Production and cost table, as well as the cash flow statement reflects the possibility of implementing project and achieving project goals; 15.3. a statement that the economic viability of the applicant last year concluded the project before the application meets at least two of these rules referred to in paragraph 14.2. 16. If the project submissions, listing according to the rules referred to in annex 2 of project selection the selection criteria are equal, priority to get public funding is that the applicant has a higher rate of project selection criteria "made tax contributions". 17. the aid Measure can be combined with other aid, up to 2014 to Regulation No 508/article 95 paragraph 1, the aid intensity laid down in. 18. The provisions referred to in paragraph 18, the condition shall be considered satisfied if one of the following conditions is fulfilled: 19.1. the applicant in the rural support service has submitted a copy of the building permit to complement the būvvald mark for the commencement of the construction works of the conditions; 19.2. the applicant has acquired at least one of the project assets, the value of which is at least 10 percent of the proposed asset acquisition; 19.3. the applicant has entered into a contract and paid an advance of at least 20 percent of the amount provided for. III. General costs, including architects, engineers and consultation fees, inspection, building and autoruzraudzīb services, legal services, feasibility study, as well as the licences costs and energy efficiency audit preparation costs directly linked to the preparation or implementation of a project and not more than seven percent of the rest of the rules referred to in paragraph 26 of the total eligible costs, including: two percent of 26.5.1. this rule 26.3. the costs referred to in subparagraph; 26.5.2. seven percent from 26.1 and 26.2 of these rules.. costs mentioned in points. 27. the meaning of these provisions with the recovery of construction costs is attributable to the construction of a technical or functional improvements to improve the energy efficiency of buildings, alteration or adaptation of premises for production purposes, without changing the size of the construction or structural elements of the performance. If a project for new construction or renovation costs for the respective type of construction exceeds the maximum eligible costs and they are necessary for the attainment of the objectives of the project, the project application will not be rejected if the cost difference shall be borne by the tenderer in full. 31. it is only applicable to those positions and construction materials that are directly tied to the achievement of the objective of the measure. 32. For the eligible costs the following are directly related to production costs, if their amount does not exceed 30 percent of the rest of the project included in the heading of eligible costs total: 32.1 administrative space during construction, conversion, installation, placement and restoration costs; 32.2. the cost of installation of the utility room, where it is explained in the application functional use; 32.3. the staff lounge and other facilities the installation costs. 33. the following Measures are not eligible costs: 33.1. interest payments, money transfers, Currency Exchange Commission payments and exchange rate fluctuations suffered damage; 33.2. fines, penalties and costs of legal proceedings; 33.3. the subcontracting, which artificially and unduly increase the cost of the project and the fee is fixed as a percentage of the total cost of the project; 33.4. the costs associated with any supplies, services or work for which there is no appropriate procurement procedures carried out in accordance with the laws and regulations on the application of the procurement procedure; 33.5. the existing maintenance costs; 20.9. maintenance, spare parts and operating costs; 20.9. remuneration of personnel; 33.8. taxes and charges (except for value added tax to those applicants who are not registered as a value added tax payer); 21.1. the costs for general purpose vehicles; 33.10. costs incurred prior to the application of the project (except this rule 26.4 and 26.5. the costs referred to in subparagraph); 33.11. the other costs that are not eligible under Regulation (EC) no 508/2014.34. Costs at the field support service exceeds the average costs of the assessment, and the unfinished job costs considered eligible costs. V. application procedures and the documents to be submitted 35. To log on to aid the applicant in accordance with the laws of the State of the European Union and the granting of aid, administration and monitoring of the development of the rural and fisheries-2014 – 2020 programming period submitted to the rural support service in the following documents: 21.8. application projects in two copies on paper and electronic copy on an external disk, if the application is not filed in electronic form of a document under the electronic Act. Field support service to one project submission paper copies together with proof of registration of the project shall be returned to the applicant; 35.2. together with the project submission, or within six months following the adoption of the decision on the application for the approval of the project – credit institutions, leasing companies or cooperative credit society credit granting decision, where the project will take credit, or documents that prove the availability of funds for the project, if the applicant intends to invest private (except credit) money – for projects with a total eligible cost amount exceeds 700 000 euro; 35.3. procurement procedure documents – the subject of the procurement technical specification and all potential suppliers submitted tenders in accordance with the laws and regulations on the application of the procurement procedure; 35.4. for new construction, construction renovation, construction, construction installation of parking and building conversion projects according to the intention of the planned construction and engineering group in addition to submit the following documents: a copy of the building permit or 35.4.1. explanatory note or receipt card with a copy of the būvvald mark for the construction of the acceptance of the idea; 35.4.2. construction, if according to the intention of the planned construction of a building permit būvvald issued to the applicant and made the tag for the design conditions are fulfilled; 35.4.3. complement the building permit copy with the būvvald mark for the commencement of the construction works conditions – together with the project submission, or nine months after the decision on the approval of the project application to the date of its entry into force; 35.4.4. preparation of the construction cost estimate, if according to the planned construction of the būvvald applicant's conception has issued a memorandum or a receipt card; 35.4.5. purchasing building materials (if būvvald is according to the intention of the planned construction is not issued a memorandum or a receipt card) – a construction or a copy thereof, and the construction permit with a būvvald mark on the design conditions are fulfilled; 22.1. the technological process description, sketches, if the project is a renovation or installation of fixed installations, and equipment deployment scheme; 35.6. a declaration of conformity of the small companies (undersized) or the average of the company according to the laws and regulations on the procedures a company declares their conformity with the small (tiny) and the average company status; 22.2. the national environment service regional environmental management issued a statement about where the polluting activities will be carried out when implementing the project, and which permits A or B category contaminating-authorized or polluting activities of category C certificate-applicant is required to obtain (if this requirement applies to the applicant in accordance with the laws and regulations on polluting activities); 22.2. the certified specialist issued the dissemination of existing buildings with a copy of the report about the economically justified energy efficiency measures – if investments designed to increase energy efficiency. 36. when Claiming for financing new construction, shipbuilding, construction, housing for stowage and the shipbuilding, conversion or fixed installations for building materials and the purchase of the equipment, specified in a construction or engineering, this provision, 35.4.4 35.4.1 35.4.2.,., and in those 35.4.5 construction documents, as well as purchase documents related to construction costs, submitted together with the application for the project or within six months after the rural support service of the decision on the approval of the project application to the date of entry into force of the but no later than five working days after the completion of the procurement procedure. 37. The beneficiary of the aid, starting with the next year after the implementation of the project, throughout the monitoring period in the project every year until June 1 to submit a support service in the field report on the beneficiary of economic indicators for the previous calendar year (annex 3).
