Setting the scene 1.1. European Union structural funds, one of the main guiding principles of the Union's regional policy is a tool for the implementation of the structural funds. The whole territory of Latvia in the European Union in the quotient of the objectives of the structural funds will be treated as objective 1 regions where GDP per capita is below 75% of the average level of the Member States of the European Union. The FIFG supported measures are in accordance with the fisheries industry trends and directions.   Measures co-financed by the FIFG and the activities provided to balance the capacity of the fishing fleet to available fish resources, develop high-quality and high-value-added products, to develop the fish processing sector and bring its competitiveness in the European Union and the international market, improve port infrastructure, particularly by improving fish unloading and storage conditions, the development of the aquaculture sector and to improve the socio-economic conditions in the fisheries sector.   Co-financed by the FIFG measures are: 1) the balancing of fishing effort (this measure is 43.6% of the structural funds allocated for public funding); 2) fleet renewal and modernisation of fishing vessels (2.8%); 3) fisheries and aquaculture product processing and marketing improvement, fishing port facilities and aquaculture (43.1%); 4) coastal fisheries development, socio-economic measures, support for temporary cessation of fishing activities and other financial compensation, the acquisition of new markets and support for producer organisations (10.5%).   To ensure maximum complementarity effect, measures are planned in the process of coordination also with the measures to be financed by the ERDF (port facilities available to the public, marketing and export promotion activities, etc.) and the ESF (fishermen's retraining).   1.4. activities "fishing port facilities" justification and description [1] activity provides fleet services required for the operation and infrastructure elements (such as ice plants, cold storage manufacturing, fish atvēsinātav and other equipment) and development of the ports. The programme complement; 3. European Union legislation: ·  Council of 21 June 1999, Regulation (EC) No 1260/1999 laying down general provisions on the structural funds (Council Regulation No 1260/1999); ·  The Commission of 8 November 2000, the Regulation (EC) No 1685/2000 laying down detailed rules for the implementation of Council Regulation No 1260/1999 as regards eligibility of expenditure of operations co-financed by the structural funds (hereinafter referred to as Commission Regulation No 1685/2000);  Commission on 10 March 2004, Regulation (EC) no 448/2004 amending Regulation No 1685/2000 laying down detailed rules for the implementation of Council Regulation No 1260/1999 as regards eligibility of expenditure of operations co-financed by the structural funds, and repealing Regulation No 1145/2003 (hereinafter referred to as Commission Regulation No 448/2004);  Council of 21 June 1999, Regulation (EC) no 1263/1999 on the financial instrument for fisheries guidance (hereinafter referred to as the Council Regulation No 1263/1999); ·  1999 of the Council of 17 December, Regulation (EC) No 2792/1999 laying down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector (further-Council Regulation (EC) No 2792/1999); ·  Council of 20 December 2002, Regulation (EC) No 2369/2002 amending Regulation (EC) No 2792/1999 laying down the lays down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector (further-Council Regulation No 2369/1999); ·  Council of 28 January 2002, Regulation (EC) No 179/2002 amending Regulation (EC) No 2792/1999 laying down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector (hereinafter referred to as the Council Regulation No. 179/2002);  Council of 28 June 2001 of Regulation (EC) no 1451/2001 amending Regulation (EC) No 2792/1999 laying down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector (further-Council Regulation (EC) no 1451/2001);  Council of 19 July 2004, Regulation (EC) no 1421/2004 amending Regulation (EC) No 2792/1999 laying down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector (further-Council Regulation (EC) no 1421/2004);  Commission of 30 May 2000, the Regulation (EC) No 1159/2000 on information and publicity measures to be taken by the Member States concerning assistance from the structural funds (hereinafter referred to as Commission Regulation (EC) No 1159/2000); 4. the Republic of Latvia regulatory enactments.   1.5. Available funds available within the activity of public funding is allocated from the FIFG and the national budget resources under the single programming document, the amount of funding provided for under the FIFG Steering Committee approved the allocation of available financial resources. The total amount of public funding available for the event "fishing and aquaculture products processing and marketing improvement, fishing port facilities and aquaculture" activity "fishing port facilities" within the published LADA www.lad.gov.lv and the website of the Ministry of Finance website www.esfondi.lv. The municipality, [2] implementing projects co-financed from the FIFG, eligible for Government grants of up to 60% of the required national co-funding of eligible costs: ·  If the applicant is a single local authority [3] (the local Government Council (Council)) to the State budget co-financed by the FIFG grant of authority for the implementation of the project from the project, the necessary national co-financing of the eligible costs under the approved State budget allocation ratio (taking into account the applicant's project areas development index); If the applicant is a single district municipality [4] (District Council), the State budget co-financed by the FIFG grant of authority for the implementation of the project from the project, the necessary national co-financing of the eligible costs under the approved State budget allocation ratio (taking into account the applicant's project areas development index). "   2. Eligibility requirements 2.1. Structural project applicant project applicants within this activity are: ·  Port land, structures and offshore waterworks owners or tenants (22.06.1994. The Republic of Latvia Law "the law on ports"); ·  Coastal fisherman integrated collective project cases-is jointly created by coastal fishermen fishermen groups (groups must consist of at least 3 persons). The project applicant is responsible for all the work on the project. Fish auction sites (including new construction, reconstruction of the existing structure or renovation, purchase of equipment and installation); 4. Piers and breakwaters and restoring, new dock, slīpsliedņ, winches, as well as fishing equipment storage site of coastal fishermen integrated collective projects; 5. The existing breakwater reconstruction to ensure safe conditions for loading and unloading the fish port, which is used mainly for fishing vessels.   The maximum number of projects per project applicant: unlimited, but the application of the project eligible cost total amount per beneficiary of the structural funds must not exceed 1 054 206 late in the 2004-2006 programming period.   Project implementation period: project activity due date is no later than august 31, 2008, at the request of the structural funds after the deadline for payment shall be no later than 15 September 2008.   Documents: documents need be submitted together with the application, the project and the required documents are listed in the project application form. In this case, these documents will not be required to submit a second time.   If the applicant is a local project: a) the annual report should not be provided on the basis that the first and second level intermediate have concluded cooperation agreement with the Treasury about the use of the system in read mode; (b)) must be submitted to the municipal decision on participation in the project, indicate the total cost of the project and financing sources; (c) in the case of a loan shall submit to the municipality) loan and guarantees control and monitoring the Council's assessment of the possibility of co-financing. If the municipality has started the process of financial stabilisation, it shall submit the financial stabilisation of the harmonisation project the Standing Committee opinion.   If the applicant is a local company and the certificate of a credit institution are required to guarantee the municipality, the municipality must submit to the company the municipal decision on granting of guarantees and local borrowing and guarantee control and monitoring evaluation of the Council or, if the municipality has started the process of financial stabilisation, it shall submit the financial stabilisation of the Standing Commission for harmonization of the draft opinion on the authorities provide guarantees of financial possibilities.   2.3. the costs for the funding of the structural funds can qualify only for eligible costs. Project submissions will be considered for funding by the structural funds, taking into account the submitted project applications, business plans and accompanying documents. The project is in the interest of the applicant to draw up a realistic and cost effective project application and business plan, following the principle of sound financial management. The project provided for the eligible costs must correspond to real market situation. Costs in excess of the market price will be considered ineligible. The business plan should be developed in LCY. If the project will be included in ineligible expenditure, the share will be reduced by the amount of the structural funds, but the responsibility of the applicant, the project is to introduce the entire project, at its own expense in accordance with the measures provided for in the project and its objectives. If you do not apply the exclusion as a result of the expenditure, there will be a risk that the project will not be imported or will not achieve the objectives of the project, the LADA project submissions will be rejected.   To comply with European Union regulations and audit requirements, any inappropriate expenditure headings, unfinished work or expenditure items which are paid less than was projected at the time of the structural funds, should be considered illegal or structural funding for those paid pursuant to the scaled value. Any of these factors will lead to a reduction in the structural funds.   Measures in the framework of the activities for the following categories of eligible expenses (in accordance with Commission Regulation No 1685/2000 and Commission Regulation (EC) no 448/2004): a new production of acquisition of fixed assets (machinery and equipment, etc.); Year of construction, reconstruction and renovation costs, on the basis of contracts with third parties, responsible for carrying out the works; The purchase of building materials; General costs directly related to project preparation or implementation and which does not exceed 12% of the eligible expenditure of the project amounts to t.sk. architects, engineers and consultation fees, legal services, the technical-economic justification, receipt of patents and licences; Land acquisition (directly related to the project's goals), not exceeding 10% of the eligible costs of the project amount that is subject to an independent qualified valuer or the official opinion of the institution, confirming that the land purchase price does not exceed the market value. Land acquisition is only permitted coastal fishermen integrated collective project. This activity is delivered within the framework of the structural funds financing the maintenance and operational expenses. Year of construction, reconstruction and renovation is set the maximum cost of the relevant structures types (table 1) from which the structural funds co-financing is calculated. This list is not exhaustive, that is, if necessary, it will be added to the other types of structures.
