Nr. 34, 37), College and University study-way rules of accreditation Issued under the University Act, article 9, first subparagraph, ninth subparagraph of article 55.3 and Education Act article 14, paragraphs 8 and 10, and article 27 of the general issue I. 1. determines: 1.1. high school and College accreditation; 1.2. the directions of study in higher education; 1.3. the direction of study accreditation the accreditation procedure and extraordinary; 1.4. the University, College and study direction of accreditation page samples; 1.5. criteria for accreditation process assesses the universities, colleges and courses of study; 1.6. the establishment of the Commission for the accreditation of study conditions, rights and obligations; 1.7. the University, College and study direction of accreditation bodies involved in rights and obligations. II. the institutions involved in the accreditation process, their rights and obligations 2. Academic Information Centre (hereinafter referred to as the Centre): 2.1 develop and operate in the high school and College and study direction of external quality assessment methodologies and procedures that comply with the European Association for quality assurance in higher education, develop standards and guidelines for quality assurance in the European higher education area; 2.2. organized by the University, College and study direction of the evaluation committee work, including organizing a high school, College and study direction of the Evaluation Committee visits to universities, colleges, their subsidiaries, meetings, as well as provide the necessary information according to the requirements of this regulation; 2.3. nominate a high school or college assessment Commission (hereinafter referred to as the Evaluation Commission) and the field of study of the composition of the Evaluation Committee of experts to be included, as well as the nomination of the head of the Commission; 2.4. The Council shall: 5.1. examine the high school or college application for high school or college accreditation; 5.2. III. Universities and colleges accreditation arrangements 10. The Centre will develop and the Council approves the student and employer surveys from mandatory questions; 12.3. study the model contract; 12.4. the documents that define the student self-governing status and funding arrangements; 12.5. a declaration that the fee for high school or college accreditation is credited to the bank account of the Centre. 13. the application of the University or college submit paper form by adding the identical electronic version of the application in electronic media or in electronic form. Applications submitted in electronic form shall be signed with a secure electronic signature in accordance with electronic document the conditions laid down in the law. The application and accompanying documents shall be submitted in an official language with English translation. In the case of a dispute, the national language is decisive in the documents submitted. 14. the application and accompanying documents shall be signed by the Rector of the University or college. Deliverable document table of contents is added to the set. 15. the Centre shall examine the application and the documents attached to it and, if necessary, request the missing information in writing. This information shall be submitted by the University or College Center within 30 days after the request. 16. the application shall be returned to the applicant in such cases: 16.1. no payment for high school or college accreditation; 16.2. not submitted all the information that was requested in writing in accordance with paragraph 15 of these rules; 16.3. the document is not formatted according to the regulations laid down in document processing requirements. 17. The University or college to assess the Evaluation Committee, which is made up of seven experts. The experts have experience in assessing the quality of universities, colleges, higher education accreditation or the direction of the licensing process. The Evaluation Committee is one of the Latvian Union of students delegation representative and at least two foreign experts. The head of the Evaluation Committee should be, with international experience in the evaluation of higher education institutions. The Evaluation Committee of experts as a whole are: 17.1. higher education institutions management experience; 17.2. knowledge corresponding to the University or College in the field of study; 17.3. experience in higher education internal quality system assessment; 17.4. the experience of the evaluation of the scientific activities of the University; 17.5. experience in high school or college and employer organisations, cooperation in the field of evaluation. 18. the evaluation of the work of the Commission may participate, without the right to vote, in the Student Union of Latvia and the Latvian Ministry of education and Science Workers Union delegate observers, as well as the Council recommended observer. 19. Within three working days after the Commission's approval of the assessment centre shall inform the Council of the University or College on the composition of the Evaluation Committee. University or college within three working days of the refusal can be made members of the Evaluation Committee by submitting a written reasoned application to the Council explaining the reasons for the rejection to the evaluation for each Member of the Commission rejected. The Evaluation Committee shall prepare a joint opinion, having regard to the provisions mentioned in the annex 3 of the University and College assessment criteria, University and College assessment methodology and the following sources of information: 23.1. high school or college self-assessment report; 23.2. the information provided by the certification authority, as well as quality public services, security services and the information provided by the observer for the high school or college if you have such information; 23.3. the results of the Evaluation Committee of experts visit the University or College, including meeting with the University's administrative and academic personnel, student, University Senate or College Council representatives; 23.4. field of study study program accreditation and licensing expert opinions and decisions. 24. The members of the Evaluation Committee, in preparing the joint opinion, mutually agree on these terms the criteria referred to in annex 3. If the Evaluation Commission members ' views about some of the criteria to be assessed are different, different view points in the joint opinion section. 25. If the Evaluation Commission does not contain sufficient information to provide the most comprehensive and objective common opinion, it requires additional information. 26. in the course of the visit the lessons learned and the main conclusions of the evaluation, the Commission shall consult with the appropriate school or college management, as well as academic staff and student representatives. 27. in the opinion of the Commission the joint assessment centre shall be submitted during the month following visits to the University or college. Center a copy of the joint opinion sent to the relevant university or college and be forwarded to the Council. 28. A University or college within 10 working days after this provision referred to in paragraph 27 of the Evaluation Committee of the joint opinion of the Centre may submit objections. If a university or college submit objections in the Centre for the evaluation of the joint opinion of the Commission, the Centre shall examine them and collect the certificate in accordance with the provisions of annex 4. 29. The members of the Council look at high school or College of the documents submitted, the assessment of the joint opinion drawn up by the Commission, the Centre's high school or college prepared conformity assessment, the provision referred to in paragraph 28 of the certificate (if any), as well as, where appropriate, with the actual conditions in the University or college and other information held by the Council. 30. The Council shall inform the relevant university or college for the consideration of the application of the inclusion in the agenda of the Council, in its examination of the date, time and place. 31. a decision on high school or college accreditation, the Council shall adopt, on the basis of this provision of the information referred to in paragraph 29 of the universities of the time limit laid down in the law. 10 working days after the decision, the Council issued a decision to the University or College, Ministry of education and science and the Center. 32. on the basis of the Council decision on high school or college credentials, the Center is five working days shall prepare and forward to the Ministry of education and science in high school or college credentials page (annex 5). Council decision on the refusal to accredit the University or College may be accepted if: 33.1. joint evaluation of the Commission's opinion is negative; 33.2. high school or college academic staff qualifications do not meet the University requirements laid down in the law; 33.3. the study, knowledge base (including the library), facilities, and financial basis does not comply with the conditions of implementation of the programme of study; 20.8. violation of provisions relating to student self-governing autonomy, financing, and law; 33.5. universities and colleges established in conformity assessment high school or College activities in significant non-compliance with the higher education laws and regulatory requirements; 20.9. high school or College in action is found in violation of the laws or the certification body received a negative rating. 34. If the Council has adopted a decision to refuse accreditation to the University or College, graduate school or college you can re-submit the application no earlier than six months following the adoption of that decision. 35. The Council decision on high school or college accreditation or refusal to accredit the University or College may be challenged by the Ministry of education and science. Ministry of education and science of the decision may be appealed to the Court of Justice of the administrative procedure law. IV. Field of study for accreditation and the accreditation procedure for extraordinary 36. The accreditation application and accompanying documents shall be submitted in an official language with English translation. The accreditation application and its accompanying documents for a particular field of study, according to the study programme can be submitted in another language, if it meets the objectives of this programme and is consistent with the Accreditation Commission studies. In the case of a dispute, the national language is decisive in the documents submitted. 42. the Centre checks the accreditation application and the documents attached to it and, if necessary, request the missing information in writing. The information that the University or College Center submitted within 30 days after the request. 43. application for accreditation shall be returned to the applicant in such cases: 43.1. no payment for their field of accreditation; 43.2. not submitted all the information required pursuant to this provision, paragraph 39 and 42; 43.3. the document is not formatted according to the regulations laid down in document processing requirements. 44. the Centre requires a quality national service within five working days to provide the information on detected irregularities in the high school or college student to be evaluated under the direction and the implementation of the programme of study, high school or college action taken this breach prevention and received complaints related to the field of study and the study programme implementation, as well as require the certification body or the Department of Defense military protection within five working days to provide this field of study. 45. the direction of study field of study in the accreditation process of sequentially evaluated: 45.1. in accordance with the provisions of Annex 8 – field of study compliance with legislation requirements; 45.2. in accordance with the provisions laid down in annex 9 of the field of study of the evaluation criteria. 46. the Centre within 10 working days after this provision set out in paragraph 42 of the test assesses high school or college accreditation application, compliance with this provision in annex 8 of the Studio requirements for compliance with the direction. 47. If the rules referred to in paragraph 46 evaluation found significant non-compliance with laws and regulations, the Accreditation Commission studies whether it is a sufficient basis for taking a decision on the refusal to accredit study direction according to statutory school or field of study in the process of continued accreditation, according to this provision the procedures referred to in chapter IV. 48. Within three working days after their field assessment the Commission approved the accreditation of the Commission Study, the Center shall inform the relevant university or college for the study of the direction of the Evaluation Commission. If one studies the direction of the Evaluation Committee members ' views about some of the criteria to be assessed are different, different view points in the joint opinion section. 53. Field of study for the assessment of the Commission during the month following visits to University or College in accordance with the provisions of annex 10 shall be prepared by the joint opinion and submit it to the Center. Field of study by the Commission for the assessment of the joint opinion drawn up, taking account of the following information sources: 54.1. field of study-self-assessment report; 54.2. learner and employer survey results, as well as the results of the survey of graduates field of study in the case of the current accreditation. The Centre shall develop and study the Accreditation Commission approves the student, employer and alumni survey required mandatory questions; 54.3.46. these provisions referred to in their field of conformity assessment; 54.4. the quality of education and service certification bodies in accordance with the provisions of paragraph 44 of the information provided; 54.5. V. Financing of 71.
