational institution, which shall be informed in advance of the cause of the issue. Training institutions in the absence of the representatives to the Licensing Commission hearing may not give rise to proceedings before a suspension. 2.3. the suspension of the licence and the licence cancellation 31. Licensing Commission is entitled to adopt the following decision: 31.1. to make teaching authority warning, specifying the period during which it must prevent violations of the laws or to improve the success rates of persons trained in the transport driver's training in theoretical examinations;
31.2. to temporarily suspend the licence issued;
31.3. revoke license;
19.5. to restore a temporarily suspended the license of operation. 32. the suspension of the licence or cancelling it, for the time being, respectively, suspended all training activities or the cards are void. 33. Concerning the suspension of the licence issued for a time, restricting the authority of the new training curriculum group registration, licensing, the Commission shall decide if: 33.1. breach of the requirements of this regulation;
33.2. these provisions are infringed the Treaty referred to in paragraph 60 of the conditions;
33.3. the State authorities received a request or complaint of the person based on non-compliance with the law. 34. the withdrawal of the licence issued by the Licensing Commission shall decide if: 34.1. repeated violations of the requirements of this regulation;
21.3. recurrent violation of the provision referred to in paragraph 60 of the Treaty;
3. within six calendar months of the trans portlīdzekļ driver qualification theoretical examination the first time pass less than 75% for the theoretical ex menu posted by the applicant;
