Cabinet of Ministers Regulations No. 362 in Riga, 2 May 2006 (pr. No 25 32 §) rules on sewage sludge and compost use, monitoring and control, Issued in accordance with the law "on pollution" in article 11, the second paragraph of paragraph 11 i. General questions 1. determines the sewage sludge and compost use, monitoring and control. 2. Sewage sludge are colloidal sediment resulting from the processing of municipal, communal and industrial waste water treatment plants, as well as the sludge from septic tanks and other similar installations, waste water treatment. 3. 4.2. raw sludge: sludge which have not undergone one of these rule 4.1 referred treatments. II. Sewage sludge and compost quality determination 5. Sewage sludge and compost manufacturer: 12.1. record quality certificate for each series in a special log (annex 5);
12.2. sewage sludge and compost quality testing report and quality certificate to the originals, as well as log shall be kept for not less than 10 years. 13. Sewage sludge and compost breakdown classes defined in annex 6 of these rules. Fifth grade sewage sludge is considered hazardous waste. All transactions with the fifth grade sewage sludge is carried out in accordance with the laws and regulations on waste management. 14. 15.6. floodable zones;

Sewage sludge or compost is placed in intermediate storage and compost prepared specifically for this purpose and furnished in a stationary location to prevent sewage sludge and compost, as well as filter the water into the soil, surface water and ground water. Heavy metals, ammonia nitrogen and total phosphorus annual emission limit is the maximum mass of the substance that may be incorporated into the annual average in one hectare of soil by sewage sludge or compost. If the agricultural areas are located in specially protected natural areas, sewage sludge and compost use in line with the regional environmental governance. 41. Sewage sludge and compost must not be used: 25.5. vegetable and Berry production areas covered;
41.2. potato, vegetables and Berry growing in an open field, which is less than 0.10 ha;
41.3. about virsmēslojum and line of fertilizer during the growing food and feed crops;
25.7. virsmēslojum use of pasture for the year, unless renewed, soil pārar like verdure, and sewage sludge and compost soil. 42. The period between sewage sludge and compost into the soil and agricultural crops harvesting must not be less than: 42.1.10 months, in an open field cultivation of fruit and berries, as well as a root crop, potatoes and vegetables that is in direct contact with the soil;

V. sewage sludge and compost use in forestry 44. Soil improvers and fertilizers in forestry used only for processed sewage sludge and compost. 45. Each sewage sludge and compost quality article series order for the dry matter content and mass concentration of heavy metals according to annex 2 of these rules. 46. Forestry in the use of treated sewage sludge and compost, which in the dry mass of the heavy metal concentrations do not exceed the provisions mentioned in the annex 9 of the concentration limits. 47. The plantation forests allowed in treated sludge and compost, but the least fertile, sandy soils of the forests and degraded forest burning for afforestation only compost. 48. using sewage sludge or compost in forestry: 29.9. sewage sludge and compost worked into the soil;
48.2. not allowed the use of sewage sludge virsmēslošan. 49. 51.2. cartographic material (scale of 1:10,000 or 1:5000) with highlighted areas where you intend to embed sewage sludge or compost. 52. Where the area to fertilize with sewage sludge or compost, located in specially protected natural territories, in respect of the provisions referred to in paragraph 40. 53. The acknowledgement shall state: 53.1. sewage sludge or compost use;
53.2. sewage sludge or compost;
53.3. into the area;
53.4. maximum permissible into solids and natural moist sewage sludge or compost. 54. Sewage sludge or compost manufacturer prior to sewage sludge or compost incorporation shall incorporate the maximum permissible naturally moist sewage sludge and compost, a dose calculation and notify the user of this fertilizer. 55. Every certificate manufacturer or sewage sludge compost manufacturer number and recorded in a specific journal, which is maintained and stored in accordance with the provisions of paragraph 36. Vi. If sewage sludge or compost used for landscaping of the territory: 58.1. with sewage sludge compost in soil or incorporated heavy metal year emission limit values referred to in this provision in annex 10 may be increased up to 50%;

58.2. one time with sewage sludge or compost in the soil may incorporate only the heavy metal mass not exceeding seven years of emission limit values. 59. Sewage sludge used for greening the territory incorporated into the soil within 24 hours of spreading. 60. If the sewage sludge or compost producer and user of this fertilizer agree on sewage sludge or compost use for landscaping, they presented a written declaration, based on the following documents: 60.1. sewage sludge or compost quality certificate copy series;

61.2. into the area;

VII. The acknowledgement shall state: 73.1. sewage sludge or compost;

IX. Sewage sludge and compost use environmental monitoring 79. 51.7. for processed and unprocessed sewage sludge dry mass at the end of the year, as well as the treatment of sewage sludge;
83.3. for the reporting year produced in the fifth grade of the dry mass of sewage sludge;
83.4. in previous years, but not produced or used in the drainage water disposed sludge mass use or disposal in the reporting year, as well as their balance at the end of the year. 84. regional environmental management prepares this rule 83, paragraph a summary of the data and submit the Latvian environment, geology and Meteorology Agency in the collection of information. XI. Monitoring and control 85. Sewage sludge and compost, use, storage, disposal and monitoring, supervision and control of compliance with environmental protection requirements in the field of environmental public service.
