No. 31 14) National Agency "Latvian blind library" Charter Issued in accordance with the law of public agencies 8. the third paragraph of article i. General questions 1. Public Agency "Latvian blind library" (hereinafter referred to as the Agency) is the supervision of the Minister of culture in public administration. 2. the Agency aims to provide the visually impaired human rights, free unlimited receive quality information for the blind and visually impaired, in a manner appropriate to provide free services in this area. II. Agency functions, tasks and rights 3. the Agency shall have the following functions: 3.1 to provide free services to provide people with vision disabilities, unlimited free literature and receipt of the necessary information to them in an appropriate manner;
3.2. provide the Latvian library for the blind item in the inform tion public availability and use;
3.3. collect, systematize, catalog, and preserve iespieddar bibliografē bus, digital editions, manuscripts and other documents. 4. in order to implement certain features, according to the competence of the Agency shall undertake the following tasks: 4.1. organized by the Latvian library for the blind in a single fund, make interlibrary loans depozītbibliotēk and tasks;

4.4. form the Latvian library for the blind, a central electronic global catalog catalogs, file and database, complete bibliographic reference and information work throughout Latvia;
4.5. organise events that promote library, literature and reading;

4.7. ensure public institution prepared and published the availability of information;
4.8. collects, summarizes and analyzes professional and statistical information about the use of the library and the blind organizations in Latvia and abroad;
4.9. the Latvian library for the blind work strategic planning;
4.10. understands the Latvian library for the blind and filiālbibliotēk working technology requirements and provide the necessary methodological and advisory assistance;
4.11. improve and develop the technical means for the production of books and information to visually impaired users in an appropriate manner;
4.12. organized by the Latvian library for the blind in continuing education and training measures. 5. the Agency shall have the following rights: 5.1. subject to the laws and limits, receive from natural and legal persons the tasks necessary data and information;
