Counter-terrorism Center Expert Advisory Council (hereinafter Council) is a consultative and coordinating body whose objective is to promote and improve the Counterterrorism Center and the State and local authorities as well as private law legal persons, cooperation on counter-terrorism, to ensure the readiness to effectively eliminate the threat of terrorism and eliminate their consequences. 2. The decisions of the Council's recommendations. II. the Council functions, tasks and rights 3. The Council has the following functions: to promote common 3.1 public policy development and implementation of counter-terrorism legislation;
3.2. to encourage State and local agencies, as well as a private-law legal person for the coordination of counter-terrorism. 4. the Council shall have the following tasks: 4.1 to provide counter-terrorism Center proposals for public policy development and implementation of counter-terrorism legislation;
4.2. assess counter-terrorism legislation and developed policy planning documents;
4.3. to assess counter-terrorism developed methodological, informational, analytical and informative educational documents;
4.4. to give proposals for the counter-terrorism centre of the development of international cooperation on counter-terrorism;
4.5. to give proposals to the counter-terrorism centre for the development of national positions on counter-terrorism and progress at the international level;
4.6. to give proposals for the counter-terrorism centre for public education and awareness in the area of counter-terrorism;
4.7. to give proposals to the counter-terrorism centre of the counter-terrorism activities of State and local authorities, and private-law legal person for the development of cooperation;
4.8. to give proposals for the counter-terrorism centre of the interinstitutional agreement on drafting anti-terrorism legislation. 5. the Council shall have the following rights: 5.1. be invited to participate in Council meetings professionals and experts who are competent in the matter;
5.2. create an inter-institutional working group to develop proposals to the Council to carry out its functions. III. composition of the Council and the Organization of work of the Council is composed of 6:6.1 the counter-terrorism Center Chief;
6.2. a representative of the Ministry of defence;
6.3. a representative of the Ministry of Foreign Affairs;
6.4. a representative of the Ministry of the Interior;
6.5. The regional development and local government Ministry spokesman;
6.6. a representative of the Ministry of transport;
6.7. the representative of the Ministry of Justice;
6.8. the representative of the Ministry of health;
6.9. a representative of the General Prosecutor's Office;
6.10. the military intelligence and security service representative;
6.11. the national armed forces representative;
6.12. the Criminal money laundering prevention representative;
6.13. The constitutional protection Office's representative. 7. The President of the Council's counter-terrorism Center Chief. Deputy Chairman of the Council, the representative of the Ministry of the Interior. 8. the Council personnel after the Interior Minister's proposal was approved by the Prime Minister. 9. The Governing Council shall require at least the category special permit for access to State secrets. 10. The President of the Council: 10.1. Approves the Council's agenda, convene and chair the meetings of the Council;
10.2. ensure the necessary communication and reference material;
10.3. Approves the interinstitutional working groups. 11. the Council in the absence of the President, his duties shall be carried out by the Council's Vice Chairman. 12. The Council shall convene at least once a semester. 13. the Council are valid if they are sitting on more than half of the Board members. 14. the Council decision shall be adopted by a simple majority. If the vote splits equal, the Chairman of the Board shall have a casting vote. 15. the minutes of the Council. The minutes of the sitting of the Council indicate the agenda, discussions and decisions, as well as persons who participated in the meeting, and the people who commented on the matter. 16. The minutes of the proceedings of the Governing Council and the signature of the person in charge of the preparation of the Protocol. 17. the functions of the Secretariat of the Council to fulfil the counter-terrorism Center. IV. Board members ' rights and obligations 18. Council members are eligible to submit proposals to the Chairman of the Council for the inclusion of additional questions in the agenda. 19. The members of the Council: 19.1. inform the Council of the represented institutions or institutions subordinated to the Council the views of the matter at issue;
19.2. ensure the members of the Council with the necessary documents, drawn up in accordance with the represented institutions or its subordinated bodies;
19.3. the views with the authorities of the represented or its subordinated institutions management of the counter-terrorism Center prepared the documents and decisions of the Council;
19.4. provides counter-terrorism Center with the represented institutions subordinated to the authority the information necessary for the functioning of the Council;
