No 15 20) fodder plant and seed trading solely rules Issued in accordance with the law of the movement of the Seed article 2 1, point "a" section and article 17 fifth i. General questions 1. solely determine the marketing of fodder plant seed and the construction procedures of sales these rules referred to in annex 1, as well as crops of the institution that controls the importation of seeds from countries which are not Member States of the European Union.

3. If the marketing of fodder plant seed are propagated outside the European Union, the national plant protection service recorded contracts for seed multiplication in non-Member States of the European Union, in accordance with European Union law requirements for seed production in countries which are not members of the European Union, and the registration of contracts in the Member States. To register contracts for seed multiplication in a State which is not a Member State of the European Union, will be submitted to the national sēklaudzētāj of the plant protection service of the application and be accompanied by the following information: 3.1. State in which seeds will be produced;
3.2. forage plant species;
3.3. the quantity of seed to be produced, origin and category of seeds;
3.4. the contract provided for the marketing year, the estimated quantity into the European Union, the planned delivery period.

II. categories of seed 5. Seed shall be divided into the following categories: 5.1. random seed (IR);
5.2. pre-basic seed (PB);
5.3. basic seed (B);
5.4. certified seed (C);
5.5. commercial seed (K).
6. the random seed (IR) is a specially selected seeds, in quantities that ensure the preservation of the characteristics of the variety for several generations. 9. Certified seed (C) are seeds which: 9.1 produced directly from basic seed (B) (as the breeder or breed of rētāj desires-uzt from high-grade seed);

11. the certified seed of the first generation (C1) (Lupin, peas, vetch and Lucerne) is a seed that: 11.1. grown from basic seed (B) (by the breeder or maintainer of the variety of desires – from the higher category seed);
11.2. comply with the requirements laid down in these rules for certified seed (C), or in accordance with a special indication – certified seed of the first generation (C1);
11.3. for certified seed, second generation (C2) production or for other purposes (such as for food, fodder, grass);
UR11.4.vis like a seed and preparation period is the national plant protection service control.
12. certified seed, second generation (C2) (Lupin, peas, vetch and Lucerne) is a seed that: 12.1 grown from certified seed of the first generation (C1) (by the breeder or maintainer of the variety of desires – from the higher category seed);
12.2. comply with the requirements laid down in these rules for certified seed (C), or in accordance with a special indication – the second generation of certified seed (C2);
UR12.3.nav designed solely for the future;
UR12.4.vis à cultivation and preparation period is the national plant protection service control.
13. Commercial seed (K) are seeds: 13.1.ir can be identified as belonging to the species of seeds;
13.2. comply with the requirements laid down in these rules for commercial seed (K);

37. 52. If the pre-basic category (PB) or the base category (B) seed germination identified in the analysis do not meet these rules laid down in annex 8 minimum germination of seed, at the national plant protection service authorization can certify seed with reduced germination. 54. Small package of the European Union shall be classified as follows: (A) the type of packing of 54.1. (net weight up to two kilograms), mixtures of seed packages which are not intended solely for fodder plants and the production of fodder plants. When used in the form of plant protection products, dražējam materials or other solid additives, their weight is not counted in the total weight;
54.2. (B) the type of packaging (net weight up to 10 kg), pack of basic seed, certified seed, commercial seed or seed mixtures. When used in the form of plant protection products, dražējam materials or other solid additives, their weight is not counted in the total weight.

59.6. seeds, which are not fully certified.

60. at the request of the packer of seed national plant protection services in the small European Union type B packages of seed can be issued the official label for the purposes of this provision the requirements of Chapter VII.

69. IX. Seed mixtures 79. Latvia is permissible: 79.1. different genera of fodder plants, species and varieties of seed mixture preparation;
79.2. different fodder plant and cereal seed mixture preparation;
79.3. different fodder plant and oil seed mixture.

83. prior to preparation of seed mixtures are mixtures of seed establishments submit national plant protection services following information: 83.1. seed weight of the components of a mixture, the percentage indicating, by species or, where appropriate, by variety;
51.7. the name of the mixture if it is used for the marking of packaging.
84. the preparation of the mixture of seeds (production) by random checks of the national plant protection service: 84.1. controlling each of the components of a mixture of identity and weight, as well as checking the labels identifying the packages of seed;
52.3. in checking the mixing operation and finished mixtures.
85. the information on use of the seed mixtures indicate on the official label or a label of the packer.
Seed x 86. seeds to market after being recognised by the description "pre-basic seed (PB) (B) of basic seed, certified seed or commercial seed (C), (K) of the category. 87. In accordance with the provisions of section 69.3. may never sell certified seed, if there is a written agreement between the buyer and the seller is informed about it and the national plant protection service.
88. in Latvia the market of seed mixtures prepared in Latvia this provision in accordance with the procedure laid down in IXnodaļ or in other Member States of the European Union under European Union law.

93. 93.1.2. the field of history;

93.3. Seedsman-information about the origin of seed intended for marketing, including cooperation partners;
93.4. importer-information about the origin of seed intended for marketing, including cooperation partners.
94. the national plant protection services in ten working days evaluate applications and information and decide on the establishment of seed sēklaudzētāj, Packer, importer or dealer registration Sēklaudzētāj and seed dealers.
95. The decision taken by the national plant protection service shall inform the parties within five working days after the decision. If the decision is positive, the person shall be issued within five working days and sēklaudzētāj seed dealer registration certificate (annex 16).
96. Each sēklaudzētāj, a seed establishment, Packer, importer, marketer and is granted registration code. The code is the first two characters specify the address (postal district the first two digits), the other characters – serial number.

104. the certificate or report of seed ' seed evaluation results "issued three days after completion of the seed evaluation.
105. the period of validity of the certificate of seeds, seed germination, from the date of completion of the analysis are as follows: 105.1. one year, all species of fodder plants and seeds (including mixtures), if the moisture content is not more than: 105.1.1. the cabbage family fodder plants (fodder turnips, fodder for cabbage, oil rutk) to 9 percent;
105.1.2. Fabaceae (Slavonian vanagnadziņ, alfalfa, clover, esparset, to the East and White Lotus Galega) – 13 percent;
105.1.3. grasses, peas, lupins and vetches, beans – 15 percent;
