Cabinet of Ministers Regulations No. 165, Riga, 8 March 2005 (pr. 13. § 18) public the qualification Commission Regulations Issued under the public administration facilities article 13 of the law on the general issue of i. 1. Public the qualification Commission (hereinafter the Commission) is a consultative and coordinating body, the purpose of which is to monitor the granting of degrees. II. Functions of the Commission, the tasks and rights 2. the Commission shall have the following functions: 2.1 coordinate joint degree-granting system;
2.2. to ensure that the studies on which the degree is granted, in terms of content and methodology to meet the generally accepted between folksy concerned industry standards. 3. The Commission shall have the following tasks: 3.1 develop proposals for the award of the degree of qualification requirements of the General regulations of the relevant science sectors;
3.2. provide advice on the scientific skill;
3.3. create and maintain defence scientific skill and degrees granted database;
3.4. at least once a year to provide the Latvian Science Council report on granting degrees in Latvia. 4. the Commission shall have the following rights: 4.1 to request and receive from universities and national research centres and the scientific qualifications of the working documentation for the Betterment of the boards;
4.2. to make recommendations to universities and national research centres to develop the thesis system in Latvia;
4.3. provide opinions and advice to the Latvian Science Council before the dissertation entitled discovery universities and national research centres;
4.4. to propose the Latvian Science Council to stop or temporarily suspend the individual thesis work of the Council, providing the relevant justification;
4.5. to participate in the work of the scientific qualifications and defending pirmsaizstāvēšan workshops;
4.6. to make recommendations to the University graduate work in development. III. composition of the Commission the Commission shall consist of 5 members of the Commission: 19 5.1. three representatives of the Latvian Academy of science – one representative from each of the Latvian Academy of Sciences Department;
5.2. the agricultural and forest representative of the Academy of Sciences;
5.3. the Latvian Science Council composed of representatives of the sector: life sciences industry 5.3.1 representative;
5.3.2. the engineering industry representative;
5.3.3. the medical and biological sciences, a representative of the sector;
5.3.4. the agricultural and forest field representative;
5.3.5. humanities and social sciences sector representative;
5.4. the Rector Council representative;
5.5. the higher education Council representative;
5.6. the University professors Association representative;
5.7. the following representatives of the University of Latvia: 5.7.1. Latvian University representative;
5.7.2. Riga Technical University representative;
5.7.3. The Latvian Agricultural University representative;
5.7.4. Daugavpils Pedagogical University representative;
5.7.5. Riga stradiņš University representative;
5.8. the two Ministry of education and science. 6. the scientific qualifications of the members of the Commission should meet the scientific qualification requirements of the Latvian Council of science experts. 7. the personnel of the Commission established in cooperation with the Latvian Science Council, the higher education Council and the Academy of Sciences of Latvia, by the Minister of education and science of the proposal approved by the Cabinet of Ministers. Organization of work of the Commission. the first session of the Commission 8, shall be convened by the Minister of education and science. 9. the Commission's work, the President of the Commission.
