52. Foreign certificates of competency issued the approval shall submit the register of seafarers: 52.1. application;

53. The Ministry of transport shall inform the Member States of the Convention, which certificate of competency may be recognised in Latvia, about the substantial changes in the preparation and certification of seafarers.

56. The European Commission has not acted within three months of that third country, the Ministry of transport may unilaterally recognise the third country certificates of competence issued until the European Commission decision has been adopted.
57. The Ministry of transport shall immediately inform the European Commission of according this rule 55.1 points to recognised third countries which do not comply with the requirements of the Convention, and shall inform the European Commission and the other Member States of the European Union if plans to withdraw a third of the State's recognition of the approval certificates of competency.
58. The Ministry of transport is entitled in addition to the assessment of third-country specific educational institutions, according to A-I/6 of the code part. "
3. Express provisions 103. paragraph by the following: "103. Ro-ro passenger ship sailors before the commencement of their duties successfully pass the training courses, according to the post, the duties and responsibilities: 103.1. masters, officers and crew members who are assigned to assist passengers in emergency situations, quit uncontrollable passenger crowd management training, according to the code A-V/2, paragraph 1 of part a;
103.2. masters, officers and crew members with specific duties and responsibilities on ro-ro passenger ships, go a ro-ro passenger ship familiarization training, according to the code A-V/2, paragraph 2;
103.3. staff serving passengers, passengers pass additional security training, according to code A-V/2, paragraph 3 of part a;
103.4. masters, senior officers, senior and second mechanic and those crew members who are responsible for passenger boarding and disembarking the ship for cargo loading, unloading and securing or sealing of hull, undergo training, the safety of passengers and the watertight integrity of the hull are controlled, under the code A-V/2, paragraph 4;
103.5. Captain masters, mates, senior engineer, second engineer and crew members who are responsible for passenger safety in emergency situations, exit the crisis of human behavior and control of driving courses, according to code A-V/2, paragraph 5 of the part. "
4. Express provisions 105. paragraph by the following: "105. passenger ships (ships which are not designed for more than twelve passengers for commercial purposes), which does not comply with the ro-ro passenger ships, seafarers shall undergo appropriate training courses: 105.1. crew members who are assigned to assist passengers in emergency situations, quit uncontrollable passenger crowd management training, according to code A-V/3, paragraph 1 of part a;
105.2. masters, officers and crew members with specific duties and responsibilities on board passenger ships undergo training, according to code A-V/3, paragraph 2;
105.3. staff serving passengers, passengers pass additional security training, according to code A-V/3, part 3;
105.4. Captain masters, mates and those crew members who are directly responsible for passenger boarding and disembarkation, the vessel shall undergo training in passenger safety, according to code A-V/3, paragraph 4;
105.5. Captain's captains, mates, Chief Engineer, second engineer and crew members who are responsible for passenger safety in emergency situations, exit the crisis of human behavior and control of driving courses, according to code A-V/3, paragraph 5 of the part. "
5. Supplement with an informative reference to European Union directives as follows: "informative reference to European Union directives, the regulations include provisions resulting from: 1) of the Commission of 8 March 2005, directives 2005/23/EC of the European Parliament and the Council amending Directive 2001/25/EC on the minimum level of training of seafarers;
2) of the European Parliament and of the Council of 17 November 2003 of Directive 2003/103/EC amending Directive 2001/25/EC on the minimum level of training of seafarers;
3) of the European Parliament and of the Council of 4 April 2001, Directive 2001/25/EC on the minimum level of training of seafarers. "
