Cabinet of Ministers Regulations No. 273 in Riga 2005 April 19 (Mon. 3. national and European Union aid for rural development is implemented by the Latvian rural development plan for the rural development programme 2004-2006 (hereinafter referred to as the rural development plan). The rural development plan is implemented according to the Council of 17 May 1999 on the Regulation No 1257/99 (EC) on the European agricultural guidance and guarantee fund (EAGGF) support for rural development and amending and repealing certain regulations, as well as receive State aid in accordance with article 51 of the regulation.
4. the rules provide for special conditions and support payments the following rural development measures: UR4.1.maz more favourable areas and areas with environmental restrictions to protect conservation purposes;
4.2. the "agri-environment" sub-measures: 4.2.1 organic farming development;
4.2.2. biodiversity maintenance lawns are excluded;
4.2.3. installation of buffer strips;
4.2.4. farm animal genetic resources.
5. the rural support service to take account of the Council of 29 September 2003 Regulation No 1782/2003, (EC) establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers, and amending Regulation (EEC) No 2019/93, (EC) no 1452/2001, (EC) no 1453/2001, (EC) No 1454/2001, (EC) No 1868/94, (EC) No 1251/1999, (EC) No 1254/1999, (EC) no 1673/2000 , (EEC) no 2358/71 and (EC) no 2529/2001 (hereinafter referred to as the Council Regulation No 1782/2003) and under Council Regulation No 1782/2003, article 40 allows deviations from these requirements in these rules the following exceptional circumstances: 5.1 long-term professional incapacity of the farmer;
5.2. the death of the farmer;
5.3. a large part of the holding if the farmer could not anticipate the commitment date;
5.4. in the case of a natural disaster or a fire, which significantly affects the farmers used about the agricultural land and livestock of the horse;
5.5. an epizootic disease affecting all or part of the farmer's livestock.
6. II. Area payments for rural development measures and payments conditions 13. 13.4. ensure that according to Commission Regulation No 796/2004, the provisions of article 4 of the area payment application in 2005 declared there is allocated in the meadows and pastures are not reduced.
14. This provision 2.1 and 4.1 payments referred to can get on the following agricultural land: the UR14.1.aps delegate and arable land planted with crops grown in or medium lawns;

14.3. permanent grassland or pasture;
14.4. the permanent plantations.
15. Claiming a single area payments shall respect the following lauksaimn the construction land in good agricultural and environmental conditions: 15.1. agricultural land nurtured and grown in crops using agrotehnik, as well as to ensure that it would not be invasive plant species ' Sosnovsk the Hogweed (Heracleum of sosnowsky) ' and the bushes;
15.2. the agricultural land is maintained in the farmer's responsibility in the reclamation system, ensuring the regulation of soil moisture regime;

15.4. permanent or pastures, meadows and arable land in the iesēto outdoor lawns grazing or mowed at least once, the grass is harvested or chopped and cleared up before 1 august of the current year. If the farmer is eligible for this rule or 4.2.3 4.2.2. payments mentioned in paragraph below, as well as the botanical composition of zelmeņ mostly white clover or meadow and dzelzen area used in Bee Nectar collection, carried out up to the current year's September 10.
16. If the farmer does not comply with any of the provisions referred to in paragraph 15 of the ERS good agricultural and environmental conditions are suitable for reduction of aid in accordance with Commission Regulation (EC) No 796/2004, as well as to the Commission on 29 October 2004, Regulation No 1973/2004, (EC) laying down detailed rules for the application of Council Regulation (EC) No 1782/2003 as regards the application of this regulation, (IV) and (IV) "a" under those aid schemes and the use of land set aside for the production of raw materials (hereinafter referred to as Commission Regulation n ° 1973/2004).

20. III. 32.3. the farmer each quarter to the first quarter of the 15th date of the month submission (annex 6), indicating the year of slaughtered or exported for slaughter animal identity numbers (laid down in Commission Regulation No 1973/2004, art. 121). The last date of submission of the application for the current year or slaughtered animals are exported for slaughter next April 15.
33. the payment can be received for the following: UR33.1.par suckler beef breed suckler cows, suckler cows or obtained in a cross with a meat breed animals (of Council Regulation No 1782/2003, article 122 "d");

37. In order to set the terms of the payment referred to in paragraph 33 of the corresponding animals, if a farmer has mixed livestock (dairy cows and suckler cows) owner, State Agency "agricultural data centre" uses the following information (defined in Council Regulation No 1782/2003, article 125, part 2, last paragraph): 37.1. the number of dairy cows and suckler cow herd number (indicating their identity numbers): 37.1.1. as on 1 July of the current year, if the farmer is eligible for this provision referred to in paragraph 33 of the payments in 2005 and below;
37.1.2. as to 31 December of the current year, when a farmer entitled to payment for a meat breed suckler cows, suckler cows or obtained in a cross with a meat breed of the animal, as well as the milk cow of the variety, which is covered with a meat breed bull and brought up in 2004;
37.2. realized in the milk quotas the previous quota year, but, when claiming payment for meat breed suckler cows, suckler cows or obtained in a cross with a meat breed of the animal, as well as the milk cow of the variety, which is covered with a meat breed bull and brought up in 2004, the milk quota, 31 March 2004, was allocated to the holding of the farmer (a Council of 17 May 1999 on the Regulation No 1255/1999 (EC) for milk and milk products the common organisation of the market in part 3 of article 16);

If the resulting number of dairy cows is a fraction, round up;
38.3. the number of suckler cows, for which you can receive payments, mixed flock (dairy cows and suckler cows) is determined as follows: 38.3.1. If the farmer is eligible for this provision referred to in paragraph 33 of the payments in 2005 and later, the total number of cows and milk quotas required to count the number of dairy cows of the difference;
38.3.2. If the farmer is eligible for payment for a meat breed suckler cows, suckler cows or obtained in a cross with a meat breed bull, as well as for dairy breed cows that inseminated by bulls of a meat breed and brought to the 2004 fourth quarter, the total number of cows and milk quotas allocated to complete the number of dairy cows.
39. the duty of the mother sheep (defined in Council Regulation No 1782/2003 article 113 (1)) may be obtained only if the following conditions are met: UR39.1.gan āmpulk is not less than 10 sheep to mothers (of Council Regulation No 1782/2003 article 113 (3)), which, according to the State agencies "agricultural data centre" data to the application is earlier than the date of the year;

IV. 43.2. the potato starch producer in the delivery according to the concluded contract of production of potatoes (Council Regulation No 1782/2003 in article 94);
43.3. the current year until 15 July, submit the application (annex 13) and a copy of the cultivation contract.
VII. the rights and obligations of the farmer 44. If, when claiming that payments in these provisions, the changes that have occurred in the application at the specified data, the farmer shall inform the rural support service of a change in the application (without extending the application data) up to date, while the rural support service has informed the farmer of any aid or as a field support service is not informed the farmer of irregularities in the application, or on-the-spot verification no irregularities were discovered in the farm. In this case, the reduction in aid of the changes to the payment application is not suitable.

46. 55. 61.
