Cabinet of Ministers Regulations No. 273 in Riga 2005 April 19 (Mon. No 21 27) procedure is assigned to national and EU support for agriculture and rural development have been issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the order in which is assigned to the national and European Union support for agriculture and rural development.

3. national and European Union aid for rural development is implemented by the Latvian rural development plan for the rural development programme 2004-2006 (hereinafter referred to as the rural development plan). The rural development plan is implemented according to the Council of 17 May 1999 on the Regulation No 1257/99 (EC) on the European agricultural guidance and guarantee fund (EAGGF) support for rural development and amending and repealing certain regulations, as well as receive State aid in accordance with article 51 of the regulation.

5. the rural support service to take account of the Council of 29 September 2003 Regulation No 1782/2003, (EC) establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers, and amending Regulation (EEC) No 2019/93, (EC) no 1452/2001, (EC) no 1453/2001, (EC) No 1454/2001, (EC) No 1868/94, (EC) No 1251/1999, (EC) No 1254/1999, (EC) no 1673/2000 , (EEC) no 2358/71 and (EC) no 2529/2001 (hereinafter referred to as the Council Regulation No 1782/2003) and under Council Regulation No 1782/2003, article 40 allows deviations from these requirements in these rules the following exceptional circumstances: 5.1 long-term professional incapacity of the farmer;
5.2. the death of the farmer;
5.3. a large part of the holding if the farmer could not anticipate the commitment date;
5.4. in the case of a natural disaster or a fire, which significantly affects the farmers used about the agricultural land and livestock of the horse;
5.5. an epizootic disease affecting all or part of the farmer's livestock.
6. II. Area payments for rural development measures and payments conditions 13. 15. 16. The last date of submission of the application for the current year or slaughtered animals are exported for slaughter next April 15.

37. 37.1.2. as to 31 December of the current year, when a farmer entitled to payment for a meat breed suckler cows, suckler cows or obtained in a cross with a meat breed of the animal, as well as the milk cow of the variety, which is covered with a meat breed bull and brought up in 2004;
37.2. realized in the milk quotas the previous quota year, but, when claiming payment for meat breed suckler cows, suckler cows or obtained in a cross with a meat breed of the animal, as well as the milk cow of the variety, which is covered with a meat breed bull and brought up in 2004, the milk quota, 31 March 2004, was allocated to the holding of the farmer (a Council of 17 May 1999 on the Regulation No 1255/1999 (EC) for milk and milk products the common organisation of the market in part 3 of article 16);

38.3. the number of suckler cows, for which you can receive payments, mixed flock (dairy cows and suckler cows) is determined as follows: 38.3.1. If the farmer is eligible for this provision referred to in paragraph 33 of the payments in 2005 and later, the total number of cows and milk quotas required to count the number of dairy cows of the difference;
38.3.2. If the farmer is eligible for payment for a meat breed suckler cows, suckler cows or obtained in a cross with a meat breed bull, as well as for dairy breed cows that inseminated by bulls of a meat breed and brought to the 2004 fourth quarter, the total number of cows and milk quotas allocated to complete the number of dairy cows.

IV. VII. the rights and obligations of the farmer 44. If, when claiming that payments in these provisions, the changes that have occurred in the application at the specified data, the farmer shall inform the rural support service of a change in the application (without extending the application data) up to date, while the rural support service has informed the farmer of any aid or as a field support service is not informed the farmer of irregularities in the application, or on-the-spot verification no irregularities were discovered in the farm. 60. A farmer may get acquainted with the control message and sign it to attest his presence at the check on the site of the farm.
61. If the farmer is not familiar with the control report check takes place on the site of the farm, rural support service within five working days after the examination on the spot in writing to the holding of the farmer on the inspection results, in accordance with Commission Regulation No 796/2004, article 28, paragraph 2, first subparagraph.
