Cabinet of Ministers Regulations No. 529 in Riga, 27 June 2006 (pr. No 34 42) veterinary requirements for trade in semen of bulls of European Union Member States and import from third countries Issued in accordance with article 25 of the law of veterinary medicine of i. General questions 1. establishes the health requirements for trade in semen of bulls in the Member States of the European Union (hereinafter referred to as Member States), and for imports from countries which are not Member States of the European Union (hereinafter third countries).
2. The terms used in the following terms: 2.1 preparation Centre – the competent veterinary authorities have recognised and supervised establishment which prepared (collected, processed and stored in the) bull semen for artificial insemination, and located in the territory of a Member State or third country;
2.2. the storage centre, recognised competent veterinary authorities and the monitoring company, which stored bull semen for artificial insemination, and located in the territory of a Member State or third country.

7. the service is recorded in the territory of Latvia preparation centres and storage centers. 9. bull semen imported from another Member State or in Latvia exported to another Member State, the semen shipment (one in the veterinary health certificate for semen of specified quantity) adds a veterinary health certificate. Veterinary health certificate shall be drawn up in accordance with Annex 1 of these rules.
10. Veterinary health certificate (original) together with the load of semen is sent to the destination. The certificate meets the following requirements: 10.1 it is approved and issued by the national collection of official veterinarian (official veterinarian inspector or a veterinarian, of the service or other competent national Veterinary Authority official) according to the legislation on procedures for the issue of animal and animal products veterinary health certificate;
10.2. you fill in at least one of the collection's official languages and in one of the official languages of the country of destination;
10.3. it is the one single document;
10.4. it is for a single consignee.
11. On the destination of semen shall communicate with the help of an integrated computerised system (trace), which connects the competent veterinary authorities.
12. in the service trade in semen of Bulls of the applied control and surveillance measures, in accordance with the laws and regulations on the control and monitoring procedures of the trade in animals, semen, ova and embryos with the Member States and third countries.
13. If there are consumer complaints or suspected semen suspected of being infected or contaminated by pathogenic organisms, in addition to these terms of service referred to in paragraph 12, of the measures taken the veterinary control measures (ie to see but the storage of semen in quarantine), provided that this does not affect the ability of semen to live.
14. If service bans the use in trade of semen, and sperm loads at the request of the consignor or his representative the semen shipment authorization to send back to its sender, subject to animal health requirements laid down in the law on combating infectious diseases of animals.
15. If the country of collection of the semen within 30 days do not give permission to send a shipment of semen back, service shall decide on the destruction of this semen load. Service of the decision shall inform the consignor of the semen or his representative. 
III. Requirements for imports of semen from third countries 16. Bull semen imported into Latvia: 16.1. from those third countries or parts thereof from which the European Commission has authorised the importation of semen of bulls of the European Union. The third countries from which the European Commission has authorised the importation of semen of domestic animals of the European Union, referred to in annex 2 of these regulations;
16.2. of those third-country preparation or storage centres, of which the European Commission has authorized the importation of semen of bulls of the European Union.
17. in Latvia from a third country or parts thereof authorised to import bull semen if it is filled in by a veterinary health certificate. Veterinary health certificate (original) sends the goods together with the semen. The veterinary health certificate meets the following requirements: 17.1. This is confirmed by the collection of the semen in the official veterinarian of the country according to laws and regulations on the procedures issued by the animals and products of animal origin veterinary health certificate;
17.2. the filled in at least in one of the official languages of the country of destination and in one of the official languages of the Member State where the semen load control;
17.3. it is one single document;
17.4. This is intended for one consignee.
18. bull semen imported goods from a third country in the service of Latvia apply control and surveillance measures, in accordance with the legislation on veterinary control arrangements for the importation of animal products from third countries.
IV. Preparation Centre 19. Preparatory Center meets the following recognition requirements: 19.1.  monitoring shall be carried out in the Centre, the veterinary doctor, who is responsible for the preparation and storage of the Center or center of the compliance with the requirements of this Regulation (hereinafter referred to as the center of the rin ārārst vets) and service authorized for permanent veterinary supervision;
19.2. the Center is: 19.2.1. Bull storage and a separate room for isolation;
19.2.2. collection room and a separate room for the cleaning and disinfecting (sterilisation);
19.2.3. a semen processing room;
19.2.4. semen storage room.
20. the preparation of the premises comply with the following requirements: 20.1. the rooms are insulated to prevent the animals kept in the Centre to come into contact with animals outside the Centre;
20.2. the bull storage and collection, processing and storage facilities are easy to clean and disinfect;
20.3. the rooms stay in bulls, is separated from the semen processing room and semen storage room;
20.4. the semen processing room is separated from the semen storage room;
20.5. isolation for direct contact with the other rooms, which keeps the animal.
21. Preparation complies with the requirements for such monitoring: 21.1. bulls, staying in the Centre for use for production of semen;
21.2. the Center hosts other animals where: 21.2.1. it is necessary in preparation for the operation of the Centre;
21.2.2. they do not pose a risk of infection to cattle, which produce semen;
21.2.3. keeping in compliance with the instructions of the Centre veterinarian;
21.3. the database has been created (on paper or electronically), indicating for each animal of the Centre the following information available: 21.3.1. breed, date of birth and identification number;
21.3.2. perform diagnostic examinations, the results of the vaccination, disease diagnosis and treatment;
21.3.3. date of collection of the semen;
21.3.4. information about the storage of semen (if prepared frozen sperm);
21.4. unauthorised access into the Centre of preparation of the collection, preparation, storage and animal housing on the premises has been prohibited. Visitors who stay in the center of the preparation is allowed to execute the instructions of the Centre veterinarian;
21.5. the Centre employs personnel who carry out the disinfection procedures and hygiene measures to prevent the spread of communicable diseases;
21.6. semen collected, processed and stored, provided that it does not come into contact with any other semen.

22. the preparation Center: 22.1.  present in the area, around which the 10 kilometre radius not less than 30 days prior to collection of the semen has been free of foot-and-mouth disease;
22.2. is free from foot-and-mouth disease, not less than three months prior to collection of the semen and 30 days after collection of the semen or, if sent to the fresh semen, until the date of dispatch;
22.3.30 days prior to collection of the semen and 30 days after collection of the semen or, if sent to the fresh semen, until the date of dispatch is free of bovine diseases which are compulsorily notifiable in accordance with laws and regulations concerning veterinary requirements for bovine and porcine.
23. the official veterinarian verifies the training center at least twice a year and assess the activities of the Centre of preparation of compliance with requirements of this regulation. When carrying out checks, the official veterinary doctor observe personal hygiene to prevent the spread of infectious diseases.
V. requirements for the preparation of the semen 24. Sperm collected, processed and stored in a staging Centre for this purpose only in rooms that comply with the hygiene measures to prevent the spread of infectious diseases.
25. The semen that is the center of the preparation can be processed and prepared, if such semen: 25.1. derived from the bulls who made that rule 44, paragraph diagnostic examinations;
25.2. the semen processing is carried out with specific instruments and tools after use clean and sterilized. Semen processing occurs simultaneously with the preparation of the semen intended for trade;
25.3. the semen is not used in trade, it does not come into contact with the semen intended for trade and not stored along with it;
25.4. the semen shall be marked differently from the market of the Member States in the semen. The label says that the semen is not intended for trading.
26. Instruments that collection and processing comes into contact with the semen or the donor animal, they disinfected before use (sterilize) or use the tools once used.
27. the products of animal origin (including additives or a diluent), used in the processing of semen without risk to their health or their processing does not create such a risk.
28. Semen storage and transport containers before filling with cryogenic disinfected (sterilize) or use the containers to be applied once.
29. Using a cryogenic previously not used for other products of animal origin.
30. each of semen is marked. The label says: 30.1. date of collection of the semen;
30.2. the donor animal breed and identification number;
30.3. the approval number of the Centre.
31. the service shall notify the European Commission and the other Member States on the labelling of the semen market that meets this provision in paragraph 30.
32. If the preparation in the center of the semen is stored, the storage facilities comply with this provision the requirements contained in chapter VI. 
Vi. Storage Centre 33. Storage Center meets the following requirements for recognition: 33.1. monitoring shall be carried out in the Centre, the Centre veterinarian who is responsible for keeping the Centre's compliance with the requirements of these provisions and which service authorized for permanent veterinary supervision;
33.2. semen storage room is easy to clean and disinfect;
33.3. the rooms are insulated to prevent animals to get into the Centre.
34. Storage Center meets the following requirements: 34.1. monitoring established a data base (paper or electronic) of the storage centre and from imported semen and semen exported from the State of health of the donor of the semen. The semen of the donor animal health status complies with the requirements of these regulations;
21.3. the official veterinarian at least twice a year, check the storage centre in compliance with the requirements of this regulation. When carrying out an inspection, the official veterinarian observe personal hygiene to prevent the spread of infectious diseases;
21.3. unauthorised penetration of sperm storage rooms is prohibited. Visitors who stay in storage is allowed, executing the instructions of the Centre veterinarian;
21.4. the Centre employs personnel conducting procedures of infection and dez hygiene measures to prevent the spread of communicable diseases;
34.5. storage in centre of semen preparation centres according to the requirements of this regulation and that has not been in contact with any other semen;
21.5. semen storage centre are imported, transported from preparation or storage Center. During transport the semen does not come into contact with any other semen. Vehicle comply with the hygiene measures to prevent the spread of infectious diseases threats and would not affect the viability of the semen.
VII. Requirements for the storage of semen semen stored 35. premises which are intended solely for this purpose. Storage rooms comply with the hygiene requirements to prevent the spread of infectious diseases.
36. the service allows to store deep-frozen semen of domestic animals of the embryo storage rooms, if this space comply with the legislation on veterinary requirements of the bovine, porcine, ovine, caprine and equine species, ova and embryos and stallions, teķ and goat semen for marketing in the EU Member States and import from third countries.
37. Instruments that come into contact with the semen, disinfected before use (sterilize) or use the tools once used.
38. Semen storage and transport containers before filling with cryogenic disinfected (sterilize) or use the containers to be applied once.
39. Using a cryogenic previously not used for other products of animal origin.
40. each quantity of semen is marked according to the provisions in paragraph 30. 
VIII. in the quarantine accommodation and the bulls entering the center of preparation prior to entering the preparatory 41. Center on the premises of the bulls, not less than 28 days stay in the quarantine accommodation. Quarantine storage shall meet the following requirements: 25.5. it controls the official veterinary surgeon;
41.2. monitored the Centre veterinarian authorised by the service to take the post of the vīg veterinary supervision;
41.3. it is insulated to prevent the quarantine shed for animals kept contact with animals outside the quarantine accommodation;
25.7. animal host is easy to clean and disinfect;
25.8. the database has been created (on paper or electronically), in which each animal kept in the quarantine accommodation is available for the following information: 41.5.1. herd of origin;
41.5.2. birth date, variety, identification number;
41.5.3. quarantine period diagnostic tests and their results;
25.8. the personnel shall respect the personal hygiene and disinfection procedures to prevent the spread of infectious diseases;
25.9. prohibited the entry of unauthorised persons;
41.8. it can be hoofed, health status is no worse than the bulls, which are to be imported into the Centre;
41.9. is situated, around which within a radius of 10 kilometers in the last 30 days has been free of foot-and-mouth disease;
41.10. the last three months have been free from foot-and-mouth disease and brucellosis;
41.11. it during the last 30 days are free of mad cow disease, which are compulsory under the laws and regulations concerning veterinary requirements for bovine and porcine.
42. Prior to entering the quarantine accommodation: 42.1. the bulls staying in the flock that is free of tuberculosis and brucellosis free according to the regulations on the procedures taken to infectious disease prevention and control, with which both animal and sick people;
26.2. bulls has not kept the herd where bovine health situation does not match this rule 42.1. the requirements referred to in subparagraph;
26.3. the health status of the bull meets one of the following conditions: 42.3.1. the bulls from a herd free of enzootic bovine leukosis according to laws and regulations for enzootic bovine leucosis procedure of prevention and eradication;
42.3.2. bulls are born to mothers that bulls laboratory studies is not found in the enzootic bovine leucosis. Tests for enzootic bovine leukosis carried the bulls to mothers, using one of the following methods: 42.3.2.1. immune reaction of agar gel diffusion;
42.3.2.2. method of agar standardization;
42.3.2.3. serum (virus) neutralization reaction or imūnfermentatīv (ELISA) in the analysis.
43. If the bull is obtained in the process of embryo transplantation on Bull's mother considered transplanted embryo recipient (recipient). If this rule 42.2. the conditions referred to in paragraph cannot be complied with, the bull semen may be traded when the bull reached two years of age, has made this provision referred to 38.7. studies and the results are negative.
44. the bulls 28 days before the period of quarantine for diagnostic investigation estimates of such diseases: bovine tuberculosis-44.1. intrakutān the tuberculin tests carried out;
44.2. bovine brucellosis, carried out one of the following serological studies: complement fixation test, Elisa analysis, rose-Bengāl reaction or agglutination;
27.5. enzootic bovine leukosis, carried out one of the following serological studies: Elisa analysis or immune reaction of agar gel diffusion;

27.6. enzootic bovine rhinotracheitis/Pustular vulvovaginitis-made blood look ga serological examination;
27.7. bovine viral diarrhoea in: 44.5.1. used virus isolation or virus Antigen analysis;
44.5.2. the serological examination to determine the presence of antibodies.
45. This provision shall be authorized by 44 to carry out the study referred to the bulls, who, prior to entering the preparatory Centre's premises is already introduced into the quarantine accommodation, if the study results are known before the 28-day quarantine period.
46. If any of these provisions referred to in paragraph 44 of the study result is positive (except bovine viral diarrhoea of antibody examination results), the bull immediately leave the quarantine shed. If the quarantine accommodation is kept the Bulls team, the rest of the bulls this group quarantine period (not less than 28 days) cannot begin until you have isolated the bull, which found positive results.
47. The quarantine period lasts not less than 28 days: 29.3. after seven days in quarantine bulls investigates to determine the Campylobacter feta in subsp. venereal and Trichomonas foetus;
47.2. after 21 days spent in quarantine bulls investigates the following diseases: bovine brucellosis, enzootic bovine rhinotracheitis/Pustular vulvovaginitis and bovine viral diarrhoea in.
48. in order to determine whether the bull is infected by bovine brucellosis, in accordance with the provisions of section 47.2. then perform one of the following serological studies: 29.9. complement fixation reaction;
48.2. Elisa analysis;
48.3. Rose-Bengāl reaction;
30.1. the agglutination reaction.
49. in order to determine whether the bull is infected with infectious bovine rhinotracheitis/Pustular vulvovaginitis, shall under this rule 47.2. section then take a blood sample, a serological investigation.
50. If any of these provisions 48 and 49 above study result is positive, the bull immediately leave the quarantine shed. If the quarantine accommodation is kept the Bulls team, the rest of the bulls this group 21 days after that bull leaving the quarantine facility investigates. Bulls from the quarantine facilities at the premises of the Centre of preparation of entering, if test results are negative.
51. in order to determine whether the bull is infected with bovine viral diarrhoea, in accordance with the provisions of the following paragraph 29.3 studies: 51.1. virus isolation or virus Antigen, the method of analysis;
51.2. serological investigations to determine the presence of antibodies.
52. the premises of the semen authorise any bull that made blood serological studies of bovine viral diarrhoea, irrespective of whether the results are positive or negative, if no seroconversion (previously Bull negative serological blood sample finds the presence of specific antibody) other quarantine shed kept at the bulls, whose blood serological study of bovine viral diarrhoea before the determination of import quarantine facility are negative. If it happens, all the bulls seroconversion, the blood sample which serological studies of bovine viral diarrhoea determination is negative, the quarantined there until 21 days of the bull group no longer happens seroconversion. The bulls, whose blood serological studies of bovine viral diarrhoea is positive, allowed into the premises of the semen, bovine viral diarrhoea if the virus isolation or virus Antigen in the methods of analysis are negative.
53. Campylobacter feta in subsp. the venereal determinations under this rule 29.3. point bull take one of the following examinations: 53.1. If bulls are younger than six months, or since the age of six months before the period of quarantine there same-sex group investigates one of the artificial vagina nomazgājum sample or one of the nomazgājum sample prepūcij;
53.2. If bulls are six months old or older, and since the age of six months before the period of quarantine is confronted with the opposite sex in bovine animals, three times with an interval of seven days investigating artificial vagina nomazgājum prepūcij nomazgājum of the samples or samples.

56. 57. The Bulls into the Centre of preparation only with permission of the Centre veterinarian.
58. The Bulls into the Centre of preparation and removal from the register according to the laws and regulations on animal, herd and the registration of holdings and identification of animals.

61. the training centre of the bulls of Latvia transported to preparation Center in another Member State according to the laws and regulations concerning veterinary requirements for bovine and porcine. 
IX. The study carried out by the bulls in the preparatory Center 62. Bulls at intervals not exceeding 12 months investigating such diseases: bovine tuberculosis-62.1. intrakutān the tuberculin tests carried out;
62.2. bovine brucellosis, carried out one of the following serological studies: 62.2.1. complement fixation reaction;
62.2.2. Elisa analysis;
62.2.3. Rose-Bengāl reaction;
62.2.4. the agglutination reaction;
38.7. enzootic bovine leucosis-Elisa analysis carried out or immune reaction of agar gel diffusion;
38.8. enzootic bovine rhinotracheitis/Pustular vulvovaginitis, take blood samples for serological examination;
bovine viral diarrhoea 62.5.-serological studies for determining the presence of antibodies made only serologically negative bulls. If a negative serological studies of bulls become serologically positive, all of the ejaculate of the animal, which are derived from the date when the most recent serological examination with negative result, destroyed or investigating the presence of the virus. With a negative result;
38.9. Campylobacter feta in subsp. venereal-prepūcij nomazgājum of the investigated sample. Investigates only the bulls, from which the semen or faced with cattle, which produce semen. If the semen collection is suspended for a period longer than six months, the bulls not earlier than 30 days prior to semen collection resumed investigating;

If the semen collection is suspended for a period longer than six months, the bulls not earlier than 30 days prior to semen collection resumed investigating.
63. If any of these provisions referred to in paragraph 62 of the examinations is positive, the bull isolates. X. requirements for semen of bulls trade 64. Semen from Bulls: 64.1. which day of collection of the semen is clinically healthy;

64.2. which during the 12 months prior to collection of the semen have not been vaccinated against foot-and-mouth disease. If cattle have been vaccinated against foot-and-mouth disease during the 12 months prior to collection, in which case 5% (with a minimum-5 there) from each of the ievākum investigated by virus isolation method for detecting foot-and-mouth disease virus. 64.3. which 30 days prior to collection of the semen have not been vaccinated against foot-and-mouth disease;
64.4. not used for natural breeding (for natural mating during);
64.5. not less than 30 days prior to collection of the semen in the center of preparation there that matches this rule requirements contained in chapter IV.
65. in order to prevent the transmission of infectious disease threats, semen added antibiotics. The concentration of antibiotics the diluted semen contains the following: 65.1. not less than 500 µ g streptomycin per ml final dilution;
65.2. not less than 500 IU (international units) of penicillin per ml final dilution.
65.3. not less than 150 µ g lincomycin per ml final dilution.
65.4. not less than 300 µ g spectinomycin per ml final dilution.
66. the semen may add another combination of antibiotics with similar effect against kampilobaktērij, leptospirosis and mikoplazmoz.
67. After the addition of the antibiotics the diluted semen stored not less than 45 minutes at a temperature of not less than + 5 ° c.
68. the semen intended for marketing in the Member States: 68.1. stored frozen according to the requirements of this regulation a semen storage room not less than 30 days before dispatch. This requirement does not apply to fresh semen;
68.2. preparation Center or from the storage rooms of the Centre until delivery to the final destination of the semen is transported in numbered containers. The container sealed official veterinarian. 
XI. final question 69. Regulations shall enter into force by 30 June 2006. 
Informative reference to European Union directives, the regulations include provisions resulting from: 1) Council of 14 June 1988 Directive 88/407/EEC laying down the animal health requirements applicable in intra-Community trade in, and imports of, deep-frozen semen of domestic animals of the bovine species;
2) Council of 5 March 1990 directive 90/120/EEC, amending Directive 88/407/EEC laying down the animal health requirements applicable to intra-Community trade in and imports of deep-frozen semen of domestic animals of the bovine species;
3) Council 26 June 1990 directive 90/425/EEC concerning veterinary and zootechnical checks applicable in intra-Community trade in certain live animals and products with a view to the completion of the internal market;
