No. 32) order in which the European Commission submitted electronically in support of programs and projects of individual aid applications and grant and revoke the aid application electronic systems use rights Issued under Cabinet installations article 14 of the law, first paragraph, point 3 i. General questions 1. determines the order in which the European Commission submitted electronically in support of programs and projects of individual aid applications and grant and revoke the aid application electronic systems use rights.
2. The rules apply when designing support programmes and individual aid projects, as well as amendments to existing aid schemes and individual aid projects in the European Commission in accordance with the Council of 22 March 1999, Regulation (EC) no 659/1999 laying down detailed rules for the European Community to the agreement for the application of article 93, article 2.
3. State aid program and individual aid project application submitted electronically in the European Commission, through the European Commission's aid application under the electronic system for the State Aids Notification interactive (https://webgate.cec.eu.int/competition/sani) (hereinafter referred to as the system (apes)).
 
II. System (apes) user categories and their actions to ensure that the system is 4 (AP) operations and support program and the individual aid projects in the electronic submission to the European Commission are in six user categories: 4.1 the local system administrator (Local System Administrator);
4.2. the original drafts (Restricted User);
4.3. the preparer (User);
4.4. the signer (Signatory);
4.5. the approval of the application (Validator);
4.6 the user with only read rights (Read-Only User).
5. the local system administrator is the Ministry of finance or the Ministry of agriculture information system specialist. Local system administrator monitor the system (apes) user rights assignment and cancellation of the original establishments, establishments, the signatories and users with only read rights.
6. the initial drafts are subordinated to the Ministry, the authorities an official (employee), municipalities and local authorities, which, according to staff positions (job) responsibilities in the development aid scheme or individual aid project. Application of the original drafts prepared support programmes or individual aid project application and clarifies it, but does not complete the application project development. Application development of the project can be completed or application preparer signer.
7. the establishment of the Ministry, they are subordinated to the authority of an official (employee), municipalities and local authorities, which, according to staff positions (job) responsibilities in the development aid scheme or individual aid project. Draftsman prepare application support programs or individual aid projects, specify it in the application, as well as a complete application development. After the support programmes or individual aid application completion of preparation of the drafts of the application indicates the relevant ministries, departments or local authorities of the person who will sign the application.
8. the signatory is subordinated to the Ministry, the authorities an official (employee), municipalities and local authorities, which, according to staff positions (job) responsibilities in the development aid scheme or individual aid projects, specify it and completes the application development, as well as the name of the institution to electronically sign the support programs or individual aid project application. When you are finished, the signer of the application specified in the application approval.
9. the approval of the application is the Ministry of finance or the Ministry of agriculture posted Attaché at the permanent representation of Latvia in the European Union. Attaché of Latvia approved aid scheme or individual aid applications for submission to the European Commission. Approver approves the application only supports programs or individual aid project application, in which he is shown as an approver.
10. A user with only read rights are the Ministry of finance or the Ministry of agriculture official (employee) who, in accordance with the duties performed (work) the planned aid schemes and individual aid project preliminary examination prior to the approval of the application for submission to the European Commission.
 
III. Support programmes and individual aid project in electronic submission of applications to the European Commission by the Ministry, its 11 departments, municipalities and local authority is responsible for the support programmes or individual aid project application preparation, if the planned financial assistance from the State, municipalities or European Union funds under business support Control Act article 5 should be regarded as aid.
12. If the Ministry, its departments, municipalities and local authority support programme or the individual aid project application preparation provides all system (apes) users, they make these rules under the competency of the 6, 7, 8 and 9 above, subject to the following order: 12.1. initial drafts;
12.2. the drafts;
12.3. the signatory;
12.4. the approval of the application.
13. the Ministry, its departments, municipal and local authority support programme or the individual aid project application process may not invoke these provisions 12.1 and 12.2 of the person referred to.
14. any system (AP) after the user informs the next user that has rights to continue operating system (apes).
15. the Only system (CA) the specified application signer and approver of the application from the system (apes) will receive electronic notification of aid schemes or individual aid project application preparation and signing of the application.
16. the subordination of the Ministry, authority, municipality or local authority, if necessary, arrangements shall be made which determines the system in more detail (AP) users ' rights and obligations under the relevant ministries, its subordinated institutions, municipalities or municipal authority.
17. System (apes) are filled in by the Commission on 21 April 2004, Regulation (EC) no 794/2004 of part I of the annex to the "General information", part II, "summary information for publication in the official journal of the European Union and in accordance with the selected support objective (iii)" additional information "page. General information related to the application (annex) system (apes) are added to a separate file.
18. If the Ministry, its Benchers authority, municipality or local authority does not want to be linked to the application of the information becomes available to all system (apes) users, the application with additional information related to the Ministry of finance or the Department of Agriculture transferred electronically. The Ministry after receiving a registration number with the Latvian mission to the European Union sent the information through the European Commission, through the European Commission secure e-mail system.
19. The Ministry, its Benchers authority, municipality or local authority prepared support programmes or individual aid project application before it sends the digital signature in paper form to the Ministry of finance or the Ministry of Agriculture for initial evaluation.
20. the Ministry of Agriculture made the aid scheme or individual aid project preliminary examination of the application of the Treaty establishing the European Community listed in annex 1 of the agricultural products, as well as fishery and forestry products, but to support the Ministry of finance — other commercial activities to support the sector.
21. the support or the support of the electronic signature application for Ministry, its Benchers authority, municipality or municipal authority shall inform in writing the Ministry of finance or the Ministry of agriculture and state that the approver.
22. The Ministry of finance or the Ministry of agriculture shall inform the approval, whether the aid programs or individual aid project application is a submission for approval by the European Commission in its approval or decline the application failures.
23. the approval by the support programmes or individual aid project application approval sent to the Ministry of finance or the Ministry of Agriculture from the Competition Directorate of the European Commission's State aid register (COMP State Aid Greffe) received the file number of the application, as well as information on the planned application.
 
IV. System (apes) the granting of rights of use and cancellation

24. The system (apes) the usage rights granted for the Ministry, its subordinated authorities to an official (employee), municipalities and local authorities employee you need them working (post) duty. To assign to an official (employee) system (apes) usage rights, the relevant departments of the Ministry, its authority, municipalities and local authority shall submit to the Ministry of finance or the Ministry of Agriculture application (annex).
25. the Ministry, its Benchers authority, municipality and local authorities in the application of the system (apes) to indicate the award category of the users of the system. One system (apes) be granted only one system user category. In exceptional cases a single system (apes) the user can be assigned multiple categories at the same time, taking into account its subordinated to ministries, authorities, municipalities and local authorities.
26. the application of the system (apes) the granting of rights of use indicates, for a given system, user system required usage rights: one year or without time limit.
27. The Ministry of agriculture in a local system administrator to assign and revoke the system (AP) use rights Ministry of agriculture official (employee) who, in accordance with the (work) duties in the development aid scheme or individual aid project of the Treaty establishing the European Community listed in annex 1 of the agricultural products, as well as fishery and forestry products to support. Ministry of agriculture official (employee) system (apes) usage rights is used in finding aid programs and project application of aid other commercial activities to support the sector. In other cases, the system (apes) awarded and annulled the Finance Ministry in the local system administrator.
28. The Ministry of finance or the Ministry of agriculture in a local system administrator within five working days after receipt of the application to register the user in the system (apes). (AP) the user of the system to the application specified in the electronic mail address receives the username and initial password, which is used for the first time when starting the system (apes).
29. The system (apes) usage rights cancelled in accordance with the Ministry, its subordinated bodies and local authorities where the application occurs in any of the following conditions: 29.1. termination the user with the system (apes) use the related posts (work);
29.2. the user with your actions or omissions made a possibility of unauthorized person to use the system (APIs) data;
29.3. the user perform actions that weaken the system (AP) security.
30. The Ministry, its departments and the local authorities, 29 of these rules in the cases referred to in paragraph one of the workday shall be submitted to the Ministry of finance or the Ministry of Agriculture about the application (AP) use rights.
31. the local system administrator override system (AP) use rights without due receipt of the application if the system (apes) usage rights are granted for one year and Government and local authority has not submitted the application on the system (AP) use rights extension.
 
V. closing question 32. Regulations shall enter into force by 1 July 2006.
