Cabinet of Ministers Regulations No. 367 in 2015 (30 June. No 30 30) national numbering plan Issued in accordance with the electronic communications law article 56 of i. General questions 1. provisions on the national numbering plan is determined by the structure and format of a number its identification and routing, dialing procedures, and enumeration types and purpose. 2. the rules shall have the following terms and symbols: 2.1 a free call service number – the national number, one of the service numbers, used for electronic communications services and which are paid using the call recipient; 2.2. other service number – the national number one of service numbers, which do not use the services, which are intended to provide a free call service number, service number of shared payment or additional charge service number; 2.3. number of shared payment service-the national number one of service numbers, used for electronic communications services and the use of part of the cost of the call, but the remaining part – the call recipient; 2.4. data transmission network identification code identification code (number combination) that represents a data transmission network in the country; 2.5. identification code (IC, or identification code)-number combination, which the national and international level identifies a public electronic communications network; 2.6. domestic call-call that is initiated and completed in the territory of the Republic of Latvia; 2.7. the short code-prefix, an access code or a short number, which is used in the public electronic communications network as part of the called start dialing sequence, or as a separate number for the end user for access to public electronic communications network services; 2.8. the short number – one of the short code, which is less than the number of the base format; 2.9. the mobile connection identification number (MSIN or mobile Subscriber Identification Number)-public mobile telephone network user identification number in the third field that identifies a public mobile communications network termination point; 2.10. the national number: the number that is used for calls originating within the country; 2.11. the national signalling point code-identification code, which is used to provide alarm data routing and identification of public electronic communications networks; 2.12. the number in base format – Latvian National number, which consists of eight digits; 2.13. the number closed dialling procedure-procedure, which lay down the same (unified) number format and unified number; 2.14. carrier selection code, access code, number combination, which the end user is dialing to make a call using another operator's public electronic communications network; 2.15 the operator's public mobile telephone network code (MNC or mobile network code) – public mobile telephone network user identification number in the second field, to indicate membership of a public mobile telephone network operator; 2.16. the extra cost service number – the national number, one of the service numbers, used in such electronic communications services that end-users receive a fee, which is different from the charges for domestic calls and international calls, as well as other electronic communications services (such as free call, distributed the pay call); 2.17. the access code is one of the short code, which is used in one of the public electronic communications network as part of the called start dialing sequence or used separately from the called number to the end user for access to other public electronic communications network services; 2.18. the prefix short code – one of the ways that the public telephone network shall be drawn up before the called number, but not the called number and which is used to gain access to the public telephone network services (numbering plan is used a prefix — international prefix); 2.19. the fixed public electronic communications network – a public electronic communications network, in which the capacity to provide routing connection point or from it; 2.20. the public fixed-line telephone number – national number used in the public fixed electronic communications network in the territory of the Republic of Latvia; 2.21. a public mobile communications network – a public electronic communications network, which provides routing to the load in motion the termination or from using a mobile communication service for the Republic of Latvia, as well as the radio spectrum provides international roaming; 2.22. public mobile telephone network number national number used in public mobile communications network using the spectrum of the Republic of Latvia; 2.23. the public mobile phone network user identification number (IMEI or International Mobile Subscriber Identity) number, in accordance with the mobile phone telecommunications standard is unique for each of the mobile phone network to the end user; 2.24. the public mobile phone network in the country code (MCC or mobile Country Code)-public mobile telephone network user identification number of the first field that indicates membership of a public mobile phone network in the country; 2.25. operator service number-short number, which is used for various services; 2.26. harmonised service with a social value, a service that the end user is available free of charge and corresponds to a social need, encourage a person or a specific group of people prosperity or security help persons in difficulty and which used to dialing reporting costs shall be borne by the recipient of the call; 2.30. the international prefix-number combination drawn up to make a call to the international public telephone network; 2.31. the international number-the number to use international dialing; 2.32. the international signalling point code (ISPC or International Signalling point codes) – identification code, which is used to provide alarm data routing and identification of the international public telephone network; 2.33. the country code (CC or Country Code)-access code that identifies the country in international public electronic communications network. 3. Public telephone network number you use only numbers. 4. the number is dialed using a closed dialling procedure. 5. Use the number or code is used only for the intended purpose of use (annex 1). 6. Numbers by their structure and format are broken down as follows: 6.1 the public telephone network number in base format (chapter II); 6.2. short code (chapter III); 6.3. identification code (chapter IV). II. Public telephone network number 7. Public telephone network numbers are broken down as follows: 7.1. international number; 7.2. national numbers. 8. the national numbers are broken down as follows: 8.1 the public fixed telephone network numbers; 8.2. public mobile telephone network numbers; 8.3. service numbers. 9. Service numbers are broken down as follows: 9.1 free call service number; 9.2. number of shared payment services; 9.3. additional charge service number; 9.4. other types of service numbers. 10. the Republic of Latvia to international number format consists of a country code and national number (annex 2). The international prefix is a Latvian international public telephone network number. 11. the public fixed telephone network number, the first digit (index) indicates membership of a public fixed electronic communications network (table 1 of annex 1). 12. Public mobile telephone network number, the first digit (index) indicates membership of a public mobile communications network (table 1 of annex 1). 13. the public fixed telephone network number or mobile telephone network the public number, do not use the services, which are intended to provide a number of services. 14. Free call service number is a national number, which is the first two digits (index) indicates membership of the free call service numbers (table 1 of annex 1). 15. III. Short codes 18. Short codes allocated access codes, in the brief rooms and prefixes, which format is two, three, four, five or six digits (annex 2, paragraph 7 and table 2 of annex 1). 19. Short codes three digit format 100, 104-109, and 190-199 and a four digit format 1010-1019, 1020-1029 and 1030-1039 is an access code, which is used as a carrier selection code. 20. Short numbers: 20.1. two digit format 01, 02, 03 and 04, as well as three digital 110, 112, 113, 114 and 115 are exclusively for special services: national fire and rescue service, the State police, emergency medical service, gas emergency service, maritime search and Rescue Coordination Center (table 2 of annex 1); 20.2. three digital format 11X, 12 x 15 x 17 x, and uses the operator services, excluding short codes referred to in this rule 20.1 in; 20.3. which begins with "118" four digit format (118X) or five-digit format (1184X), use the telephone directory enquiry services, in addition to information on subscribers who have given consent to the inclusion of their data publicly available subscriber list may also provide other types of information; 20.4. which begins with "16" four digit format (16XX), use the operator services only in certain public electronic communications network; 20.5. starting with "82" five-digit format (82XXX) and "83", "84", "85", "86", "87", "88" and "89" four digit format (83XX, 85XX, 86XX 84XX, 87XX, 88XX, 89XX,), using operator services; 20.6. the content of the provision of services, which, given the propaganda or included in the cruel behavior, violence, eroticism, pornography or gambling, in so far as the content of services are not prohibited by law, apply only to the four-digit format, starting with "88" or "89" (88XX or 89XX). 21. the European Union electronic communications harmonised services of social value short numbers used in the following order: 21.1. short numbers that start with "116" six-digit format (116XXX), use, giving the European Union harmonised electronic communications services of social value, except that the number 116112 is not used and which numbering the usage rights are not assigned to any of the electronic communications operator; 21.2. the call, using short numbers in the range, not allowed 116XXX advertising, entertainment services, marketing and sales, call for further use or commercial services trade; 21.3. Short code "00" as the international prefix. IV. Identification codes identification codes are divided into 23:23.1. International signalling point codes; 23.2. in national signalling point codes; 23.3. mobile network codes; 23.4. data transmission network identification codes. 24. The national signalling point code is given to the operator. National signalling point code consists of a single 14-bit field that indicates the numeric value with five decimal numbers in the range 00000 to 16384 (Appendix 2), where the first two digits denote the index, but the last three – the Centre's number (annex 1, table 5). 26. Public mobile telephone network user identification number is assigned to the operator. Public mobile telephone network user identification number consists of three fields, which have a total length of up to 15 digits (Appendix 2), of which 26.1. the first three digits identify the public mobile phone network in the country code; 26.2. next two digits identifies the specific operator public mobile telephone network number; 26.3. the last digit, which can reach nine or ten digits, identifies the specific operator unique mobile connection identification number. 27. Public mobile network code is a five digit code, which consists of a public mobile phone network in the country code and the operator's public mobile telephone network code (annex 2). 28. Data transmission network identification code format consists of four digits, the first three digits identify the national data transmission network code and the last digit identifies the national data transmission network numbers (annex 2). Data network identification code are defined in annex 1 of these rules in table 7. V. the dialing procedures 29. User number shall be made as follows: 29.1. making international calls in the fixed public electronic communications network or a public electronic communications network for mobile, the number shall be drawn up in the following order – international prefix, country code, national of the country concerned (annex 3, paragraph 1); 29.2. the domestic call in public electronic communications networks in a fixed or mobile public electronic communications network, draw up a national number (annex 2); 29.3. making a domestic call the public filed in electronic communications network or a public mobile communications network on the three, four, five or six digit short numbers, drawn up in accordance with paragraph 3 of annex 3. 30. in the call to the public in electronic communication networks fixed to two digits short service number, the first digit is 0, the second digit of 1, 2, 3, or 4 (annex 3). 31. If an operator chooses, through carrier selection service: 31.1. in carrying out the international call to a public electronic communications network in a fixed or mobile public electronic communications network, shall be drawn up in the following order – carrier selection code, international prefix, country code and national number (3.5;) 31.2. the domestic call number shall be drawn up in the following order – carrier selection code and national number (annex 3). 32. If the operator chooses by default or through operator preselection service: 32.1. in carrying out the international call to a public electronic communications network in a fixed or mobile public electronic communications network, shall be drawn up in the following order – international prefix, country code and national number (3.7;) 32.2. the domestic call in public electronic communications networks in a fixed or mobile public electronic communications network, draw up a national number (annex 8). Vi. Number identification and routing 33. Making international calls, the operator shall ensure that the identification number and the routing takes place after the country code and national number in the country concerned. If the international call from a public mobile communications network operator supports country code and public mobile phone network in the country code matches by nationality. 34. the domestic call number identification and routing occurs after the national number. 35. Public mobile telephone network number can be used only by operators of the Republic of Latvia's public mobile network code. VII. Closing questions 36.
