Cabinet of Ministers Regulations No. 397, Riga, 7 June 2005 (pr. No 34 21 §) rules on additional requirements in foreign countries for the recognition of professional qualifications for regulated professions in the Republic of Latvia and on the procedures applied in these professions the requirement of an aptitude test or adaptation period Issued in accordance with the law "About the regulated professions and the recognition of professional qualifications" in article 36, paragraph 1, article 44, paragraph 2, second subparagraph, article 45 of the second and third subparagraphs, and article 46 of the first part of question i. General provisions 1 down : 1.1. additional requirements for foreign professional qualification recognition in the regulated professions in the Republic of Latvia, the application of the General system for the recognition of professional qualifications and the recognition of qualifications on the basis of the applicant's professional experience, of the European economic area nationals who staff and supporting documents or set (hereinafter referred to as the qualification documents) partially conform to the requirements laid down in the Republic of Latvia's independent professional activity regulated professions concerned (hereinafter referred to as the Republic of Latvia defined requirements);
1.2. the arrangements for the additional requirements apply to the countries of the European economic area nationals with regard to the duration of professional experience and, if the applicant's professional qualifications obtained abroad is not significantly different from that of the Republic of Latvia in accordance with the regulated profession;
1.3. the procedures for the authorities issuing the certificate of recognition of professional qualifications for regulated professions (hereinafter the institution of recognition), the aptitude test or adaptation period when preten dent educational content or its extraction duration differs significantly from the current Republic of Latvia to the regulated profession.
II. Additional requirements, if the applicant's professional qualifications obtained abroad is not significantly different from the corresponding regulated profession in the Republic of Latvia, the requirements for the qualification of the applicant, 2. If the documents partly comply with the requirements and significant differences in educational content and if they certified education do not differ in level of education or are on the lower level of education, and the total length of education difference of not more than two years compared with the Republic of Latvia established the education level and the duration of the relevant regulated profession , the applicant obtained qualifications abroad should first apply to the additional requirement for a certain length of professional experience in the profession of the applicant's country of residence (if preten dent qualifications obtained European economic area country or outside of the European economic area and is recognised in the European economic area country, certifying the applicant's right to work in the profession in the country) in the following cases: 2.1 the applicant qualification documents do not confirm the duration of the professional activity in question qualified under the supervision of members of the profession in the country in which they are issued, if the profession in question in the independent Republic of Latvia VOCA professional following the start-up of the period professional activities supervised is required;
2.2. If the Republic of Latvia is defined higher education diploma that certifies the courses learning of a duration of not more than four years of full-time study, or the first level of higher professional education diploma or a diploma of professional secondary education, qualifications of the applicant, documents certifying the successfully tamed one of following European economic area national education programs: 2.2.1. education program with a specific structure (annex 1);
2.2.2. the regulated educational programmes (annex 2);

2.4. the applicant qualification papers showing the applicant's right to work in the profession in this country, and this profession within the economic activities in areas which according to legislation on the recognition of professional qualifications on the basis of the duration of professional experience and the type of individual economic activities, sufficient proof of the applicant's qualifications are fixed duration and type of professional experience in this field.
3. 4. If the total duration of the education gap is less than a year and the qualifications of the applicant, documents certifying all relevant subjects (course of study), which is mandatory for the following professions in the Republic of Latvia, in addition to professional experience is not necessary, and the applicant's qualifications are recognised without other additional requirements.
5. the duration of professional experience required for occupations in which the Republic of Latvia is defined higher education diploma or a diploma of first level of higher professional education, or diploma of secondary vocational education, is: 5.1.ne more than two times longer than the length of the missing education, but shall not exceed four years, if the qualifications of the applicant's submitted papers showing the difference (educational) programmes of study or studies (teaching);
5.2. the equivalent of missing professional activities under the supervision of qualified members of the profession, but not more than four years, when the applicant's qualifications submitted papers showing differences the following monitor professional life;
5.3. at least two years, if the qualifications of the applicant, documents certifying unregulated education programs and the applicant has not engaged in the activities regulated profession, but not exceeding four years, if the professional experience is required to compensate for the differences in others.
6. If the applicant qualification papers showing the applicant's right to work in the profession in this country and in this profession include specific economic activities, partial matches to compensate for the difference in the required duration of professional experience and form determined in accordance with the laws on the recognition of professional qualifications on the basis of the duration of professional experience and the type of individual economic activities.
7. when assessing the applicant's proof of professional experience shall also take into account the applicant's learning, continuing education and professional development in education, to compensate for the difference.
8. If the duration of the applicant's professional experience corresponds to these rules 4, 5, and 6. the requirements referred to in point or a specific stage experience compensates for this provision, paragraph 7, of the applicant's qualifications are recognised without other additional requirements.
9. If the applicant does not have professional experience or it is not sufficiently long, abroad for the recognition of professional qualifications of the additional requirement of an aptitude test or an adaptation period.
III. Additional requirements, if the applicant's professional qualifications obtained abroad is significantly different from corresponding regulated profession in the Republic of Latvia requirements 10. 10.2. the regulated profession that corresponds to the name of qualification acquired abroad, include at least one or more regulated professional activities which do not enter the name of the following regulated or non-regulated profession, in which the applicant is made by independent professional activities in their home country, and these activities meet certain educational and vocational training;

11. If the applicant's qualifications are obtained European economic area country or outside of the European economic area and is recognised in the European economic area country, they attest to the applicant's right to work in the profession in this country, and this profession include specific economic activities in areas which according to legislation on the recognition of professional qualifications on the basis of the duration of professional experience and the type of individual economic activities the applicant's qualifications, sufficient proof is fixed duration and type of professional experience in the field, and as a self-employed person or company management work of such professional activities an integral part of the performance is the exact knowledge of the laws of Latvia and their use, providing consultation services to beneficiaries, equivalent to people the following professional qualifications acquired in the Republic of Latvia, the institution of recognition, if possible, taking into account pre desires abroad tendent obtained the recognition of professional qualifications shall be applied to the additional requirement of an aptitude test or adaptation period where the applicant has carried out a professional activity: 11.1 the appointments, which include the right to represent the company (including subsidiaries);

13. 14.2. two years — in addition to the diploma of vocational education, the certificate of competence or professional qualifications certificate, which is required to obtain a secondary education.
15. applicants whose qualification is obtained by working relati attractive non-regulated profession in the European economic area country no less than three continuous years during the normal work or equivalent period of part-time work in the last 10 years, in foreign countries for the recognition of professional qualifications of the additional requirement of an aptitude test or an adaptation period, to enable the applicant to choose between them, if the professional activity in question in the Republic of Latvia to the regulated profession is defined in vocational education diploma certificate of competence or professional qualifications in the certificate that is required to obtain a secondary education.

19. the maximum length of the adaptation period is: UR19.1.tr short years if independent professional activity in the Republic of Latvia need higher education diploma or a diploma of first level of higher professional education, or diploma of secondary professional education;
19.2. the two years if independent professional activity in the Republic of Latvia is the requirement of attestation, certificate of competency or a certificate of professional qualification which is not necessary for the acquisition of secondary education.
20. This provision, paragraph 13, in the case referred to in the applicant's qualifications for recognition by the additional requirements for professional experience and apply additional requirement of an aptitude test or adaptation period shall apply in the following order: 20.1. If the applicant for the duration of professional experience match the requirements, apply the aptitude test;
20.2. If the applicant does not have professional experience or it is not sufficiently long, the adaptation period, the duration of which shall be fixed in accordance with paragraph 18 of these regulations.
21. The aptitude test for the application of the recognition of the institution assesses the applicant's qualifications and prepare the contents of the annex of the decision on the relevant subjects (course of study) list, which are not included in the qualifications of the applicant, documents, and/or specific questions about the rules of the professional activities concerned the regulated profession in the Republic of Latvia.
22. the application of the adaptation period the institution evaluated for recognition of training qualifications preten dent content and prepares the decision about the theoretical knowledge, practical skills and relevant professional regulations in the relevant elements of the regulated profession in the Republic of Latvia, which are not included in the qualifications of the applicant, documents and learning which requires an adaptation period.
23. If the decision specified in the annex to the theoretical knowledge, practical skill or for rendering the most essential elements of the rules of the professional activities in the regulated profession in the Republic of Latvia meet certain continuing education or professional development education, also provides the information about the place and time where such education is impossible to master.

24. the decision or its annex shall also indicate the following information about the Qualifi cations test or adaptation period: 24.1. developments;
24.2. these provisions set out the evaluation criteria;
24.3. the aptitude test and time;
15.2. information about qualified representatives of the relevant professions in the Republic of Latvia, the supervision of the applicant which may undergo an adaptation period.
25. the institution of recognition provides the verification of the conformity of qualification in the designated place, time and agenda and assess it in accordance with the criteria laid down in these provisions.
26. in recognition of the institution shall monitor the progress of the adaptation period, if not difficult, provide to the applicant for additional advice on the adaptation period to the tasks assigned and evaluated the activities of the applicant within the given period.
V. additional option, the applicant's qualifications for recognition of documents 27. 29. in order to improve the ability of the applicant to the professional environment adapted to professions in the Republic of Latvia which need higher education diploma or a diploma of first level of higher professional education, recognition of the institution in addition to the requirements contained in these provisions enable applicants to grasp the principle of equivalence by the Republic of Latvia to the vocational part of professional practice, where these practices have not been in the applicant countries of the European economic area, in which the professional qualification was obtained. This practice gets in the laws of the Republic of Latvia in the area of vocational training.
30. These rules those cases (also with regard to the economy of the European economic area nationals, including citizens of Member States of the European Union) of foreign countries for the recognition of professional qualifications in the law "About the regulated professions and the recognition of professional qualifications" in article 45 of the fifth and sixth part.

3. the Italian Republic: 3.1. dental technician (odontotecnic);
3.2. the optician (ottico);
3.3. the pedicurist (podogol).
4. the Republic of Cyprus: 4.1. dental technician (οδοντοτεχνίτης). The education of a total duration of at least 14gad, including at least six years of primary education in General, six years of secondary education and two years of vocational education, obtained after a general secondary education and topped with years of work experience;
4.2. the optician (τεχνικός oπτικός). 5. 6. The Kingdom of the Netherlands: 6.1 of the veterinary assistant (dierenartassistent). The education of a total duration of at least 13 years, and it includes one of the following stages: 6.1.1. at least three years of vocational training in a specialised school culminating in an examination and, in some cases supplemented by a one-year or two-year specialization course culminating in an examination;
6.1.2. two and a half years of vocational training in a specialised school culminating in an examination and are supplemented by at least six months of professional experience or practice of a recognized authority for this purpose;
6.1.3. at least two years of professional training in a specialised vocational school, which ends with an exam and is enhanced by at least a year long professional experience or practice of a recognized authority for this purpose;
UR6.1.4.tr short years of vocational training in a specialised school (MBO) or three years of vocational training in the dual system (LLW), which closes with the exam.
7. The Republic of Austria: 7.1. education and training of a total duration of at least 14 years. It includes at least five years of special training programs, and consists of at least three years mācekļlaik, during which the education part is obtained in the workplace and education and professional practice and training, culminating in the exam. Examination of the right to work and to train apprentices in the following occupations: 7.1.1. sister, which specializes in the care of children and young people, with a special primary education programme (speziell Grundausbildung in der Kinder-und-Jugendlichenpfleg);

7.1.5. hearing aid technician (Hörgeräteakustiker);
7.1.6. druggist (drogist);
7.2. the masseur (Masseur). Education and training of a total duration of at least 14 years. It includes at least five years of special training programme, which consists of at least two years in mācekļlaik, two years of professional practice and training, and years of training, which ends with an exam. Examination of the right to work in the profession and to train apprentices;
7.3. the education of a total duration of at least 13 years. It includes five years of training in a specialised school culminating in an examination, the following occupations: 7.3.1. kindergarten worker (the ner Kindergaer (in));

8. In the Slovak Republic: 8.1. dance teacher in the elementary school of art (učiteľ v tanečnom základných umeleckých školách odbor na základných of). The education of a total duration of at least 14 years experience, including at least eight years of elementary education, četrusgad long average special education and five semesters long dance pedagogy coursework;
8.2. special education and social service Educator (špeciálnych výchovných zariadeniach vychovávatel ' v zariadeniach sociálnych služieb a v). The education of a total duration of at least 14gad, including the 8-9gad period in the general primary education, four years of secondary pedagogical education or secondary education and two years of part-time educational studies more.
II. Masters and craftsmen in the Kingdom of Denmark: 9 9.1. optician (optometrist). 10. The Federal Republic of Germany: optician (Augenoptiker) 10.1;
