Cabinet of Ministers Regulations No. 974 of 2005 in Riga on December 20 (pr. No 76 55) amendments to the Cabinet of Ministers of 25 November 2003, the Regulation No 660 "rules on aviation accident and incident investigation" Issued in accordance with the law "on the air" 70. the first paragraph of article 1 do cabinet in 2003 25 November Regulation No 660 "rules on aviation accident and incident investigation" (Latvian journal, 2003, nr. 168; 2004, nr. 192) the following amendments: 1. replace the text, the words "chapter" of the investigation (the fold) with the words "Investigation Bureau" (fold);
1.2. to replace paragraph 3 and 14, the words "head of Department" (fold) with the words "the Director of" (fold);
1.3. the deletion of paragraph 3, the words "Ministry of transport";
1.4. to supplement the provisions under point 3.1, the following: "Director of investigation 3.1 and his Deputy are authorized representatives of 7 December 1944 Convention on international civil aviation annex 13.";
1.5. make paragraph 4 by the following: "4. If the other country happened in aviation accident or serious incident (annex 1), which involved in the Republic of Latvia established, operated, designed and/or manufactured the aircraft, and the State put the Republic of Latvia to take all the investigative measures, carried out these investigations Bureau of investigation experts. If the Republic of Latvia assigned to only a part of the investigative measures, it shall take authorised representative. ';
1.6. the deletion of point 6;
1.7. to replace paragraph 7, the words "Department of investigation is functionally independent" with the words "Bureau of investigation is functionally independent";
1.8. to supplement the provisions under point 8.1 as follows: "8.1 the Bureau of investigation in each specific case by the extent of investigations and procedures, in order to achieve the objectives of the investigation in the shortest possible time."
1. replace paragraph 9, the words "traffic Minister" with the words "Bureau of investigation Director";
1.10. to express such paragraph 11: "11. Bureau of investigation shall inform the scene on the national aviation authority authorized representative who will participate in the investigation, announcing his name and surname, as well as the opportunities to contact the authorised representative and the potential of his time of arrival in the country of the scene."
1.11. to supplement the provisions under point 11.1 the following: "11.1 the Bureau of investigation after receiving information about the aviation accident or serious incident, which happened in the Republic of Latvia registered aircraft sent to the scene of the national aviation authorities of the event, involved in the aircraft and its crew."
1.12. replace paragraph 24, the words "it" with the word "then";
1.13. replace paragraph 29, the word "emergency" with the word "aviation"; "
1. replace paragraph 34 in the third sentence, the words "Department of Investigation after it received information or even became aware of" with the words "Bureau of investigation after it received information or even to learn";
1.15. replace paragraph 36, the words "Prime Minister" of traffic with the words "law enforcement authorities";
