2.3. only a small local road user charging system of payments. 3. the electronic tolling system using the following technologies: 3.1 satellite positioning;
3.2. mobile telephones using global positioning system (GPS) and General Packet Radio Service (GPRS). 4. Electronic collection system installations meet the following basic criteria: 4.1 system equipment is interchangeable, so that they can easily incorporate future technological and systems improvements;
4.2. the electronic equipment is adequate for future payment of user fees policy development;
4.3. the equipment is interoperable and supports data transmission together with all systems operating in other Member States and the European Union which use that technology (one or both). 5. the equipment installed by the vehicle, can be connected to the vehicle's electronic tachograph and other technological equipment. 6. Introduction of electronic payment collection, the way the owner shall ensure that the following minimum requirements: 6.1. follow certain actions with regard to the payment of the electronic collection: 6.1.1 subscription;
6.1.2. the operating instructions;
6.1.3. installation to install the equipment and vehicles to;
6.1.4. transaction processing recovery items or continuous charging;
6.1.5. transaction data recovery procedures, equipment failure or malfunction;
6.1.6. the control system;
6.1.7. billing and collection of the amount due;
6.1.8. warranty service;
6.1.9. help customers;
6.2. the vehicles shall be issued on-site equipment and ground equipment description of existing functions, specifies the technical specifications and the limits that must be observed;
6.3. provide specifications for installation in vehicles;
6.4. provides accurate transaction algorithms;
6.5. provide data and data exchange formats between the equipment installed on the vehicle and the equipment installed on the ground;
6.6. ensure the availability of equipment installed in the vehicle according to the demand of all users;
6.7. provide the inspection procedures for on-site equipment vehicles and road edges install the technical operation of the machines and their settings.
