Cabinet of Ministers Regulations No 535 Riga, 27 June 2006 (pr. No. 34) agricultural or forestry tractors, their trailers and component conformity assessment Issued in accordance with the provisions of the Highway Traffic Act, the fourth subparagraph of article 15.1 i. General questions 1. terms used in the rules: 1.1. Ec type-approval procedure, certifying that the vehicles, systems, components or separate technical units type meets the requirements of this regulation;
1.2. "multi-stage EC type-approval procedure, certifying that the completed or not (depending on the State of) the vehicle type satisfies the requirements of this regulation;
1.3. the approval of single vehicles – a procedure with which certifies that a vehicle approved individually satisfies the national vehicle conformity assessment requirements;
1.4. vehicle means any incomplete, completed in one stage or the Nepabeigts tractor, trailer or interchangeable towed machinery for use in agriculture or forestry;
1.5. vehicle category: any set of vehicles which have identical design characteristics;
1.6. vehicle type-of a particular category of signs which are not significantly different from the provisions of annex 1 (A) characteristics referred to in chapter (here are also allowable variants and versions of a type of vehicle);
1.7. basic vehicle-any incomplete vehicle, the vehicle identification number of which is preserved from the process of multi-stage EC type-approval in subsequent stages;
1.8. the incomplete vehicle: any vehicle which still needs completion in at least one further stage in order to meet all the requirements of this regulation;
1.9. the complete vehicle – a vehicle that, upon completion of the process of multi-stage EC type-approval, at all stages of meeting the requirements of this regulation;
1.10. any motor-tractor, wheeled or tracked agricultural or forestry motor vehicle having at least two axles and a maximum design speed of not less than 6 km/h, the main function of the drawbar pull is and which is specially designed to tow, push, carry and operate the changeable equipment designed agricultural or forestry work, or to tow the trailer. It may be adjusted load carrying performance of agricultural or forestry work, and be equipped with passenger seats;
1.11. trailer: any towed device intended mainly agricultural or forestry goods and designed for towing by tractor. This category includes the trailer, which is part of the load to the towing vehicle. Any vehicle coupled to the tractor and equipped with fixed installations shall be assimilated to the trailer, where that vehicle is the technically permissible total mass to unladen mass ratio 3.0 or higher and if the vehicle is not designed to process materials;
1.12. interchangeable towed machinery: any trailer, used in agriculture or forestry which is designed to be towed by a tractor and changes or adds to the functional capabilities of the tractor. It may be with a cargo platform, designed and built to hold all mechanisms and devices necessary for those objectives, and temporarily store materials produced or needed work. Any vehicle intended to tow with a tractor and equipped with fixed installations or designed materials processing are considered interchangeable towed machinery if that vehicle is the technically permissible total mass to unladen mass ratio less than 3.0;
1.13. the system-related devices connected to perform special functions in the vehicle;
1.14. ingredient – a device, intended to be part of a vehicle, which may be type-approved independently of a vehicle;
1.15. "separate technical unit-a device, intended to be part of a vehicle, which may be type-approved separately but only in relation to one or more specified types of vehicles;
1.16. manufacturer: the natural or legal person that EC type-approval authority responsible for type-approval process all formalities and for the compliance of the product and that for his own use, designs, has designed its, manufactures or has manufactured a vehicle, system, component or separate technical unit. The placing on the market or put into service a vehicle, system, component or separate technical unit, the manufacturer is responsible for ensuring compliance with those rules. 1.17. commissioning – any vehicle the first use for its intended purpose in these provisions, before which the manufacturer requires no installation or adjustment. The date when the vehicle is registered or placed on the market for the first time shall be considered the date of entry into service;
1.18. the EC type-approval authority, the body responsible for all vehicle, system, component or separate technical unit type-approval formalities and issued or withdrawn EC type-approval, and of the measures taken by the manufacturer to ensure product conformity;
1.19. testing laboratory-a body which tests or inspections carried out the EC type-approval authority. This function may also be carried out by the EC type-approval authority itself;
1.20. the individual directives-directives listed in this provision in chapter B of annex 1;
1.21. information document-form specified in annex 2 to these regulations, which set out what information is provided by the applicant;
1.22. the information folder – the folder or document with data, drawings and photographs required as per annex 2 of this provision and that the applicant submitted to the testing laboratory or the EC type-approval authority;
1.23. information package – the information folder plus any test reports or other documents requested in the separate directives that, in carrying out its tasks, added to the information folder in the testing lab, or the EC type-approval authority;

1.24. the index to the information package, the document setting out the contents of the information package. It is numbered or highlighted to all pages would be transparent and clearly listed;
1.25. the certificate of conformity – this provision is specified in annex 3 of document that is issued by the manufacturer to certify that a particular vehicle type approved in accordance with these provisions, at the time of manufacture answer to all the requirements laid down in these regulations and in the separate directives, confirm that the no additional checks may be registered or put into service in all Member States.
2. the rules provide: 2.1. conformity assessment procedures of General vehicles as defined in point 1.4;
2.2. the conformity assessment procedures of vehicle systems, components and separate technical units.
3. These provisions shall not apply to: 3.1. vehicles registered in foreign countries and for a period of up to three months from there;
3.2. individual vehicle approval;
3.3. machinery specially designed for forestry use (such as skidders and forwarders) and comply with the standard EN ISO 6814:2005 "– mobile machinery and self-propelled machines – terms, definitions and classification";
3.4. forestry machinery based on chassis for earthmoving and comply with the standard LVS EN ISO 6165:2003 "earth moving machinery – basic types-dictionary";
3.5. interchangeable machinery that is fully raised above the ground when the vehicle to which it is attached is in use on the road;
3.6. new vehicles belonging to categories T1, T2 and T3, which is put in service until July 1, 2009;
3.7. the new T4, T5, C, R and S in category types until July 1, 2009. 
II. The type approval procedure General 4. Vehicles and components in conformity assessment shall be carried out by the national agency "Latvian National Accreditation Bureau" to the standard LVS EN 45011:2004 "the main criteria for the different types of institutions that deal with product certification accredited state systems" limited liability company "certification and testing centre" (hereinafter referred to as the Centre) or notified body of another Member State, for which the Ministry of Economic Affairs has published a notice in the newspaper "journal".
5. vehicle testing and examination by the State Agency "Latvian National Accreditation Bureau" to the standard LVS EN ISO/IEC 17025:2005 "the competence of testing and calibration laboratories-General requirements" accredited Centre or another Member State notified body, on which the Ministry of Economic Affairs has published a notice in the newspaper "Gazette" (hereinafter referred to as the testing lab).
6. to confirm the vehicle in Latvia or the component type, the manufacturer of each type to be approved shall be submitted to the individual application.
7. the application shall be accompanied by an information folder containing: 7.1. information document, which contains the type of vehicle or component in the technical description in accordance with the requirements of this regulation;
7.2. conformity assessment required for the vehicle or component type drawings and photos;
7.3. the manufacturer or held other independent testing lab reports and other documents that can provide information on the type of vehicle or component;
7.4. the model of the certificate of conformity (annex 3), with which the manufacturer certifies each specific vehicle to conform to the approved type and indicating the person (including post) the names, surnames and signatures, which are allowed to sign the certificates of conformity.
8. the Centre shall within 30 working days of the evaluation and of the documents submitted for type approval of the vehicle applied sample (chosen by random selection method) checks awarded: 8.1. Ec type-approval of a vehicle type comply with the technical description and submitted these provisions listed in annex 1 as well as treating the rule in chapter C of annex 1 specific model EC type-approval certificate specified examinations;
8.2. multi-stage EC type-approval to incomplete or completed vehicle type, having regard to the State of completion of the vehicle (annex 4);
8.3. component type-approval of a vehicle type comply with the technical description and submitted to the requirements of this regulation;
8.4. the type-approval of a component type that corresponds to the technical description and submitted to the requirements of this regulation.
9. the issue of the EC type-approval certificate for a vehicle or component type, the Centre shall follow the following procedures: 9.1 if the system, component or separate technical unit fulfils its function or if its special function gets only with other parts of the vehicle and if so of compliance with one or more requirements can be certain that when the representative of the system, component or separate technical unit works in conjunction with other industrially manufactured or simulate parts of the vehicle such system, component or separate technical unit type-approval certificate shall specify any restrictions on its use and any conditions for fitting it;
9.2. for each vehicle type for which the Center has assigned, or is refused by a reference the type approval this month send to those of the other European economic area countries EC type-approval authorities in the type-approval certificate, together with copy of the attachments specified in chapter C of annex 1;
9.3. the Centre shall forward each month to the rest of the European economic area, the EC type-approval authorities with a list of these rules specified in annex 5 the data for systems, components or separate technical units which it has given during that month, "or reference a type approval;
9.4. the Centre by other European economic area countries in the EC type-approval authority shall immediately forward the request to the appropriate components of a copy of the type-approval certificate and/or information package for which it is issued or refused withdrawn approval.

10. If the Center finds that a vehicle, system, component or separate technical unit may compromise traffic safety, human health, life or the environment, or do not meet all of the particulars in the information document, or is not passed all of the type approval certificate set out in the test, the Centre adopted a decision not to grant type approval and shall forthwith inform the rest of the European economic area, the EC type-approval authority and the European Commission.
11. Type-approval costs shall be borne by the applicant for type-approval.
12. If these rules or regulations on conformity assessment is amended and the type approval granted the Centre no longer complies with these rules or regulations for the assessment of conformity with the requirements, the Centre shall immediately inform the manufacturer.
13. further to this provision, the information referred to in paragraph 12, the manufacturer shall submit to the Center a month of submission of the type-approval of the amendment.
14. If the vehicle is changed (which granted type-approval) and the design is amended information package type: 14.1. the manufacturer of the vehicle together with the application for amendment shall be submitted to the Center in their part of the information package relating to the above changes, indicating the change and the serial number, starting with the changed constructs vehicles;
14.2. the amendment applied the appropriate amount in the Centre shall issue the revised pages of the information package, marking each revised page to clearly indicate the nature of the change and the date of re-issue;
14.3. the requirements laid down in this provision in paragraph 14.2. also, the information package in respect of the consolidated, updated version, for which a detailed description of the amendment;
14.4. whenever amended pages or a consolidated, updated version are issued, amended also the index to the information package attached to the approval certificate to indicate the last amendment date or the date of the consolidated, updated version;
14.5. the amendment shall be deemed to have a type extension. The Centre shall issue a revised EC type-approval certificate, which is the extended certificate number that clearly states the reason for the extension and its date of re-issue in the following cases: 14.5.1. If you need additional tests;
14.5.2. If any information in the EC type-approval certificate, with the exception of its attachments, has changed;
14.5.3. where the separate directives requirements that were in effect when the vehicle was prohibited in the original commissioning, is changed from the date shown on the vehicle EC type-approval certificate.
15. An application for amendment of a type-approval shall be submitted by the vehicle manufacturer in its European economic area countries in the EC type-approval authority which granted the original type-approval.
16. If the Center finds that need new or additional tests or checks to verify the conformity of the vehicle for road safety and environmental safety requirements, it shall inform the manufacturer of the vehicle. This provision gives centres mentioned in paragraph 14, the type-approval only after a successful test or inspection.
17. If the type-approval certificate is amended (assigned a new extended type approval and issuing the type-approval certificate) or a type-approved vehicle production stopped, within 30 working days of the Centre shall inform the other countries of the European economic area for the EC type-approval authority on the last vehicle, the serial number, which produce the vehicles according to the previously issued type-approval certificate and, where appropriate, the serial number with which started vehicle production under the amended certificate of type approval.
III. ensuring the conformity of production 18. Before granting type-approval, the EC type-approval authority, in cooperation with the EC type-approval authorities in the other Member States, to make sure that the manufacturer of this rule 6. the measures referred to in the annex and the procedures for the effective control of the production of vehicles or their components conform to the approved type of vehicle or component.
19. the type approval the manufacturer: 19.1. components of means of transport or their compliance with the approved vehicle or component type in the production process;
19.2. ensure the EC type-approval authority the availability of test equipment to be able to periodically check the production vehicles or components in conformity with the approved vehicle or component type;
19.3. ensure the registration of the test results and availability of EC type-approval authority, as well as coordination with the EC type-approval authority determines how long to store the test results;
19.4. constantly analyzes the test results to verify and ensure that the vehicle or component parameter stability;
19.5. perform repeat tests, if these provisions referred to in paragraph 20 of the sample or the sample sequence mismatch of vehicle or component type, as well as prevent flaws and restore the conformity to the approved type.
20. the EC type-approval authority in accordance with the selected periodic production surveillance procedure checks the compliance of vehicles or their components control methods and with random selection techniques select the samples conformity to approved vehicle or component type, check the manufacturer's laboratory or another manufacturer or the EC type-approval authority, selected testing laboratory.
21. the manufacturer shall provide EC type-approval authority the opportunity to take the vehicle and its components in the production process control.
IV. the recognition of type-approval and registration procedures in General is recognised in Latvia, 22:22.1. other European economic area countries assigned vehicles and their component type-approval, where a type-approval certificate issued in accordance with European Union legal requirements in the field of conformity assessment;
22.2. European economic area countries granted component type-approval of vehicles, if the type approval certificate issued in accordance with the relevant technical requirements of the regulations.

23. in other European economic area countries issued the type approval certificate for the vehicle shall be recognised in the following order: 23.1. the vehicle manufacturer shall provide to the Centre the application for type-approval-certificate of recognition. The application shall be accompanied by the following documents: 23.1.1. type approval certificate or a copy of it;
23.1.2. a vehicle or component type information document and picture or photo of the vehicle;
23.1.3. test lab reports or other documents required by the separate directives and refers to a type of vehicle;
23.1.4. certificate of conformity, the manufacturer shall certify that each specific vehicle to conform to the approved type;
23.2. the Centre within 10 working days of the appearance of the documents submitted and take a decision on the recognition of the type-approval certificate or the refusal of recognition. These rules 40 and 41 in the cases referred to in paragraph, Center on the recognition or withdrawal of recognition, as well as the decision on the number of vehicles shall be taken within three months.
24. If you have not submitted all the required documents, the Center shall inform the manufacturer of the vehicle, setting a deadline of 30 days for the submission of documents required, and the decision shall be taken after receipt of all required documents and review.
25. Other European economic area countries issued the type approval certificate for vehicles (excluding vehicle component type-approval certificate) in the center of their recognition.
26. the expenses for the type-approval certificate is borne by the producer and that submitted the rule 23.1. documents referred to.
V. certificate of conformity and the type-approval mark 27. the manufacturer of the vehicle type-approval holder – each individual made complete or incomplete vehicle in conformity with the approved vehicle type, issue a certificate of conformity in accordance with the provisions of annex 3.
28. the manufacturer each component or separate technical units produced in conformity with an approved type shall be accompanied by a trade name or mark, the type and the type approval mark, if it is required by the laws under which have been granted type-approval number in accordance with the requirements of this regulation.
29. If required, the manufacturer shall indicate in the certificate of conformity for detailed information about this rule 9.1. restrictions referred to and all conditions for the systems, components or separate technical units.
30. the vehicle manufacturer and their components kept in vehicles and component type approval documentation and ensure its availability to market surveillance authorities (at their request) for 10 years.
Vi. Trade conditions and market monitoring 31. market surveillance functions by the State Agency "State technical supervisory agency (hereinafter the Agency).
32. Permitted to distribute (sell, bestow, put into use against or without payment) or include a permanent register a vehicle if it is accompanied by a valid certificate of conformity, attesting that it conforms to an approved or recognized in Latvia of a type of vehicle. Completed vehicles not allowed to sell, but until their completion it is prohibited to include permanent registry and put into service.
33. Allowed to distribute or use components of a vehicle which is a type approval certificate or are labelled according to the requirements of the separate directives.
34. If the agency finds that the vehicle or component that has a certificate or mark of conformity do not conform to the approved type of the vehicle or its components, the Agency will inform the Center. This distribution of the vehicle, the registration or use, as well as the components of the vehicle distribution or use in Latvia is paused until the discrepancy is resolved.
35. the Centre within 30 working days of receipt of the information on non-conformity shall inform the manufacturer of the vehicle or its components and take the measures necessary to ensure that the vehicles, systems, components or separate technical units conform to the approved type (including asking the type approval authority which granted the type-approval to verify the fact of non-compliance).
36. If the agency finds that a vehicle, system, component or separate technical units accompanied by a certificate of conformity or the appropriate labelling, jeopardises road safety or occupational safety, it shall inform the Centre and for a period of not more than six months, prohibit in Latvia such a vehicle, system, component or separate technical unit sale, registration and entry into service. The Centre shall immediately inform the other European economic area countries EC type-approval authority and the European Commission in support of the ban.
37. If the Center finds that a vehicle, system, component or separate technical unit type-approval granted by the Centre, jeopardises road safety, human health, life, environment, or does not comply with all the relevant data listed in the information package, the Center shall withdraw approval. Center 30 working days notify the other countries of the European economic area in the EC type-approval authorities and the European Commission of any withdrawal of type-approval, giving reasons for its decision.
VII. Exemptions and incentives that provision 38.32. the requirements referred to in paragraph 1 shall not apply to vehicles intended for use in the armed forces, civil protection, fire-fighting or public order maintenance services, and to vehicles type-approved in accordance with the provisions of paragraph 39.
39. At the request of the manufacturer, the EC type-approval authority, based on expert opinion, these rules can be released 40 and 41 vehicles referred to in points from one or more of the technical requirements of the separate directives, if it does not affect the safety of vehicles and do not change their functionality. Each year, the EC type-approval authority shall send to the European Commission and other European economic area countries a list of exemptions granted.

40. the EC type-approval authority based on the manufacturer's request, be permitted to sell, register or put into service in a small series manufactured vehicles, if these rules are followed in part A of annex 7 to the quantitative limits referred to in. EC type-approval authority shall each year send the Commission produced in small series type approval of the vehicle. If small series vehicles type-approved in Latvia, the Centre sends the member specified by the manufacturer of the EC type-approval authorities in the information document, the EC type-approval certificate and copies of all attachments, stating the nature of the exemptions granted.
41. the EC type-approval authority based on the manufacturer's request, a limited period of time (at one stage finished vehicles-to 24 months, and finished vehicles, up to 30 months from the approval date) permits the sale, registration or entry into service of new vehicles of the end of the series, if they conform to the vehicle type for which approval is no longer valid, subject to this provision 7. in part B of the annex, these limits if the following conditions are met : 25.5. these vehicles are located in the European economic area country and have a certificate of conformity issued when the type-approval of the vehicle in question was still valid, but the vehicle was not registered or placed in service;
41.2. the manufacturer shall submit a reasoned request of any EC type-approval authorities affecting those vehicle types commissioning, specifying the request technical and/or economic reasons;
41.3. all Member States concerned to the following types of vehicle the commissioning is responsible for ensuring that the manufacturer complies with the annex 7 part B requirements.
VIII. Non-compliance and non-compliance with the type 42. Vehicles, systems, components or separate technical units which, in the light of technological advances, designed in accordance with techniques or principles that are incompatible with one or more of the separate directives or requirements, EC type-approval authority granting temporary approval. In this case, it shall within one month send to the rest of the European economic area, the EC type-approval authorities and the European Commission in the type approval certificate and its annexes, as well as a request to allow the European Commission to grant type-approval. The request shall be accompanied by the following information: 42.1. the reasons for which the techniques or principles at issue make the vehicle, system, component or separate technical unit incompatible with the requirements of one or more of the separate directives;
26.2. safety, environmental protection or safety problems and their solution description;
26.3. the tests and their results, which show that a vehicle, system, component or separate technical unit at least equivalent guarantees of safety, environmental protection and safety in one or more of the requirements of the directives.
43. If the request is accepted, the European Commission, EC type-approval authority granting type-approval in accordance with these rules. This type of period of validity of the approval shall not be less than 36 months.
44. If the rules referred to in annex 1. separate directive are adapted to technical progress in accordance with these provisions and 42 and 43 in approved vehicles, systems, components or separate technical units comply with the grozītaj therefore the separate directives, the EC type-approval authority shall issue a new type-approvals which comply with these rules. If the separate directive are not adjusted, the EC type-approval authority that granted the EC type-approval, shall submit a request to the European Commission, and the EC type-approval of extended validity only upon acceptance by the European Commission.
45. the vehicle does not conform to the approved type, if a discrepancy is found, type-approval certificate or the information package and if such discrepancies are not permitted by the European economic area country, which has granted the type approval. A vehicle is deemed to conform to the approved type where tolerances are met, where the rules referred to in annex 1 of the separate directives.
46. the Centre shall inform the EC type-approval authority which granted the system, component, separate technical unit or incomplete vehicle type-approval, to ensure that vehicles in production conform to the approved type where: 46.1. has the vehicle type-approval where non-conformity of the vehicle type occurs only systems, components or separate technical unit;
46.2. "multi-stage type-approval where non-conformity of the vehicle occurs only systems, components or separate technical unit which is part of the incomplete vehicle, or of the incomplete vehicle itself.
47. the Centre for this rule 46 of the cases referred to in paragraph shall immediately inform the European Commission and take this provision 35. measures referred to in paragraph 1.
48. This provision 46. in the cases referred to in paragraph 1 the manufacturer fixes flaws and restore the conformity to the approved type. The Centre will inform the other European economic area countries of the EC type-approval authority.
Notification of Decision x and appeals 49. Center decision concerning type-approval refusal or revocation shall be notified in writing to the manufacturer.
50. the Centre's decision may be challenged in the Ministry of the economy.
X. closing questions 51. Be declared unenforceable in the Cabinet of 19 April 2005, regulations No. 277 "agricultural or forestry tractor, trailers, interchangeable towed machinery and its components conformity assessment rules" (Latvian journal, 2005, nr. 78).

4) Council of 4 March 1974 to Directive 74/152/EEC on the approximation of the laws of the Member States relating to wheeled agricultural or forestry tractors to the maximum design speed and load platforms;
5) Council of 25 June 1974 Directive 74/346/EEC on the approximation of the laws of the Member States relating to rear-view mirrors for wheeled agricultural or forestry tractors;

3. R: trailers: 3.1 category R1: trailers, which the sum of the technically permissible masses per axle of which does not exceed 1500 kg;
3.2. R2: trailers for which the sum of the technically permissible masses per axle exceeds 1500 kg but does not exceed 3500 kg;
3.3. category R3: trailers for which the sum of the technically permissible masses per axle exceeds 3500 kg but does not exceed 21000 kg;
3.4. the R4: trailers, which the sum of the technically permissible masses per axle of which exceeds 21000 kg.

4.3. for each category of interchangeable towed machinery according to its design speed also includes an "a" or "b" index: 4.3.1. "a" – interchangeable towed machinery with a maximum design speed of 40 km/h or less;

1.1.3.2. engine (internal combustion/electric/hybrid);
1.1.3.3. axles (number);
1.2. the "variant" means tractors of the same type which do not differ in respect of at least the following: 1.2.1 the main engine: 1.2.1.1. working principle;
1.2.1.2. number and arrangement of cylinders;
1.2.1.3 capacity difference of no more than 30% (the largest being no more than 1.3 times the lowest);

Appendix 1 part I definition of special vehicles and vehicle EC type-approval requirements 1. T4 tractors category 1.1. T 4.1 with great clearance Tractor tractors designed for working with high-growing crops (e.g. grapes). They are with high chassis or chassis part that allows them to move forward in parallel with the crops the left and right wheels on either side of one or more rows of crops. They are intended for the transport of the machine or operation which may be set up in the front, between the axles, rear or on the platform. If the tractor is in working condition, the ground clearance perpendicular to the crop rows exceeds 1000 mm. If the tractor (in accordance with the standard EN ISO 789-6:2005 "agricultural tractors – test procedures – part 6: Centre of gravity") of the Centre of gravity height (measured relative to the Earth, which is equipped with a tractor usually used tyres) against the average minimum distance between wheels on all axles exceeds 0.90, the maximum design speed must not exceed 30 km/h. 1.2. T 4.2 bulky tractors tractors, which characteristically large sizes and intended mainly for large agricultural land area processing.
1.3. T4.3 low-clearance tractors with all-wheel-drive agricultural or forestry tractors whose interchangeable equipment intended for use in agriculture or forestry and which are characterised by one or more of the PTO equipped bearing frames, the technically permissible mass not exceeding 10 tonnes and of this mass to the maximum unladen mass in running order is less than 2.5. Appendix 2 procedures to be followed during EC type-approval 1. If the application is made in accordance with rules 5 and 6 point (in accordance with the model shown in Annex B), the EC type-approval authority: 1.1 check that the component EC type-approvals and EC type-approvals issued pursuant to the separate directives are in force, and organizes the tests and checks specified in any of the separate directives which are not taken into account in issuing such approvals;
1.2. documentation, make sure that the vehicle specification (s) and data contained in the information document of the vehicle (I) include information packet data or the approval reports, which document certifying components, systems or separate technical units approved in accordance with the relevant separate directives and, if the point number in part I of the information document is not included in any of the separate directives information package, confirm that the relevant part or parameter conforms to the particulars in the information folder;

1.3. make or arrange for vehicle parts and systems to vehicles type approved models, to verify that the vehicle (s) is/are built in accordance with (i) the information package included relevant data, the authenticity of which has been approved for all approvals granted pursuant to the separate directives;
1.4. If necessary, carry out or arrange for checks in respect of separate technical units.
2. the number of vehicles to be inspected is adequate to Appendix 2 of this annex 1.3. checks referred to check various combinations to be approved in accordance with the following characteristics: 2.1 the engine;
2.2. the gearbox;
2.3. powered axles (number, position, interconnection);
2.4. steered axles (number and position);
2.5. braked axles (number);
2.6. the roll-over protection structure.
3. If the application is made in accordance with rules 5 and 6 point (in accordance with the model shown in Annex A), the EC type-approval authority shall: 3.1 organizing the necessary tests and checks defined by each relevant separate directive;
3.2. make sure that the vehicle conforms to the information folder contains data and technical requirements of each of the relevant separate directive;
3.3. If necessary, carry out or arrange for checks on the installation of separate technical units.

Roze Ministry of Agriculture presented the annex 4 of the Cabinet of Ministers of 27 June 2006 regulations no 535 procedures to be followed by the multi-stage EC type-approval 1. for multi-stage EC type-approval process to be satisfactory, require concerted action from all interested producers. To this end, before granting EC type-approval on the first or the next stage EC type-approval authority shall ensure that the inspection and pointing to irregularities to the relevant manufacturers make production technical documentation that accurately represents the vehicle or its components (drawings, specifications), and technical information, described in the specification, and exchanges, thus providing a vehicle compliance with technical requirements specified in the relevant separate directives referred to this provision in chapter B of annex 2. This information includes data about the relevant system, component or separate technical unit EC type-approvals and of vehicle parts which are part of the incomplete vehicle but are not yet approved type.
2. in accordance with this annex to EC type-approval shall be granted on the basis of the type of vehicle to the current state of completion, and they include all the previous stage of EC type-approval.

3. Each manufacturer in a multi-stage EC type-approval process is responsible for the EC type-approval and conformity of production of all systems, components and separate technical units which it made or with whom it was supplemented by the results of the previous production stages. The manufacturer is not responsible for the systems, components or separate technical units which are type-approved in the previous stage, if he does not change the parts of the vehicle to such an extent that the previously granted type-approval becomes invalid.
4. If the application is submitted in accordance with the provisions of paragraph 9, the EC type-approval authority shall carry out the following procedure: 4.1 make sure that all approvals granted in accordance with the separate directives, satisfy the requirements of this directive;
4.2. ensure that all the data, taking into account the State of completion of the vehicle, should be included in the information folder;
4.3. when examining the documentation, make sure that the vehicle specification (s) and data contained in the vehicle information folder are included in part I of the information packet to the data or the EC type-approval certificates issued under the relevant separate directives and, in the case of the complete vehicle-if the point number in part I of the information folder is not included in any of the separate directives information package, confirm that the relevant part or parameter matches the data contained in the information folder;
4.4. carry out or arrange for the component and system testing of the vehicle to be type approved models, to verify that the vehicle (s) is (are) built in accordance with the relevant data appearing in the information package, the authenticity of which has been approved for all approvals granted pursuant to the separate directives;
4.5. If necessary, carry out or arrange for checks on the installation of separate technical units.
5. the number of vehicles to be inspected is adequate to this annex referred to in point 4.4. tests to check various combinations of separate technical units where type approval according to the degree of completeness and the following characteristics: 5.1 engine;
5.2. the gearbox;
5.3. powered axles (number, position, interconnection);
5.4. steered axles (number and position);
5.5. braked axles (number);
5.6. the roll-over protection structure.
6. Identifying the vehicle if it is made in several stages, each manufacturer shall affix to the vehicle a plate, in addition to the minimum manufacturer's plate fixed by the Council of 21 December 1988, Directive 89/173/EEC on the approximation of the laws of the Member States relating to certain components and characteristics of wheeled agricultural or forestry tractors. This plate securely attached to the visible and easily accessible location to the part that use does not need to change. On the plate must bear the following legible and indelible form to the information in the following order: 6.1. name of manufacturer;
6.2. EC type-approval number the first, third, and fourth part;
6.3. the EC type-approval;
6.4. the vehicle's serial number;
6.5. the maximum permissible laden mass;
4.1. maximum towable mass;
6.7. the combination of maximum permissible laden mass (if the vehicle may tow a trailer) (1);
6.8. maximum permissible mass on each axle, the list starting from front to aizmuguri1;

Roze Ministry of Agriculture presented the annex 6 Cabinet 27 June 2006 regulations no 535 product compliance procedures i. initial assessment 1. before granting EC type-approval, the EC type-approval authority shall satisfy itself that the relevant measures and procedures in order to verify that the produced components, systems, separate technical units or vehicles to conform to the approved type.
2. the EC type-approval authority must make sure of this annex referred to in paragraph 1, the requirements for this purpose, the manufacturer provides technical documentation of production conformity of production control procedures and production and testing. Make sure the name of the Centre may be in other Member State of the European Union, the EC type-approval authority. The Authority satisfied about this annex referred to in paragraph 1, the requirements, prepare a statement of compliance in respect of the areas and production facilities it considered relevant to the product (s) receive type-approval.
 3. the EC type-approval authority shall accept the manufacturer's Declaration of conformity with the standard LVS EN ISO 9001:2001 "quality management systems-requirements" 7.3. point "customer satisfaction and continual development. 4. On receipt of a request from another Member State of the European Union EC type-approval authority, the EC type-approval authority shall without delay forward this annex referred to in paragraph 2, a statement of compliance or inform that it is unable to provide such notification.
II. Conformity of production 5. All vehicles, systems, components or separate technical units that have received type approval according to these rules must be made according to the type approved pursuant to the requirements laid down in these provisions.
6. When granting EC type-approval, the EC type-approval authority shall verify that measures have been taken and the checks provided for in this annex are laid down in the standards referred to in paragraph 3, and agreed with the manufacturer for each approval, with certain intervals to test, or equivalent tests, to ensure ongoing compliance with the approved type (including tests, where relevant, be carried out in accordance with these terms).
7. the EC type-approval holder: 7.1 ensure that should the procedures necessary for effective monitoring of products (vehicles, systems, components or separate technical units) conform to the EC type-approval;
7.2. to be available for testing equipment necessary for checking the conformity to each approved type;
7.3. ensure that test results are documented in protocols and they would be available for a period to be determined in agreement with the EC type-approval authority (not longer than 10 years);
7.4. all test results should be analysed to verify and with industrial production-specific tolerances ensure stability regarding parameters of the product;
7.5. ensure that for each type of the product is done at least in these regulations required checks and tests;
7.6. to provide additional sampling and repeat the test, if it turns out that a sample or test subject does not meet the requirements, as well as to take measures to restore the conformity of the corresponding production.
8. as regards the EC approval of this annex vehicle 7.5. the checks referred to in point boils down to making sure about the compliance with the specifications indicated in the EC type-approval.
9. EC type-approval authority may at any time make sure each production equipment the conformity control method applicable. The usual frequency of such verification correspond to the measures (if any) approved in accordance with this annex, paragraph 2 or 3, and provides relevant results of the review period that is appropriate for the EC type-approval authorities required the trust period.
10. Each test Checker displays the test records and production technological process description.
