"increasing risks of discrimination subject to the integration into society and the labour market" UR9.1.4.1.pas "based on Professional rehabilitation" implementing provisions Issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" in support of specific target 9.1.4. "increasing risks of discrimination subject to the integration into society and the labour market" (hereinafter referred to as aid 9.1.4.1. measures objective) "vocational rehabilitation" (hereinafter measure): 1.2 event target; 1.3. in the event the funds available; 1.4. the requirements of the European Social Fund project applicant; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project in a unilateral notice conditions. 2. objective of the measure is to increase of persons with disabilities and persons with mental disabilities into society and the labour market. 3. in the event the target group has the following disadvantage existing residents of working age: 3.1 persons with severe disability (disability groups I and II); 3.2. persons with mental disabilities. 4. Measure up to 2019 31 December is achievable the following monitoring indicators: outcome indicator 4.1 – support for the disadvantaged have received an existing population-100, including up to 2018 December 31-45; 4.2. results indicators – disadvantage existing members after leaving (after participation in a measure) started their job search, engaged in education/training, qualification, employment, including self employed (number of players)-60; 4.3. financial performance – up to 2018 December 31 certified expenditure eur 545 837. 5. the measures implemented in the restricted application of the project selection. 6. Measure the responsible authority for the Ministry of welfare. 7. Measure the total eligible funding available is eur 1 252 127, including the European Social Fund – Euro 1 064 308 and the State budget funding-187 819 euros. 8. the maximum eligible European Social Fund funding does not exceed 85 percent of the planned total eligible project funding. 9. Measure the costs are eligible, provided that they fulfil these rules these positions and the costs were incurred from the date of entry into force of the provisions.
II. Requirements for the project the applicant 10. Project applicant measure is public administration, promoting the integration of persons with disabilities in the labour market and in society, providing vocational rehabilitation, social integration, a government agency. 11. the project the applicant shall prepare and submit an application in accordance with the project application selection rules. 12. cooperation authority decision on the approval of the project application, approval or rejection of a conditional accepts a month from this provision in paragraph 11 that the project application selection rules determine the project closing date for the submission of the application.
III. eligible activities and costs 13. Description of skills development; 13.3.4. skills training program; 13.3.5. professional fitness systems development according to the needs of the target groups; 13.3.6. skills training program; 13.4. skills training program, the introduction of this provision as referred to in point 3.2, target group, including the facilities providing skills training for the implementation of the programme; 13.5. information and publicity measures for the implementation of a project; 8.5. project management and implementation. 14. Operation plans to the following costs: 14.1 direct eligible costs; 14.2. indirect eligible costs; 14.3. the unexpected costs. 15. This provision 14.1. referred to the direct eligible costs include the following positions: 15.1 direct personnel costs (funding recipient project staff remuneration costs and the beneficiary of the project management personnel remuneration costs) according to State and local officials and employees of the institutions of legal remuneration, excluding overtime. If the staff are involved in the project is provided in accordance with the principle of relevance of part-time, subject is not less than 30 percent of capacity. The staff remuneration cost must be equivalent to the requested funding for the rest of the compensation of employees. Health insurance costs are eligible only during a period when the staff is employed in the project. 17. This 14.2. the provisions referred to in indirect costs in the project plan as one cost position 15 percent from 15.1 these rules referred to in point cost. They include the following positions: 17.1. the beneficiaries of support and management personnel remuneration costs not included in the provisions referred to in subparagraph 15.1 the direct eligible costs, but that are directly or indirectly related to the implementation of the project. IV. conditions for the implementation of Measures 20. Measure approved projects implemented under the conditions laid down in these provisions. 21. This rule 13.2. supported referred to the implementation of the action provided by the beneficiaries, and these activities: 23.1. provides facilities to set up vocational rehabilitation programmes, in accordance with the laws and regulations in the area of public procurement; 23.2. understands that the provisions referred to in point 3.1 of the target group and inform them of professional rehabilitation services, in cooperation with the municipal social services and State employment agency professionals according to the requirements of the legislation on social services; 23.3. determine the professional proficiency of these rules referred to in point 3.1. target group: 23.3.1. find motivation to enter the labour market and to learn; 23.3.2. evaluate knowledge gained previously; 23.3.3. identify the skills and competencies; 23.3.4. assess health status and functional capacity; 23.3.5. determines the person's individual rehabilitation plan, the necessary support measures for the integration of persons in the labour market; 23.4. provides motivating, counselling and other measures in accordance with the individual rehabilitation plan; 14.6. the professional qualification of these terms referred to in point 3.1., target group ensures that training 23.5.1: and the duration of each qualification in the vocational rehabilitation program of not more than 18 months, but two of those programmes-six months; 23.5.2. training and qualification practices of the organisation; 23.5.3. vocational rehabilitation services under this provision in point 3.1., that the target group of the place of residence of the person to the service delivery location (if the person has limited mobility) and between service objects in different addresses; 14.7. ensure individual social rehabilitation of these rules referred to in point 3.1., the target group, to improve the specific labour market mobility and pašaprūp functions required to suit the individual rehabilitation plan; 23.7. provides support for the work of the premises after the acquisition of professional qualifications, the provisions referred to in point 3.1., target group, including advice to employers on the target group specific functional impairments and the necessary adjustments to the place of work; 14.8. six months after the receipt of vocational rehabilitation services provide consultative support for adaptation in the workplace, as well as the target groups of persons who have difficulty independently integrated into the labour market. 24. In developing this rule 8.3. referred to skills certification system, the funding recipient shall provide the Ministry of Welfare proposals for regulatory change to ensure skills certification system. 25. This rule 13.3.1.13.3.3 13.3.4., and referred to the implementation of the assisted actions beneficiary may attract service providers according to the laws and regulations in the area of public procurement, making the job market demand research, in collaboration with these provisions 15.1 the beneficiaries referred to in the project implementation staff ensure labour market skills needs and skills training programmes. This provision as referred to in point 3.2 target group of professional suitability: 29.3.1. find motivation to enter the labour market and to learn; 29.3.2. assess health status and functional capacity; 29.3.3. evaluate knowledge gained previously; 29.3.4. identify existing skills and skills; 29.3.5. determines the person's individual rehabilitation plan, the necessary support measures for the integration of persons in the labour market; 29.4. provides motivating, counselling and other measures in accordance with the individual rehabilitation plan; 29.5. the rules referred to in point 3.2 target group skills training programmes provide: that skills training 29.5.1 duration does not exceed one year; 29.5.2. training and qualification practices of the organisation; 29.5.3. transport services skills training within the rules referred to in point 3.2 target group between service objects in different addresses; 29.6. ensure individual social rehabilitation of these rules referred to in point 3.2 target group to improve the specific labour market mobility and pašaprūp functions required to suit the individual rehabilitation plan; 18.5. provides support for the decoration work in these rules referred to in point 3.2 target group after the acquisition of skills, including advice to employers on the target group specific functional impairments and the necessary adjustments to the place of work; 29.8. six months after the skills acquisition service this provision 3.2. the target group referred to provide advisory support for adaptation in the workplace, as well as the target groups of persons who have difficulty independently integrated into the labour market. 30. in implementing the project, the funding recipient: 30.1. in addition to the prescribed in these rules shall ensure that the provisions referred to in paragraph 3, the target group services are provided according to the legislation on the order in which persons receive vocational rehabilitation services; 30.2. in addition to the prescribed in these provisions ensure professional rehabilitation services in compliance with the laws on social service providers that provide vocational rehabilitation services; 30.3. ensure this provision 13.1.2 referred to vocational rehabilitation program licensing and accreditation rules referred to in paragraph 13.1.4. eligible activities according to the legislation on General and professional education program, licensing procedures and the procedures accredited education and training programs, educational institutions and examination centres; 18.9. to ensure information and publicity measures, the European Parliament and of the Council of 17 December 2013 Regulation (EU) No 1303/2013 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries and general provisions on the European regional development fund, the European Social Fund, the Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006 and regulations, arrangements for the European Union's structural and cohesion funds in 2014 introduction – 2020 programming period provide a communications and visual identity requirements.
