General questions 1. railway rolling stock (hereinafter referred to as the rolling stock) registration procedures. 2. State of the rolling stock register provides and maintains the national railway administration. 3. Registration of the Republic of Latvia are subject to natural and legal persons owned rolling stock running on the track, the width of which is not less than 750 mm, as well as foreign natural and legal persons owned rolling stock running on the track, the width of which is not less than 750 mm, provided that, on the basis of the agreement, the rolling stock placed in service in the territory of Latvia and is established in a foreign country. 4. If the rolling stock that moves along the track width of not less than 750 mm, is registered in a foreign country and, on the basis of a contract with a term greater than one year, placed in service in the territory of Latvia, rolling stock user submitted national railway administration agreement and foreign country issued a copy of the document about the registration of rolling stock. 5. The carrier and the railway infrastructure manager shall have the obligation to ensure the national railway administration access to information on foreign natural or legal persons owned the State border crossing rolling stock owners and users, the restrictions on the use of the rolling stock, as well as others from the point of view of road safety critical data relating to the rolling stock maintenance schedule. 6. the Republic of Latvia, the person or entity that owns the rolling stock (hereinafter referred to as the owner), and foreign natural or legal persons in the rolling stock owned by the user (hereinafter referred to as user) is responsible for the national railway administration in the veracity of the information submitted, as well as these rules of procedure and time-limits laid down. 7. the National Rail Administration is entitled to verify the rolling stock of the owner (user) the veracity of the information provided. 8. If the application for registration of rolling stock or the application changes state register of rolling stock mentioned in one owner-owned rolling stock unit number exceeds a thousand, the National Rail Administration is entitled to extend this provision in paragraph 13 and 21 limits to six months. II. registration of rolling stock 9. rolling stock be subdivided as follows: 9.1 locomotives;
9.2. the diesel powered cars and automotris;
9.3. electric powered cars;
9.4. passenger cars;
9.5. freight wagons;
9.6. the track repair machines and railway cranes;
9.7. other machines and mechanisms of their technical characteristics, the ability to move or move along the tracks. 10. To register of rolling stock, the owner (user) or its authorized person submitted the National Railway Administration application for the registration of rolling stock (annex 1). 11. Application for registration of rolling stock include: 11.1 the technical characteristics of the rolling stock (2., 3., 4., 5., 6., 7., or Annex 8);
11.2. the rolling stock property rights supporting documents;
11.3. the rolling stock of the owner (user) — natural persons — a signed authorization for the registration of rolling stock, if the application for registration of the rolling stock shall be submitted to the authorised person;
11.4. the rolling stock of the owner (user) — legal persons — and issued with stamp and signature of the person responsible certifying authority for registration of rolling stock, if the application for registration of the rolling stock shall be submitted to the authorised person;
11.5. legal personality a copy of identity document (original show), where the National Rail Administration has no information which would demonstrate the rolling stock of the owner (user) of a legal person status. This document is not necessary for those entities whose legal status is determined in accordance with the regulations;
11.6. a copy of the contract, if the foreign natural or legal persons owned rolling stock on the basis of the contract, placed in service in the territory of Latvia and is not registered in a foreign country;
7.3. conformity assessment documents where rolling stock or individual parts thereof conformity assessment has been carried out. 12. The rolling stock number, which specifies the technical characteristics are to the rolling stock, and the number of those granted: 12.1. this rule 9.1, 9.2, 9.3, 9.6 and 9.7. the rolling stock referred to in — the manufacturer or in accordance with international law in rail transport;
12.2. this rule 9.4 and 9.5 above in rolling stock: 12.2.1. moving along the public roads of the railway infrastructure in the territory of Latvia and beyond — in accordance with international law in rail transport;
12.2.2. moving along the public roads of the railway infrastructure in the territory of Latvia, — the owner of the rolling stock after coordination with the public railway infrastructure manager or public-use railway infrastructure manager;
12.2.3. do not move along public roads, railway infrastructure, the owner of the rolling stock. 13. the National Rail Administration month examine the application for the registration of rolling stock and decide on the rolling registration or refusal to register of rolling stock. 14. Registration of rolling stock, the National Rail Administration assigns to each type of unit rolling stock of national registration index: 14.1 from 0001 to 1999: locomotives;
14.2. from 2000 to 3999-diesel powered cars and automotris;
14.3. as from 4000 to 5999-electric powered car;
from 6000 to 7999-14.4. passenger carriages;
from 8000 to 8999 14.5 — track repair machines and railway cranes;
from 9000 to 9999 14.6. — other machinery and mechanisms of their technical characteristics, the ability to move or move along the tracks;

9.1. as from 10000 — freight wagons. 15. State registration of rolling stock on the index indicates. 16. After the registration of rolling stock to the owner (user) or its authorised person issuing the registration certificate (annex 9). 17. the decision on refusal to register the national rolling stock of railway administration adopted in the following cases: 17.1. not submitted all the required documents or information requested;
17.2. the documents submitted do not certify the applicant's property or usage rights to the rolling stock unit. 18. the decision on the registration of rolling stock or refusal of registration can be appealed in the Court of the administrative procedure law. III. The rolling stock renewal and cancellation from the register of 19. Application for changes in national registers of rolling stock (annex 10) month after become known relevant information shall be submitted to the National Railway Administration: 19.1. rolling stock owner (user) or the authorized person, if you have changed the national railway administration and provided rolling stock recorded in the national register information;
19.2. the owner of the rolling stock (user) recorded in the State Register of rolling stock, or the authorized person, 24 of these rules in the cases referred to in paragraph. 20. Application for changes to the State of the rolling stock register add: 20.1. rolling stock the original of the certificate of registration;
20.2. documents certifying the conditions that can be the basis for changes in the national register of rolling stock;
20.3. the rolling stock of the owner (user) — natural persons — a signed authorization for the renewal of rolling stock for such removal from the register, if the application for changes to the rolling stock register shall submit to the State authorized person;
20.4. the rolling stock of the owner (user) — legal persons — and issued a stamp and the signature of the person responsible, attesting to the power of renewal of rolling stock for such removal from the register, if the application for changes to the rolling stock register shall submit to the State authorized person;
20.5. the status of legal person a copy of identity document (original show), where the National Rail Administration has no information which would demonstrate the rolling stock of the owner (user) of a legal person status. This document is not necessary for those entities whose legal status is determined in accordance with the legislation. 21. the National Rail Administration month examine the application for changes to the register of rolling stock and adopt appropriate decisions: 21.1. for the renewal of rolling stock (record the changes in the register of rolling stock) or refusal to reregister the rolling stock;
21.2. the rolling stock from the registry and the withdrawal of the certificate of registration or refusal of the rolling stock shall be deleted from the State Register of rolling stock. 22. After the renewal of the rolling stock of the railway administration rescinded the previous registration certificate and the rolling stock to the owner (user) or its authorised person shall issue a new certificate of registration. 23. the decision on refusal to reregister the rolling stock or the decision on the refusal to delete the rolling stock the rolling stock from the national registry of the National Railway Administration adopted in the following cases: UR23.1.nav submit all the required documents or information requested;
23.2. the document submitted does not confirm that there are circumstances which may serve as a basis for changes in the national register of rolling stock. 24. the National Rail Administration in rolling stock shall be deleted from the State Register of rolling stock in the following cases: 24.1. rolling stock is written off depreciation or other technical reasons;
24.2. rolling stock was lost in a foreign country;
24.3. rolling stock obtained ownership of a foreign natural or legal person;
15.2. the rolling stock occurred a change of owner and the new owner of the rolling stock during the two months he has not submitted the National Railway Administration application for the registration of rolling stock. 25. the rolling stock from the national register of rolling stock the rolling stock of the former owner (user) issue the appropriate document. 26. the decision on the renewal, rolling stock renewal, rolling stock from the registry and the withdrawal of the certificate of registration or refusal of the rolling stock to be deleted from the register may be appealed to the Court of Justice of the administrative procedure law.
