Cabinet of Ministers Regulations No. 996 2005 in Riga on December 20 (pr. No 76 82. §) rules on a one-off grant to local authorities that carry out administrative territorial reform Issued in accordance with the law on Administrative and territorial reform of article 9, the third paragraph 1. determines the order in which the municipalities where the administrative territorial reform, the combination, to be granted a lump sum grant, and the grant conditions. 2. The local authorities concerned submit to the regional development and the Ministry of local government councils (Soviets) decisions on the merger with the municipalities with which the merging, and the county name. 3. Regional development and local government, the Ministry of local government councils look (Soviet) decisions about mergers and prepare relevant Cabinet of Ministers a draft regulation on the establishment of the municipality. Provisions under these rules also determine the amount of the grant after the merger, the resulting Government. 4. These rules down government grants can get once, and assign it to the following extent: 4.1.3% of the municipal budget of the previous financial year's revenue, not including the mērķdotācij received from the State budget (hereinafter the municipal budget of year total) if the annual budget of the municipality's total up to five million dollars;
4.2.1% of the combined total of the annual budget of the municipality, if the total amount of the annual budget of the municipalities have more than five million dollars. 5. If the resulting Government in addition to add other municipalities, the grant shall be determined to the extent provided for in these rules only from the added total budget authorities. 6.
