No 36 49) national and European aid arrangements under "trade measures" Issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the order in which the State and the European Union support the open project submissions in the form of a competition event in the "trade measures" (hereinafter measure) in accordance with European Parliament and Council of 15 may 2014, the Regulation (EU) no 508/2014 on a European maritime and Fisheries Fund and repealing Council Regulation (EC) No 2328/2003 , (EC) no 861/2006, (EC) no 1198/2006 and (EC) no 791/2007 of the European Parliament and of the Council Regulation (EU) No 1255/2011 (hereinafter Regulation No 508/2014), the European Parliament and of the Council of 21 November 2012, the Regulation (EU) No 1151/2012 on agricultural product and food quality schemes (hereinafter Regulation No 1151/2012), the European Parliament and of the Council on 11 December 2013 Regulation (EU) no 1379/2013 for fishing and aquaculture products the common organisation of the markets, and amending Council Regulation (EC) no 1184/2006 and (EC) no 1224/2009 and repealing Council Regulation (EC) No 104/2000 (hereinafter Regulation No 1415/2013) and the Commission of 17 December 2014 the delegated Regulation (EU) No 2015/288, the European Parliament and of the Council Regulation (EU) no 508/2014 on a European Fund for Maritime Affairs and fisheries added relating to the inadmissibility of the application period and the start and end of the day (hereinafter Regulation No 2015/288). 2. objective of the measure in accordance with Regulation No 508/2014 6. paragraph 5 of article "b" section is to promote the acquisition of new markets, as well as company and product certification, product traceability and labelling. 3. project adoption application launches, project submissions submitted, evaluated and selected, the decision shall be taken and notified aid requests, as well as project monitoring is carried out and the sanctions applicable under the legislation on the national and European aid, administration and monitoring of the development of the rural and fisheries-2014 – 2020 programming period. II. conditions for receiving the aid 4. Support the applicant (hereinafter the applicant) is: 4.1 the society that is at least three years before the submission of the project application is registered in accordance with the laws of the society and Foundation, and in which at least five members of the commercial area are fishing, aquaculture, or fish, crustaceans and molluscs processing and preservation; 4.2 derived public person-the scientific institution that is registered in the register of scientific institutions of Latvia, or direct regulatory authority, the purpose of which is to promote the development of entrepreneurship in Latvia, increasing the competitiveness of Latvia in international markets, and has the experience prescribed in the measures of implementation activities. 5. Measures to support the following activities: 5.1. public awareness-raising on sustainable fishing and aquaculture products: 5.1.1 advertising campaigns; 5.1.2. participation in international exhibitions; 5.2. the market investigation carried out by the rules referred to in paragraph 4.2 of the scientific institution, and which is consistent with the fisheries sector under non-governmental organizations; 5.3. improving the quality of these rules the Association referred to in point 4.1, contributing to: 5.3.1. specific product registration application and adaptation of the participating operators concerned compliance and certification requirements in accordance with Regulation (EC) No 1151/2012; 5.3.2. sustainable fishing and aquaculture products, including coastal small-scale fishing, certification and promotion of products and environmentally friendly processing certification and promotion methods; 5.4. the fishing or aquaculture product traceability and – where appropriate – of European Union eco-label create fisheries and aquaculture products in accordance with Regulation No 1415/2013 6. Public funding support 12: Public 12.1. Association that is not organizations of producers of fisheries products, 60 percent of the eligible costs; 12.2. the Association that is recognised producer organisation of fishing products, has 75 percent of the eligible costs; 12.3. a derived public person is 100 percent of the eligible costs. IV. Eligible and ineligible costs are defined in the 13 Measures the following eligible costs: 13.1. advertising campaigns: 13.1.1. ad campaign concept and plan development costs; 13.1.2. advertising space purchase or hire of advertising campaign; 13.1.3. the required advertising material production; 13.1.4. publicity costs to foreign media, including text preparation, translation and layout preparation costs; 13.1.5. the monitoring of advertising campaigns; 13.2. for participation in international exhibitions: 13.2.1. organizer's registration and membership fee for the participation in the international exhibition, which takes place outside Latvia; 13.2.2. the stand area stand construction, technical equipment and audio-visual equipment costs: 13.2.2.1. rent for exhibit space; 13.2.2.2. rentals of stand structure, which includes the built up area of exposure with the necessary technical equipment, including audio-visual equipment; 13.2.2.3. stand insurance costs transportation and exposure time, if it is determined the stand rental contract; 13.2.2.4. technical support (such as the internet, computer connection) costs during the exhibition; 13.2.3. travel costs for exhibitors or 4.1. referred to representatives of the society are represented in the international exhibition, and one of the rules referred to in point 4.2 of the applicant's representative, if it is a project the applicant, in accordance with the laws of the order in which the recoverable costs associated with business travel, which shall not exceed 30 percent of the 17.3. these provisions referred to expenditure for eligible costs: 13.2.3.1. daily allowance; 13.2.3.2. hotel costs associated with business travel. 13.2.4. travel and transport costs: about luggage, 13.2.4.1. including exposure, transport to the place of the international exhibition, and back; 13.2.4.2. economy class public transport costs to the international exhibition venue and back up to the permanent jobs; 13.2.4.3. costs for local public transport, taxi or rent a vehicle to get to the venue of the international exhibitions; 13.2.4.4. fuel costs if you use a personal or professional road transport or vehicle being hired international exhibition venue; 13.2.5. permission costs to comply with the requirements of the target market, if the project is for participation in the international exhibition, which takes place outside the European Union; 13.2.6. material, brochures and catalog preparation, translation, desktop publishing, printing and reproduction of information materials are distributed in paper form and electronically; 13.2.7. advertising insertion in the international exhibition catalog; 13.2.8. the costs of interpretation services; 13.2.9. representation expenses exhibitions and exhibition related activities, not exceeding one percent of the project total eligible costs; 13.3. market research, including surveys of consumers, costs; 13.4. the rules referred to in point 5.3 of the application and the operator adjustment costs as well as costs associated with sustainable fishing and aquaculture certification and promotion of products and environmentally friendly processing certification and promotion methods; 13.5 these terms 5.4 referred to fishing or aquaculture products and ensure traceability in the case, according to the European Union's eco-label creation; 13.6. General costs, including consulting fees, legal expenses and other costs directly related to the preparation or implementation of a project and not exceed two percent of the rest of the rules referred to in paragraph 13 of the total eligible cost. 14. General costs and do not exceed one percent of the rest of the rules referred to in paragraph 13 of the total of eligible costs, and for them there is no contract with third parties; 9.8. taxes and fees, excluding the value added tax to those applicants who have not registered as a payer of value added tax; 15.8. costs incurred prior to the application of the project; 15.9. the travel expenses to persons not related to fisheries companies or these rules referred to in point 4.1 of the society; 15.10. the beneficiary of the transaction costs; 15.11. other costs that are not eligible under Regulation (EC) no 508/2014.16. Costs at the field support service exceeds the average costs of the assessment, and the unfinished job costs considered eligible costs. Executive Board of the society approved the decision on the implementation of the project and all the obligations relating to the implementation of the project, showing total project cost and financing sources; 18.1.3. together with the project submission, or within six months following the adoption of the decision on the application for the approval of the project – credit institutions, leasing companies or cooperative credit society credit granting decision, where the project will take credit, or documents that prove the availability of funds for the project, if the applicant intends to invest in private funds, with the exception of credit; 18.2. the rules referred to in point 4.2 of the applicant: 18.2.1. scientific institutions or direct the decisions of the regulatory authority for participating in the project and all the obligations relating to the implementation of the project, showing total project cost and financing sources; 18.2.2. documents proving the scientific institutions or administrative authorities in connection with prior experience of project activities; 18.2.3. the reconciliation with the fisheries sector under non-governmental organizations for the implementation of a project, if a project is provided for in these rules referred to in paragraph 5.2. market research. 19. in order to receive aid, the applicant project application adds a simplified business plan. It shall include information on: industry analysis and 19.1. future prospects; 19.2. the project goal and its achievement, details describing each of the activities envisaged; 19.3. the beneficiaries; 19.4. the result, which will give the project; 19.5. relationship to other projects; 12.2. the implementation of the project requires resources and their justification. 20. If the aid qualifies this rule 4.1 referred to by the applicant in addition to the provisions referred to in paragraph 19, the information in the business plan shall include the following: 20.1. members of the Association and also a description of the current transaction, indicating each Member's business; 20.2. information on cooperation with partners of the society. 21. If the claim to membership in an international exhibition, in addition to submitting the list of participants and a description of each participant's employment and participation in the international objectives of the exhibition. 22. The provisions referred to in point 5.2 of market research include statistical data, and it has at least the following sections: 22.1 Summary; 22.2. the methodology used; 22.3. the purpose of the study; 22.4. market description; 22.5. market access; 22.6. trade promotion; 14.1. market prospect; 22.8. data sources used and the table of authorities. 23. in support of the measure for a specified period shall be granted to the applicant, which is an offence under Regulation No 508/2014 and article 10 of Regulation No 2015/288. VI. Public funding required additional conditions 24. The aid recipient along with the final payment application is submitted to the rural support service: 24.1. report on the results of the implementation of the project and the beneficiary of the economic indicators (annex 3); 24.2. If implemented this rule 5.1.1 activity referred to in point (ad campaigns), promotional brochures or other advertising or literature, which shows the performance of the project; 24.3. when implementing this Regulation referred to in subparagraph 5.1.2 activity (participation in international exhibitions): 24.3.1. the contracts concluded by the Organizer on the bench design and exhibit area, if there is no contract with third parties who are responsible for this work; 24.3.2. stand or exhibit area of the photo from the exhibition venue; 24.3.3. the list of participants, indicating name and surname and fisheries undertakings 24.3.3.1.: or these rules referred to in point 4.1 of the society, of which it represents; 24.3.3.2. missions flown during the period; 24.3.4. public vehicle ticket (plane-ticket (including that in electronic form) and the boarding pass (boarding pass)); 24.3.5. hotel bill, if there is no contract with third parties who are responsible for this work; 24.3.6. each of these provisions referred to in paragraph 21 of the list of the participants of the exhibition the works carried out; 24.3.7. other documents that prove the project activities; 15.2. If the implementation of this Regulation referred to in paragraph 5.2 activity (market research): 24.4.1. research conducted in paper form and in electronic form, as well as ensure the public availability of research published in scientific institutions tīmekļvietn.
