General questions 1. establish national border guard senior officer profession standard. 2. State border guard senior officer professional standards has been designed 5. professional qualification level. 3. State border guard senior officer profession standard requirements apply to educational programs development and implementation of national border guard senior officer qualification. II. Description of the action 4. State border guard senior officer: 4.1 shall organise and chair the national border control and border control;

4.11. in analytical work. III. Duties and tasks 5. State border guard senior officer has the following responsibilities and tasks: 5.1 the responsibility to organize border control and perform the following tasks: 5.1.1. organize and manage persons and vehicles at border crossing points, as well as vehicles, explosives and other prohibited substances and item searches and detention;
5.1.2. to organize the shipment of arms, ammunition, poisonous and radioactive substances and other items and goods at border crossing points;
5.1.3. the evaluation of the original information and the situation on the border, to take a decision on the Organization of border controls;
5.1.4. to analyze border inspection posts and border crossing point tasks;
5.1.5. planning staff and the use of border controls;
5.1.6. to control staff on official duty;
5.1.7. to give a briefing on the secondment of border guards;
5.1.8. to fill and control services;
5.1.9. to collect and analyze the results of border controls;
5.2. the obligation to organize border surveillance and perform the following tasks: 5.2.1. organize and manage border surveillance;
5.2.2. the evaluation of the original information and the situation on the border, to take a decision on the Organization of border surveillance, border surveillance, border surveillance effort, to amend the decision taken or to adopt a new decision if the situation has changed;
5.2.3. plan personnel and State border control the use of funds;
5.2.4. to give a briefing on the secondment of border guards;
5.2.5. collect border monitoring results, analyze it and make suggestions for improvement;

5.4. the obligation to conduct personnel and perform the following tasks: 5.4.1. evaluate subordinate staff performance and decide for subordinate staff awards or punishment;
5.4.2. to plan long-term personnel service;
5.5. the obligation to manage vocational training and staff perform the following tasks: identify the border guards 5.5.1. vocational training needs;
5.5.2. to plan and organize a subordinate staff training and knowledge;
5.5.3. organise educational measures national treatment;
5.5.4. to promote the latest achievements of technology and science learning in practice;
5.6. the obligation to acquire further vocational training and perform the following tasks: 5.6.1. to participate in conferences, further training courses and seminars;
5.6.2. improve knowledge of foreign languages;
5.6.3. constantly develop the skills to work with information technology;
5.7. the obligation to cooperate with the legal and natural persons and perform the following tasks: 5.7.1. cooperate with legal and natural persons and to implement measures for mutual assistance;
5.7.2. organize cooperation and exchanges of information on operational activities with the cooperation of national border guard authorities, neighbouring countries and other foreign border services, as well as local and regional authorities;
5.7.3. organize cooperation with citizens;
5.7.4. collaborate with Foreign Affairs and consular offices;
5.8. the task of preparing legislative acts and methodological documents and perform the following tasks: to know the corresponding 5.8.1 laws, regulations and other legislation;
5.8.2. investigate, analyze and select the necessary legal and other information;
5.8.3. the development of legal and methodological documents and direct it for review;
5.8.4. preparing and conducting research projects in the border guards;
5.9. the obligation to organize and perform the following tasks: 5.9.1. prepare documents according to the recordkeeping requirements;
5.9.2. collect and analyze information related to the statutory duties;
5.9.3. prepare reports on institutions (departments);
5.9.4. to evaluate and predict the operational situation;
5.9.5. examine the notifications and complaints;
5.9.6. organize administrative practices, and according to the competency to examine administrative infringement cases;
5.10. the obligation to coordinate the activities of the authority and perform the following tasks: 5.10.1. participate in service activities are basic;
5.10.2. to participate in the distribution of financial resources and use control, as well as be responsible for performance of the obligations;
5.10.3. in cooperation with other border agencies prepare harmonised draft agreement and international contract projects;
5.10.4 product placement. reconcile decision-making and legislation issues with other law enforcement agencies. IV. Working Environment representative factors 6. specific work environment characterized by: 6.1 organizational factors-the work is performed individually and in the composition of the Working Group;

State border guard senior officers must be with the driver's ability, psychologically balanced, with good physical fitness and health, with adequate foreign language skills, as well as able to conduct scientific research. Vi. State border guard senior officer skills 8. State border guard senior officers need the following skills: the joint industry 8.1. the use of firearms;

8.5. the occupational safety, industrial hygiene and fire safety requirements of the Organization;

5.5. use of special tactics of border guards;
8.10. the skill to manage personnel in emergency situations. 9. State border guard senior officers need the following skills specific to the profession: 9.1. service lines;
9.2. the operational situation assessment and forecasting;
9.3. the understanding of human psychology;
9.4. the ability to assess and manage staff;
9.5. normative documents requirements;
9.6. the use of information technology, working with information systems;
9.7. the skill to work in the Working Group and to show initiative;
9.8. the ability to convince others and argue their point of view. 10. State border guard senior officers need the following skills: General 10.1. ability to use hand-to-hand combat techniques;
10.2. communication skills;
10.3. the ability to build constructive and positive in the collective psychological climate;

10.4. the ability to contribute in a subordinate character traits as helpfulness, honesty, responsibility, kindness, responsiveness and accuracy;
10.5. the analytical work being carried out;
10.6. the assumption of responsibility for the decisions taken;
10.7. the presentation materials and the preparation of measures and their management;
10.8. the documentation according to the recordkeeping requirements;
10.9. the observance of the rules of professional conduct, ensuring that they meet also subordinates;
10.10. the ability to communicate in foreign languages;
10.11. the continuous development of physical training;
10.12. motivating the subordinate tasks. VII. Exploitable knowledge 11. State border guard senior officers will acquire the following knowledge awareness level: 11.1 the company processes in society;
11.2. Criminology methods and processes;
11.3. the constitutional principles and the rule of law;
11.4. civil proceedings;
11.5. the civil law concepts. 12. State border guard senior officers will acquire the following knowledge level of use: 12.1. foreign languages;
12.2. a comprehensive and professional physical training;

12.4. the application of the provisions of the law;
12.5. administrative law principles and norms;
12.6. the administrative procedure;
12.7. European Union legislation;
12.8. the border information system;
12.9. communication and conflict resolution;
