January citizenship and Migration Board Award "honorary sign of merit" Charter of incorporation Issued pursuant to the public administration Act, article 72 of the equipment of the first paragraph of point 2 i. General questions 1. this measure determines the citizenship and Migration Board (hereinafter the Board) awards the "honorary sign of merit" (Honor), and carrying the agenda.

II. procedures for awarding of honorary signs 3. Honorary mark granted significant investment management task implementation and development.

5. Honorary sign may also be granted to former employees and Government officials.
6. candidates for awards to honor mark may suggest the Administration Chief, the Deputy Chief of Government, the heads of administrative organs or at least five government employees or officials, shall submit a recommendation to the awards Commission. Recommendation: 6.1. recommended apbalvojam in the word (s), last name, job title (if any);
6.2. Description of merit that are proposed to be rewarding with honorary sign;
6.3. the proposal of the applicant for the mark degree;
6.4. the applicant's name (name), surname, position.
7. candidates to assess governance Awards Awards Commission (hereinafter the Commission).
8. the composition of the Commission: the President of the Commission-8.1 the Administration Manager;
8.2. the Vice-Chairman of the Commission, the Commission shall elect, from among the members of the Commission each calendar year of the first meeting of the Commission;
8.3. the members of the Commission, the Deputy Chief of management, administrative head of Department and head of the Division of personnel.
9. the Commission provides the secretariat functions of the staff of the Division.
10. the Commission shall convene a meeting of the President of the Commission. The Commission shall be valid if the meeting at least half of the members of the Commission.
11. In considering the recommendations, the Commission shall: 11.1. verify the facts mentioned in the recommendation;
11.2. assess the personal file (if any);
11.3. If necessary, call upon the applicant or another person to provide the information;
11.4. decide on the award of honours and awards.
12. If the Commission decides on the granting of the award to the President of the Commission or a member, he does not participate in the vote.
13. the Commission shall adopt a decision by vote. The decision has been made, if the vote of a majority of the members of the Commission are present. If the votes are divided into similar, the President shall have a casting vote. If you vote for the granting of awards management supervisor, casting is the Vice-President of the Commission.

III. Honorary sign technical and artistic description 20. Honorary mark average is 40 mm. Honorary mark has three grades: grade 1, grade 2, of gold-silver and bronze level – 3.
21. the Honor marks the obverse side consists of 8-point star embossed with šķautņstar. The stars are on one point-based square, divided into two parts: the upper part is covered with white enamel, but the bottom part of the šēj with dark blue enamel. Square border surrounds with a narrow fezet. Border top surface covered with dark blue enamel.
22. the Honor marks the reverse is divided in two parts and the embossed inscription: ' singled out the citizenship and Migration Board and the Honorary mark "merit". Beneath them is a mark of honor.
23. the Honor is at the top of the plate with hole in its Center, signs for connection with Ribbon sewn in the ring.
24. the triangle folded Ribbon. Tape the long axis direction woven in two color bands of equal width, dark blue and white. 3 mm from the edge of the Ribbon 3 mm woven into symmetrical stripes: 1. degree-gold, 2. degree-silver and degree-bronze 3.
25. the sign of Honor Ribbon cuttings is 8 mm long, its width – 32 mm. 26. Honorary sign miniature size is 16 mm x 16 mm.
 
IV. Honorary signs carrying 27. Honorary sign, the sign of Honor Ribbon cuttings and honorary signs miniature to clothes worn on the left side of the chest.
28. If a person is rewarded with honorary sign several notches, with the line on the right side of the first place of honor with the highest grade.
 
V. closing question 29. Regulations shall enter into force on the day following its publication in the Gazette of the "journal".
