Cabinet of Ministers Regulations No. 479 in Riga on 18 august 2015 (pr. No 40 9) action programme "growth and employment" 8.2.4. specific aid target "to provide support to the EQAR agency execution requirements" implementing provisions issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" priority axis "education skills and lifelong learning "8.2.4. specific objectives of aid" to support the EQAR agency execution requirements "(hereinafter referred to as the specific support); 1.2. specific aid objectives; 1.3. specific support available funding; 1.4. requirements for the project of the European Social Fund (hereinafter the project) the applicant and the partner of the project; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. specific support conditions of implementation, including the agreement on the implementation of the project of cooling-off conditions unilaterally. 2. The specific objective of the aid is to support the European quality assurance register (European Quality assurance Register for Higher Education-EQAR) (hereinafter referred to as the register quality assurance) agency requirements. 3. Specific support to target the national higher education quality assurance Agency (hereinafter referred to as the accreditation agency), higher education institutions and learners. 4. Specific aid objectives achieved, the implementation of this Regulation referred to in paragraph 17 of the eligible operations and up to 2023 December 31, reaching the following indicators: monitoring outcome indicators 4.1 – the number of institutions which have received European Social Fund support for the quality assurance requirements of the registry Agency,-1; 4.2. results indicators – number of institutions in Latvia which comply with quality assurance agency registry requirements,-1; 4.3. specific evaluation indicators – number of experts trained in quality evaluation of higher education, 150; 4.4. financial performance – up to 2018 December 31 certified expenditure of eur 1 200 000. 5. Specific support for implementing the project application to the limited selection.
6. Specific support within the European Union's structural funds and the cohesion fund the responsible authority for the Ministry of education and Science (hereinafter referred to as the responsible authority). 7. Specific support available, the total eligible funding is eur 1 500 000, including the European Social Fund funding – 1 275 000 euro and Government co-financing – 225 000 euro. 8. the maximum eligible European Social Fund funding does not exceed 85 percent of the total eligible funding. 9. The specific aid implemented in one project application selection round about all the specific support available funding. 10. The project site is the territory of the Republic of Latvia.
II. requirements for the applicant and the project partner Project applicant 11. specific aid is the Foundation of the "academic information center". 12. The beneficiary shall ensure that the functions that it performs in the implementation of the project would be separate from the main functions of the authority. 13. The beneficiaries of projects implemented in cooperation with the following partners: 13.1 higher education Council – this rule 17.2.3 17.1.2.,., 17.2.2.17.3.1. referred to and supported the implementation of activities; 13.2. III. eligible activities and costs 17. Specific aid is supported by the following: 17.1. accreditation agency quality and capacity building, to ensure its conformity with the standards and guidelines for quality assurance in the European higher education area (European standards and guidelines for Quality assurance-ESG) (hereinafter referred to as the standards and guidelines): 17.1.1. the accreditation agency's quality management system development and approval, including the implementation of pilotakreditācij; 17.1.2. the accreditation agency staff and experts, including the student, employer and foreign experts, the staff of the Council of higher education and the higher education quality Council competence development, training and experience exchanges with other national accreditation agencies registered in the register of quality assurance; 17.1.3. the accreditation agency's facilities and information security, including the e-platform, in order to ensure the accreditation process and monitoring of higher education needed to implement a document and data storage, as well as the integration of existing information systems and; 17.1.4. participation in the European Association for quality assurance in higher education (European Association for Quality assurance in Higher Education-ENQA) (hereinafter referred to as quality assurance Association) and other international organizations and networks, as well as events organised by higher education quality assurance; 17.1.5. the accreditation agency for external expertise (checking compliance with the standards and guidelines); 17.1.6. proposal development study program licensing arrangements, higher education institutions and study direction, the regulatory base for accreditation process and evaluation criteria a refinement; 17.1.7. Accreditation Agency's development strategy, which also includes the medium-term plan accreditation agencies to strengthen international competitiveness and foreign higher education institution or programme of study field of study for an increase in the number of accreditation; 17.2. the higher education quality monitoring system to ensure the development of the higher education development goals: 17.2.1. higher education external quality assurance system external evaluation; 17.2.2. proposal for the development of higher education quality monitoring system development and implementation; 17.2.3. proposals this provision 17.1.3. e-platform referred to in progress; 17.3. the support and communication measures in higher education institutions and the accreditation system partners involved: 17.3.1. training and seminars for higher education institutions, external and internal quality assurance matters; 17.3.2. communication and information provision and development, including the development of accreditation agencies tīmekļvietn, information material, the development of institutions of higher education quality assurance issues; 17.4. the project management and implementation; 17.5. information and publicity measures for the implementation of a project. 18. Specific aid plan, the following types of costs: 18.1. direct eligible costs directly related to the implementation of the project activities and the need to achieve the results of the project, and this is a clear and demonstrable; 18.2. indirect eligible costs which are not directly linked to the achievement of project results, but support and provide appropriate conditions for the implementation of the project activities and project results; 18.3. the unexpected costs.

19. The rules referred to in point 18.1 of the direct eligible costs include the following cost items: 19.1. direct eligible personnel costs: 19.1.1. project management personnel remuneration costs, excluding overtime, this rule 17.4. and 17.5. referred to the implementation of the activities supported; 19.1.2. project staff (consultants, experts and other professionals, including foreign) remuneration costs, excluding overtime, that rule 17.1, 17.2. or 17.3. supported referred to the implementation of the activities; 19.2. travel (domestic and foreign) and travel costs for project management and staff in the implementation of this provision 17.4. referred to the implementation of the activities supported under the laws that determine the order in which the recoverable costs associated with missions; 19.3. information technology equipment (hardware, software, printers, data storage equipment) the acquisition cost of these provisions 17.1 and 17.3. supported referred to the implementation of the activities; 19.4. job creation for the required equipment acquisition cost not more than 3 000 euro for a single work throughout project implementation during this rule 17.4. eligible activities referred to in point. IV. Specific conditions for the implementation of aid

26. The beneficiary can start implementation of the project after the implementation of the agreement on the project, but no later than one month after the date of conclusion of the said agreement. The project no longer than 42 months after the date of conclusion of the contract and no longer than until December 31, 2019. 27. the monitoring of the implementation of the project funding recipient project creates the Board of supervisors. If during project implementation funding is paid in advance to the beneficiary, it may be paid in instalments, and one advance payment does not exceed 30 percent of a project for the European Social Fund and State budget co-funding totals. After the agreement on the conclusion of the project, the cooperation on the basis of the beneficiary's written request, provide advance funding for the requested advance payments according to legislation on the State budget planning the European Union's structural and cohesion funds for the implementation of the project and execution of payments in 2014 – 2020 programming period. 29. in implementing the project, the beneficiary shall ensure information and publicity measures, the European Parliament and of the Council of 17 December 2013 Regulation (EU) No 1303/2013 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries and general provisions on the European regional development fund, the European Social Fund , The Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006, as well as regulations on procedures for European Union structural funds and the Cohesion Fund in the implementation of the 2014-2020 programming period provide a communications and visual identity requirements. 30. The beneficiary shall follow the timetable for the implementation of project activities: 32.1. by 2015 December 31 to register the Association of quality assurance in the Member State, and loved 32.2. until 2017 31 December to submit the application to evaluate the Agency's compliance with the accreditation standards and guidelines; 32.3. until 2018 31 October to submit application for admission to the register of quality assurance; 32.4. through the project implementation deadline: 32.4.1. create e-platform, in order to ensure the accreditation process and monitoring of higher education needed to implement a document and data storage; 32.4.2. ensure at least 150 expert involvement in competence development activities. 32.4.3. to make higher education external quality assurance system external evaluation and its conclusions and recommendations to be taken into account when improving higher education quality monitoring system; 32.4.4. improving higher education quality monitoring system; 32.4.5. develop proposals for licensing and accreditation system development, including the licensing and accreditation criteria and procedures to ensure higher education development goals; 32.4.6. to develop proposals for the accreditation agencies charge service price list development to ensure accreditation agencies service cost effectiveness; 32.4.7. develop the accreditation agency's development strategy, including the medium-term plan accreditation agencies to strengthen international competitiveness and foreign higher education institution or programme of study field of study for an increase in the number of accreditation; 32.4.8. implement support and information measures of higher education institutions and the accreditation system, the partners involved, including organizing training workshops and seminars for higher education institutions, external and internal quality assurance matters. 33. The beneficiary shall ensure the sustainability of the results achieved at least five years after completion of the project. 34. cooperation authority after consulting the responsible authority has the right to unilaterally withdraw from the agreement for the implementation of a project in any of the following cases: 34.1. the beneficiary does not comply with the agreement on the implementation of the provisions of the project, including the project under the project deadlines or joined other circumstances which affect or may affect the provisions referred to in paragraph 2, the specific objective of aid and the rules referred to in paragraph 4, the monitoring indicators; 21.3. in other cases laid down in the Treaty for the implementation of a project.
