" 13. in paragraph 59 of the expression as follows: "59. the expulsion order is issued, if a citizen of the Union or his family member constitutes an actual, existing at the time and sufficiently serious threat to national security or public order, which affects one of the fundamental interests of society. Previous criminal convictions cannot be the basis for the issue of expulsion orders. " 14. in paragraph 67 of the following expression: "67. With residence restrictions related to the citizen of the Union and their family members declare in writing in a language which he understands or he should understand, in such a way as to be understood for the content of the decision and the consequences." 15. To supplement the provisions of paragraph 70 as follows: "70. A citizen of the Union or a member of his family is entitled to personally defend their interests in court in connection with residence restrictions, unless the person's entry into and residence in the Republic of Latvia is likely to constitute a serious danger to public order or national security, or if the question of judicial review is related to the prohibition of entry into the Republic of Latvia." 16. To supplement annex, Chapter VIII, paragraph 5 with the following note: "Note. This requirement does not apply to workers and self-employed persons.
