No. 68, § 6) the rules on the financing of the budget classification published in accordance with the law on budget and financial management article 11 and paragraph 1 of article 43 first paragraph 1. determines the budget classification, the financing of the State budget, local budgets, as well as State and local authorities estimate the budget planning, accounting and reporting. 2. the financing of the Budget classification determines the business net present value of a Tween by financial instrument divided in ways that do not involve a financial instrument, currency movements, price changes and reassessment (hereinafter referred to as value changes affecting). 3. financial transactions in financial assets and liabilities classified into groups on the basis of a financial breakdown of assets and liabilities in accordance with the budget finances of classification code scheme (annex). 4. in carrying out financial transactions in foreign currency, conversion shall be carried out according to the Bank of Latvia officially defined the relevant exchange rate for the transaction date. 5. the financing of the Budget classification uses character code F00000000. Classification code sign denotes the following: 5.1 the classification code of the first character is the financing of the budget classification designation "F";
5.2. the classification code of the second sign represents the breakdown of transactions in financial instruments categories: category F20010000 5.2.1. "cash and deposits include cash and deposits the net value, which does not include the value of the changes affecting;
5.2.2. F30010000 category "debt securities purchases, excluding financial derivatives" include transactions with other institutional units issued debt securities, a separately distinguishing between acquisition and sales transactions in the amount of the net value of the transaction type, which does not include the value of the changes affecting and financial derivatives;
5.2.3. F30020000 category "debt securities issued" covers transactions in debt securities issued by them, distinguishing between emissions and individually delete transactions in transaction amount in net value, which does not include the value of the changes affecting and financial derivatives;
5.2.4. F40020000 category "borrowing" includes loan transactions, separately keeping borrowing and repayment in the amount of the transactions which constitute borrowings net of transaction value, which does not include the value of the changes affecting. For a loan shall be considered within the framework of the credit line also received funds, overdraft and financial leasing;
5.2.5. the category "loans" includes F40010000 loan transactions, separately distinguishing between loans provided and repayment of loans to the amount of the transactions which constitute a loan deal that net value does not include the value of the changes affecting;
5.2.6. F50010000 category "shares and other equity participation of operators ' investments include kapitālo, that is, transactions in shares or net worth, which does not include the value of the changes affecting;
5.3. classification code in the third sign represents the breakdown of the subcategory: subcategory F21010000 5.3.1. "cash" includes money the net value of the transaction;
5.3.2. subcategory F22010000 "deposits" includes all demand deposits net value, which does not include the value affects the interpretative changes. Demand deposits at any time, you can convert currencies or to transfer via cheque, bank orders, debit entries, without any significant restrictions or penalties (such as cash balance in current accounts of credit institutions);
5.3.3. the "term deposit" F29010000 subcategory includes the rest of the deposit (not sight) the net value of the transaction, which does not include the value of the changes affecting. 5.5. the classification code of the fifth sign denotes the specific asset or liability in the balance sheet of affiliation with the asset or liability side: 5.5.1 (the fifth sign 1) "balance sheet asset" – apply transactions that record the results on the assets side of the balance sheet;
5.5.2. (the fifth sign 2) "balance sheet liabilities"-to transactions that record the results on the liabilities side of the balance sheet;
5.6. the classification code of the sixth sign denotes a financial breakdown of assets and liabilities according to the interest rate types:

5.6.1. (sixth mark 1) "fixed-rate": the rate of interest is not tied to a variable for the table market, but there are certain constant throughout the financial assets and liabilities;
5.6.2 (sixth sign 2) "variable rate" – the interest rate for each instrument it includes money market index (RIGIBOR, LIBOR, for instance, EURIBOR) and a certain number of percentage points;
5.6.3. (sixth mark 3) "interest rate" means the rate of interest shall be zero per cent or are subsidized without conditions;
5.7. the classification code of the seventh sign denotes a financial breakdown of assets and liabilities according to the currency breakdown: 5.7.1 (the seventh sign 1) financial assets and liabilities in national currency (LCY);
5.7.2. (the seventh sign 2) financial assets and liabilities in euro (base currency);
5.7.3. (the seventh sign 3) financial assets and liabilities of the national currencies which are not economic and Monetary Union (ls);
5.8. the classification code of the eighth sign represents business results: (the eighth sign 1) – increase; (the eighth sign 2) – reduction in the amount of the net value of the transaction;
5.9. the classification code of the ninth sign shall apply to the fixing of the subcategory "shares and other equity participation of operators, excluding mutual funds shares" breakdown: 5.9.1. (the ninth mark 1) "participation in affiliated enterprises whose shares are quoted on the stock exchange" includes investment business (separately distinguishing between purchase and sales value, which does not include the value of the changes affecting) financial investments in affiliated companies kapitālo, the shares of which are listed on the stock exchange;
5.9.2. (the ninth mark 2) "participation in the equity of the subsidiary whose shares are not quoted on the stock exchange" includes investment business (apart from dividing the purchase and sales transaction value does not include the value of the changes affecting) financial investments in affiliated companies kapitālo, the shares of which are not quoted on the stock exchange;
5.9.3. 5.9.4. 5.9.5. (the ninth Mark 5) "participation in the equity capital of associated enterprises whose shares are not quoted on the stock exchange" includes investment business (separately distinguishing between purchase and sales value, which does not include the value affects the interpretative changes) financial investments in associated enterprises kapitālo, whose shares are not quoted on the stock exchange;
5.9.6. (the ninth mark 6) "participation in the equity of associated companies other than shares" includes investment business (separately distinguishing between purchase and sales value, which does not include the value of the changes affecting) financial invest-associates you will not kapitālo shares;
5.9.7.
