Cabinet of Ministers Regulations No. 856 2005 Riga 15 November (pr. No 66 11. §) rules on the conformity of vocational training programmes and vocational training of seafarers mechanisms for monitoring implementation and issued in accordance with the maritime administration and the Maritime Security Act 26. the first paragraph of article i. Professional programs and training courses of the programme in compliance with the international regulations shall be demonstrated to the satisfaction of the Ministry of transport certificate of conformity (annex 1). The validity period is six years. 10. receipt of certificate of conformity is a mandatory precondition: 10.1. to the person who acquired the relevant professional programs, provide the eligibility regulations for the certification of seafarers ' certificates of competency as set;

II. Quality management system according to the requirements of the STCW Convention 14. 14.12. the learning supporting service of documents;
14.13. the implementation of the programme of quality internal and external (independent) control;
14.14. handling of complaints;
14.15. final test procedures and criteria;
14.16. all processes referred to in this paragraph for the compilation, processing of documentation and records. III. Programme content rating 15. Education and training institution relevant for evaluating the content of the programme the Latvian register of Seafarers shall submit the application (annex 3). The application shall be accompanied by the following: 15.1 the program description that corresponds to the type of education the regulatory requirements of the legislation, indicating the document is used in the development of the programme (the standard of the profession, the cleaning, the IMO STCW Convention paraugkurs, the requirements of the code or other relevant document);
15.2. the implementation of the programme the necessary facilities, gym, facilities and information security;
15.3. the learning model of identity document (for example, diplomas, training certificates);
15.4. the required faculty qualifications description (with respect to professional program) or instructor and assessor qualification (for the course). 16. the seafarers ' register within one month from the date of receipt of the application to draw up a programme of assessment (annex 4): 16.1. If the assessment is positive, the program is considered consistent, and coherent education authority programme shall be submitted to the Professional Education Ministry licensing laws for the licensing of educational programmes in the order, but the school launched a coordinated training programme;
16.2. If the assessment is negative, the educational institution and the school receives applications submitted without compliance with the description.
