No 40 46) provisions on civil aviation, aerodrome certification and operation Issued in accordance with the law "on the air" in article 23, article 24 and 25 of the second part of the first subparagraph of article i. General questions 1. determines the order in which you create and operate public use open civil aviation aerodrome or civil aviation aerodrome that is not open for public use, but are made from air service (hereinafter-the aerodrome) as well as the procedures for issuing and extending the validity of the certificate for the operation of the aerodrome. 2. Matters relating to the scope of these provisions, the competent authority is the national agency of Civil Aviation Agency "(hereinafter – Civil Aviation Agency). 3. Air transport is used only in accordance with these rules of certified aerodromes. 4. Aerodrome operator can offer to the airfield to use third parties (public groundhandling services) or to carry out pilot training airfield, where the ground is certified in accordance with these rules. 5. the airfield, which is not intended to give that provision referred to in paragraph 4, the services may be certified in accordance with the procedure laid down in these provisions, if the owner wants to have the validity of the aerodrome certificate (hereinafter certificate of aerodrome). 6. Any reference in these regulations to the aerodrome standards is a reference to the 7 December 1944 Convention on international civil aviation (hereinafter referred to as the Convention) 14. requirements set out in the annex. 7. in annex 14 of the Convention, where, in a specific case there is no other requirement applies to all aerodromes open to public use and aerodromes which are not open to public use, but are made from air services or whose owners want to get the certificate for validity of the aerodrome operation. 8. This rule 21.3. referred to requirements for services and equipment, as well as these rules, and 51.4 51.2 21.5. the requirements referred to in subparagraph do not apply to General Aviation aerodromes. General Aviation airfield is civil aviation aerodromes from which the air service and not intended for use in aircraft with a maximum take-off mass up to 5700 kilograms. General Aviation airfield after coordination with Civil Aviation Agency can be used by aircraft with a maximum take-off mass of more than 5700 kilograms, if it does not endanger the safety of the aircraft and the airfield's runway is suitable for such aircraft. II. establishment of the aerodrome, aerodrome design 9 can start when the airfield master plan is consistent with the municipalities whose territories might be affected by the proposed aerodrome obstacle limitation surfaces of the horizontal border, and confirmed in the Ministry of transport. 10. The aerodrome design and equipment design changes that alter the ground general plan approved aerodrome or aerodrome obstacle limitation surface boundaries may be initiated only after the changes to the General Plan of the aerodrome are coordinated with local governments whose territories might be affected by the proposed aerodrome obstacle limitation surface horizontal border, and the Ministry of transport. 11. Airfield constructed certified civil engineer who has participated in the equivalent or greater ground design and can attest to their documentary. 12. a certified civil engineer with no experience in the design of the aerodrome the aerodrome if design can prove that they will advise the person with the appropriate qualifications and experience in the design of the aerodrome. 13. the construction of the aerodrome before the būvvald line with the approval of the Civil Aviation Agency. III. the aerodrome certification 14. a Person who wishes to obtain a certificate of aerodrome (hereinafter the applicant), the Civil Aviation Agency shall submit an application for certification of a supplier (annex 1). The application shall be accompanied by the following documents: 14.1 the merchant-trader's copy of the registration certificate, but a natural person – passport copy;
14.2. property rights to land a copy of the identity document or contract with land owners on the use of the land for the airfield together with property rights to land a copy of the identity document;
14.3. the site vendor tenant or apakšnomniek (if applicable) consent to the use of the land for the airfield;
14.4. the ground surface of the containment barriers within the existing horizontal area municipal land use consent for aerodrome;
14.5. aerodrome operating instructions according to the aerodrome services to be provided in two copies (annex 2). 15. By submitting this provision referred to in paragraph 14 of the document, the applicant shall present a copy of the Civil Aviation Agency officials for their original or a law on the development and design of a document duly certified copies. 16. If the applicant has not submitted all the required documents or information is incomplete or inaccurate, the Civil Aviation Agency requires to submit all the necessary documents and information. If the applicant 30dien after the Civil Aviation Agency's receipt of the request submitted the relevant documents and information, the Civil Aviation Agency takes a decision on the ground of denial of certification. 17. If the aerodrome certification is rejected, a new application for certification of the aerodrome a tenderer may submit after the deficiencies referred to in the decision on the ground of denial of certification. 18. If the tenderer, pursuant to these rules, have submitted all the required documents and that information complies with the provisions of the Convention 14. requirements set out in the annex, the Civil Aviation Agency takes a decision on the launching of the aerodrome certification and for three working days, inform the applicant. The applicant of receipt of this decision, the Civil Aviation Agency shall submit a copy of the payment order for the Civil Aviation Agency public service charge fee. 19. If the aerodrome certification during the changing property rights to land, which is planned for use on the ground, the applicant shall immediately inform the Civil Aviation Agency and provide copies of the documents certifying the change. 20. Aerodrome certification during the Agency's investigation of Civil Aviation aerodrome operating instruction and assess ground equipment, equipment and programming, as well as the service inspection and safety management system. 21. the aerodrome certification during the Civil Aviation Agency, check that: 21.1. the tenderer or ground technical staff (under the title position) is the ground for the operation and maintenance of the required training and professional qualifications;
21.2. aerodrome operating manual contains all of the necessary information;
21.3. the aerodrome layout, equipment, services and equipment meet the Convention 14. requirements set out in the annex;
21.4. the airfield operating procedures ensure the safety of aircraft;
21.5. the aerodrome operates aircraft flight safety under the security management system. Security management system identifies the aerodrome operator required the organizational structure, responsibilities, responsibilities, procedures and rules for the implementation of the security policy, to guarantee safety and order and secure the airfield. 22. the Civil Aviation Agency, in accordance with annex 14 of the Convention may grant a derogation from the aerodrome certification requirements, if the applicant with other technical means and procedures can provide an equivalent aircraft flight safety level of the aerodrome. 23. If the Civil Aviation Agency does not have the technical capability and resources of aeronautical research, it may require the applicant to the Convention 14. requirements set out in the annex, the competent authorities or organisations of aviation made to aeronautical research results. 25. If the Civil Aviation Agency aerodrome during certification establishes that the applicant is unable to ensure order and security, as well as the airfield safe use, it shall take a decision to deny the aerodrome licence and inform the applicant in writing, including the outstanding deficiencies and weaknesses. 26. After the adoption of the decision on the issuance of the certificate of aerodrome Civil Aviation Agency shall inform the applicant in writing. A person who has received a certificate of aerodrome is an aerodrome operator. 27. The aerodrome licence is issued for five years. The aerodrome licence is an integral part of the annex (annex 3), which shall indicate the aerodrome operating conditions and restrictions. IV. Aerodrome operating instructions operating instructions 28 aerodrome is a guide that contains detailed information about the airfield and its operation. Aerodrome operating instructions shall be not less than two originals. 29. Aerodrome operating instructions include the provision of the information referred to in annex 2 of the the aerodrome according to its specific type of operation. 30. If any portion of this provision in annex 2 of the information referred to is not applicable to the specific aerodrome, the aerodrome operating instructions. 31. If the aerodrome has made this provision in point 22 of that derogation from the Convention 14. requirements set out in the annex, aerodrome operating instructions this derogate compensation conditions and procedures. 32. The applicant or the aerodrome operator shall ensure that the aerodrome operating instructions should be easy to do changes and contain the actual page and fix the registration system. 33. Aerodrome operating instructions applicant signature. If the airfield is a certified aerodrome and in the operating instructions of the fixes are made by the operator of an aerodrome shall be certified with a signature. 34. Aerodrome operating instructions information to ensure the accuracy of the Civil Aviation Agency may send written instructions the aerodrome operator to make the necessary amendments. 35. the full and current aerodrome operating instructions copy located in the Civil Aviation Agency, the other airfield. According to the operating instructions of each aerodrome. 37. An aerodrome operator must: 37.1. at any time, to provide Civil Aviation Agency's authorized person access to any part of the aerodrome facility, device and equipment, as well as to the staff of the aerodrome and aerodrome operating documents, to perform their duties;
23.1. to inform the Civil Aviation Agency of any changes relating to the organizational structure of the aerodrome, aerodrome operating procedures and ground;
37.3. to inform the Civil Aviation Agency of any planned amendments to aerodrome operating instructions;
37.4. perform ground maintenance to maintain the airfield the airfield specified in the certificate services;
37.5. ensure that the aerodrome aerodrome operation works the required technical personnel with appropriate education and professional qualifications;
23.4. to monitor that all the users at the aerodrome and persons concerned (permanently based aircraft operators, the people who constantly use airfield, provides services to aircraft operators, participate in the supply of ground-handling services and carrying out other actions in the aerodrome) follow the specific aerodrome operating procedures. 38. An aerodrome operator is entitled to receive from the users of the aerodrome information about any events, incidents and defects that may affect the flight safety of the aircraft in the aerodrome or harm the environment. 39. If the aerodrome operational changes ownership of the land that is used for the aerodrome, aerodrome operator shall immediately inform the Civil Aviation Agency and provide copies of the documents certifying the change. 40. An aerodrome operator before the changes at 80dien aerodrome facilities, equipment, or services shall inform in writing the State joint stock company "Latvian air traffic" aeronautical information and part of the Civil Aviation Agency. 41. the operator of an aerodrome by aeronautical information publication, additions, and revisions of it, NOT a notice (a notice that is sent via electronic means of communication and that contain information about any air navigation facility, services and rules, changes, or information of the danger), pre-flight information bulletins and aeronautical information circulars of receiving their checks and immediately inform the State joint stock company "Latvian air traffic" part of the aeronautical information documents perceived inaccuracies. 42. An aerodrome operator shall immediately inform the joint stock company "Latvian air traffic" aeronautical information and Aviation Agency: 42.1. flight safety izvirzīšano potentially dangerous object above the ground surface of the containment barriers;
26.2. the obstacles that are located in or near the ground or dangerous conditions that can compromise the safe movement of aircraft in the aerodrome;
26.3. aeronautical information publication aerodrome specified in the service level provided in the fall;
26.3. any part of the zone of movement;
26.4. circumstances that may adversely affect the safety of the aerodrome, and the necessary precautionary measures. 43. In exceptional circumstances, if the transmission of information may be delayed, the aerodrome operator for this rule in paragraph 42 above conditions shall immediately inform the air directly to the master of a ship which used the airfield. 44. If the ground in or near the low-flying aircraft or manevrējoš can pose a risk to human or vehicle motion, the aerodrome operator at the aerodrome manoeuvring areas adjacent to roads of general use after matching with road owner set up warning signs (inscriptions). 45. The aerodrome an operator shall ensure that the aerodrome manoeuvring area is clear of obstacles that could endanger the safe operation of the aerodrome. 46. If the airfield runway are with artificial cover, the aerodrome operator regularly measured the coefficient of adhesion (aerodrome runway pavement surface and aircraft tyres exposure between descriptors, depending on the size of the cover surface condition and speed) to: check the adhesion characteristics 46.1. new to the runway or runway with a new artificial surface for wet conditions;
46.2. the assessment of slipping on a wet runway with artificial cover;
46.3. determine adhesion efficiency when there are bad drainage characteristics (low slope);
46.4. determine adhesion efficiency to runways with artificial cover, which have become slippery in special circumstances (such as prolonged droughts, the runway covered with pine pollen). 47. to wet the ground runway would not be classified as a slick, minimal adhesion factor is: 29.3.0.48-taking measurements with a speed of 65 kilometres per hour;
47.2.0.42-measurements with a speed of 95 kilometers per hour. 48. If the coefficient of adhesion is 0.57, taking measurements with a speed of 65kilometr an hour, and by conducting measurements with 0.52 speed of 95 kilometers per hour, the runway surface, the plan or any part of it. If the coefficient of adhesion is lower, perform maintenance on the runway, to raise the level of catch. 49. the coefficient of adhesion of a new runway or runway with a new artificial surface when the surface is wet, is: 30.5.0.76-making measurements with a speed of 65 kilometres per hour;
30.6.0.67-taking measurements with a speed of 95 kilometers per hour. 50. If a certified aerodrome runway adhesion coefficient is less than that of the provisions referred to in paragraph 47, the aerodrome operator shall forthwith issue a notice, take NOTE of runway maintenance and inform the Civil Aviation Agency. 51. An aerodrome operator not less frequently than once a year, the Civil Aviation Agency submitted: 51.1. report for the Visual inspection of features in flight;
51.2. fill the emergency training feedback form;
51.3. the report on the annual ground area of obstacles;
51.4. Overview of year internal audits carried out in the aerodrome. 52. maintenance of safety of aerodromes an operator shall take special aerodrome inspection in the following cases: 52.1. in accordance with annex 13 to the Convention by any aviation accident or incident at the aerodrome;
52.2. after the aerodrome facility or equipment, construction or repair work is finished, which may affect flight safety;
52.3. conditions which may adversely affect the safety of the aerodrome. 53. An aerodrome operator not less frequently than once a year, perform internal audits to ensure efficient aerodrome safety management system and verify that the users comply with the specific aerodrome aerodrome operation procedures. Internal audit performs independent according to the international civil aviation Organization (ICAO) requirements for trained personnel. 54. All the results of the internal audit shall document to the specified time could take corrective and preventive measures. The aerodrome operator shall keep the results of the internal audit in seven years and, if necessary, ensure Civil Aviation Agency authorized person access to them. Vi. The aerodrome licence prolongation of the suspension and cancellation of the aerodrome operator 55. not later than 60 days before the aerodrome licence expiry of Civil Aviation Agency shall submit an application for certification of a supplier (annex 1). The application of this provision is added to paragraph 51 referred to in the documents. 56. The Civil Aviation Agency after that rule 55, paragraph within 30 days of receipt of documents during the inspection of the aerodrome. 57. If the Civil Aviation Agency airfield during the inspection finds that the ground comply with the requirements of this regulation, it shall extend the aerodrome licence duration of five years. 58. If the aerodrome operator changes the name of the aerodrome or an aerodrome licence in other existing information, Civil Aviation Agency to issue a new certificate of aerodrome, maintaining the previous ground of expiry of the licence term. 59. The Civil Aviation Agency carries out a full range of ground inspections or separate elements of its operations in accordance with the Agency's approved by the Director of the annual inspection plan. 60. The Civil Aviation Agency to carry out unplanned ground inspections and checks if it is in possession of information about possible aerodrome operating rules and other discrepancies to the Convention 14. requirements set out in the annex. 61. If the Civil Aviation Agency, the inspection revealed aerodrome operating irregularities or non-compliance with other conventions 14. requirements set out in the annex, it shall inform the aerodrome operator of inspection results. 62. Depending on the infringements detected and the impact of non-compliance with the safety of the Civil Aviation Agency: 62.1. instructs the aerodrome operator to take immediate measures and procedures for the disposal of dangerous situation;
62.2. instructs the aerodrome operator to develop a plan of action and prevent any irregularities or non-compliance with the deadline.
38.7. stop operation of aerodrome licence. 63. Civil Aviation Agency may suspend the operation of the aerodrome certificate if it finds that: 39.2. aerodrome safety management system is incomplete;
39.3. the measures taken for dangerous conditions the aerodrome or aircraft flight safety is not given the required results;
63.3. aerodrome operators do not comply with this provision the requirements of paragraph 37.5. 64. the Agency for Civil Aviation aerodrome licence may be cancelled: 64.1. in accordance with the law "on the air" in article 95 the second paragraph;
64.2. If the operator violates the aerodrome aerodrome operating conditions;
64.3. If an aerodrome is unable to execute or intentionally does not comply with the Civil Aviation Agency's instructions to prevent the conditions that threaten the safety of the aircraft. 65. The Civil Aviation Agency after the decision on the withdrawal of the aerodrome certificate or suspension shall notify the aerodrome operator, the State joint stock company "Latvian air traffic" aeronautical information and issue NOTES in a statement. General: 10.1. the name of the aerodrome; 10.2. the location of the aerodrome; 10.3. ground control station geographical coordinates The World Geodetic System WGS-84; 10.4. the aerodrome elevation and ģeoīd wave; 10.5. each threshold, each runway end and any point of considerable elevation or decrease throughout the length of the runway elevation and ģeoīd wave, as well as the exact landing runway zemskar zone of higher elevation and location ģeoīd wave; 10.6. the aerodrome area temperature (average monthly temperatures, calculated as the annual hottest month of 24-hour average maximum temperature) in degrees Celsius; 10.7. details of aerodrome beacon; 10.8. the aerodrome operator's name (name), a personal code (registration number), home address (legal address), telephone number, fax number and electronic mail address. 11. the size of the Aerodrome and related information: 11.1 the runway-the true azimuth, digital signage, length, width, move the trigger location, slope, surface type, the type of runway, but accurate landing runway-free zone of the barriers to existence; 11.2. aircraft, runway end safety area, the runway after the deceleration lane length, width and surface type; 11.3. the aerodrome manoeuvring a path length, width and surface type; 11.4. the platform and aircraft parking surface type; 11.5. the free of obstacles and the length of the Earth's surface profile; 11.6. the Visual features approach charts-oncoming lights type, the visual indication of the number of des system type (PAP/APAP, T-VAS/AT-VAS), runway, taxi and the platform markings and lights system, other Visual targeting features to manoeuvring a path (including the standby site, waiting for the runway site traffic route lights and "STOP" line fires) and platforms, Visual connection system with telescopic ladder placement and type spare power source, lights; 7.3. any very high frequency operation of the beacons of a doughnut (VOR) and radio frequency testing location at the aerodrome; 11.8. the standard taxi route and signage; 7.4. each threshold the geographical coordinates; 11.10. determine the manoeuvring road axis lines point the geographical coordinates; 11.11. every aircraft parking area geographical coordinates; 11.12. the geographical coordinates and the peaks of the highest point of the lift barriers to landing and take off of zones and the area around the aerodrome surroundings (this information aeronautical information publication (AIP) for the preparation of the maps to be provided in accordance with the Convention's annex 4 and 15); 11.13. aerodrome movement areas artificial pavement types and classification by coverage number (PCN) expressed in bearing capacity; 11.14. one or more of the altimeter checks before the flight area on platform and elevation; 11.15. declared distances: 11.15.1. acceleration distance available (Tora); 11.15.2. take-off distance available (toda); 11.15.3. the available continuous take-off distance (ASDA); 11.15.4. the available landing distance (LD); 11.16. mobility lost aircraft evacuation capabilities from the manoeuvring area and areas adjacent to it, indicating the same heavier aircraft, a ground service are able to evacuate, and the coordination of these activities by the persons responsible for the telephone and fax numbers and electronic mail address; 11.17. salvage and fire-fighting-the level of protection provided by the Convention in annex 14 category. 12. Information on aerodrome operating procedures and safety measures 13. Reporting arrangements: 13.1. reporting procedures for changes to aeronautical information publication (AIP) placed on the airfield; 13.2. application procedures to issue NOTES notice (a notice that is sent via electronic means of communication and which contains information on any aeronautical facility, service and implementation of rules, change or threat information); 13.3. The Civil Aviation Agency for information, an agenda for change, as well as the following statement to the procedure of registration of the aerodrome during and outside it; 13.4. information for reporting, if a change in the composition of the staff of the responsible aerodrome (responsible person name and function, telephone numbers to communicate with these people work and the aerodrome outside it); 13.5. The Civil Aviation Agency addresses and telephone numbers for reporting. 14. Access to the movement area of an aerodrome: 14.1. procedures have been developed and are being implemented jointly with the institutions responsible for the prevention of unlawful interference in civil aviation activities of the airfield and the unauthorized person, vehicle, equipment, animals and other objects from entering the airfield to the prevention of the movement area; 14.2. information on airfield operators, aircraft operators, aerodrome security users, maintenance, Civil aviation authorities, the Agency and other relevant State institutions in this area the role; 14.3. access controls responsible person names, surnames and functions, as well as the phone number (for communication during and outside of it). 15. the action plan of emergency airfield: 15.1. action in emergency situations, where the airfield or its surroundings flying aircraft occurred faults, buildings, fire place operator (including the threat of explosion aircraft or buildings) or illegally seize aircraft, as well as the action plan of the incident where the aerodrome. The plan includes emergency measures during and after the emergency measures; 15.2. information on aerodrome check the devices that are to be used in emergencies, including over such periodicity for inspection; 15.3. information on training, which is going to test the emergency action plans, including training exercise over such recurrence; 15.4. the emergency measures within and outside the designated aerodrome, the Agency and the list of persons, that person phone and fax numbers, electronic mail and international aviation telecommunications service (SITA) addresses, a radio frequency; 15.5. the emergency action Committee of the establishment of the aerodrome. The task of the Committee is to organize the training and take other jobs to prepare for emergency situations; 15.6. the person in charge of coordinating all activities for posting on the site emergency situations arise. 16. The rescue and firefighting: 16.1. data for facilities, equipment, staff and procedures regarding compliance with the rescue and fire-fighting requirements; 16.2. the names, surnames and functions, which are responsible for the aerodrome emergency rescue and fire-fighting services. 17. information on aerodrome movement areas and barriers limiting the surface inspection procedures carried out by the operator of the aerodrome: 17.1. inspection arrangements, including measuring the coefficient of adhesion and water layer thickness determination on the runway and taxi lanes aerodrome; 17.2. the liaison bodies with air traffic control authorities in the course of carrying out the inspection and the necessary means of communication; 17.3. inspection log storage and its location; 17.4. the details of the inspection and the time intervals; 17.5. Control card; 10.9. the procedure for reporting on the results of the inspection and the dangerous conditions established prevention measures; 17.7. the inspection of persons responsible for carrying out the names, functions and phone numbers (contacts during and outside of it). 18. Ground Visual features and electrical system: 18.1. information on air navigation lights (including aizsarggaism of obstacles), signs, markers and ground electrical system inspection procedures; 18.2. information about the inspection procedures for ground work and outside it and with the control; 18.3. the procedure for reporting on the results of the inspection and remedial measures identified; 18.4. the procedure for carrying out regular maintenance and maintenance of emergency situations; 18.5. information on backup power source (if any), as well as information about any partial or complete system failure prevention techniques; 18.6. the name, surname and phone number (for communication during and outside it), responsible for the lights system inspection and maintenance. 19. The aerodrome movement area maintenance: 19.1. information on aerodrome movement areas maintenance program and procedures; 19.2 surface with artificial pavement maintenance; 19.3. the runway and taxi way, without artificial pavement maintenance; 19.4. aircraft maneuverability and road maintenance; 19.5. the ground drainage system maintenance. 20. the work to be done in the aerodrome safety: 20.1. information on planning procedures and safe construction and maintenance work carried out by the movement area of the aerodrome and its surroundings, which can be made above the limiting surfaces obstacles; 20.2. communication with air movement organisation governing body of such work; 20.3. the name, surname, and telephone number (communications during and outside of it), which is responsible for such planning and operations; 20.4. the aerodrome operator, a permanent land-based service providers and representatives of the aircraft operator name and phone number (for communication during and outside of it), which must be aware of these works; 20.5. information on work plans (if necessary). 21. the work of the organisation on platform: 21.1. information on procedures for organising the work on platform; 21.2. the agreement between the air traffic control authorities, which works on the platform; 21.3. aircraft parking in the parking lot of the agenda; 21.4. aircraft engine starting procedures and a permission to tow the aircraft arrival procedures; 21.5. the movement of the aircraft on the ground control service; 21.6. aircraft escorting service. 22. Safety procedures while staying on the platform: 22.1. protecting people from exposure to jet stream; 22.2. the safeguards procedures for aircraft refuelling operations; 22.3. the platform sweeping; 22.4. platform cleanup; 22.5. reporting arrangements for accidents and incidents on the ramp; 22.6. in relation to the organisation of the audit staff compliance with security rules on platform. 23. vehicle motion control procedures at the aerodrome movement area: 23.1. the applicable safety regulations (speed limit, itinerary and compliance providing measures); 23.2. authorisation scheme for driving on aerodrome movement area. 24. the birds and other fauna of the risk prevention procedures: 24.1. fauna of the hazard assessment measures; 24.2. the fauna the risk prevention program implementation measures; 24.3. the persons name and phone number (for communication during and outside of it). 25. procedures for the control of barriers: obstacles limiting 25.1. surface and aerodrome obstacles A type map, which requires monitoring of the take-off surface; 25.2. the operator of obstacles control; 25.3. the height of buildings and the design of controls limiting surfaces obstacles; 25.4. the new build of the control in the vicinity of the aerodrome; 25.5. Civil Aviation Agency information on the nature of the obstacles and locations, as well as the further emergence of barriers or harvesting. 26. the mobility of the lost aircraft evacuation: 26.1. information on the mobility of the evacuation of the aircraft lost their procedures from the movement or its surroundings; 26.2. the aerodrome operator and the operator's functions; 26.3. the operator's information; 26.4. the cooperation procedure with the air traffic control authorities; 26.5. mobility lost aircraft evacuation necessary equipment and their exploitative staff association; 16.5. the mobility of the lost aircraft evacuation responsible person names, functions and phone numbers (contacts during and outside of it). 27. operating with dangerous materials: 27.1. details of aerodrome procedures for safe handling hazardous materials (flammable liquids, flammable solids, corrosive liquids, compressed gases, as well as magnetizēt and radioactive materials) and storage (dangerous leak or spillage of materials appropriate to include measures for emergency airfield); 27.2. details of flammable materials (such as aviation fuel) and other hazardous material storage area for special installation of the aerodrome; 27.3. for hazardous materials, storage and delivery of winding-up procedure; 27.4. information about the procedures being introduced in the airfield, servicing the aircraft with the battle armor and weapons shipments. 28. Airfield operation limited visibility conditions: 28.1. information on procedures, if the aerodrome operates limited visibility conditions; 28.2. the visibility on the runway (RVR-runway visual range) measuring and reporting procedures; 28.3. for vision (RVR) measurement of the person responsible for the name and phone number (for communication during and outside of it). 29. the radar and navigation features location: 29.1. information about the radar and aerodrome navigation features location protection procedures the appropriate functioning of these products; 29.2. radar and navigation features in the vicinity of the control activities to organizing; 29.3. radar and navigation aids to be carried out in the vicinity of the maintenance order; 29.4. warning signs about dangerous microwave emission of the installation procedure. 30. in paragraph 29 of this annex these procedures indicate precisely: 30.1. when and under what conditions need to apply it or other operational procedures; 30.2. How are launched every commissioning procedure; 30.3. what measures are to be carried out; 18.9. where persons are required to take such measures; 5. the measures necessary for the implementation of equipment and procedures for access to such facilities. 31. If the annex referred to in paragraph 29 of the procedure does not apply to any particular case or not applicable, indicate their reasons for not applying. V. information on aerodrome administration and security management system 32. information on aerodrome Administration: 32.1. the organizational structure of the aerodrome services, indicating the leading employee names, job titles and responsibilities; 32.2. the security of the aerodrome of the person responsible, job title, and phone number; 32.3. the Airport Committee. 33. information on the safety management system: 33.1. security policy regarding security management process and its interaction with the operating and maintenance process; 33.2. the safety management system's structure or organization, including staffing and the individual's or group's responsibilities for security-related issues; 33.3. the strategy and planning of the security management system, including the security objectives, the initiative concerned, priority setting, as well as the creation of conditions to reduce the risk to a reasonable level in practice, subject to the laws and regulations of the Republic of Latvia and the annex of the Convention 14. standards and practices; 33.4. the security management system, including effective implementation of the security-related features of the notification of information, techniques and procedures, and enforcement of safety requirements; 33.5. the safety critical areas of the system, which requires a higher degree of cooperation in the maintenance of security (security measures); 20.9. security-enhancing measures, prevention of accidents and the risk control system, which provides accident, incident, complaint, error, and the refusal of the analysis and the appropriate course of action, as well as permanent security status monitoring; 20.9. internal security audits and security analysis of the State of the system, which are detailed in the safety and quality monitoring systems and programmes; 21.0. all security related equipment documentation aerodrome and aerodrome operation and maintenance data registration system, including information on the artificial surface and the aerodrome lights design and construction. Such a system is necessary to ensure the smooth functioning of the required data, including card; 21.1. staff training and competence, including the preparedness of staff assessment in respect of the exercise of the security maintenance as well as levels of qualification attestation system; 33.10. security-related provisions of the aerodromes of the construction works to be carried out in the treaties and their enforcement.
