No 34 19) national and European aid arrangements for natural disaster relief "measures and katastrofālo events in the agricultural production potential victim recovery and appropriate preventive measures" Issued under the agricultural and rural development Act article 5, fourth paragraph 1. General questions 1. determines the order in which the State and the support of the European Union (hereinafter referred to as aid) following natural disasters "and katastrofālo events in the agricultural production potential victim recovery and appropriate preventive measures" sub : "support for preventive measures to reduce the disease and possible consequences of epifitotij"; 1.2. "investment aid of Epizootics and epifitotij victims of farm production potential restoration". 2. the agricultural production potential in the sense of these provisions are the animals on the farm, established in accordance with the laws and regulations on agricultural and aquaculture animals, their herd and registration, housing and permanent plants needed for the Treaty on the functioning of the European Union referred to in annex I, the primary production of agricultural products. 3. the project acceptance of application issued, project submissions submitted, evaluated and selected, the decision shall be taken and notified as well as support for the request in accordance with the laws of the State of the European Union and the granting of aid, administration and monitoring of the development of the rural and fisheries-2014 – 2020 programming period. 4. the aid shall be granted in accordance with the European Parliament and of the Council of 17 December 2013 Regulation (EU) no 1305/2013 on support for rural development by the European agricultural fund for rural development (EAFRD) and repealing Council Regulation (EC) No 1698/2005 (Official Journal of the European Union, 20 December 2013, no L 347) (hereinafter Regulation No 1305/13) article 18. 5. the implementation of the aid measure is the territory of the Republic of Latvia. 2. support for the Sub-measure "support for preventive measures to reduce the disease and possible consequences of the epifitotij" 2.1. the conditions for receiving aid under objective 6 is to support these rules referred to in annex 1 of the animals particularly dangerous infectious diseases (epizootics) and plant quarantine organisms (hereinafter epifitotij) risks. 7. the applicant is a natural or legal person or group of farmers (multiple supporting applicants, the pooled one biosecurity or preventive measures), which deals with the production of primary agricultural production and biosecurity measures has been prepared by the implementation plan (hereinafter referred to as biosecurity plan) in accordance with the laws and regulations on biosecurity measures for animal holding areas or phytosanitary measures implementation plan (hereinafter referred to as the health plan), as specified by the national plant protection services under the plant protection act. 2.2. eligible costs and aid intensity 8. eligible costs include the acquisition cost of the fence, the fence and the disinfection of the pit installation or installation costs, as well as disinfectant mats, airbrush, disinfection equipment, protective clothing (except disposable clothing) and the closed container. 9. the aid intensity are: 9.1.  80% of the eligible costs-preventive measures that you implement one supports the applicant; 9.2.100% of the eligible costs-preventive measures, jointly implemented by the farmers ' group. 10. The selected offer confirms at least two valid offer for a specific purchase or compare cost regardless of the nature of the procurement procedure. 3. support for the Sub-measure "investment aid of Epizootics and epifitotij victims of farm production potential in restoring" 3.1 eligibility conditions under 12 's goal is to support the provision of epizootic diseases referred to in annex 1, and epifitotij for damage recovery, providing restoring agricultural production potential, including allowing analog to agricultural production, as well as animal or plant seedlings of permanent acquisition, except annuals to plant seedlings and their acquisition of the planting. 13. the support shall be granted to a natural or legal person engaged in the production of primary agricultural production if: 13.1. food and veterinary service, or the national plant protection service (hereinafter referred to as competent authorities) said that there had been an epizootic or epifitotij; 13.2. an epizootic, or epifitotij, or measures implemented to eliminate or stop a plant of infestation by the harmful organism (including plant diseases or pest infestations), the farm has been the cause of destruction of the agricultural potential of at least 30 percent. Loss of agricultural production potential is calculated on the basis of the legislation drawn up by the competent authorities for destruction of agricultural production potential of an epizootic, or epifitotij. 3.2. eligible costs and aid intensity 14. eligible costs include: 14.1. acquisition cost of the animal, which is equivalent to the loss; 14.2. an alternative species of acquisition cost, if there is demonstrable sold species and animal species replaced the production potential of equivalence; 14.3. the proportion of growing plants (plant passport) acquisition and restoration costs, which is the equivalent of the damage done; 14.4. General costs under Regulation No 1305/13 paragraph 2 of article 45 of the "c" section, which shall not exceed five percent of the total eligible costs. 15. Breed livestock acquisition cost is relevant, if the applicant shall submit a copy of the document (the presentation of the original), which according to the legislation of Latvia for sale or imported in a variety of farm animals, semen, ova and embryos of the issue of certificates of origin certify the origin of farm animals. 16. the aid intensity is 100 percent of the eligible costs. 17. The amount of aid for the establishment of limited liability company "Latvian rural advisory and training centre" calculates an epizootic or epifitotij for holding the value of the loss and restoration of agricultural production potential requires cost (depending on the current market price), minus the compensation granted in accordance with the laws and regulations on the procedures for the granting of compensation to the owner of the animal for damages incurred by the State supervision of animal infectious diseases or epizootic outbreak and, arrangements for the grant of refunds on phytosanitary measures (hereinafter referred to as the compensation rules). 18. If, within a period of one year under the terms of the refund received the final payment of the aid, the applicant made a decision to restructure the alternative species, or the proportion of growing plants, the limited liability company "Latvian rural advisory and training centre" for fixing the amount of aid calculated on the restructuring costs (depending on the current market price) to reach the previous level of financial production figures by subtracting the State paid compensation, awarded under the compensation rules. 19. the aid shall be granted Under an epizootic or epifitotij because of the lost revenue, as well as not allowed excessive compensation, combining this sub-action with other national or EU support instruments or private insurance schemes. Renewed agricultural production potential in economic activities is used no less than five years after the purchase of agricultural production potential, except in special circumstances (gone to productive age animal, the animal was ill or dead natural death, an accident in which the animal suffered in part and is not curable, the herbal died of the disease, kailsal or strong Island, or in other special circumstances, which could not be foreseen or that caused the force majeure (force majeure)). 22. Login support and project evaluation of submissions 23. To apply for aid, an applicant shall submit the rural support service: 23.1. the project submission (annex 2); 23.2. the phytosanitary biosecurity or plan, if the necessary preventive measures; 14.5. If you need to restore agricultural production potential: 23.3.1. opinion of the competent authority that has been an epizootic or epifitotij, and a copy of the acts of destruction of agricultural production potential; 23.3.2. the provision in paragraph 13.2, and 17 and 18 that calculation; 23.4. the applicant's signed statement in accordance with the laws of the State of the European Union and the granting of aid, administration and monitoring of the development of the rural and fisheries-2014 – 2020 programming period; 14.6. the RFP or procurement procedures, copies of the supporting documents; 14.7. proof that the Tenderer has received the insurance compensation, or proof of insurance compensation received, indicating the insurance company and the amount of compensation received. 24. If, after submission of the draft assessment of project applications for the implementation of the proposed public funds exceed the available funding, priority to get support is to the tenderer which project activities implemented in the territory with less land development code. If the County area development index are equal, priority for funding is that applicants to the project activities implemented in the territory in which the epizootic or epifitotij is affected by a higher percentage of Latvian territory or district area. 5. The aid procedure 25. aid shall be paid on the basis of the actual eligible costs under the approved project submission, or to the payment request in accordance with the laws of the State of the European Union and the granting of aid, administration and monitoring of the development of the rural and fisheries-2014 – 2020 programming period and the report on the results of the implementation of the project according to annex 3 of these rules. 26. during the implementation of the project supports the applicant's rights once the decision on the approval of a project application deadline to request and receive a prepayment of no more than 80 percent of the aid granted by the rural support service prepayment request in accordance with the laws of the State of the European Union and the granting of aid, administration and monitoring of the development of the rural and fisheries-2014 – 2020 programming period and then adding the item vendor the work of the artist, or the service provider of prepaid bills for the implementation of the project activities. 27. in accordance with the prepayment request aid is granted in the following order: 27.1. the rural support service within 30 days after this Regulation referred to in paragraph 26 of document receipt check their compliance with the payment and transfer to support the applicant's current account in the Treasury; 27.2. the tenderer from the Treasury open a checking account in full payments to suppliers of goods, works or bailiff service providers; 27.3. two weeks after project implementation support the applicant in accordance with the laws of the State of the European Union and the granting of aid, administration and monitoring of the development of the rural and fisheries-2014 – 2020 programming period of rural support service shall submit a payment request for the rural support service approved project application of the measures provided for in the actual eligible costs, expenditure supporting documents and a report on the results of the implementation of the project according to annex 3 of these rules; 27.4. the rural support service to examine the request for payment and support the report submitted by the applicant concerning the results of the implementation of the project.
