Cabinet of Ministers Regulations No 842 2005 in Riga on 8 November (pr. 65.7, §) rules on general government debt issued by classification in accordance with the law on budget and financial management article 11 paragraph 3 and the first subparagraph of article 43 1 of the rules established in the general government debt classification applicable to the State budget, local budgets, as well as State and local authorities of the budget budgetary accounting and reporting. 2. General Government debt classification determined by national bodies, local government bodies, as well as public social insurance structure (in accordance with the classification of cionāl no sector except General Government sector operators contained in) the Division of certain financial instruments in order to ensure the systematic collection of information, and analysis. 3. General Government debt classification uses character code classification code P000000, which marks down the following names (as in the general government debt classification code building scheme (annex)): 7.1 the classification code of the first character specifies the general government debt classification designation "P";

(sixth mark 1) "fixed rate" within the meaning of these provisions include a debt obligation, for which the interest rate is not tied to a variable for the table market, but there are certain constant throughout the term of the debt obligation;
7.6.2. (sixth sign 2) "variable rate" within the meaning of these provisions include a debt obligation, for which the interest rate linked to the money market index (e.g., LIBOR, EURIBOR RIGIBOR);
7.6.3. (sixth mark 3) "interest rate" includes a debt obligation, for which the interest rate is zero percent rate is subsidised or without conditions;
