Cabinet of Ministers Regulations No. 339 in Riga, 2006 April 25 (Mon. 24. § 17) the rules on the requirements for hazardous chemical substances and chemical preparations (product) design of the storage reservoir, installation, on the procedures for conformity assessment and market surveillance are Issued in accordance with the law "on conformity assessment" article 7 General questions 1. establishes the essential requirements for stationary reservoir design, fabrication and installation for this provision referred to in paragraph 3, hazardous chemicals and chemical preparations (product) storage (reservoir) and procedures for the monitoring of such requirements shall take reservoir conformity assessment and market surveillance, in order to properly use them, should prevent danger to human life, health and the environment.
2. the rules apply to the reservoir for this provision referred to in paragraph 3, hazardous chemicals and chemical preparations (product), if the substance of the steam or gas pressure above the liquid level is less than 0.5 bar, except for the reservoir, which is the technological components: 2.1. equipment specially designed for use in radioactive environments, and emergency could cause radioactive substances;
2.2. the well control equipment used in the petroleum, gas or geothermal mining and exploration, as well as underground storage pressure maintenance and control;
2.3. the pressure equipment to be transported, regulated in the laws on the transport of dangerous goods by road, rail and water;
2.4. the pressure equipment to be transported, which regulated international agreements on aviation;
2.5. the pressure equipment in the hospital, the law regulated pressure equipment directive and their complexes.
3. the following is stored in the Reservoir of liquid and gaseous hazardous chemicals and liquid and gaseous chemical preparations (products): 3.1 substances regulations for the classification of chemicals identified as explosive, extremely flammable, highly flammable and flammable liquids, gases and their mixtures, if it exceeds 2.5 m3;
3.2. diesel fuel, liquid fuel and substances in accordance with the laws and regulations on fire is a burning liquid, if it exceeds 10 m3;
3.3 substances regulations for the classification of chemicals identified as very toxic, toxic, harmful, corrosive and irritant gases and liquids, mixtures thereof, environmentally dangerous, sensitising, carcinogenic, mutagenic and reproductive toxic liquids (chemicals under the chemicals Act and article 10, second part), if the quantity is more than 1 m3.
4. the reservoir limit is closer to concluding the device packaging or substance reservoir for emptying. The reservoir consists of: 4.1 either installed in the tank;
4.2 technological equipment that ensures safe and appropriate rules referred to in paragraph 3, as well as the storage of items attached to the tank surfaces (such as Luke, connection, support, handle);
4.3. the secondary enclosure, impervious protective systems that prevents the storage of the pressurized fluid to leak into the soil or groundwater if the tank or there is a leak or a leak. 5. The Ministry of economy in cooperation with the relevant technical standards Committee recommends limited liability company "Latvian standards" in connection with these terms, reliance and designing standard applicable list.
6. Limited liability company "Latvian standards" submit for publication in the newspaper "journal" to "national list of the standards that may be applied to comply with these regulations (hereinafter referred to as the applicable standards).
7. the requirements of these regulations in the commercial register provides person-industrially reservoir by the manufacturer, its authorized representative or distributor (also a person who designs and manufactures of reservoirs for its own use) (producer) or the register of būvkomersant registered in the izbūvējam reservoir construction site designer and the main contractor (construction law) (hereinafter called the contractor).
8. Manufacture of tanks assessed the compliance of institutions accredited by the Ministry of Economic Affairs has published a notice in the newspaper "Gazette" (hereinafter referred to as the notified body) if the institution is to fulfil the following minimum requirements: it meets standard 8.1 LVS EN 45011:2004 "General requirements for bodies dealing with product certification systems" criteria and requirements set out in these rules;
8.2. it is to insure their civil liability of an amount to cover the possible losses incurred by mistake, calculated business areas risk assessment in cooperation with the institutions chosen insurer.
9. Latvian National Accreditation Bureau are assessed and regularly checks the compliance of the notified bodies under point 8 of these rules.
 
2. Receptacle 10. market surveillance in Latvia have the right to offer market-sell or transfer use-reservoirs, which according to the legislation on reservoirs produced or put into circulation in a Member State of the European Union or in Turkey, or a European economic area country. Mutual recognition applies also in relation to conformity assessment, issued by the other Member States of the European Union, Turkey or the European economic area countries accredited institutions.
11. the placing on the market of the reservoir does not consider the following: 11.1. processing or importation of reservoir development if its reservoir is removed from Latvia;
11.2. the reservoir for disposal of construction in Latvia outside the country.
12. to reservoir for use according to the intended use and purpose of its use be sure the person offering the market the reservoir ensure that rule 37, 39, 40 and 43 of this information should be indicated in the national language.
13. the State Labour Inspectorate and State construction Inspectorate (hereinafter market supervisory authority) under the competency of legislation make the reservoir monitoring and technical construction of the measures envisaged, to the Latvian market would be offered only the tanks, which, according to the set up and used, without risk to human life, health and the environment. 14. Tanks which do not comply with the requirements laid down in these rules, allowed to play fairs, exhibitions and similar events, where the reservoir is clearly visible indication of non-compliance and marketing restrictions. 15. The notified body shall inform the market surveillance authorities for refusal to grant a conformity assessment certificate to the reservoir, as well as the market surveillance authorities shall, further to a reasoned request on the certificate of conformity issued and updating.
 
3. the requirements for the design, manufacture of reservoirs and installation 3.1 General requirements 16 reservoirs, constructed, installed and tested in accordance with these provisions, the law on construction, environment and fire safety, as well as the applicable standards and manufacturer's specifications to the requirements laid down pursuant to the instructions for use of the reservoir and the proposed conditions of use, its activities throughout the period of use is safe and does not pose any threat to human life, health and the environment. 17. So designed and constructed reservoirs the manufacturer or contractor chooses the appropriate solutions in this order: 17.1. prevents or minimizes the threat of an accident;
17.2. take appropriate protection measures if the risk of an accident is not entirely preventable;
17.3. informs the users about the possible threat of an accident and indicate what measures are needed to reduce the accident risk to reservoir installation or use.
18. For the reservoir to produce conformity to the requirements of this chapter by the manufacturer or his authorized representative. On the izbūvējam reservoir on compliance with the requirements of this chapter is liable to the contractor in accordance with the regulations for construction.
 
3.2. Reservoir engineering Reservoir 19. manufacturer or contractor, designing reservoirs, analysed and evaluated with the storage of the substance-related risk factors to the use of the reservoir safely throughout its expected life.
20. Reservoir constructed due to the strength of the design follow the load corresponding to the expected use and other conditions under which the reservoir will be used. Special consideration: 20.1. storage characteristics and properties of the substance;
20.2. the weight of the construction of the reservoir;
20.3. hydrostatic load caused by storage substance;
20.4. the weight of the facilities and equipment;
20.5. the external loads (for example, TRANS port, wind, precipitation);

20.6. reaction forces and moments, caused, for example, support, auxiliary equipment, pipelines;
20.7. corrosion, erosion, fatigue;
12.9. operating and storage temperature of the substance.
21. Designing reservoirs, apply adequate safety coefficients and the used methods that are specified in the relevant limit values to take account of the provisions referred to in paragraph 20 of the loads at the same time the possibility of exposure and prevent errors.
22. in order to ensure the proper design of the tank strength calculations in the design comply with the following requirements: 22.1. reservoir pressure and treat the other loads acting on the reservoir during its operation. Permissible voltages limits, taking into account the conditions of use of possible failures. Use the safety coefficients corresponding to various manufacturing and actual working conditions, calculation formulas, and characteristics of the material differences. Calculating the resistance, using methods which ensure sufficient safety limit values pursuant to this provision, section 3.4 material requirements;
22.2. the reservoir has sufficient resistance: 22.2.1. the calculation pressure shall not be less than the maximum pressure, account has been taken of the potential of static and dynamic loads. If the reservoir is divided into separate chambers, the separating wall strength is calculated on the basis of the highest possible chamber pressure relative to the lowest pressure of adjacent cells;
22.2.2. the calculation temperature sufficient safety limit values;
22.2.3. designing followed all possible combinations of loads that can occur in the machine under the foreseeable conditions of use;
22.2.4. maximum voltage values are within safe limits;
22.2.5. pressure resistance used in the calculation of the values that meet the documented data specified in the characteristics of materials, taking into account this provision 3.4. the requirements laid down in sub-section and the corresponding security factors;
22.2.6. use appropriate materials tubular connection coefficients (for example, depending on the non-destructive testing methods, the materials joined and the foreseeable conditions of use);
22.2.7. project provides all possible factors that can reduce the strength (for example, corrosion, erosion, fatigue), according to the reservoir for use;
22.2.8. If the calculated thickness does secure the corresponding strength of the structure, take additional measures to ensure the integrity of the reservoir and prevent the accident risk to transportation or transfer reservoir.
23. the reservoir provides a service that eliminates the potential threat of accidents in the reservoir during use. Special: 23.1. reservoir filling, emptying and cleaning;
23.2. the hatch opening and closing conditions;
23.3. the chemical or chemical preparations (product) emissions;
23.4. the surface temperature, taking into account the expected use;
14.6. the unstable chemicals or chemical preparations (product) decomposition.
24. the reservoir design and constructed as to be able to carry out all necessary checks and to ensure its correct and proper operation and safety.
25. in order to determine the reservoir inside the situation and ensure the safety of reservoirs, provide appropriate design features (such as here) that allows you to enter the reservoir inside the safe and ergonomic to carry out the relevant checks.
26. If the tank is too small to penetrate, and here's installation affects the integrity of the reservoir or the substances stored in a reservoir, a reservoir of the material is not harmful and there is no other conditions that would worsen the situation of the reservoir inside the State, use other appropriate means to make sure that the reservoir is safe to use.
27. taking into account the proposed conditions of use and usage time, elements of the constructed reservoirs with sufficient tolerances or otherwise protect against conditions that reduce the strength of the structure.
28. If the reservoir during use of the reservoir element expected erosion or corrosion: 28.1. take appropriate measures to reduce it (e.g. by increasing the thickness or using inlays or suitable materials);
28.2. provides the most affected parts replacement;
28.3. This provision 43. instructions for use referred to in paragraph 1 shall include the requirements for the safe use of the reservoir.
29. the construction of the reservoir provide special devices or to add the feature to the reservoir can be refilled and empty. Take particular account of the threat, which can cause unsafe connections as well: 29.1. – filling overfilling, the excess pressure, temperature changes;
29.2. during emptying-flowing substances not controlled pressure, vacuum.
30. If the reservoir during use may exceed the permissible parameters, in the construction of the reservoir provide for appropriate protection devices or adding them to the opportunity.
31. Safety devices or combinations of selected taking into account the characteristics of the reservoir. The reservoir requires: 19.3. security devices that provide a reservoir for the maintenance of the working parameters within acceptable limits;
31.2. suitable process control, automation devices and signal devices, enabling appropriate action to maintain the reservoir parameters within acceptable limits;
31.3. automatic or manual fixed fire detection, fire and reservoir for cooling devices.
32. Protective devices shall be designed and constructed such that they ensure protection of reservoirs work by function, as well as compliance with the maintenance and test conditions.
33. Pressure limiting devices designed such that pressure does not exceed the maximum allowable working pressure (bars), which has a designed reservoir and indicated by the manufacturer (hereinafter referred to as the working pressure).
34. the reservoirs, which are stored in the explosive, extremely flammable, highly flammable and flammable liquids, gases and their mixtures, designed such to open fire (flames) do not create an emergency threat.
 
3.3. the manufacture and installation of a reservoir 35. Manufacturer or contractor using the appropriate techniques and procedures to ensure the full implementation of the project, the reservoir especially under the following conditions: 21.8. preparation of the elements of the components (for example, remove the temporary attachment) can cause defects, cracks or material changes of mechanical properties, which could reduce the safety of the reservoir;
35.2. connecting material and have no connection to external (surface) and internal defects which might impair the safety of the reservoir;
35.3. tubular connections that cannot be disconnected without damaging methods of materials (permanent connection) provides consistent material minimum requirements (if the calculation is not subject to special requirements);
35.4. the components of the reservoir, which is directly slogot and components directly attached to them, joining (welding, for example, ball) welders, certified law of metālmateriāl welder certification of professional qualifications regulated sphere. These procedures approved by the notified body, in accordance with applicable standards;

36. the final evaluation of the Reservoir consists of the final test, strength test and evaluation of protection devices: 36.1. end test assesses the conformity of the project construction of the reservoir, examine the technical documentation and assess the compliance of these rules the reservoir, taking into account the time of the performance of the tests. If necessary, a final inspection of the individual components of the reservoir out of the reservoir during the manufacturing process (for example, if the final examination is not possible to evaluate the components of the position);
36.2. the integrity of the reservoir is examined according to the applicable standards;
36.3. the safety devices evaluated by checking their compliance with the rules in paragraph 31 and 32.
37. in order to assess the conformity of the reservoir requirements of this regulation, the manufacturer or contractor reservoir in the technical documentation shall include the following information on the design, manufacture and use: 37.1. a general description of the reservoir;
37.2. the design of an exploded view drawing, drawings of the components, assembly drawings and other units of the necessary working drawings and diagrams;
37.3. this rule 37.2. referred to drawings and diagrams and of the operation descriptions and explanations;

37.4. full or partial list of applicable standards used, but if these standards are not used, a description of the solution used to comply with the requirements of this regulation;
37.5. the design calculations and of the inspections carried out and the results of the trial. If the main reservoir structures used in synthetic materials, these materials contain information on representative limit values under the proposed conditions of use;
23.4. details of reservoir during production tests carried out;
37.7. details of the qualifications of the employees who made this rule and 22.1 22.0. referred to;
23.5. This provision. connecting referred to 22.0 procedure descriptions and approvals;
23.5. reservoir instructions for use according to these regulations, paragraph 43 and 44;
37.10. substances which are harmful to the reservoir.
38. the manufacturer or contractor shall take all necessary measures to the manufacturing or construction process ensures compliance of the manufactured tanks requirements of these provisions and the provisions of paragraph 37 referred to in the technical documentation, with the exception of those provisions referred to in paragraph 11.
39. To each reservoir shall bear the following information: manufacturer's or contractor's 39.1. address, name and surname or business name;
24.4. the reservoir construction or fabrication and installation;
39.3. reservoir identification data according to its nature (for example, the reservoir type, series, number);
24.5. the main maximum and minimum limits, the operating temperature and the storage capacity;
24.5. the notified body's identification number, which made the reservoir conformity assessment;
24.6. other information the manufacturer deems necessary.
40. According to the reservoir type specifies the following information required by the type of tank for safe installation, use, maintenance and periodic inspections during use: 24.9. reservoir volume (in cubic metres);
40.2. the test pressure P (bar) and the date of the inspection;
40.3. adjusted net safety devices pressure (bars);
25.1. the maximum degree of uzpildījum (percent by volume) or height (in metres);
25.2. the storage of hazardous chemicals or chemical preparations (product) label according to the legislation on chemical substances and chemical preparations (product) classification, labelling and packaging.
41. To reservoir placed clear pictograms and warning signs to ensure its proper use.
42.39. These provisions and the information referred to in paragraph 40 of the national language directly to the reservoir or to the reservoir firmly attached plates (letter height of no less than 10 mm).
43. The reservoir or reservoirs shall be drawn up by the contractor's instructions. The instructions shall indicate the required security information about: 43.1. installation and use of the reservoir, as well as the security measures that should be taken when entering the reservoir;
43.2. the maintenance and monitoring (also about user checks);
43.3. the possible threat of accidents and claims that the protection measures necessary to reduce the accident risk to reservoir and installation time.
44. the reservoir in the instructions for use contain information which indicated on the reservoir under this provision and paragraph 39.40, as well as add technical documentation, drawings, charts and calculations, if it helps to understand the instructions for use of the reservoir.
 
3.4. requirements for materials used in the manufacture of reservoirs, and their connections 45. Materials used in the manufacture or construction of reservoirs, reservoir project meets the requirements and provides reservoir functions all intended use time or until their replacement.
46. The materials for use in the main reservoir structures (such as the skin, floor, wall) shall comply with the following requirements: 46.1. saves the properties under all foreseeable conditions of use and inspection;
46.2. is flexible and durable. If specific reasons brittle material is used, take appropriate measures to prevent bursting or breaking;
46.3. is chemically resistant to substances present in the reservoir. The chemical and physical properties of the preparation necessary for the safe use of the reservoir, the expected life of the reservoir may not change significantly;
46.4. the persistent enough against aging and the fire (flame);
28.9. is suitable for the intended processing procedures;
46.6. does not cause unwanted effects, connecting different materials;
29.0. under normal conditions of use does not charge electrostatic (for combustible and explosive substances storage);
29.1. they are proof, if used on construction sites for izbūvējam reservoir.
47. Materials for use in the main reservoir construction, chemical and physical properties of indicators may not be lower, as specified in the applicable standards.
48. The reservoir manufacturer or contractor: 29.9. determine the reservoir project required values for calculations in accordance with the provisions of paragraph 22, as well as subject to this provision, paragraph 46, the characteristics of the material;
48.2. the technical documentation shall specify the particulars of material compliance with the requirements of this regulation.
49. the contractor or the manufacturer shall take steps to ensure that the materials used in the manufacture of reservoirs for compliance with the requirements of the project. All materials required material prepared by the manufacturer of the documents that contain the material in compliance with the requirements of the project, but the reservoir izbūvējam on construction materials, documentation of the law on construction products conformity assessment procedures.
50. If the reservoir main structures used in synthetic materials, their conformity with the certifying notified body, in accordance with the provisions of this chapter 4 evaluates the reservoir project.
51. The materials used in welding or other connecting elements, only apply this rule 46.1. bottom of the type referred to in paragraph 1.
52. Welded joints connecting factor must not exceed the following values (respecting the type and connection voltage the mechanical and technological characteristics): 52.1.  1.0-connections with random testing is performed in a disruptive and non-destructive testing 100% (which shows that the whole is not permitted to connect a series of defects);

52.3.0.7-connections that are not non-destructive testing, but only the Visual inspection.
 
4. Reservoir conformity assessment procedures 4.1 General requirements 53. prior to the reservoir on the market, the manufacturer or contractor declares conformity of the reservoirs in accordance with the provisions of Chapter 5.
54. Declaration of conformity Before the reservoir exposes the following conformity assessment procedures: 54.1. industrially reservoir are subject to one of the following procedures: 54.1.1. reservoir type-examination in accordance with rule 4.2 of this subchapter;
54.1.2. reservoir project check in accordance with the provisions of this subchapter 4.3 and reservoir for verification in accordance with the provisions of this subchapter 4.4;
54.1.3. verification of reservoir according to this provision, subsection 4.5;
54.2. the construction site for the izbūvējam reservoir, which is designed and manufactured in accordance with the regulations for construction, construction of the inspection carried out in accordance with the provisions of the subdivision and construction 4.6 technical supervision in accordance with the provisions of subsection 4.7.
 
4.2. the reservoir type examination 55. Notified Body type check the reservoir ensure and certify (certified), the reservoir model for meeting the requirements of this regulation and in accordance with the production checks in reservoir conforms to the approved pattern.
56. in order to carry out the reservoir type, the manufacturer selects the notified institution and submit it: 56.1. the application for type-examination. The application indicates the address of the manufacturer, the name and surname or business name;
56.2. written notification that such an application has not been lodged with any other notified body;
56.3. This provision 37. documentation referred to in point.
57. The applicant shall place at the disposal of the notified body to the type of reservoir. The notified body may request further samples if necessary according to the notified body for a check method. The sample can cover multiple variants of the reservoir, if the differences between them will not affect the security level of the reservoir.
58. The notified body: 58.1. examine the technical documentation, verify (verify) that is made in accordance with the technical documentation and identify the elements which have been designed according to the requirements of applicable standards, as well as elements that are mentioned in the design standards are not used. In particular, check: 58.1.1. technical documentation relating to the project and reservoir construction procedures;
58.1.2. compliance of the materials used for the requirements of these provisions, as well as check the material certificate of materials provided by the manufacturer;
58.1.3. part of the reservoir connection procedures;

58.1.4. qualifications of the staff who made this rule and 22.1 22.0. referred to;
58.2. If the manufacturer does not use the applicable standards shall carry out appropriate examinations and necessary tests or ensure, in order to determine whether the solution chosen by the manufacturer meet the requirements of these regulations;
58.3. carry out appropriate examinations and necessary tests or ensure, in order to determine whether the manufacturer has used those standards for which it has declared;
58.4. coordinate with the manufacturer site, where testing and any necessary tests.
59. If the reservoir type meets the requirements of these provisions, the notified body shall issue the reservoir bulb manufacturer, the type-examination certificate.
60. The notified body reservoir type examination certificate indicates the manufacturer's address, name and surname or business name, and certified check reservoir type data necessary for identification. The validity period of five years. The period of validity of the certificate may be extended.
61. The notified body reservoir type examination certificate shall be accompanied by a list of the relevant parts of the technical documentation. One copy of the technical documentation is kept in the notified body.
62. Of all the changes that are made to the reservoirs, covered reservoir in the type-examination certificate, the manufacturer shall inform the notified body that is stored with the certificate-related technical documentation.
63. If the changes may affect the conformity of the provisions of the reservoir or change the conditions of use, the manufacturer for them to receive additional evidence. It adds to the original reservoir type examination certificate as a supplement.
64. the manufacturer of the reservoir at the time of construction the necessary tests and checks to ensure compliance with all the manufactured tanks of the type-examination certificate and with the model described in this regulation.
65. the notified body shall, not less than annually visiting the company and manufacturer: 65.1. make sure that the manufacturer after it carried out the manufacture of tanks a final assessment in accordance with the provisions of paragraph 36;
65.2. choose the model of the reservoir in place of manufacture or storage and carrying out the necessary tests in order to verify its conformity with the type as described in the inspection certificate and the requirements of these regulations.
66. a copy of each reservoir indicate the identification number of the notified body.
67. If the notified body shall take a decision not to issue the certificate of compliance of the project reservoir, the manufacturer shall issue a reasoned refusal of the law "on conformity assessment".
68. The notified body shall inform the other notified bodies about the reservoir, on which a decision has been taken not to issue a certificate of conformity or withdraw it. The notified body may require the reservoir of the type-examination certificate, or a copy of the Appendix.
69. the manufacturer shall provide a market supervisory authority access to technical documentation, reservoir type tests and additions to documents 10 years after the last production of this reservoir.
 
4.3. verification of Reservoir project 70. Notified Body reservoir project confirms and make sure the check (certified), the reservoir project meeting the requirements of this regulation.
71. in order to carry out the reservoir project examination, the notified body the manufacturer chooses and submitted it: application for reservoir 71.1. project review. The application indicates the address of the manufacturer, the name and surname or business name, but, if the application is lodged by the authorised representative, also its address, first name, last name or company;
71.2. written notification that such an application has not been lodged with any other notified body;
71.3. this rule 37.1, 37.2, 37.3..,.,., 23.5 37.4 37.5 and 23.5. the documentation referred to in paragraph below.
72. The notified body shall verify: 72.1. technical documentation and identify the elements which have been designed according to the applicable standards, as well as elements that are mentioned in the design standards are not used. In particular, check: 72.1.1.  the compliance of the materials used for the requirements of this regulation;
72.1.2. part of the reservoir connection procedures;
72.2. or the producer has taken the appropriate examinations and necessary tests to establish that the selected solution meets the requirements of these provisions, especially if not used in the standards applicable to specific solutions;
72.3. using the applicable standard, if it is a reference to the manufacturer's technical documentation.
73. If the reservoir project is consistent with the requirements of these provisions, the notified body shall issue a manufacturer's certificate of compliance of the project reservoir.
74. The notified body reservoir project certificate of conformity specifies the address of the manufacturer, the name and surname or business name, and check for identification of the approved project the necessary data. The validity period of five years. The period of validity of the certificate may be extended.
75. The notified body's certificates of conformity of the project reservoir shall be accompanied by a list of the relevant parts of the technical documentation. One copy of the technical documentation is kept in the notified body.
76. If the notified body shall take a decision not to issue the certificate of compliance of the project reservoir, the manufacturer shall issue a reasoned refusal. The notified body may challenge the decision of the Ministry of Economy of the administrative procedure law.
77. Of all the changes that are made to reservoir project, covered reservoir project certificate of conformity, the manufacturer shall inform the notified body that is stored under a reservoir project related to the certificate of conformity to technical documentation.
78. If the changes the project may affect the compliance of these rules the reservoir or change the conditions of use of the certificate, the manufacturer for them to receive additional evidence. It adds design-examination certificate as a supplement.
79. The notified body shall inform the other notified bodies about the reservoir projects or additions, for which it decided not to issue or revoke the certificate of compliance of the project reservoir. The notified body may request the certificate and a copy of the Appendix.
80. the manufacturer shall provide a market supervisory authority access to technical documentation, reservoir type documents and its additions for a period of 10 years after the last such project development. If the manufacturer is not in Latvia, the obligation to keep the reservoir project conformity certificate and its additions is a person who offers a reservoir project on the market.
 
4.4. verification of Reservoir 81. Notified Body, through the reservoir, verify and certify (certified), the reservoir meets certified project and the requirements of this regulation.
82. in order to carry out the verification, the manufacturer of the tank chooses notified authorities and submit it: 82.1. application on reservoir verification. The application indicates the address of the manufacturer, the name and surname or business name;
82.2. written notification that such an application has not been lodged with any other notified body;
82.3. This provision, paragraph 37 of the technical documentation relating to the manufacture of reservoirs and reservoir project, which issued the certificate of compliance of this provision in the order referred to in subsection 4.3.
83. The notified body, when verifying reservoir: 83.1. surveyed reservoir and the applicable standards in certain tests, or equivalent tests, to check (verify), or reservoir corresponds to the certified project and the requirements of this regulation;
51.7. check reservoir part of the pairing procedure;
83.3. check them proofs of qualification of the employees who made this rule and 22.1 22.0. referred to;
83.4. checks that are not used for material that does not meet the requirements of these provisions, as well as material provided by the manufacturer of the material;
83.5. final assessment carried out pursuant to this provision, 36;
83.6. highlights the reservoir or reservoirs of labelling, provides specifying the identification number of the notified body.
84. If the tank complies with the project and the requirements of these provisions, the notified body shall issue the reservoir the reservoir manufacturer's certificate of compliance.
85. The notified body's certificates of conformity on the reservoir indicate the address of the manufacturer, the name and surname or business name, opinion and approved inspection reservoir data necessary for identification.
86. the certificate of conformity of the Reservoir added a list of the relevant parts of the technical documentation. One copy of the technical documentation is kept in the notified body.
87. If the notified body shall take a decision not to issue a certificate of conformity, the reservoir the reservoir manufacturer shall issue a reasoned refusal. The notified body may challenge the decision of the Ministry of Economy of the administrative procedure law.
88. The notified body shall inform the other notified bodies on reservoirs, which it has decided not to issue a certificate of conformity to the reservoir.
89. the manufacturer shall provide a market supervisory authority access to technical documentation, reservoir type tests and additions to documents 10 years after the reservoir construction.
 
4.5. copy check Reservoir

90. The notified body shall check the bulb make sure and confirm (certified), the reservoir meets the requirements of this regulation.
91. in order to make a copy of the check, the reservoir manufacturer chooses the notified institution and submit it: 91.1. application on reservoir unit test. The application indicates the address of the manufacturer, the name and surname or business name;
91.2. information about reservoir installation location (address) that can perform the checks referred to in this subchapter;
91.3. written notification that such an application has not been lodged with any other notified body;
91.4. This provision 37. documentation referred to in point.
92. In order to assess the conformity of the reservoir requirements of these provisions, the notified body shall check the reservoir design and construction as well as manufacturing standards applicable during certain tests or equivalent tests: 57.2. assessed and technical documentation relating to the design and the manufacturing procedures. In particular, check: 92.1.1. or not used for material that does not meet the requirements of these provisions, as well as material provided by the manufacturer of the material;
92.1.2. part of the reservoir connection procedures;
92.1.3. qualifications of the staff who made this rule and 22.1 22.0. referred to;
92.2. final assessment carried out in accordance with the provisions of paragraph 36;
92.3. highlights the reservoir or reservoirs of labelling, provides specifying the identification number of the notified body.
93. If the reservoir meets the requirements of these provisions, the notified body shall issue the reservoir manufacturer copies of the certificate of conformity of the reservoir.
94. The notified body's certificates of conformity of the reservoir indicates the address of the manufacturer, the name and surname or business name, and certified checks for identification of reservoir data.
95. The notified body's certificates of conformity of reservoirs shall be accompanied by a list of the relevant parts of the technical documentation. One copy of the technical documentation is kept in the notified body.
96. If the notified body shall take a decision not to issue the copy of the certificate of conformity of the reservoir, the reservoir manufacturer issued a reasoned refusal. The notified body may challenge the decision of the Ministry of Economy of the administrative procedure law.
97. The notified body shall inform the other notified bodies on reservoirs, which it has decided not to issue the copy of the certificate of conformity to the reservoir.
98. the manufacturer shall ensure that the market surveillance authority have access to technical documentation, copies of the document checks the reservoir and the addition of 10 years after the reservoir construction.
 
4.6. requirements of a construction inspection on construction sites for 99. izbūvējam reservoirs construction expertise is required. Construction inspection carried out by the notified body or a certified būvekspert. This chapter provides the requirements of construction expertise of additional Cabinet 1 April 1997 Regulations No. 112 "General provisions" (General provisions) and other laws and regulations governing the construction requirements.
100. before the construction site of the izbūvējam reservoir construction plan submission for acceptance in accordance with the General provisions of the notified bodies in the designer or certified būvekspert submitted: 100.1. the application for construction expertise. The application indicates the designer's name or firm and address (if the application is lodged by the authorised representative, also its first name, last name or business name and address);
100.2. written declaration that the application has not been lodged with any other notified body (if the construction expertise make the notified body);
100.3. the reservoir construction.
101. The notified body, or certified checks: 101.1. būvekspert construction documentation, identifies the elements, designed according to the applicable standards and et seq, and items that do not meet those standards, and to evaluate the projects specified in 101.1.1.: or materials and materials comply with the laws and regulations on construction products conformity assessment procedures regulated sphere and the applicable standards;
101.1.2. part of the reservoir some physical and chemical properties of the substance and the suitability of the storage for the foreseeable conditions of use;
101.1.3. connecting the individual components of the reservoir methods and procedures;
101.2. or the designer is taking the appropriate calculations and tests and the selected solution meets the requirements laid down in these rules, especially if not used in the standards applicable to specific solutions;
101.3. or designer has been using the applicable standards, if their use is construction documentation.
102. If the reservoir construction conforms to the General būvnoteikumo, the būvnormatīvo and the requirements laid down in these rules, the notified body or the certified būvekspert certifies the conformity of the construction plan, highlighting each building project with a certified institution or būvekspert identification symbol, as well as issue a positive opinion on the reservoir construction.
103. If the notified body or the certified opinion of the būvekspert construction is negative, the designer must provide written reasons for the negative opinion. The notified body may challenge the decision of the Ministry of Economy of the administrative procedure law.
104. Of all the changes made to the reservoir project, which has been issued a positive opinion, the designer shall inform the notified body or a certified būvekspert. If the change affects the compliance of these rules the reservoir, the designer needs extra affirmation.
 
4.7. the reservoir izbūvējam on the construction of the monitoring and evaluation of conformity 105. Construction sites izbūvējam reservoir construction supervision is required and is to be made according to the regulations on building requirements and in accordance with the requirements of this section papildprasīb. Notified body or certified būvuzraug has joined the reservoir or of personal responsibility.
106. prior to the commencement of the construction of the reservoir the contractor shall establish a works project under et seq. The project includes: 106.1. the reservoir works description. The description indicates the work procedures, personnel requirements and reservoir construction equipment to be used;
106.2. environmental and labour protection instructions;
106.3. work plan for all stages of the construction works of the reservoir.
107. a certified check that: būvuzraug 107.1. work out būvnormatīvo of project complies with these rules and requirements;
over 107.2. reservoir construction respects the būvnormatīvo, these rules and other regulations, as well as the applicable standards. In particular, check: 107.2.1. materials used and materials in compliance with the requirements laid down in these rules, as well as material provided by the manufacturer of the material evidence of compliance;
107.2.2. connecting the separate elements of the reservoir;
107.2.3. qualifications of employees who perform this provision and 22.1 22.0. referred to;
107.3. liquid reservoir testing is carried out according to the requirements set out in the construction;
107.4. reservoir equipment and safety devices comply with these rules and requirements set out in the construction plan.
108. If the reservoir is involved in the assessment of the notified body, so make sure that the tank complies with these rules and requirements set out in the construction plan, and shall issue a certificate of conformity of the reservoir. The certificate shall state: 108.1. reservoir, a subscriber's name and address;
108.2. Manager and the construction of the reservoir its address;
108.3 building contractor address, name and surname or business name;
108.4. projects identification data;
108.5. reservoir General description and construction data;
108.6. applicable standards used in the construction of the reservoir;
construction of inspection bodies 108.7. name and address;
108.8. date of issue of the certificate, the vendor's name and address.
109. The notified body accompanied by the certificate of conformity of all the news about the construction and the checks carried out during the tests.
110. If the reservoir does not comply with these regulations or the requirements set out in the construction plan, the notified body shall issue a reasoned refusal and indicate the measures taken to ensure conformity of the reservoir. The notified body may challenge the decision of the Ministry of Economy of the administrative procedure law.
 
5. Declaration of conformity Reservoir 111. Reservoir manufacturer or contractor provides and certifies compliance with this provision the bulb requirements and draw up a declaration of conformity. The declaration specifies the following: 111.1. reservoir manufacturer or contractor's address, first and last name or company;
111.2. General description of the reservoir;
111.3. the conformity assessment procedures;

111.4. reference to the reservoir of the type-examination certificate, the certificate of compliance of the project reservoir, reservoir or reservoirs of the certificate of conformity certificate copies (according to the conformity assessment procedure), as well as its reported the name and address of the institution which has issued the relevant certificate;
111.5. reference to applicable standards, if used;
111.6. reference to other standards and specifications, if applicable;
manufacturer's or contractor's 111.7., or of the person empowered to sign on behalf of the manufacturer or constructor declaration drawn up, signature, transcript and the Declaration of the date and place of issue.
112. the manufacturer or contractor draws up the rules referred to in paragraph 37 of the technical documentation, as well as ensure that the market surveillance authority would be available in the technical documentation and Declaration of conformity for a period of 10 years after the last production of this reservoir. If the reservoir is not a manufacturer in Latvia, the obligation to keep the technical documentation and Declaration of conformity is the person who offers the reservoir on the market.
 
6. the reservoir built on acceptance into the construction site of a reservoir built 113. taken into service under the legislation on adoption into the structure. The customer shall submit to the Commission the adoption of the opinions provided by the following institutions: the Ministry of the Interior of 113.1. National Fire and rescue service;
113.2. public health agency;
113.3. National Environment services of the regional environmental Board, if the construction of the reservoir, issued the technical provisions;
113.4. national cultural monument protection Inspectorate, if the building is located in the cultural monument protection zone.
114. If the reservoir does not comply with these regulations or the requirements set out in the projects, the Commission shall issue the customer with details of the decision of refusal reasons and specify the measures to be implemented to achieve compliance with the reservoir. The Commission's decision may be challenged in the Ministry of the economy of the administrative procedure law.
115. the use of the Reservoir may be initiated by the State of registration of the labour inspection and acceptance into service.
 
7. Closing questions 116. Be declared unenforceable in a Cabinet of 14 august 2001, Regulation No 372 "regulations on flammable, explosive and hazardous substance storage reservoir design, installation, conformity assessment and market surveillance" (Latvian journal, 2001, 119 no).
117. The Latvian National Accreditation Bureau notified authorities issued proof of competence issued pursuant to the Cabinet of Ministers of 14 august 2001 Regulation No. 372 of the "regulations on flammable, explosive and hazardous substance storage reservoir design, installation, conformity assessment and market surveillance", are valid until their expiration date.
