Before applying to the EU structural funds should become familiar with both documents. The guidelines are: 1) provides information to help you apply for the funding of the structural funds; 2) explain the SPD priorities, measures and activities which are intended to be implemented in Latvia; 3) Explain the basic requirements that must be followed when applying for the funding of the structural funds. 1. The situation of the European Union structural funds, one of the main guiding principles of the Union's regional policy is a tool for the implementation of the structural funds. The whole territory of Latvia in the EU structural funds objectives are aligned with the Objectives of the Division 1 region, where per capita GDP is below 75% of the average level of the EU Member States. Objective 1 areas such the structural funds of the European Union: 1. European Regional Development Fund (hereinafter the ERDF). The ERDF aims to provide support to the regional gap, with the participation of the regions lagging behind in development and structural alignment, as well as the industrial transformation of the regions that the condition worsens;   2. the European Social Fund (hereafter ESF). The ESF aims to eradicate discrimination and inequality in the labour market, to support the development of human resources, to promote the information society;   3. the European agricultural guidance and guarantee fund (EAGGF). EAGGF objective is to support the restructuring of agriculture and contribute to rural development; 4. Financial instrument for fisheries guidance (FIFG). The FIFG aims to ensure the structural measures in the fisheries and aquaculture sectors, as well as fishery products processing industry and trade. 1.2. the single programming document the objectives and priorities of the single programming document has been approved by the European Commission document on the use of the structural funds of the European Union, which includes information about the objectives of the action strategy and the use of the structural funds of the European Union, defines the priorities of the European Union's structural funds finansējamo activities as well as the European Union's structural funds. Field support service (LADA) is a second-level intermediate, which is administered by the measures financed from the EAGGF and FIFG. 1.3. The FIFG measures co-financed by the and a description of the activities co-financed measures the FIFG and the objective of these activities is to support the development of the fisheries sector, including both the fishery and aquaculture and fish processing. Measures co-financed by the FIFG are focused mainly on the adaptation of the fishing fleet capacity to the available fish resources, as well as to the restructuring of the fleet according to the shipping and safety requirements. The FIFG supported measures are in accordance with the fisheries industry trends and directions. Measures co-financed by the FIFG and the activities provided to balance the capacity of the fishing fleet to available fish resources, develop high-quality and high-value-added products, to develop the fish processing sector and bring its competitiveness in the European Union and the international market, improve port infrastructure, particularly by improving fish unloading and storage conditions, the development of the aquaculture sector and to improve the socio-economic conditions in the fisheries sector. Measures co-financed by the FIFG: 1) weighting of fishing effort (this measure is 43.6% of the structural funds allocated for public funding); 2) fleet renewal and modernisation of fishing vessels (2.8%); 3) fisheries and aquaculture product processing and marketing improvement, fishing port facilities and aquaculture (43.1%); 4) coastal fisheries development, socio-economic measures, support for temporary cessation of fishing activities and other financial compensation, the acquisition of new markets and support for producer organisations (10.5%). To ensure maximum complementarity effect, measures are planned in the process of coordination also with the measures to be financed by the ERDF (port facilities available to the public, marketing and export promotion activities, etc.) and the ESF (fishermen's retraining). 1.4. activities "support for temporary cessation of fishing activities and other financial compensation," justification and apraksts1 fish stock protection purposes the European Commission or national institutions may propose and implement fisheries restrictive measures, leading to the temporary cessation of fishing activities, leading to a certain period of time will remain unemployed fishermen.. Regulation (EC) No 2792/1999 laying down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector; • The Council of 20 December 2002, Regulation (EC) No 2369/2002 amending Regulation (EC) No 2792/1999 laying down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector; • The Council of 28 January 2002, Regulation (EC) No 179/2002 amending Regulation No 2792/1999 laying down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector; • Council of 28 June 2001 of Regulation (EC) no 1451/2001 amending Regulation (EC) No 2792/1999 laying down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector; • Council on 19 July 2004, Regulation (EC) no 1421/2004 amending Regulation (EC) No 2792/1999 laying down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector; • The Commission of 30 May 2000, the Regulation (EC) No 1159/2000 on information and publicity measures to be taken by the Member States concerning assistance from the structural funds. 4. the Republic of Latvia regulatory enactments. 1.5. Project activities in This project can be implemented throughout the national territory. The scheme includes: i. compensation the owners of fishing vessels receiving aid conditions: 1) fishing vessel has been involved in the salmon fishing with drift nets in the reference period from 2001 to 2003 and one of 2 calendar years prior to the application. 2) fishing vessel is included in the list of Latvia's fishing vessels, approved for salmon fishing with drift nets in the Baltic Sea during the period from 2001 to 2004 (21.10.2004.; No 04/1000). 3) the owner of the ship shall not be eligible for financial compensation to the ship, which was involved in salmon fishing with drift nets, if on this ship has received aid for cutting fishing vessel or the service for other purposes outside the fishery or has contracted for support. 4) fishing vessel owner can apply for aid only after the removal of the vessel from the Latvian fishing vessels, approved for salmon fishing with drift nets in the Baltic Sea. 5 the applicant logs on the project) compensation under this aid scheme not later than 9 months after the fishing vessel concerned temporary cessation of activity during the period. Aid amount: the total amount of compensation to the owners of the ship has been involved in the salmon fishing with drift nets, being presented as two such compensation: 1) the average salmon catch value during the period, not exceeding 6 months in which the ship has made a temporary cessation of fishing activities (stopped using fishing license). The average amount of catches a break the time period is to be multiplied with the price of the first sale of salmon in the previous calendar year prior to the application. Average catch a break period are calculated as a proportional part of the average catch for the reference period (2001-2003), except for salmon fishing ban period, i.e. the fishing year is equivalent to 8.5 months.

The amount of the aid where the fishing vessel has been interrupted by salmon fishing with drift nets and distributes technical adjustments for the period, not exceeding 6 months, total compensation for the fishing vessel crew member is calculated according to the time period when he/she has not worked as a fisherman (but no longer than 6 months) and average gross salary for the previous calendar year prior to the application (CSP). 3. Evaluation and selection 4.1 administrative compliance with the submission of the project received a LADA. The purpose of administrative compliance is to check that the project is complete and the application targeted for further evaluation.   4.2. application of the quality of the project evaluation criteria when assessing the conformity of the quality of the project evaluation criteria (table 2), the project applicant and project eligibility application to the single programming document, in addition, the European Union and Latvia's legislative requirements. Decision making and reporting results of the decision on the application of the structural funds project approval or rejection is taken within 12 months of the application submission. The final decision on approval of the application, the project adopted a positive opinion of LADA's receipt of the agreed list of projects from the FIFG of the Steering Committee. After the final decision of the LADA project notice sent out by the applicant. Upon notification of project approval of the receiving application is closed contract between the applicant and the LADA project, after which the conclusion of the project, the applicant may initiate the implementation of the project. Decision on the rejection of the project application can be accepted for the following reasons: • the project does not meet the program's criteria; • The project also after turning, not consistent with the administrative evaluation criteria; • Project does not match any of the quality evaluation criteria; • The project does not meet the other structural fund financing conditions; • If the total funding is spent; • If the funds on the Project Management Committee delivered a negative opinion. The project, the applicant is informed that the false news provision in case the Tenderer shall be excluded from the circle of beneficiaries of the structural funds up to 2 years; 6) 5 years after the last payment is received without the written consent of the LADS will not take any actions that may significantly alter the conditions for the implementation of the project objectives (according to EC Regulation 1260/1999, 30 (4) the provisions of article). 7) does not make any changes to the project without matching them with the LADIES; 8) no other financial obligations as specified in the project; 9) is declared bankrupt, is wound up, the economic activity is not paused or stopped or not started proceedings for winding up, insolvency or bankruptcy; 1) in the absence of any decision on the project, the applicant has been guilty of fraud, bribery, a crime linked to corruption, as well as the involvement of criminal organisations, or other illegal activities, which affected the Republic of Latvia or the financial interests of the European Community, and a criminal record is not deleted or removed; 11) no professional misconduct and does not exist in the current decision, with which the applicant found guilty of offences in connection with their professional activities; 12) completed all obligations relating to the payment of taxes and no tax liability in Latvia or any other country where it is registered; 13) fulfilled obligations relating to the State social insurance contributions and is not a State social security payment shows in Latvia or any other country where it is registered; 14) has broken the conditions of the contract, the non-fulfilment of treaty obligations, which closed with the LADIES or other contracting authorities within the European Community; 15) provided deliberately false information (News) as well as not concealed information (messages) in relation to a project; 16) not tried to get its limited accessibility (confidential) information or act with criminal or administrative actions to influence the Evaluation Commission or the LADA project during the course of the evaluation of the tender; 17) not worked as fishermen (if compensation is receiving fishing vessel crew member) the operation of the fishing vessel the temporary suspension of the period for which qualify for aid. If it is found that the project applicant knowingly or recklessly made false statements, the applicant will be denied the opportunity to receive funding from the structural funds of up to 2 years. If the receipt does not contain the full information referred to above, the costs of which to be submitted together with the cheque receipt containing the missing information and are certified with the signature of the seller. 1.4. The State revenue service order date, number, and the point on which to register the payment allowed without using a cash register. Payment shall be attested by the signature of the buyer and seller. 2. transactions supporting documents 2.1 product packing slip invoice, which includes the following properties: 2.1.1. shipments-billing date; 2.1.2. shipper: (a)); b) full legal address; c) a value added tax payer's registration number, or tax code; 2.1.3. current property to the name of the bank code and account; 2.1.4. the recipient of the goods: (a)) name (physical person – name, surname); (b)) legal address (physical person – the declared place of residence); c) a value added tax payer's registration number or tax payer code of legal person (ID code – a natural person); 2.1.5. the item name, unit of measure, quantity, price and value; 2.1.6. the value added tax rate and amount; 2.1.7. the total amount (in figures and words) on any goods have been issued; 2.1.8. the vendor's name, surname, date of issue, the signature; 2.1.9. consignee's name, last name, date of adoption, signature. -Bill of lading can be used stamps that contain the above properties. -Bill of lading of the goods must be completed legibly, without deletions. Revisions approved by the signatures of the persons who signed the Bill of lading-Bill. If the goods receipt-invoice is paid in cash and card payment is cash the check, then this check must be specified in the Bill of lading-the invoice number and date. 2.2. Invoicing-services case. The invoice contains the following properties: 2.2.1. billing date; 2.2.2. shipper: (a)); b) full legal address; (c)) the value added tax or fiscal code; 2.2.3. the settlement of the property to the name of the bank code and account; 2.2.4. the recipient of the goods: (a)) name (physical person – name, surname); (b)) legal address (physical person – the declared place of residence); (c)) the value added tax or tax payer registration number of the legal person (ID code – a natural person); 2.2.5. the item name, unit of measure, quantity, price and value; 2.2.6. value added tax rate and amount; 2.2.7. the total amount (in figures and words) for any goods delivered. Invoice certifying the expense ‑ stamp and signature of the driver. 2.3. Fixed assets and goodwill in the case of imports from beneficiaries of structural funds shall submit: 2.3.1. invoice (invoice); 2.3.2. proof of payment; 2.3.3. the Customs cargo declaration with the Customs seal, certifying the import of the goods (submitted if goods imported from non-EU countries).
