Setting the scene 1.1. European Union structural funds, one of the main guiding principles of the Union's regional policy is a tool for the implementation of the structural funds. The whole territory of Latvia in the European Union in the quotient of the objectives of the structural funds will be treated as objective 1 regions where GDP per capita is below 75% of the average level of the Member States of the European Union.   Objective 1 areas such the structural funds of the European Union: 1. European Regional Development Fund (ERDF). The ERDF aims to provide support to the regional gap, with the participation of the regions lagging behind in development and structural alignment, as well as the industrial transformation of the regions that the condition worsens; 2. the European Social Fund (hereafter ESF). The ESF aims to eradicate discrimination and inequality in the labour market, to support the development of human resources, to promote the information society; 3. the European agricultural guidance and guarantee fund (EAGGF). EAGGF objective is to support the restructuring of agriculture and contribute to rural development; 4. Financial instrument for fisheries guidance (hereinafter referred to as the FIFG). The FIFG aims to ensure the structural measures in the fisheries and aquaculture sectors, as well as fishery products processing industry and trade.   1.2. the single programming document the objectives and priorities of the single programming document has been approved by the European Commission document on the use of the structural funds of the European Union, which includes information about the objectives of the action strategy and the use of the structural funds of the European Union, defines the priorities of the European Union's structural funds finansējamo activities as well as the European Union's structural funds. Entrepreneurship and innovation promotion (ERDF) 3, human resources development and the promotion of employment (ESF), 4 rural and fishery development (EAGGF and FIFG).   Field support service (hereinafter referred to as the LADA) is a second-level intermediate, which is administered by the measures financed from the EAGGF and FIFG.   1.3. The FIFG measures co-financed by the and a description of the activities co-financed measures the FIFG and the objective of these activities is to support the development of the fisheries sector, including both the fishery and aquaculture and fish processing. Measures co-financed by the FIFG are focused mainly on the adaptation of the fishing fleet capacity to the available fish resources, as well as to the restructuring of the fleet according to the shipping and safety requirements. The FIFG supported measures are in accordance with the fisheries industry trends and directions.   The FIFG and the activities co-financed measures aim to balance provides for fishing fleet capacity to available fish resources, develop high-quality and high-value-added products, to develop the fish processing sector and bring its competitiveness in the European Union and the international market, improve port infrastructure, particularly by improving fish unloading and storage conditions, the development of the aquaculture sector and to improve the socio-economic conditions in the fisheries sector.   Measures co-financed by the FIFG: 1) weighting of fishing effort (this measure is 43.6% of the structural funds allocated for public funding); 2) fleet renewal and modernisation of fishing vessels (2.8%); 3) fisheries and aquaculture product processing and marketing improvement, fishing port facilities and aquaculture (43.1%); 4) coastal fisheries development, socio-economic measures, support for temporary cessation of fishing activities and other financial compensation, the acquisition of new markets and support for producer organisations (10.5%).   To ensure maximum complementarity effect, measures are planned in the process of coordination also with the measures to be financed by the ERDF (port facilities available to the public, marketing and export promotion activities, etc.) and the ESF (fishermen's retraining).   1.4. activities "development of coastal fishing" justification and description [1] activities within the funding provided for hygiene, safety and working conditions, the use of more selective fishing methods, as well as for the production, processing and marketing organization, Mole, quay and building infrastructure for coastal fishermen integrated collective projects.   Definitions within this activity: coastal fishing means fishing carried out by fishing vessels of an overall length of less than 12 metres and not using towed gear as listed in R 2090/98. owners of fishing vessels or fishermen (at least 3) groups are groups that are created for an integrated collective project. European Union legislation: ·  Council of 21 June 1999, Regulation (EC) No 1260/1999 (hereinafter referred to as the Council Regulation No 1260/1999) laying down general provisions on the structural funds;  The Commission of 8 November 2000, the Regulation (EC) No 1685/2000 (hereinafter referred to as the Council Regulation No 1685/2000) laying down detailed rules for the implementation of Council Regulation No 1260/1999 as regards eligibility of expenditure of operations co-financed by the structural funds;  Commission on 10 March 2004, Regulation (EC) no 448/2004 (hereinafter referred to as the Council Regulation n ° 448/2004) amending Regulation No 1685/2000 laying down detailed rules for the implementation of Council Regulation No 1260/1999 as regards eligibility of expenditure of operations co-financed by the structural funds, and repealing Regulation (EC) no 1145/2003 (hereinafter referred to as the Council Regulation No. 1145/2003);  Council of 21 June 1999, Regulation (EC) no 1263/1999 (hereinafter referred to as the Council Regulation No 1263/1999) on the financial instrument for fisheries guidance; ·  1999 of the Council of 17 December, Regulation (EC) No 2792/1999 (further-Council Regulation (EC) No 2792/1999), which lays down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector;  Council of 20 December 2002, Regulation (EC) No 2369/2002 (hereinafter referred to as the Council Regulation No 2369/1999) amending Regulation (EC) No 2792/1999 laying down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector;  Council of 28 January 2002, Regulation (EC) No 178/2002 (hereinafter referred to as the Council Regulation No. 179/2002), amending Regulation (EC) No 2792/1999 laying down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector;  Council of 28 June 2001 of Regulation (EC) no 1451/2001 (hereinafter referred to as the Council Regulation (EC) no 1451/2001) amending Regulation (EC) No 2792/1999 laying down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector ·  Council of 19 July 2004, Regulation (EC) no 1421/2004 (hereinafter referred to as the Council Regulation (EC) no 1421/2004) amending Regulation (EC) No 2792/1999 laying down the detailed rules and arrangements regarding Community structural assistance in the fisheries sector;  Commission of 30 May 2000, the Regulation (EC) No 1159/2000 (hereinafter referred to as the Council Regulation No 1159/2000) on information and publicity measures to be taken by the Member States concerning assistance from the structural funds; 4. the Republic of Latvia regulatory enactments.   1.5. Available funds available within the activity of public funding is allocated from the FIFG and the national budget resources under the single programming document, the amount of funding provided for under the FIFG Steering Committee approved the allocation of available financial resources. Quays and breakwater construction and restoration, trim, slīpsliedņ, winches. 6. storage of fishing equipment installation of coastal fishermen's needs.   2.3.2. non-eligible costs: § the costs not eligible under Council Regulation No 1685/2000 and (EC) no 448/2004.   3. Project submission form can get the LADIES concerned or the central apparatus of the RLP. Project application form the information should be presented to the Latvian language and text. The project application must be submitted in 2 copies and an electronic version of the application, or the floppy disk drive (a project the applicant's responsibility to keep to herself the identical copies of the application for the project). The accompanying document must be attached in one piece. The application must be submitted for the project in the central apparatus of the LADIES in person. The project application must be submitted to the central apparatus of the Republic on the LADIES square 2, Riga LV-1981. Other means (fax or email) or to another address sent to project submissions will be rejected.   3.2. due to the adoption of the project application will be launched after LADA official notification newspaper "journal". Project submissions will be accepted throughout the year and collected for assessment once a month to the 15th day to use the available financial resources. Evaluation and selection 4.1 administrative compliance with the submission of the project received a LADA. The project, the applicant is informed that the false news provision in the case of the structural funds is excluded from the circle of beneficiaries up to 2 years; 6) not been declared bankrupt, I was not in the process of liquidation, the economic activity is not paused or stopped or not started proceedings for winding up, insolvency or bankruptcy; 7) there is a decision in force, which can appeal to the highest court instance with which the project applicant is found guilty of fraud, bribery, commercial bribery, and criminal organizations, or from involvement in criminal organizations, or other illegal activities, which result in the affected or of the Republic of Latvia, the European Union's financial interests and convictions are not deleted or removed; 8) due to the existing decision is not found guilty of the offence in connection with their professional activities and criminal record is not deleted or removed; 9) has fulfilled obligations relating to the payment of taxes and no tax liability in Latvia or any other country where it is registered; 10) has complied with the obligations in relation to the State social insurance contributions and is not a State social security payment shows in Latvia or any other country where it is registered; 11) has broken the conditions of the contract, the non-fulfilment of treaty obligations, which closed with the LADIES or other contracting authorities within the European Community; 12) not provided deliberately false information (News) as well as not concealed information (messages) in relation to a project; 13) not tried to get its limited accessibility (confidential) information or act with criminal or administrative actions to influence the Evaluation Commission or contracting institution project tender evaluation.   If it is found that the project applicant knowingly or recklessly made false statements, the applicant will be denied the opportunity to receive funding from the structural funds of up to 2 years. Complaints procedures of the structural funds for the project, the applicant may make a complaint to the rural support service laid down in article 13 of the law. 5. conditions for the implementation of the project After the decision on the application of the project approval and funding for the implementation of the project of the central apparatus of the LADIES concluded with the beneficiaries of the structural funds for the implementation of the project.
