No 68 48) seafarers ' certification Issued in accordance with the provisions of the maritime administrations and Maritime Security Act article 26, second paragraph of part (A) General questions 1. definitions and scope 1. determines the procedure and criteria for the State joint stock company "Latvian maritime administration" seafarers ' register (hereinafter referred to as the Latvian register of Seafarers) certified seafarers.
2. The terms used in the following terms: 2.1. ARP-automatic radar detection feature of the course;

2.7. maritime qualification – job or practice on the ship at sea, which, pursuant to these provisions, the applicant gives the possibility to receive a certain level of qualification;
2.8. seagoing vessel: any vessel, other than fishing vessels and ships which navigate exclusively in inland waters or in waters waters immediately adjacent coastal waters or areas covered by port rules;
2.9. certificates of competency of seafarers ' register of Latvia issued a document certifying professional qualifications of seafarers in compliance with international law, the European Union and national legislation;
2.10. approval of certificates of competency of seafarers ' register of Latvia issued to masters and officers, confirming the existing certificate of competency, the validity period and the relevant restrictions;
2.11. unlimited fishing areas, fishing areas without restrictions;
2.12. passenger ship-ship intended to carry more than 12 passengers for commercial purposes;
2.13. self-propelled vessel – a vessel moving independently;
2.14. coastal shipping area, the Baltic Sea, including its bays and straits until the parallel Skaw Cape;
2.15. the watch engineer-engineer authorized officers, providing a guard ship machinery spaces in a certain time or runs the guard duty mechanic duties on board with periodic service engine;

2.19. personnel of the vessel – captain, šķiper, officers (the helmsman, mechanic and radio specialists) and gate personnel (traļmeistar, motorists and sailors, fishermen);
2.20. the fishing boat sea fishing, industrial use of bezklāj vessel, as well as a fishing vessel of less than 12 metres.
3. these rules apply to all seafarers who wish to be certified in the Republic of Latvia.
4. the register of Seafarers, mariners, certified organizes evaluation of competency of seafarers, a particular qualification or repeating its approval and issue of certificates of competency, certificates of competency for confirmation or the national certificate of competence, as well as recorded in these documents and the related issue of qualification documents.

6. the certification of seafarers is a paid service. Certification of seafarers tariffs determined according to the maritime administration and the Maritime Security Act, article 6 of the second part.
7. The provisions referred to in (B), (C) and Ddaļ assessment of the competency of seafarers of adequate qualification for granting or repeating the qualification approval shall be carried out in accordance with the STCW Convention A-I/6 of the code provisions, the requirements of paragraph 6 of the established Evaluation Commission (hereinafter referred to as the Evaluation Commission). Latvian register of Seafarers, on the basis of the Transport Ministers approved the list, create the Evaluation Commission.

According to STCW Convention I/9noteikum of the Latvian register of Seafarers shall, upon request, inform the national authorities of the Republic of Latvia, the shipping and licensed Mariner job placement company, as well as other competent national authorities and the shipping company's qualifications on the authenticity of the document.
12. in accordance with the STCW Convention requirements I/8noteikum Latvian register of Seafarers is implemented, maintained and monitored the internal quality management system, in accordance with which Mariner competence assessment and certification.
3. The applicant 13. Certificates of competency and competency certificate approval applicant has the following age limits: 13.1. certificates of competency of the master of the ship has reached the applicants over age;
13.2. the ship's officer, radio operator and qualified sailors of the guard's competency certificate the applicant has reached the age of 18;
13.3. ratings for competence certificate the applicant has reached 16 years of age.
14. for certifying the qualifications of proficiency with the floating rescue or fast rescue boat, the applicant must be at least 18 years old.
15. certification of the applicant's medical condition meets the regulations concerning work on board ships.
(B) part 4 of radio personnel certification. General questions 16. Personnel responsible for performing radio or radio watchkeeping duties for vessels subject to the 1974 International Convention for the safety of life at sea (SOLAS) requirements of chapter IV, relevant qualifications and grant the Latvian register of Seafarers shall be issued a certificate of competence (annex 1) and confirmation (annex 2) 20.1, 20.2 these terms., 20.3 and 20.4. qualifications referred to. 5. the qualifications and requirements for obtaining them 20. Radio personnel on the following qualifications: 20.1. Gmdss class I radioelektroniķ – comply with the STCW Convention IV/2noteikum and according to the requirements of the approval shall be entitled to ship to perform the functions of operators GMDSS A1, A2, A3 and A4 area, subject to the radio regulations;
20.2. Gmdss radioelektroniķ class II-IV of the STCW Convention/meet the 2noteikum requirements and in accordance with the approval specified in is entitled to ships to perform the functions of operators GMDSS A1, A2, A3 and A4 area, subject to the radio regulations;

20.3. Gmdss operator-meet universal STCW Convention IV/2noteikum and according to the requirements of the approval shall be entitled to ship to perform the functions of operators GMDSS A1, A2, A3 and A4 area, subject to the radio regulations;
20.4. Gmdss restricted operators-comply with the STCW Convention IV/2noteikum and according to the requirements of the approval shall be entitled to ship to perform the functions of operators GMDSS A1 area, subject to the radio regulations;
20.5. the high seas radio operator (Long range radio Operator)-meet the requirements of the rules of procedure of the radio and the European radio communications Committee of CEPT/ERC 31-05 (E) recommendations and is entitled to carry GMDSS radio communications specialist functions A1, A2 and A3 for ships in the area are not subject to chapter IV of the SOLAS Convention, but fitted with radio equipment that meets the operational requirements of the GMDSS under the Radiocommunication Regulations;
20.6. coastal radio operator (short range radio Operator)-meet the requirements of the rules of procedure of the radio and the European radio communications Committee of CEPT/ERC 31-04 E recommendations and is entitled to carry GMDSS radio communications specialist functions A1 area to vessels that are not subject to chapter IV of the SOLAS Convention, but fitted with radio equipment that meets the operational requirements of the GMDSS, subject to the radio regulations.

21.3. the jurisdiction corresponds to STCW Convention A-IV/2 of the code of conduct to the requirements of the standard.
22. requirements for GMDSS qualification of class II radioelektroniķ: UR22.1.apg the only dent preten accredited professional education radioelektroniķ program, and a special course in the GMDSS, which comply with the requirements of the STCW Convention, A-IV/2 of the code, and (B)-IV/2 of the standard requirements;
22.2. maritime qualification – six months of work experience in the reserve or radioelektroniķ radiooperator post on vessels fitted with GMDSS radio equipment;
22.3. competence corresponds to STCW Convention A-IV/2 of the code of conduct to the requirements of the standard.
23. requirements for GMDSS qualification universal operator applicant: UR23.1.apg accredited institutions and certified by the Ministry of transport of vessels or the radio operator professional education program and special course in GMDSS, which comply with the requirements of the STCW Convention, A-IV/2 of the code, and (B)-IV/2standart;
23.2. competence corresponds to STCW Convention A-IV/2 of the code of conduct to the requirements of the standard.
24. requirements for GMDSS restricted operator qualifications applicant: UR24.1.apg accredited institutions and certified by the Ministry of transport ship Manager or radio operator professional education program and special course in GMDSS, which comply with the requirements of the STCW Convention, A-IV/2 of the code, and (B)-IV/2 of the standard requirements;
24.2. competence corresponds to STCW Convention A-IV/2 of the code of conduct to the requirements of the standard.
25. the relevant qualifications for the award and certificate of competence on ships, which are not subject to part IV of the SOLAS Convention, but fitted with radio equipment that meets the operational requirements of the GMDSS, the Tenderer shall undergo an appropriate certified by the Ministry of transport of the course programme and the assessment of competence UR25.1.nok: ārt exam according to the requirements of the rules of procedure of the radio and the European radio communications Committee 1994 bake/ERC31-05 E recommendations for high seas radio operator qualifications and competency certificate and work under the GMDSS requirements operating A1 , A2 and A3rajon;
25.2. pass a competence assessment exam according to the requirements of the rules of procedure of the radio and the European radio communications Committee of CEPT/1994-04 ERC31 E recommendations for coastal radio operator qualifications and competency certificate and work under the GMDSS requirements operating A1rajon.

27. 30. to check these rules specified in paragraph 29 of document authenticity and validity, as well as the issue of secondment to the competence test in the evaluation the Commission shall apply these rules, 101, and 102 100. point conditions.
31. to the competence of the applicant for the certificate and its approval is issued, the applicant shall submit to the Latvian register of Seafarers and these rules are presented in paragraph 29.

33. The ship's captain and the officer who performed the function of the guard, according to these rules, the level of competence specified by the Latvian register of Seafarers shall be issued a certificate of competence (annex 1) and approval of certificates of competency (endorsement) (annex 2). The approval is valid for a period of up to five years.
34. Approval shall be issued in accordance with the STCW Convention article VI. Approval certifies competency certificate holder the enough professional competence in conformity with the requirements of the STCW Convention and the right to occupy the post and work on certain types of ships.

Certificates of competency shall conform to the STCW Convention I/2, paragraph 1, and the requirements of establishing the conformity of the marine service owner, age, health, vocational training and the required standard of competence according to the relevant requirements of the STCW Convention.
37. the officers and ratings, whose qualifications and job requirements are not included in the navigation or the engine room watchkeeping functions, shall be issued by the national certificate of competence (annex 6).
38. In emergency situations (for example, to ensure the completion of the voyage has already begun), if, after the Latvian maritime administration's opinion, it will not result in danger to human life and health, property or the environment, Latvian seafarers ' register after the owner's application may allow a seaman for a period of up to six months to take a position on the ship, which is not relevant to seafarers holding qualifications. The master and the senior mechanic such provisional authorisation (annex 7) may be issued only in cases of force majeure (force majeure), the shortest possible time.
39. The rules referred to in paragraph 38 of the provisional authorisation may be issued to seafarers who under these rules a certified one rank below the post. 8. Master, deck officer and deck rank staff qualifications and minimum requirements 41. applicant master, deck officers and ratings assigned for the following professional qualifications: 25.5. master on ships of 3000 BTU and higher (or Captain) to take the captain's right and any deck posts to any of the gross tonnage of vessels without driving area restrictions;
41.2. captain on ships less than 3000 gt-eligible to play in the masters, and any post of helmsman on vessels of less than 3000 GT, without driving the district limits;
41.3. captain on ships less than 500 GT-eligible to occupy the Office of master or mate on ships of less than 500 GT, coastal shipping;
25.7. captain on ships less than 200 gt-eligible to occupy the Office of master or mate on board vessels of less than 200 GT, coastal shipping;

25.8. senior mate on ships of 3000 GT and more – entitled to occupy any position on any of the steersman's gross tonnage of ships without the driving area restrictions;
25.8. Senior Lieutenant to ships less than 3000 gt-eligible to occupy any position of helmsman on vessels of less than 3000 GT, without driving the district limits;
25.9. watch mate on ships of 500 GT and more – entitled to occupy the post of Lieutenant of the guard to the gross tonnage of any vessel without driving area restrictions;
41.8. watch mate on ships less than 500 GT-eligible to occupy the post of Lieutenant of the guard on ships of less than 500 GT, coastal shipping;
41.9. sailor of the guard – entitled to ships to take the crew to the post with the right navigational watch;
41.10. qualified sailor of the guard-ships entitled to occupy the post of the sailors with qualified navigational watch;
41.11. quartermaster – entitled to sailors or vessels to occupy the coxswain's position with a navigational watch;
41.12. Cook – entitled to ships to occupy the post of steward or Cook;
41.13. Stuart-entitled to ships to take Stuart's post.
42. requirements on qualifications, claiming the captain on the ship and the larger 3000B: 42.1. mastered accredited and certified by the Ministry of transport's professional education program that meets the requirements of the STCW Convention, A-II/2 of the code of conduct to the requirements of the standard, and last year completed the traffic Ministry certified the proficiency maintenance courses, after learning of vocational training programmes are more than five years;
26.2. the qualification was obtained, the Senior Lieutenant to ships with 3000 GT and higher;
26.3. for the GMDSS operator qualifications;

43.4. sea-24 in qualification for the deck, of which 12 months earlier, the steersman's position on ships of 500 GT and higher;
43.5. competence corresponds to STCW Convention A-II/2 of the code of conduct to the requirements of the standard.
44. requirements on qualifications, claiming the captain on ships less than 500 GT: UR44.1.apg get accredited and certified by the Ministry of transport's professional education program that meets the requirements of the STCW Convention, A-II/3 of the code of conduct to the requirements of the standard;
44.2. qualification was obtained — watch mate on ships less than 500B;
27.5. Gmdss operator qualification obtained;
27.6. maritime qualification – 12 months Watchkeeping Mate post on any of the ship's gross tonnage;
27.7. competence corresponds to STCW Convention A-II/3 of the code of conduct to the requirements of the standard.
45. requirements on qualifications, claiming the captain on ships less than 200 GT: UR45.1.apg get accredited and certified by the Ministry of transport's professional education program that meets the requirements of the STCW Convention, A-II/3 of the code of conduct to the requirements of the standard;
the GMDSS operator UR45.2.ieg the judicial qualifications;
45.3. maritime qualification – 12 months at sea on ships deck crew, of which at least six months for the master's apprentice, fulfilling the duties of the guard on the navigation bridge or under the supervision of master's mate;
28.2. the jurisdiction corresponds to STCW Convention A-II/3 of the code of conduct to the requirements of the standard.
46. requirements on qualifications, claiming senior mate on ships of 3000 GT and larger: UR46.1.apg accredited institutions and certified by the Ministry of transport's professional education program that meets the requirements of the STCW Convention, A-II/2 of the code of conduct to the requirements of the standard, and last year completed the traffic Ministry certified the proficiency maintenance courses, after learning of vocational training programmes are more than five years;
46.2. the qualification was obtained — watch mate on ships of 500 GT and higher;
46.3. the GMDSS operator qualification obtained;
46.4. maritime qualification – 12 months in the guard's post on ships with larger 500B and of which at least six months on ships of 3000 GT and larger or 12 months with the senior's qualifications for ships less than 3000 GT, senior helmsman for ships with a and larger 500B;
28.9. competence corresponds to STCW Convention A-II/2 of the code of conduct to the requirements of the standard.
47. the requirements for qualification, claiming senior helmsman on ships less than 3000 GT: UR47.1.apg get accredited and certified by the Ministry of transport's professional education program that meets the requirements of the STCW Convention, A-II/1 of the code of conduct to the requirements of the standard;
47.2. the qualification was obtained — watch mate on board vessels with a and larger 500B;
47.3. the GMDSS operator qualification obtained;
47.4. the qualification of the sea, sentry's 12 months, of which at least six months to craft with and larger 500B;
29.5. competence corresponds to STCW Convention A-II/2 of the code of conduct to the requirements of the standard.
48. requirements for qualifications – claiming watch mate on ships with larger 500B and: 29.9. mastered accredited and certified by the Ministry of transport's professional education program that meets the requirements of the STCW Convention, A-II/1 of the code of conduct to the requirements of the standard;
48.2. Gmdss operator qualification obtained;
48.3. the marine qualification – 12 months on ships at sea using the internship program and documenting them educational institutions, issued by the International Sailing Federation and developed by the International Maritime Organisation recommended a standard marine practice book (hereinafter referred to as the practice book). Practice time at least six months to fulfil obligations navigational watch or guard of the master's supervision on ships of 500 GT and larger or three years aboard the team composition performance of navigational watchkeeping duties without documentation practice book;
30.1. competence meets the requirements of the STCW Convention, A-II/1 of the code of conduct to the requirements of the standard.
49. the requirements for claiming the qualification – watch mate on ships less than 500B: UR49.1.apg get accredited and certified by the Ministry of transport's professional education program that meets the requirements of the STCW Convention, A-II/3 of the code of conduct to the requirements of the standard;
the GMDSS operator UR49.2.ieg the judicial qualifications;
30.6. maritime qualification – six months on ships at sea using the internship program and documenting them practice book. Practice time for at least two months filled the duties of the Guard Captain of navigation or guard's supervision, or one year aboard the team performing watchkeeping duties without navigation documentation practice book;
49. competencies match the STCW Convention A-II/3 of the code of conduct to the requirements of the standard.
50. requirements applying to the sailors of the guard's training: UR50.1.apg accredited moving and certified by the Ministry of transport's crew program that meets the requirements of the STCW Convention, A-II/4 of the code and B-II/4 of the standard requirements, or complete two years of Studio heads in the ship, or in this practical training at 12 m to the sea and the ship received the positive assessment of the vessel's master;
50.2. maritime qualification – two months on ships at sea, carrying out watchkeeping duties navigation Lieutenant in charge of a watch or a qualified crew supervision;
50.3. competence corresponds to STCW Convention A-II/4 of the code to the requirements of the standard.
51. The requirements for claiming qualified sailors of the guard: UR51.1.apg qualifications accredited institutions and certified by the Ministry of transport's crew program that meets the requirements of the STCW Convention, A-II/4 of the code and B-II/4 of the standard requirements, or complete two years of Studio heads in the ship;
UR51.2.ieg-watch sailors two qualifications;
51.3. the marine qualification – 24 months aboard the team to craft with and larger 500B or 36 months Board team, of which at least 12 months on ships of 500 GT and larger, if education does not match this rule 51.1. the requirements of point. 52.2. the resulting qualified sailors of the guard qualifications;
52.3. maritime qualification – 12 months qualified sailors in ships with larger 500B and and received a positive evaluation of the master of the ship;
52.4. competence corresponds to STCW Convention code A-II/4 and B-II/4 of the standard requirements.
53. The requirements for claiming the ship's Cook's qualifications: UR53.1.apg accredited moving the ship's cook or equivalent program;
53.2. maritime qualification – six months on ships at sea, and in the Office of steward received a positive assessment of the vessel's master;
53.3. competence meets the ship's Cook, the standard and the STCW Convention code A-VI/1 of the standard requirements.
54. requirements on the qualifications of cabin crew claiming: UR54.1.apg combination of elementary education;
54.2. competence corresponds to STCW Convention code A-VI/1 of the standard and the requirements of sanitary norms.
9. The Board of officers and ratings mašīnkomand staff qualification and minimum requirements

55. Mašīnkomand officer and assigns ratings the following professional qualifications: UR55.1.vec more engineer on ships with main engine power and more-3000kW entitled to occupy any position on board the mechanic without main engine power limitations;

11. the seafarers ' education, special training and competency evaluation requirements 72. 85.2. the captain, officers and crew members who have specific duties and responsibilities on ro-ro passenger ships, acquire the ro-ro passenger ship familiarization courses according to the requirements of the STCW Convention code A-V/2, paragraph 2;
85.3. staff serving passengers for ro-ro passenger ships in passenger spaces, learn advanced security training courses according to the requirements of the STCW Convention code A-V/2, paragraph 3 of part a;

85.4. Captain, Senior Lieutenant, senior engineer, second engineer and those crew members who are responsible for the boarding of passengers on ro-ro passenger ships and leaving of it, for cargo loading, unloading and securing or sealing of ships hull, passenger and freight study safety courses and the watertight integrity of the hull in control under the STCW Convention code A-V/2, paragraph 4;
85.5, Captain, chief mate, senior engineer, second engineer and crew members who are responsible for passenger safety in emergency situations, learn the human behavior and crisis control driving courses according to the requirements of the STCW Convention code A-V/2, paragraph 5 of part.
86. The rules referred to in paragraph 85 of the training courses learn not less frequently than once every five years.
12.3. the essential requirements the passenger ship personnel, other than ro-ro ship 87. personnel serving on passenger ships, other than ro-ro vessel (hereinafter referred to as the passenger ship), has an obligation to learn successfully the following certified training courses according to the position, duties and responsibilities: 87.1. crew members who are assigned to assist passengers in emergency situations, learn the uncontrollable crowds of passengers management courses according to the requirements of the STCW Convention code A-V/3, paragraph 1 of part a;
87.2. the captain, officers and crew members who have specific duties and responsibilities on board passenger ships undergoing training courses according to the requirements of the STCW Convention code A-V/3, paragraph 2;
101.8. staff serving passengers passenger spaces on passenger ships, acquire additional security training courses according to the requirements of the STCW Convention code A-V/3, paragraph 3 of part a;
87.4. Captain, chief mate and those crew members who are directly responsible for the boarding of passengers on board and leaving of it, learn training passenger safety according to STCW Convention code A-V/3, paragraph 4;
87.5. Captain, chief mate, senior engineer, second engineer and crew members who are responsible for passenger safety in emergency situations, learn the human behavior and crisis control driving courses according to the requirements of the STCW Convention code A-V/3, paragraph 5 of part.
88. The provisions referred to in paragraph 87. training courses learn not less frequently than once every five years.
13. Special competencies minimum requirements 13.1. Generic question 89. According to the code, part A of the STCW Convention, chapter VI nosacīj ating seafarers need additional training course certified to receive course certificates, which have a special competence evidence. Sailor special competence requirements for the specific qualifications of seafarers are laid down in annex 9.

97. The captain and crew members seconded to take medical care on board ship shall not less frequently than every five years, successfully pass the Ministry of transport of medical care certified courses according to the requirements of the STCW Convention code A-VI/4-2 standard.
14. certificate of competence and its approval to issue 98. Applicant competency certificate and the approval of the Latvian register of Seafarers shall submit the application (annex 4), three photos and a copy of such documents, the presentation of the original: 98.1. identity document;
98.2. Mariner's health examination certificate;
98.3. basic safety training certificate for learning;
98.4. the existing certificate of competency and/or approval;
98.5. maritime vocational training certificate;
98.6. sea of formal qualification (e.g. driving licence, entry in the seaman's book);
61.3. special training and course certificates, required for the qualification concerned (annex 9).
99. Maritime education institutions graduates in addition to paragraph 98 of these provisions contains the documents submitted to the practice book.
100. the seafarers ' register seven days shall check the authenticity of documents submitted and the validity and issue to the applicant the designation on the Inspection Commission of evaluation of competence. If the documents submitted are issued in a third country, verification of documents during the administrative procedure law within the prescribed period.
101. If it is established that the documents submitted by the applicant requires additional verification, verification of the term seafarers ' register of Latvia is entitled to extend up to 30 days, inform the applicant.
102. the Commission of the assessment protocol (annex 8) submitted to the Latvian register of Seafarers. This Protocol reflects the applicant's competence or lack the appropriate skills.
15. Certificates of competency and its approval of the issue of the repeated 103. 105. 107. the certificates of competency and/or its approval to the applicant for obtaining Latvian register of seafarers shall be submitted in the application, the existing certificate of competency and/or its approval, three photos and a copy of such documents, the presentation of originals: 107.1. identity document;
107.2. Mariner's health examination certificate;
107.3. special training and course certificates, the qualification in question.
108. to check that the document specified in paragraph 107 of the authenticity and validity, as well as the issue of secondment to the competence test in the evaluation the Commission shall apply these rules, 101, and 102 100. point conditions.
109. The competence and approval of the certificate's validity period can be extended up to 12 months, if the applicant's competence at the meet that rule 104.1 and 104.4 104.3..., the requirements of point.
110. The master and the officer qualification includes the watchkeeping functions, Latvian seafarers ' register shall issue a new confirmation, but the rest of seafarers-new certificate of competency.
16. foreign certificates of competency issued in recognition of 16.1. General questions 111. The ship's captain or officer who has a valid foreign competent authority issued the certificate and the approval of competence, Latvian seafarers ' register shall issue certificates of competency recognition certificate (10. at law). Recognised competence certificates are only issued to the STCW Convention which fully comply with the requirements of the STCW Convention.
112. in accordance with the provisions of the STCW Convention requirements I/10 foreign recognition of certificates of competency issued by the approval of another foreign certificates of competency issued this certificate is not on the recognition of the Republic of Latvia.
113. in accordance with the provisions of the STCW Convention I/10 set out in paragraph 5 of the Latvian register of Seafarers can allow a seaman who has a foreign qualification issued in the relevant documents, and which is submitted to the rule set out in paragraph 114 of the document of approval of the recognition of seafarers ' register in Latvia, to take a position on the flag ship of Latvia for a period up to three months. In this case, the Latvian register of Seafarers seafarer shall issue a certificate of acceptance of the application (annex 11).
114. foreign certificates of competency issued by the approval applicant or owner's representative shall be submitted in Latvian register of seafarers: 114.1. application and a copy of the identity document;
114.2. the competence of the approval certificate and its copy;

115. A foreign country a certified master, Senior Lieutenant, senior engineer, as well as the second engineer, who lays claim to recognition of approval certificates of competency certifying the legal provisions of the Republic of Latvia to the knowledge of the maritime sector.
116. The Ministry of transport shall inform the Member States of the STCW Convention, competency certificates which can be recognised in the Republic of Latvia, on the substantial changes in the preparation and certification of seafarers.
16.2. the Member State of the European Union issued a certificate of recognition of the competence of the Member States of the European Union, 117 issued in the vessel's master and officers of the competence of the Latvian register of certificates of Seafarers recognize according to STCW Convention I/10 rule and the Republic of Latvia laws on the recognition of professional qualifications.

119. the register of seafarers for the recognition of approval shall be issued by the third country for certificates of competency issued by the European Commission in cooperation with the European maritime safety agency in this country is recognized by and based on the decision of the European Commission, the recognised third countries included in the list of the European Commission shall publish in the C series of the official journal of the European communities.
120. If the planned to recognise third country certificates of competency issued, but not yet recognised this State under this provision, paragraph 119, Latvian seafarers ' re ģistr shall inform the Ministry of transport. The Ministry of transport shall submit to the European Commission a request for recognition of that third country. If the European Commission three months does not take a decision on the recognition of third country traffic Ministry may unilaterally recognise the third country certificates of competence issued until the European Commission decision has been adopted.
121. the register of seafarers informs the Ministry of transport in accordance with the provisions of paragraph 119 to recognised third countries which do not comply with the requirements of the STCW Convention. The Ministry of transport shall inform the European Commission thereof. The Ministry of transport shall inform the European Commission and the other Member States of the European Union, if the planned to withdraw the third country issuing the certificate of approval of recognition of competence.
122. The Ministry of transport is entitled in addition to the assessment of third-country specific educational institutions under the STCW Convention-I/6daļ (A) of the code.
17. alternative certification of seafarers 123. subject to the STCW Convention, Chapter VII of the code requirements on alternative certification, the Latvian register of Seafarers, taking into account the specific nature of ship type, is entitled to issue certificates of competency to seafarers of the Joint qualification or certificate of competency of a person's expertise and competence to work with a particular type of vessel.
(D) fishing vessel personnel certification 18. General issues this section determined 124 Latvian fishing vessels, fishing boats and personnel staff certification requirements and procedures.
125. the owner of the fishing vessel and the captain is responsible for the manning of the corresponding requirements of this regulation and certified trained personnel, taking into account the length of the vessel and the main engine power, the vessel's technical equipment and fishing areas.

126.4. Senior Lieutenant on board fishing vessels with a length of 45 metres and longer unlimited – the fishing area eligible to occupy senior or any other deck posts to any fishing vessel fishing in the area is not limited;
126.5. watch mate on fishing vessels with a length of 45 metres and longer unlimited – the fishing area eligible to occupy the post of Lieutenant of the guard on board any fishing vessel fishing in the area is not limited;
126.6. watch mate on fishing vessels under 45 meters, unlimited fishing district-entitled to occupy the post of Lieutenant of the guard on board fishing vessels of less than 45 metres, unlimited fishing area;
126.7. watch mate on board fishing vessels of 45 metres in length, shorter, limited fishing in Division entitled to occupy the post of Lieutenant of the guard on board fishing vessels of less than 45 metres in length, limited fishing area;
126.8. šķiper – the right to occupy the post of šķiper on fishing vessels under 12 metres, or fishing boats.

22. Special additional requirements for the competence of fishing vessel personnel 149. Fishing vessel personnel learn the traffic Ministry certified basic safety training program.
150. A fishing vessel personnel qualification for work on board fishing vessels, longer than 45metr or with the main engine power, greater than 3000kW, staff will learn the following certified course by the Ministry of transport: 150.1. radar and ARPA courses, masters and officers;
150.2. medical care program, masters and senior officers;
150.3. first aid program – the deck and engineer officer;
150.4. fire management courses, masters, deck and engineer officer;
150.5. rescue management program-master and mate.
151. A fishing vessel personnel qualification to work in the fishing area is not limited to fishing vessels shorter than 45metr and with main engine power up to 3000 kW from 750 (including), the staff take these certified by the Ministry of transport of the course program: 151.1. radar course programme-masters and officers;
151.2. first aid program-masters, deck and engineer officer;
151.3. fire management courses-masters;
151.4. rescue management program-master and mate.
152. A fishing vessel personnel qualification to work in a restricted fishing area fishing vessels shorter than 45 metres and with main engine power 750 kW and smaller staff take these certified by the Ministry of transport of the course program: 152.1. radar course programme-masters and officers;
152.2. first aid program, masters and šķiper;
152.3. fire management courses-masters.
23. the issue of the certificate of competency and a European Union Member State issued certificate of competency recognition certificate of competence 153 (12) for the applicant in the register of Seafarers of Latvia submitted the application, two photos and a copy of such documents, the presentation of originals: 153.1. identity document;
153.2. medical certificate;
153.3. existing certificate of competency;
153.4. maritime vocational training certificate;
153.5. sea of formal qualification;
153.6. special training course certificates according to this provision the requirements of Chapter 22.
154. to check that the specified in paragraph 153 of the authenticity and validity of the document, as well as the issue of secondment to the competence test in the evaluation the Commission shall apply these rules, 101, and 102 100. point conditions.
155. Certificates of competency issued under this rule the format setout requirements (STCW Convention), is valid for work on board fishing vessels, taking into account the size of the vessel or engine power.
156. In the Member States of the European Union under the STCW-F Convention certificates of competency issued shall be recognised on the Latvian flag fishing vessels after the authentication. The master of a fishing vessel shall be attested by the fisheries related legal provisions of the Republic of Latvia. Master of the fishing vessel and the officer whose certificate of competency are recognized, seamen's registry of Latvia shall issue a certificate of competency recognition certificate (annex 13).
157.156. These provisions referred to the recognition of certificates of competency for approval, the applicant shall submit to the Latvian register of Seafarers and 114 of these provisions are presented above.
24. The competence certificate issue 158. again the fishing vessel, the master, officers and rating fishermen who are certified according to the requirements of the provisions of this part, no less frequently than every five years, the proof of their professional competence in conformity with the requirements of this regulation, confirming your qualifications for work on board fishing vessels at sea and again receive a certificate of competence.

160.4. special training and course certificates, necessary for the qualification concerned.
161. to check that the document specified in paragraph 160 of the authenticity and validity, as well as the issue of secondment to the competence test in the evaluation the Commission shall apply these rules, 101, and 102 100. point conditions.
162. the certificates of competency of applicants receiving who received certificates of competence before the entry into force of these provisions and which vocational training does not meet the requirements laid down in these provisions, shall be entitled to receive a certificate of competence repeatedly without culpably violate applicable under this rule 159. requirements set out in paragraph 1.
E part of the Republic of Latvia of inland waterway vessels certification of personnel 25. General questions 163. This part sets the certification of personnel not certified according to the requirements of the STCW Convention and those working on the internal waters of the Republic of Latvia of self-propelled vessels registered in the register of Ships, and engaged in commercial activities (hereinafter referred to as the inland waterway vessels).
164. This part shall not apply to inland waters floating object, if the object is floating self-propelled (for example, a floating workshop, barge). Such personnel qualification requirements determine the floating object owner, and these requirements provide the work and safety of navigation, environmental protection and comply with the regulatory requirements for work on board ships.
165. Inland waterway vessel personnel qualifications certify the Latvian register of seafarers issued by the national certificate of competence (annex 6).
166. certified seafarers holding qualifications corresponding position on the gross tonnage or main engine capacity of inland waterway vessels, if mastered this provision provided for in Chapter 27, special training courses for the staff of the ship type.
167. If the master or an officer working on the port fleet vessels involved in the national preparedness plan to combat oil pollution or search and rescue plan, or activities outside the harbour proper, as well as to other inland waterway vessels with main engine power, greater than 1000 kW, certified according to the requirements of the STCW Convention.
168. Inland waterway passenger ship captains and officers are certified according to the requirements of the STCW Convention to seafarers serving on maritime vessels in coastal shipping areas.
169. Inland waterway vessel crew member that served under the STCW Convention certificate of competence, is entitled to continue to be eligible for qualification under the STCW Convention, certifying responsibilities pursuant to part C of these rules.
170. the STCW Convention shall be issued the appropriate certificates of competency for this rule 167, 168 and 169.. in the case referred to in paragraph, the approval of certificates of competency of seafarers ' register of Latvia is entitled to impose restrictions on the type of ship, if competence in one of the functions do not fully comply with the relevant requirements of the STCW Convention to the requirements of the standard.
26. Inland waterway vessel personnel qualifications minimum requirements 171. Inland waterway vessel and the officer shall be granted for the following professional qualifications: 171.1. captain on inland waterway vessels;
171.2. mate on inland waters ships;
171.3. senior engineer on the inland waterway vessels;
171.4. mechanic on inland waters ships.
172. The internal waters, the ship's captain and mate certificate of competency issued under the following capacity and/or main engine capacity constraints: 172.1. ships less than 3000 by BT, and/or the main engine power, less than 1000 kW (up to 3000 BTU/1000 kW);
172.2. ships less than 500 GT and/or with main engine power, less than 1000 kW (up to 500 BTU/1000 kW);
172.3. ships less than 200 GT, and/or a main engine capacity of less than 750 kW (up to 200 GT/750 kW);
172.4. ships less than 50 BT, without engine power limit.
173. Inland waters ship's mechanic certificate of competency issued under the following main engine capacity constraints: 173.1. with main engine power, less than 1000 kW (up to 1000 kW);
173.2. with main engine power, less than 300 kW (up to 300 kW).
174. The internal water line personnel the following professional qualifications: 174.1. sailor on inland waterway vessels;
174.2. motorists on inland waterway vessels.
175. requirements on qualifications, claiming the captain on inland waters ships with 3000 GT and less:

182. The requirements for claiming the qualification-engineer on inland waterway vessels with main engine power, less than 300 kW: UR182.1.apg get accredited and certified by the Ministry of transport's professional education program engineer on ships with main engine power, less than 300 kW, or equivalent program;
182.2. sea-qualification two months trainee or motorists;

183. requirements on qualifications – claiming the sailor on the inland waterway vessels: UR183.1.apg sewn accredited and certified by the Ministry of transport to the main course, or six months of practical work on board ship;
183.2. sea-month qualification work practices;

184. requirements on qualifications – claiming motorists on inland waterway vessels: 184.1. experience accredited and certified by the Ministry of transport to motorists updates or six months of practical work on board ship;
184.2. sea-month qualification work practices;
184.3. outstanding Qualification exam.
185. the register of seafarers shall be entitled to issue certificates of national competence, showing at the combine of inland waterway vessels kapteiņamehāniķ, stūrmaņamehāniķ or matrožamotorist, the qualifications of persons who meet the qualification requirements.
186. for the national certificate of competence of the Joint qualification of inland waterway vessels the master and the mate is required to master engineer special training courses according to the certified by the Ministry of transport in ships with main engine power of 300 kW or more. Matrožiemmotorist requires practical work skills in both specialties.
187. the certificates of competency issued under this rule the format setout in accordance with the requirements of the STCW Convention entitles its owner to take a position on internal waters of vessels according to the certificate of competence for the specified capacity, or the main engine power.
27. Special competency requirements 188. Inland waterway vessel personnel learn basic safety training according to the traffic Ministry-certified programs.
189. Inland waterway passenger ship personnel in addition to learn contra a lējam the passenger crowd control under the Ministry of transport certified programs.
