Cabinet of Ministers Regulations No. 352 in 2015 (30 June. No 30 21) operational programmes for the "growth and employment" in support of specific target 9.1.4. "increasing risks of discrimination subject to the integration into society and the labour market" UR9.1.4.1.pas "based on Professional rehabilitation" implementing provisions Issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" in support of specific target 9.1.4. "increasing risks of discrimination subject to the integration into society and the labour market" (hereinafter referred to as aid 9.1.4.1. measures objective) "vocational rehabilitation" (hereinafter measure): 1.2 event target; 1.3. in the event the funds available; 1.4. the requirements of the European Social Fund project applicant; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project in a unilateral notice conditions. 2. objective of the measure is to increase of persons with disabilities and persons with mental disabilities into society and the labour market. 3. in the event the target group has the following disadvantage existing residents of working age: 3.1 persons with severe disability (disability groups I and II); 3.2. persons with mental disabilities. 4. Measure up to 2019 31 December is achievable the following monitoring indicators: outcome indicator 4.1 – support for the disadvantaged have received an existing population-100, including up to 2018 December 31-45; 4.2. results indicators – disadvantage existing members after leaving (after participation in a measure) started their job search, engaged in education/training, qualification, employment, including self employed (number of players)-60; 4.3. financial performance – up to 2018 December 31 certified expenditure eur 545 837. 5. the measures implemented in the restricted application of the project selection. 6. Measure the responsible authority for the Ministry of welfare. 7. Measure the total eligible funding available is eur 1 252 127, including the European Social Fund – Euro 1 064 308 and the State budget funding-187 819 euros. 8. the maximum eligible European Social Fund funding does not exceed 85 percent of the planned total eligible project funding. 9. Measure the costs are eligible, provided that they fulfil these rules these positions and the costs were incurred from the date of entry into force of the provisions.
II. Requirements for the project the applicant 10. Project applicant measure is public administration, promoting the integration of persons with disabilities in the labour market and in society, providing vocational rehabilitation, social integration, a government agency. 11. the project the applicant shall prepare and submit an application in accordance with the project application selection rules. 12. cooperation authority decision on the approval of the project application, approval or rejection of a conditional accepts a month from this provision in paragraph 11 that the project application selection rules determine the project closing date for the submission of the application.
III. eligible activities and costs 13. Measure is supported by the following: 13.1. vocational rehabilitation program, the development of the rules referred to in point 3.1 of the target group, including: 13.1.1. labour market demand and the needs of the labour market needs of the profession; 13.1.2. the needs of the labour market vocational rehabilitation program; 13.1.3. professional fitness systems development according to the needs of the target groups; 13.1.4. vocational training programme of licensing and accreditation; 13.2. the introduction of vocational rehabilitation program that the objectives referred to in point 3.1., the group, including the provision of facilities for vocational rehabilitation program; 13.3. the certification of skills development system 3.2. these provisions in the target group, including: 13.3.1. labour market demand and the needs of the labour market skills required; 13.3.2. foreign exchange activities; 13.3.3. Description of skills development; 13.3.4. skills training program; 13.3.5. professional fitness systems development according to the needs of the target groups; 13.3.6. skills training program; 13.4. skills training program, the introduction of this provision as referred to in point 3.2, target group, including the facilities providing skills training for the implementation of the programme; 13.5. information and publicity measures for the implementation of a project; 8.5. project management and implementation. 14. Operation plans to the following costs: 14.1 direct eligible costs; 14.2. indirect eligible costs; 14.3. the unexpected costs. 15. This provision 14.1. referred to the direct eligible costs include the following positions: 15.1 direct personnel costs (funding recipient project staff remuneration costs and the beneficiary of the project management personnel remuneration costs) according to State and local officials and employees of the institutions of legal remuneration, excluding overtime. If the staff are involved in the project is provided in accordance with the principle of relevance of part-time, subject is not less than 30 percent of capacity. The staff remuneration cost must be equivalent to the requested funding for the rest of the compensation of employees. Social rehabilitation for financing to the remuneration does not exceed 10 per cent of the professional staff of the rehabilitation costs of remuneration; 15.2. the direct cost of the project: 15.2.1 service (enterprise agreements) cost of this provision, 13.1.1, 13.1.2 13.3.3 13.3.4 13.3.1.,.,., and 13.5 of eligible activities referred to in (a); 15.2.2. cost of meals and accommodation service hotel this provision referred to in paragraph 3, the target group this rule 13.2 and 13.4. eligible referred to the period of implementation of actions in applying the per-unit cost method; 15.2.3. vocational training programme, the cost of licensing and accreditation that rule 13.1.4. implementation of activities referred to in point; 15.2.4. material, equipment and equipment costs: 15.2.4.1. logistic means to the acquisition cost of that rule 13.2 and 13.4. eligible activities referred to in point. Facilities the acquisition cost of the funds does not exceed 15 per cent of the remaining cost of the implementation of the programme; 15.2.4.2. work equipment acquisition cost that rule 15.1. staff referred to the creation of new jobs or existing jobs to restore up to eur 3 000 per working place during project implementation. If the staff is employed in the normal working time, work equipment acquisition cost is eligible for 100 percent. If the staff is employed full time or part time, work equipment acquisition cost is attributed in proportion to the percentage of the load distribution; 15.2.5. travel (domestic and foreign) and business travel costs this rule 15.1. staff referred to under the laws of the order in which the recoverable costs associated with missions; 15.2.6. transport costs (fuel, vehicle rental, purchase of transport services, the use of public transport) these rules 15.1 staff referred to as well as inland transport costs (including the cost of fuel) in relation to the training of professional hotel site and return the rule referred to in paragraph 3, the target group this rule 13.2 and 13.4. eligible actions referred to the period of implementation of these provisions and referred to in point 3.1. target group (if the person has limited mobility) in relation to the residence of the person receiving the service location and back; 15.2.7. mandatory health checks and vision correction features compensation 15.1. these regulations referred to staff. 16. This provision of the services referred to in paragraph 15.2.1. (company contract) within the health insurance costs of those provisions 15.1 the personnel referred to in the plan, if health insurance is for the beneficiary's institution. If the staff is employed in the normal working time, health insurance costs are eligible for 100 percent. If the staff is employed part time, health insurance costs are not identifiable in a full time capacity. If the staff remuneration shall apply the principle of relevance, part-time health insurance costs be determined in proportion to the percentage distribution of remuneration. Health insurance costs are eligible only during a period when the staff is employed in the project. 17. This 14.2. the provisions referred to in indirect costs in the project plan as one cost position 15 percent from 15.1 these rules referred to in point cost. They include the following positions: 17.1. the beneficiaries of support and management personnel remuneration costs not included in the provisions referred to in subparagraph 15.1 the direct eligible costs, but that are directly or indirectly related to the implementation of the project. Subject is also the beneficiary of project implementation and project management personnel remuneration costs if the personnel capacity project in accordance with the principle of part-time incidence is less than 30 percent; 17.2. space rental and lease payments, utility and maintenance costs of the premises, including the beneficiary of the shared space and other shared resources, the cost of this rule 15.1. staff referred to; 17.3. stationery, office supply purchase and lease of equipment and the acquisition cost of these provisions 15.1 staff referred to; 17.4. the communications and internet charges, maintenance costs and the cost of postal services 15.1. these provisions referred to staff; 17.5. the other costs that are not included in the provisions of paragraphs 15 and 16 of the above eligible cost positions, but this provision is required in paragraph 13 that the implementation of the activities supported. 18. The provisions referred to in paragraph 14.3. unexpected costs (expenses for additional works or services which are not foreseeable circumstances, have become necessary in order to comply with the conclusion of the agreement for the implementation of the project) project plan as one cost position, and it does not exceed two percent of the rules referred to in point 14.1. eligible direct costs. Unexpected costs put before spending made the beneficiary with the cooperation of the authorities, as laid down in the agreement on the implementation of the project. 19. This provision of the measure referred to in point 14 cost value added tax costs are eligible, provided that they are not reimbursable under the legislation of tax policy.
IV. conditions for the implementation of Measures 20. Measure approved projects implemented under the conditions laid down in these provisions. 21. These provisions 13.1.1 13.1.2 referred to and assisted in the implementation of the activities of the beneficiary can be linked to service providers according to the laws and regulations in the area of public procurement, making the job market demand research, in collaboration with these provisions 15.1 the beneficiaries referred to in the project implementation staff ensure the needs of the labour market vocational rehabilitation program suitable for development. 22. This rule 13.1.3.13.3.5. referred to and supported the actions implemented by the beneficiary and this action within the determined new criteria, methods and tools in these rules referred to in paragraph 3, the target group of professional suitability, assessing the person's motivation, integrity, health, skills, and skills that are required for the integration of persons in the labour market. 23. This rule 13.2. supported referred to the implementation of the action provided by the beneficiaries, and these activities: 23.1. provides facilities to set up vocational rehabilitation programmes, in accordance with the laws and regulations in the area of public procurement; 23.2. understands that the provisions referred to in point 3.1 of the target group and inform them of professional rehabilitation services, in cooperation with the municipal social services and State employment agency professionals according to the requirements of the legislation on social services; 23.3. determine the professional proficiency of these rules referred to in point 3.1. target group: 23.3.1. find motivation to enter the labour market and to learn; 23.3.2. evaluate knowledge gained previously; 23.3.3. identify the skills and competencies; 23.3.4. assess health status and functional capacity; 23.3.5. determines the person's individual rehabilitation plan, the necessary support measures for the integration of persons in the labour market; 23.4. provides motivating, counselling and other measures in accordance with the individual rehabilitation plan; 14.6. the professional qualification of these terms referred to in point 3.1., target group ensures that training 23.5.1: and the duration of each qualification in the vocational rehabilitation program of not more than 18 months, but two of those programmes-six months; 23.5.2. training and qualification practices of the organisation; 23.5.3. vocational rehabilitation services under this provision in point 3.1., that the target group of the place of residence of the person to the service delivery location (if the person has limited mobility) and between service objects in different addresses; 14.7. ensure individual social rehabilitation of these rules referred to in point 3.1., the target group, to improve the specific labour market mobility and pašaprūp functions required to suit the individual rehabilitation plan; 23.7. provides support for the work of the premises after the acquisition of professional qualifications, the provisions referred to in point 3.1., target group, including advice to employers on the target group specific functional impairments and the necessary adjustments to the place of work; 14.8. six months after the receipt of vocational rehabilitation services provide consultative support for adaptation in the workplace, as well as the target groups of persons who have difficulty independently integrated into the labour market. 24. In developing this rule 8.3. referred to skills certification system, the funding recipient shall provide the Ministry of Welfare proposals for regulatory change to ensure skills certification system. 25. This rule 13.3.1.13.3.3 13.3.4., and referred to the implementation of the assisted actions beneficiary may attract service providers according to the laws and regulations in the area of public procurement, making the job market demand research, in collaboration with these provisions 15.1 the beneficiaries referred to in the project implementation staff ensure labour market skills needs and skills training programmes. The needs of the labour market skills determine the occupations that meet the profession classifier ninth major group. 26. These rules 13.3.2. eligible activities referred to in the framework of the funding recipient organized foreign exchange measures 15.1 these rules to the beneficiaries referred to in point project staff skill development and certification system. 13.3.3. These provisions 27 referred to activities supported within the working skills are developed to describe the minimum requirements of each of the skills standards. 28. This provision 13.3.4. eligible activities referred to in the context of the beneficiary shall develop training programs for these provisions referred to in paragraph 27 of the working skill description. 29. This rule 8.3. referred to in the implementation of the assisted actions beneficiary: 29.1. provides facilities to create skills training programmes in accordance with the laws and regulations in the area of public procurement; 29.2. understands that they are referred to in 3.2 target group and inform them about the skills and certification services in cooperation with municipal social services and State employment agency professionals according to the requirements of the legislation on social services; 29.3. This provision as referred to in point 3.2 target group of professional suitability: 29.3.1. find motivation to enter the labour market and to learn; 29.3.2. assess health status and functional capacity; 29.3.3. evaluate knowledge gained previously; 29.3.4. identify existing skills and skills; 29.3.5. determines the person's individual rehabilitation plan, the necessary support measures for the integration of persons in the labour market; 29.4. provides motivating, counselling and other measures in accordance with the individual rehabilitation plan; 29.5. the rules referred to in point 3.2 target group skills training programmes provide: that skills training 29.5.1 duration does not exceed one year; 29.5.2. training and qualification practices of the organisation; 29.5.3. transport services skills training within the rules referred to in point 3.2 target group between service objects in different addresses; 29.6. ensure individual social rehabilitation of these rules referred to in point 3.2 target group to improve the specific labour market mobility and pašaprūp functions required to suit the individual rehabilitation plan; 18.5. provides support for the decoration work in these rules referred to in point 3.2 target group after the acquisition of skills, including advice to employers on the target group specific functional impairments and the necessary adjustments to the place of work; 29.8. six months after the skills acquisition service this provision 3.2. the target group referred to provide advisory support for adaptation in the workplace, as well as the target groups of persons who have difficulty independently integrated into the labour market. 30. in implementing the project, the funding recipient: 30.1. in addition to the prescribed in these rules shall ensure that the provisions referred to in paragraph 3, the target group services are provided according to the legislation on the order in which persons receive vocational rehabilitation services; 30.2. in addition to the prescribed in these provisions ensure professional rehabilitation services in compliance with the laws on social service providers that provide vocational rehabilitation services; 30.3. ensure this provision 13.1.2 referred to vocational rehabilitation program licensing and accreditation rules referred to in paragraph 13.1.4. eligible activities according to the legislation on General and professional education program, licensing procedures and the procedures accredited education and training programs, educational institutions and examination centres; 18.9. to ensure information and publicity measures, the European Parliament and of the Council of 17 December 2013 Regulation (EU) No 1303/2013 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries and general provisions on the European regional development fund, the European Social Fund, the Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006 and regulations, arrangements for the European Union's structural and cohesion funds in 2014 introduction – 2020 programming period provide a communications and visual identity requirements. The information and publicity measures shall be implemented in the beneficiary's project management staff or attached to a service provider; 5. at least once every three months in their tīmekļvietn the place timely information on the performance of the project; 19.0. attracting this rule 15.1. staff referred to the work contract and reimbursement of costs, it shall ensure that the personnel is linked to normal or part time (including the consideration may apply the principle of part-time imputability) making working time records of all the functions and time worked; 19.1. the accumulated data on the horizontal principle "equal opportunities" for the horizontal pointer-"About aspects of equal opportunities (gender equality, disability, age or ethnicity) the number of persons trained; 19.1. to accumulate information on project support for saņēmušaj persons according to the laws and regulations of the EU structural funds and cohesion fund projects for carrying out the agenda 2014 – 2020 programming period, the payment request form, set the data of the European Parliament and of the Council of 17 December 2013 to Regulation (EU) no 1304/13 of the European Social Fund and repealing Council Regulation (EC) No 1081/2006. at the request of the managing authority shall ensure that the beneficiaries of data availability for evaluation; 19.2. ensure target group needs and achievable performance tracking, analysis and monitoring of the territorial units of the counties (including County) level; 30.10. list and analyze the conditions that interfere with the target group's job search, start of participation in education or training, qualification, employment, including self-employment, and information on its tīmekļvietn; 30.11. at the request of the managing authority of the operational programme and the appropriate "growth and employment" as defined in the appendix information frequency ensures data availability for this rule referred to in paragraph 3 at a disadvantage in the population (including registered unemployed) two years after participating in the event. 31. the draft amendments shall be made according to the regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds in 2014 – 2020 programming period. 32. cooperation authority have the right to unilaterally withdraw from the agreement for the implementation of a project in any of the following cases: 32.1. the beneficiary does not comply with the agreement for the implementation of the project, including the project under the project deadlines or joined other factors adversely affecting or likely to affect the purpose of the aid monitoring indicator or measure; 32.2. in other cases determined by the agreement on the implementation of the project. 33. measures within the framework of the project implemented from the date of the agreement for the implementation of a project, but no longer than up to Dec 31, 2019. 34.
